What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Abstract

The Department of Labor (Department), Employment and Training Administration (ETA) is submitting this Information Collection Request (ICR) to implement and collect an annual Reemployment Services and Eligibility Assessment (RESEA) state plan as described in Section 306(e) of the Social Security Act (SSA). On February 9, 2018, the President signed the Bipartisan Budget Act of 2018, Public Law 115-123 (BBA), which included amendments to the SSA that create a permanent authorization for the RESEA program. Section 306 of the SSA introduced several new program requirements including the requirement that states must submit an annual state plan to be considered eligible for funding. To be considered eligible for RESEA funding for a Fiscal Year, a state must submit a state plan that outlines how the state intends to conduct a program of reemployment services and eligibility assessments by responding to all the required elements identified in Section 306(e) of the SSA and this ICR.

Abstract

This collection is promulgated under the authority described in Title 49 of the United States Code, Subtitle I, Section 106 Subtitle VII, Part A, Subpart I, Section 40103, Sovereignty and use of airspace, and Subpart III, section 44701, General requirements. Under section 40103, the FAA is charged with prescribing regulations on the flight of aircraft, including regulations on safe altitudes, navigating, protecting, and identifying aircraft, and the safe and efficient use of the navigable airspace. Under section 44701, the FAA is charged with promoting safe flight of civil aircraft in air commerce by prescribing regulations for practices, methods, and procedures the Administrator finds necessary for safety in air commerce. This collection requires performance measures for certain avionics equipment on aircraft operating in specified classes of airspace within the United States National Airspace System. On May 28, 2010, the FAA published the final rule entitled Automatic Dependent Surveillance-Broadcast (ADS-B) Out Performance Requirements to Support Air Traffic Control (ATC) Service. As of January 2, 2020, when operating in the airspace designated in 14 CFR § 91.225(a) and (d), operators must be equipped with ADS-B Out avionics that meet the performance requirements of 14 CFR § 91.227.

Aircraft Registration

Key Information

Abstract

This information collection is mandatory for any person or entity wanting to register an aircraft. The information is collected and used by the FAA Aircraft Registration Branch (Aircraft Registry) to: 1) maintain documentation of aircraft ownership; 2) register aircraft for the issuance of a registration certificate and; 3) record conveyances affecting an interest in an aircraft. Bi-annual reporting of U.S. Flight Hours is also collected from corporations that are not considered U.S. citizens to monitor compliance in accordance with 14 CFR 47.9. The information collected is maintained in a database for recordkeeping purposes. As with all information collected by the Aircraft Registry this information is available to the public upon request. Registration and evidence of ownership information is collected utilizing the following forms: 1) The AC Form 8050-1, Aircraft Registration Application, which must be used for the initial registration when ownership of an aircraft transfers from one entity to another. 2) The following four forms, though their use is not required, are available to use as evidence of ownership to accompany the AC Form 8050-1: • AC Form 8050-2, Aircraft Bill of Sale • AC Form 8050-88, Affidavit of Ownership for Amateur-Built and Other Non-Type Certificated Aircraft • AC Form 8050-88A, Affidavit of Ownership for Light-Sport Aircraft • AC Form 8050-4, Certificate of Repossession of Encumbered Aircraft 3) The AC Form 8050-1B, Registration Renewal Application, is used for the stated purpose (renewal) every three years following notification to the aircraft owner that their aircraft’s registration is eligible for renewal. (If the registration expires, the owner must use the AC Form 8050-1 to apply for reinstatement and may not operate the aircraft until the reinstated registration is accomplished.) 4) The AC Form 8050-98, Aircraft Security Agreement, may be used by secured parties to record any financial encumbrances against an aircraft and eligible engines, propellers, and spare part locations. 5) The AC Form 8050-117, Flight Hours for Corporations Not U. S. Citizens, is used as bi-annual notification and is then returned with report data from corporations not considered U.S. citizens for compliance with 14 CFR 47.9, which requires that at least 60% of the aircraft’s flight hours be in U.S. airspace.

On May 12, 2020, the Commission adopted Amendment of Section 73.3580 of the Commission’s Rules Regarding Public Notice of the Filing of Applications; Modernization of Media Regulation Initiative; Revision of the Public Notice Requirements of Section 73.3580, Second Report and Order, MB Docket Nos. 17-254, 17-105, & 05-6, FCC 20-65 (rel. May 13, 2020). The Commission adopted new, streamlined procedures for stations to provide public notice of the filing of certain applications. Applicants, including applicants for assignment or transfer of control of authorizations for FM or TV translators or LPTV stations, that were previously required to post public notice in a local newspaper, must now post notice online, either on the station website or a website affiliated with the station, its licensee, or its parent entity, or else must post notice on a publicly accessible, locally targeted website, for 30 continuous days following acceptance of the application for filing. Stations that are required to make on-air announcements of the filing of certain applications, including an applicant for assignment or transfer of control of an LPTV station that locally originates programming, must continue to do so, but the announcements are shorter and direct viewers and listeners to the application as filed and displayed in either the station’s Online Public Inspection File or another Commission database. A total of six on-air announcements are required, at least one per week and no more than one per day or two per week, to be broadcast between 7:00 a.m. and 11:00 p.m. local time, Monday through Friday, beginning after the application is accepted for filing.

Key Information

Abstract

During a disease outbreak overseas with risk of case importation to the United States, CDC may screen airline passengers who have recently been in the outbreak area for signs, symptoms, or exposures to the outbreak disease. In such situations, CDC relies on its federal partners in the DHS to assist in the risk assessment and entry screening process because of their presence at the ports of entry. As needed, DHS will refer travelers into public health entry screening and risk assessment process. The public health entry screening typically consists of an initial health and exposure questionnaire to determine if a more in-depth public health risk assessment of a traveler is necessary. CDC develops the tools and training to facilitate this public health entry screening and works to ensure that any individual who is identified by DHS as being from the outbreak area is screened and further evaluated if compatible symptoms or potential exposures are identified. For those who are symptomatic or potentially exposed, additional public health measures may involve transport to a healthcare facility for medical evaluation if a traveler is identified as being ill; quarantine for those with high-risk exposures but with no evidence of illness or infection; and/or communication with CDC or health departments facilitate timely detection and management if potentially exposed travelers develop symptoms after arrival. This information collection concerns CDC’s statutory and regulatory authority related to conducting public health screening of travelers upon arrival to the United States and assessing individual travelers for public health risk following a report of illness from a conveyance or other notification at a U.S. port of entry. As part of this responsibility, DGMH has implemented traveler management activities that collect contact information and share the information with health departments so that the travelers can be assessed for exposure risk, monitored for signs or symptoms of disease, and isolated and medically examined if needed. CDC anticipates the future need for these activities to prevent the introduction or spread of communicable diseases into the United States that threaten the public’s health.

EIA-860S: Backup Generator Data Integration

Key Information

Abstract

Data collection comprising the air permitting offices of states, the District of Columbia, and the five major U.S. territories to supplement the EIA-860 Sampling Frame. EIA has a critical need to enhance the completeness and accuracy of the frame for the EIA-860. This proposed information collection request addresses these gaps by acquiring existing backup generator data from all 50 states, the District of Columbia, and five U.S. territories via air permitting offices, which regulate generators under the Clean Air Act, rather than imposing new direct reporting burdens on operators. This administrative data acquisition will enhance the EIA-860 frame's completeness and accuracy through reconciliation and validation, without altering the survey's fundamental purpose and structure in any way.Emergency Justfication:EIA is making this emergency request at a time of unprecedented increases in electricity demand. In January 2026, we forecasted that electricity demand would increase in both 2026 and 2027, which would mark “the first four years of consecutive growth since 2005–07, and the strongest four-year period of growth since the turn of the century.” President Donald J. Trump has issued three executive orders with direct bearing on questions of urgency, public harm, and unanticipated events related to this demand growth. Because of these reasons, EIA has a critical need to enhance the completeness and accuracy of the frame for the EIA-860. While the survey generally excludes smaller distributed generation, backup generators are included if they meet the 1 MW threshold within a surveyed facility. However, many backup generators are often excluded or inconsistently captured due to capacity limitations or intermittent operation, revealing data gaps. The current sampling frame is unlikely to represent a complete enumeration of backup generators. Our assessment indicates a potential underestimation of the generator population, possibly by several hundred to over a thousand units. The current lack of comprehensive data on backup generators, particularly smaller emergency units, represents a significant gap in our understanding of total U.S. grid capacity and resilience. This gap could hinder effective emergency response and grid management during periods of stress, potentially leading to widespread power outages, economic disruption, and the loss of human life.

Abstract

The U.S. Repatriation Program (Program) is authorized by Section 1113 of the Social Security Act (42 U.S.C. § 1313) and the assistance provided to mentally ill repatriates found under 24 U.S.C. §§ 321 - 329. This Program also provides services for emergency repatriations which are authorized under Section 1113 and by the extension of the Executive Order (E.O.) precedent, E.O. 12656 (53 CFR 47491). Program regulations are in 45 CFR 211 & 212. The current collection includes eight forms with translations in six languages. The information collected through these forms allows the Office of Human Services Emergency Preparedness and Response (OHSEPR) to fulfill its statutory responsibilities to provide temporary assistance to repatriates. The Program also provides training and technical assistance to states and territories for routine and emergency repatriation. Additionally, OHSEPR provides funding to states for emergency repatriation planning, training, and exercises. In 2025, ACF submitted updates to forms under this collection in response to new Executive Orders. Through that process, OMB requested minor edits to the SSA to align with the updates to the form. Through that revision process the incorrect SSA was inadvertently updated and sent for upload. ACF would like to replace the currently uploaded SSA with the correct version. The correct version matches the data entered in ROCIS in terms of burden estimates and forms approved.

National Communication System for Runaway and Homeless Youth Data Collection

Key Information

Abstract

The Family and Youth Services Bureau’s (FYSB) Runaway and Homeless Youth Division has a legislative requirement to fund a National Communication System, which is currently operated by the National Runaway Safeline (NRS). The NRS provides information, referral services, crisis intervention, and prevention resources to vulnerable youth and families of youth at risk of running away and/or becoming homeless at no cost. When necessary, the NRS refers runaway and homeless youth to shelters, counseling, medical assistance, and other vital services. The NRS collects information from all contacts with youth and adults connecting with the NRS (i.e., parents, family members, legal guardians, service providers) on a voluntary basis to inform crisis services and develop an annual report on the information collected during calls, chats, emails, and forum posts from young people who reached out to the NRS’s crisis services. The Runaway and Homeless Youth Act (RHYA), as reauthorized by the Reconnecting Homeless Youth Act of 2008 (P.L.110-378) through FY 2013 and more recently reauthorized by the Juvenile Justice Reform Act through FY 2019, mandates the Secretary shall make grants for a national communication system to assist runaway and homeless youth in communicating with their families and with service providers. The NRS is required to have a system for collecting and analyzing data on calls, emails, chat, texts, and online messages received as well as other information, such as prevention resources, referrals, demographics, and visitors to the NRS website. The NRS must submit monthly and semi-annual reports that includes the following: • Number of calls received, answered, and missed. • Number of chats, emails, and texts received; number of chats, emails, and texts answered; and number of chats, emails, and texts that were missed and did not receive a response, in which the users are youth in crisis, runaway youth, and youth experiencing homelessness. • Number of parents, legal guardians, and service providers contacting the NRS and the type of resources, interventions, and technical support/assistance requested and provided. • Number and type of prevention materials disseminated to communities, especially to underserved populations. • Number and type of unique visitors to the NRS’ website. • Information on referrals provided and where youth were referred for services. • Information on the callers' or users' demographics and where they were located when contacting the NRS. • Information on the prevention materials developed and disseminated by the NRS. • Information and analysis of the latest trends and their impact on runaway prevention. The NRS uses two forms, one form to collect relevant information disclosed during calls, emails, and forum posts, and then a second form to collect information from chats. All data will be provided to FYSB in the aggregate and no personally identifiable information are collected. This nonsubstantive change request is to remove an outdated Executive Order referenced as an Authorizing Statute.

Colorectal Cancer Control Program (CRCCP) Monitoring Activities

Abstract

CDC requests approval the Colorectal Cancer Control Program (CRCCP). The goal of this information collection is to systematically collect information about the implementation and outcomes of the CRCCP. CDC will use resulting information to monitor the implementation of CRCCP activities and evaluate outcomes achieved across all grantees. CDC will conduct an annual grantee survey and collect clinic-level information from grantees' health system partners. CDC also plans to implement a new quarterly program update report. CDC will use descriptive statistics to produce reports for CDC program management. Collection of Information for AHRQ's Hospital Survey on Patient Safety Culture Comparative Database

Key Information

Abstract

The SOPS Hospital Survey is designed to enable hospitals to assess provider and staff perspectives about patient safety issues, medical error, and error reporting. In 2004, Version 1.0 of the survey, which includes 42 items that measure 12 composites of patient safety culture, was released on the AHRQ website. AHRQ made the survey publicly available along with a Survey User’s Guide and other toolkit materials. In 2019, an updated version of the survey, Version 2.0, was released on the AHRQ website (OMB 0935-0230, approved 01/21/2016). This version includes a total of 40 items: 32 items across 10 composite measures, 2 single-item measures, and 6 background questions. The AHRQ SOPS Hospital Database consists of data from the AHRQ SOPS Hospital Survey 2.0 and may include reportable, non-required supplemental items . Hospitals in the U.S. can voluntarily submit data from the survey to AHRQ, through its contractor, Westat. The SOPS Hospital Database (OMB NO. 0935-0162, last approved on October 18, 2022) was developed by AHRQ in 2006 in response to requests from hospitals interested in tracking their own survey results. Organizations submitting data receive a feedback report, as well as a report of the aggregated, de-identified findings of the other hospitals submitting data. These reports are used to assist hospital staff in their efforts to improve patient safety culture in their organizations. Rationale for the information collection. The SOPS Hospital Survey and the SOPS Hospital Database support AHRQ’s goals of promoting improvements in the quality and safety of healthcare in hospitals. The survey, toolkit materials, and database results are all made publicly available on AHRQ’s website. Technical assistance is provided by AHRQ through its contractor at no charge to hospitals, to facilitate the use of these materials for hospital patient safety and quality improvement. The SOPS Hospital Database seeks to answer the following research questions: 1. What is the current state of patient safety culture in hospitals? 2. Has there been a change in patient safety culture scores since the previous database? 3. Are there differences in scores based on staff position and unit/work area? The goals of the SOPS Hospital Database are: 1. Produce aggregated results from hospitals that voluntarily submit their data; and 2. Provide feedback reports to hospitals that voluntarily submit their data to help them identify their strengths and areas for improvement in patient safety culture.

Abstract

This is an ongoing activity of AHRQ’s Evidence-based Practice Center (EPC) Program. AHRQ’s EPC Program develops evidence reports on topics relevant to clinical and other health care organization and delivery issues—specifically those that are common, expensive, and/or significant for the Medicare and Medicaid populations. For example recent reviews have focused on clinical conditions, such as “Cervical Degenerative Disease Treatment: A Systematic Review” ; health delivery topics such as “Postpartum Care up to 1 Year After Pregnancy: A Systematic Review and Meta-Analysis” ; and specific technologies such as “Blood-Based Tests for Multiple Cancer Screening: A Systematic Review.” These evidence reports include systematic reviews, technical briefs, and rapid reviews; and provide an essential foundation from which to understand what we know from existing research and what critical research gaps remain. These reports and reviews are based on rigorous, comprehensive syntheses and analyses of the scientific literature on topics. EPC reports and assessments emphasize explicit and detailed documentation of methods, rationale, and assumptions. EPC reports are conducted in accordance with an established policy on financial and nonfinancial interests. These scientific syntheses may include meta-analyses. The EPC Program supports AHRQ’s mission by synthesizing and disseminating the available research as a “science partner” with private and public organizations in their efforts to improve the quality, effectiveness, and appropriateness of health care. The EPC Program is a trusted source of rigorous, comprehensive, and unbiased evidence reviews for stakeholders. The resulting evidence reports are used by Federal and State agencies, private-sector professional societies, health delivery systems, providers, payers, and others committed to evidence-based health care. These end-users may use EPC Program evidence reports to inform policy decisions, clinical practice guidelines, and other healthcare decisions. This activity, Online Submission Form for Supplemental Evidence and Data for Systematic Reviews for the Evidence-based Practice Center Program, seeks to answer the following research question: 1. Are there research studies or other information that can promote the comprehensiveness of AHRQ Evidence-based Practice Center Program evidence reviews? This research has the following goals: 1. Abstract

In CC Docket No. 96-237, the Commission implemented the infrastructure sharing provisions of the Communications Act of 1934, as amended by the Telecommunications Act of 1996. Section 259 requires incumbent LECs to file any arrangements showing the conditions under which they share infrastructure per section 259. Section 259 also requires incumbent LECs to provide information on deployments of new services and equipment to qualifying carriers. The Commission also requires incumbent LECs to provide 60 day notices prior to terminating section 259 agreements.

[NCEZID] Food safety knowledge, attitude, and practices survey of correctional workers.

Abstract

The goal of the project is to gain insight and track progress relating to food safety practices and training among people working in U.S. based correctional facilities in order to reduce foodborne illness. An anonymous, electronic-based survey will be sent to correctional workers at federal, state, local and tribal levels. The survey will then be repeated 2-3 years later to assess changes in food safety attitudes and practices at correctional facilities. This Non-Substantive Change Request is submitted to make changes to update the current year for survey completion and the previous year for facility size, add 3 short questions relating to awareness and use of CDC’s Model Food Safety Practices for Correctional Facilities and eliminate open text questions, and modify definitions and choice options. There is no change anticipated to the approved burden hours.

Requirement for Information Sharing Between Government Agencies and Financial Institutions ("314(a)")

Abstract

The USA PATRIOT Act charged the Department of the Treasury (Treasury) with developing regulations to facilitate information sharing among government entities and financial institutions for the purpose of combatting terrorism and money laundering. In 2002, FinCEN published a final rule implementing the authority contained in Section 314(a) of the USA PATRIOT Act (the Section 314(a) Rule). The rule required financial institutions, upon FinCEN’s request (a “Section 314(a) Request”), to search their records to determine whether they have maintained an account or conducted a transaction with a specified individual, entity, or organization that a Federal law enforcement agency has certified is suspected, based on credible evidence, of engaging in terrorist activity or money laundering. The rule was expanded in 2010 to enable certain agencies other than Federal law enforcement agencies to initiate Section 314(a) Requests. As amended, the rule enables certain foreign law enforcement agencies, state and local law enforcement agencies, and FinCEN itself, on its own behalf and on behalf of appropriate components of Treasury, to initiate Section 314(a) Requests. Before processing a request, FinCEN requires the requesting agency to certify that, in the case of money laundering, the matter is significant, and that the requesting agency has been unable to locate the information sought through traditional methods of investigation and analysis. The regulations implementing the rules are found at 31 CFR 1010.520.

Abstract

Under the Privacy and Disclosure of Official Records and Information regulations, SSA has established methods in which the public can consent to and authorize the release of records protected under the Privacy Act of 1974, 5 U.S.C. 552a of the United States Code, and request records accessible through the Freedom of Information Act (FOIA), 5 U.S.C. 552. Consent for Release of Records SSA obtains the required consent(s) (with certain exceptions specified by law) from anyone requesting information in SSA systems of records about another individual. We will not release information requested about an individual until we obtain the required consent from that individual. Under the Privacy Act of 1974 (5 U.S.C. 552a(b)), individuals may give SSA written consent to disclose their personal information to a third party of their choosing. In addition, individuals may have multiple needs for the disclosure of their personal information, such as for qualification for a mortgage or preemployment screenings. a. Form SSA-3288 (Consent for Release of Information): Form SSA-3288, is SSA’s preferred paper form for requests for disclosure of information based on the consent of the subject of the record. Respondents can download the SSA-3288 from ssa.gov/forms, obtain a copy at a local SSA field office, or request SSA mail a copy to them directly. Use of this form ensures compliance with SSA consent regulations at 20 CFR 401.100. SSA also collects consent on other writings, including non-SSA forms often used by large employers, that incorporate SSA-approved consent language. b. Form SSA-3288-OP1 (Consent for Disclosure of Records Protected Under the Privacy Act): The Form SSA-3288-OP1 will comply with the CASES Act, OMB M-21-04, and SSA consent regulations at 20 CFR 401.100. The CASES Act directed OMB to develop templates for, among other things, electronic consents for SSA to disclose records protected by the Privacy Act of 1974 to third parties. OMB implemented that statutory directive in memorandum M-21-04. SSA developed the SSA-3288-OP1 pursuant to the CASES Act and M-21-04. The public will access the webform application that populates Form SSA-3288-OP1 on the Internet by selecting the ‘‘Electronic Request for Consent to Disclose’’ link which will be posted at www.ssa.gov/privacy. The respondents are individuals consenting to, authorizing, and requesting SSA disclosure of records protected by the Privacy Act of 1974 to third parties. We are submitting an IT Modification non-substantive change to add SSA-3288-OP to Upload Documents and are making minor changes to the electronic for clarity.

Annual Report of Class I and Class II Motor Carriers of Property

Abstract

The purpose of this request is to renew the currently OMB approved ICR. Form M is required to collect financial, operating, equipment, and employment data from individual motor carriers of property and household goods. All for-hire (common and contract) motor carriers of property with gross annual operating revenue of $3 million or more must file the annual report Form M. Form MP-1 is required to collect financial, operating, equipment, and employment data from individual motor carriers of passengers. All Class I for-hire motor carriers of passengers with gross annual operating revenues of $5 million or more are required to file the annual report Form MP-1. FMCSA has created electronic forms that may be prepared, signed electronically, and submitted to FMCSA via https://ask.fmcsa.dot.gov/app/ask/. However, paper forms can still be mailed to FMCSA. Additionally, FMCSA revised Form M to limit the information solicited to that which is statutorily required. FMCSA also created the option, for both forms, for the filer to upload their own document, showing the same information as requested in the relevant form, in lieu of completing the form itself. The data collected is available to users in its original form. The data are not used by the U.S. Department of Transportation, and the data is no longer used by trucking associations. The agency is also considering how it might remove some of this reporting requirement, consistent with statue, through a separate rulemaking, but the agency needs to renew the Collection of Information now while that process plays out. Insurance companies, consultants, law firms, academia, trade publications and others may use the data to assess industry growth and its impact on the economy, to identify industry changes that may affect national transportation, and to monitor company financial stability. In the past, the Bureau of Economic Analysis (BEA) used the data to inform the national annual input-output and Gross Domestic Product (GDP) estimates, to prepare estimates of industry output, and to provide details on inputs to supplement the information on motor carriers of passengers collected by the U.S. Census Bureau. FMCSA is not aware of anyone currently using this information. FMCSA does not use the information collected through either Form M or Form MP-1, nor does it enforce the filing requirements found in part 369. The Agency was not provided the necessary resources to administer the data collection and the financial reports are of little if any value in fulfilling the Agency’s safety mission. The estimated annual respondents for Form M decreased from 34 in the previously approved ICR to 4 in the current ICR. The estimated annual burden hours for From M decreased by 270 hours to 36 hours [36 proposed hours – 306 currently approved hours = -270 hours]. Estimated annual respondents for Form MP-1 stayed the same. This estimate is based off the number of Form M and Form MP-1 submissions received by the Agency between 2022 and 2024, which results in these estimates of annual respondents/responses for the upcoming information collection period.

FERC-725E: Mandatory Reliability Standards for the Western Electric Coordinating Council (RD25-6) (BAL-004-WECC-4)

Abstract

FERC-725E is the information collection that is required to implement the statutory provisions of section 215 of the Federal Power Act (FPA) (16 U.S.C. 824o). Section 215 of the FPA buttresses the Commission's efforts to strengthen the reliability of the interstate grid through the grant of new authority by providing for a system of mandatory Reliability Standards developed by the Electric Reliability Organization (ERO). The FERC 725E information collection pertains specifically to the Western Electric Coordinating Council (WECC). WECC promotes bulk electric system reliability in the Western Interconnection. WECC is the Regional Entity responsible for compliance monitoring and enforcement. In addition, WECC provides an environment for the development of Reliability Standards and the coordination of the operating and planning activities of its members as set forth in the WECC Bylaws. There are several regional Reliability Standards in the WECC region. These regional Reliability Standards generally require entities to document compliance with substantive requirements, retain documentation, and submit reports to WECC. In RD24-2-000, standard VAR-501-WECC-3.1 is being updated for syntax and the proposed changes have been deemed non-substantive. The currently approved VAR-501-WECC-3.1 is being replaced by VAR-501-WECC-4. The changes include updates to document numbering, the removal and replacement of obsolete language, and removal of redundant language. For the purposes of the extension, the following standards will remain unchanged: BAL-002-WECC-3 (Contingency Reserve) - requires balancing authorities and reserve sharing groups to document compliance with the contingency reserve requirements described in the standard. BAL-004-WECC-3 (Automatic Time Error Correction) - requires balancing authorities to document that time error corrections and primary inadvertent interchange payback were conducted according to the requirements in the standard. FAC-501-WECC-2 (Transmission Maintenance) - requires transmission owners with certain transmission paths to have a transmission maintenance and inspection plan and to document maintenance and inspection activities according to the plan. IRO-006-WECC-3 (Qualified Transfer Path Unscheduled Flow (USF) Relief) - requires balancing authorities and reliability coordinators to document actions taken to mitigate unscheduled flow. VAR-501-WECC-4 (Power System Stabilizers (PSS)) requires the Western Interconnection is operated in a coordinated manner under normal and abnormal conditions by establishing the performance criteria for WECC power system stabilizers.
