Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Key Information

Abstract

Rule 18f-1 [17 CFR 270.18f-1] provides investment companies that wish to limit redemptions in-kind with an exemption from section 18 of the Act, which would otherwise prohibit them from doing so. The fund must file Form N-18F-1 [17 CFR 274.51] to notify the the Commission that a fund has elected to limit redemptions in-kind. The Commission does not review the Form, but uses it as appropriate to monitor compliance with the Investment Company Act. The rule also requires the fund to disclose that election in either its prospectus or Statement of Additional Information. The form and the Prospectus and Statement of Additional Information is available publicly via the EDGAR system on the SEC website.

Motorcycle Crash Avoidance Technology Review

Key Information

Abstract

This information collection request (ICR) is to seek approval for a one-time, voluntary, and anonymous survey of motorcycle riders to obtain consumer-reported feedback and perspectives on the use and availability of advanced crash avoidance motorcycle technologies. At this time, there is no information regarding consumer use and understanding of current advanced safety technology on motorcycles. To gain perspective on U.S. motorcyclist consumers, NHTSA will survey a convenience sample of individuals who live in the U.S., are licensed to operate a motorcycle, own at least one motorcycle, and ride it at least six times a year. Beyond these eligibility requirements, respondents will not be limited by age, geographic location, income, sex, etc. We will ask survey respondents about themselves (e.g., characteristics, riding behavior), knowledge about current and proposed motorcycle technologies, as well as their willingness to use these technologies. This information collection request is for three is reporting collections: (1) an eligibility questionnaire; (2) an informed consent form; and (3) the survey questionnaire. Results from the anonymous questionnaire will be compiled into descriptive statistical summaries (numeric data) and thematic codes and narratives (text-based data from open-ended questions) and incorporated into a report will be published and available to the general public via the National Transportation Library. The results of the information collection will help NHTSA better understand consumer-based barriers and facilitators to advanced motorcycle crash avoidance technology deployment. By understanding these barriers and facilitators, NHTSA can better develop related policy and consumer education materials to improve safety through the increased uptake and safe use of advanced technologies for motorcycles. The data collection requires IRB approval and has received it.

Abstract

The Securities Act of 1933 (“Securities Act”) was designed to prevent misrepresentation, deceit and other fraudulent acts and practices in the sale of securities. Section 5 of the Securities Act requires that a registration statement be filed before any security is publicly offered, and that the registration statement be effective before any security is sold. Section 7 of the Securities Act and Schedule A outlines the information that must be contained in a registration statement. Section 7 gives the Commission the authority to vary such disclosure for various classes of issuers and securities. The Commission has used its statutory authority to develop a number of specialized registration statement forms that tailor disclosure requirements based on the type of offering, issuer, or other parameters, thereby eliminating burdensome and unnecessary requirements while maintaining investor protection. Form S-3 (17 CFR 239.13) is a short-form securities registration statement that is available to issuers that meet certain registrant and transaction eligibility requirements under the form. The purpose of the information collection is to provide disclosure of material financial and other information with which investors may evaluate the merits of securities in order to make investment decisions.

Section 1311(c)(3) of the Affordable Care Act directs the Secretary to develop a system to rate QHPs on the basis of quality and price and requires Exchanges to display this quality rating information on their respective websites. Section 1311(c)(4) of the Affordable Care Act requires the Secretary to develop an enrollee satisfaction survey (ESS) system to assess enrollee experience with each QHP (with more than 500 enrollees in the previous year) offered through an Exchange. Section 1311(h) requires QHPs to contract with certain hospitals that meet specific patient safety and health care quality standards beginning January 1, 2015. CMS is requesting approval for information collection associated with these related Marketplace quality standards.

In CC Docket No. 93-240, the Commission considered the issue of the accounting rules and ratemaking policies that should apply to litigation costs incurred by carriers subject to Part 32 of its rules and regulations. The Commission concluded that there should be special rules to govern the accounting treatment of federal antitrust judgements and settlements, in excess of the avoided costs of litigation, but not for litigation expenses. The Commission further concluded that these special rules should not apply to costs arising in other kinds of litigation. A carrier must make a showing to receive recognition of its avoided costs of litigation.

Abstract

FSIS requires that establishments operating under the New Swine Slaughter Inspection System (NSIS) monitor their systems through microbial testing and recordkeeping. For each sample on which a microbiological test is conducted, there are two “responses” for the establishment: one response for the actual collecting of the sample and sending it to the laboratory for analysis, and the other for recording the sample result. Large establishments test and record microbiological results for enteric pathogens, at both pre-evisceration and post-chill, 13 times a day; small high-volume establishments, one-time a day; and small low-volume and very small establishments, 13 times a year. FSIS estimates that large establishments would test and record microbial results for the pre-operational environment weekly; small establishments, biweekly; small low-volume and very small establishments, monthly. Furthermore, all swine slaughter establishments operating would have to maintain records that document that the products resulting from its slaughter operations meet the definition of RTC pork products.

During the Federal government shutdown, in early October, FMCSA was not able to have the 30-day FR for the ICR published at the OFR therefore, to avoid the ICR from expiring, FMCSA submitted a request for emergency extension (EE) of the expiration date of the ICR. OMB approved the EE request on October 30, 2025 and the expiration date of the ICR was extended to December 31, 2025. When the shutdown ended the 30-day FR was published on November 19, 2025, and the ICR is now being resubmitted with a 60-day and 30-day FR for the approval of a 3-year ICR renewal. The information collection is mandatory reporting requirements and consists of 3 information collection instruments. IC-1, Form MCS-150, Motor Carrier Identification Report is filed by all motor carriers conducting operations in interstate or international commerce before beginning operations. It is also used by motor carriers needing to update previously submitted information, and on a biennial update basis. IC-2, Form MCS-150B, Combined Motor Carrier Identification and HM Permit Application is filed by interstate motor carriers that transport the permitted hazardous materials. It is also used by motor carriers needing to update previously submitted information, and on a biennial update basis. IC-3, Form MCS-150C, Intermodal Equipment Provider Identification Report is filed by IEPs that interchange intermodal equipment with a motor carrier or have contractual responsibility for the maintenance of the intermodal equipment. FMCSA uses the information to identify its regulated entities, to help prioritize the Agency’s enforcement activities, to aid in assessing the safety outcomes of those activities, and for statistical purposes. This information collection supports the agency’s strategic goal of safety by establishing and monitoring safe operating requirements for motor carriers, commercial motor vehicle drivers, vehicles, and vehicle equipment.

Evaluation of the Trafficking Victim Assistance Program (TVAP) and Aspire: Child Trafficking Victim Assistance Program (Aspire)

Key Information

Abstract

TVAP and Aspire are funded by the Office on Trafficking in Persons (OTIP) to provide time-limited comprehensive case management services to individuals who have experienced severe forms of human trafficking, including adults (TVAP) and children (Aspire). The programs also aim to (1) develop and maintain a nationwide network of providers to conduct human trafficking outreach and provide direct services and community referrals, and (2) establish local regional presence within each of the ACF geographic regions to coordinate project activities and direct services. TVAP has undergone several changes in the past few years, shifting to a regional administration model and separating services for minors into a separate program called Aspire. The Office of Planning, Research, and Evaluation (OPRE), in collaboration with OTIP, is overseeing a process evaluation of the TVAP and Aspire programs. This proposed data collection will be the first evaluation of the TVAP and Aspire programs to understand its administration and implementation and its impact on thousands of individuals. The proposed data collection includes interviews and a survey to document and examine the key characteristics and implementation of the programs, including the challenges, strengths, and successes.
