Abstract

The Bureau of Land Management (BLM) is proposing to revise the BLM’s oil and gas leasing regulations. Among other things, the proposed rule would reflect provisions of the Royalty Resiliency Act pertaining to applications for agreements with an allocation schedule and would request public comment on changes pertaining to the bonding requirements for leasing, eliminate the leasing preference criteria and modify the public participation periods. The proposed rule would also improve the BLM’s leasing process to ensure proper stewardship of public lands and resources and would revise some operating requirements. Fraud.gov Tip Intake and Referral Form

Abstract

The Department of the Treasury proposes a new electronic information collection associated with Fraud.gov, a government-wide intake and referral portal for members of the public to report suspected waste, fraud, abuse, improper payments, misuse of Federal funds, and related misconduct affecting Federal programs. The collection supports Treasury's implementation of Executive Order 14249, “Protecting America's Bank Account Against Fraud, Waste, and Abuse,” and Executive Order 14395, “Establishing the Task Force To Eliminate Fraud.” On behalf of the Task Force to Eliminate Fraud, Treasury proposes to collect information necessary to receive, review, triage, categorize, de-duplicate, and refer allegations to the appropriate Federal agency, inspector general, law enforcement organization, or other authorized entity for review and potential action. The collection also supports program integrity, payment integrity, oversight, fraud prevention, and related administrative functions. The new tip intake form hosted on Fraud.gov allows respondents to provide a narrative description of their allegations, supporting documentation, contact information and related information necessary to evaluate and route submissions. An artificial intelligence tool will process the initial entry and populate it into standardized fields, along with suggested routing recommendations, which respondents can review and edit before submitting. The tool is intended to assist with standardization and routing recommendations; respondents may review and edit populated fields before submission, and Treasury personnel will apply appropriate review and quality-control procedures before referral.Emergency Justfication:Treasury seeks emergency processing because the Fraud.gov collection is needed before the expiration of the normal PRA clearance periods and is essential to Treasury's mission and to the Task Force's immediate operational ability to coordinate government-wide fraud prevention, detection, referral, and recovery activities. The need for timely launch is closely tied to implementation of Executive Order 14249, "Protecting America's Bank Account Against Fraud, Waste, and Abuse," and Executive Order 14395, "Establishing the Task Force To Eliminate Fraud." EO 14249 establishes a Federal policy to defend against financial fraud and improper payments, increase transparency and accountability, reduce costs, and enhance the security of Federal payments. EO 14395 directs the Task Force to coordinate and accelerate a comprehensive national strategy to stop fraud, waste, and abuse, including by promoting information and data sharing and disrupting fraud networks through interagency coordination. The urgency is not limited to the existence of the Executive Orders. Recent government-wide fraud and payment integrity data show a substantial and ongoing risk to Federal funds. GAO estimated that the Federal Government loses approximately $233 billion to $521 billion annually to fraud based on fiscal years 2018 through 2022 data. DOJ reported more than $6.8 billion in False Claims Act settlements and judgments in FY 2025, along with 1,297 qui tam suits, which DOJ described as exceeding the prior record. These data show both the scale of the risk and the importance of timely public reporting, referral, investigation, and recovery mechanisms. Treasury has also considered emergent fraud threats associated with the misuse of artificial intelligence. AI-enabled tools can amplify existing fraud risks and create new vectors for fraud affecting Federal programs and Federal funds, including through deepfake media, voice cloning, synthetic identities, AI-generated or altered documents, automated phishing, impersonation of government officials or beneficiaries, and rapid generation of false narratives or supporting materials. These tools may allow bad actors to scale schemes quickly, target multiple programs simultaneously, and evade traditional identity verification, document review, and intake processes. These risks are not hypothetical. Treasury’s Financial Crimes Enforcement Network has warned financial institutions about fraud schemes involving deepfake media created with generative AI, including schemes that use altered or synthetic identity documents to circumvent identity verification, authentication, and due diligence controls. Beginning in 2023, FinCEN has observed increased suspicious activity reporting involving suspected use of deepfake media. Fraud.gov is necessary now because Treasury and the Task Force need a centralized public intake and referral capability during the initial implementation period of the government-wide anti-fraud initiative, particularly in an environment where AI-enabled fraud may increase the speed, scale, and sophistication of schemes affecting Federal programs and Federal funds. Existing agency and Inspector General hotlines remain important, but they are generally program- or agency-specific. Without Fraud.gov, members of the public may not know which agency has jurisdiction, may submit reports to only one of several relevant agencies, may submit duplicative reports to multiple offices, or may not submit a report at all.

NHM&E data are a set of standardized variables that CDC uses to monitor and evaluate HIV prevention programs funded by the Division of HIV/AIDS Prevention (DHAP) at CDC. These data are used to report key program performance indicators to CDC to show whether the programs implemented or supported are efficient and effective in achieving their stated goals. NHM&E data also assist Health Departments and Community-Based Organizations (CBOs) in monitoring and evaluating their activities to help them develop, deliver, and refine successful HIV prevention interventions. A revision is requested to extend data collection for 3 years and to add/remove variables from existing data collection instruments. The revision of the currently approved ICR is intended to accommodate the new reporting requirements for CDC’s newest prevention program cooperative agreement (CDC-RFA-PS24-0047). The revisions include the following: (1) additions and updates to Race and Ethnicity data collection, in alignment with OMB’s SPD–15 directives; (2) deletion and modification of variables in alignment with Executive Orders; (3) deletion and modification of PrEP-related variables in alignment with screening and eligibility recommendation changes; (4) inclusion of antiretroviral therapy, PEP, Mpox, tuberculosis, Hepatitis B, and modification of response options for Hepatitis C, Chlamydia, Gonorrhea, and Syphilis testing, treatment, and referral variables; (5) modification of variables and response options for Essential Support Services screening, determination, referral, and provision variables; and (6) addition of new jurisdiction-level aggregate and qualitative variables.

Application and Employment Certification for Public Service Loan Forgiveness

The Department of Education (Department) is requesting an emergency clearance for this renewal of the revision of the information collection, 1845-0110. Additionally, we are requesting that the full clearance package be filed at the same time and that the Department will initiate the 60-day public comment period upon notification of emergency approval. The PSLF program was revised during the Negotiated Rulemaking process in 2021 resulting in Final Rule for the Public Service Loan Forgiveness (PSLF) Program that were published in the Federal Register on November 1, 2022 (87 FR 65904) and continue to be codified in 34 CFR 685.219. Concurrent with these new regulations, the Department implemented the ability for the borrower and employer to digitally sign and submit the PSLF Form electronically through our Digital Platform. The PSLF form was redesigned to encourage the use of the new signature options and align the instructions on the form to mimic the user experience connected to the online submission. This new form will not be available until the regulations become effective on July 1, 2023.

Limited Excepted Fertility Benefits

Abstract

On February 18, 2025, Executive Order 14216 was issued to ensure reliable access to in vitro fertilization (IVF) and provide more affordable treatment options, recognizing both the medical necessity of infertility treatment for affected individuals and the broader importance of supporting American families in achieving their reproductive goals. This proposed rule would implement that approach by recognizing limited fertility benefits as “other similar, limited benefits” specified in regulations. Under the proposal, limited fertility benefits would include benefits substantially all of which are for the diagnosis, mitigation, or treatment of infertility or infertility-related reproductive health conditions by medical professionals authorized to practice under applicable law, including evidence-based items or services targeted to address such conditions. In the group market, such benefits would be excepted only if they are provided under a separate policy, certificate, or contract of insurance or are otherwise not an integral part of the plan, satisfy a lifetime dollar limit of $120,000 as adjusted for medical inflation, and are accompanied by a written notice to participants and beneficiaries. The notice would describe the coverage, including benefits and limitations, explain how to identify and use network providers if applicable, and explain how to submit claims for reimbursement. The Department of Health and Human Services also proposes to amend the individual market excepted benefits regulations to recognize limited fertility benefits as limited excepted benefits in the individual market if they are offered under a separate policy, certificate, or contract of insurance and satisfy the scope, lifetime dollar limit, and notice requirements. The proposed rule is intended to provide employers and issuers with additional flexibility to offer standalone fertility-related coverage, including coverage for services such as diagnostic testing, infertility treatment, and IVF, while reducing regulatory burden and promoting access to fertility benefits.

Abstract

Section 2791(c)(2) of the Public Health Service Act (PHS Act), section 733(c)(2) of the Employee Retirement Income Security Act (ERISA), and section 9832(c)(2) of the Internal Revenue Code (Code) establishing four statutory categories of "excepted benefits" that are generally exempt from the health reform requirements added to those laws by the Health Insurance Portability and Accountability Act (HIPAA), the Patient Protection and Affordable Care Act (ACA), the No Surprises Act, and certain other federal laws specifically related to group health plans and group and individual health insurance coverage. On February 18, 2025, President Trump issued Executive Order 14216, "Expanding Access to In Vitro Fertilization," which instructs the Departments to provide support, awareness, and access to affordable fertility treatments, including reliable access to in vitro fertilization (IVF) treatment, by easing unnecessary statutory or regulatory burdens to make IVF treatment drastically more affordable. In the proposed rule "Excepted Fertility Benefits" (the proposed rule), the Departments propose to add new paragraph (c)(3)(ix) of 26 CFR 54.9831-1 and 29 CFR 2590.732, and new paragraph (b)(3)(ix) of 45 CFR 146.145 to establish fertility benefits as a new category of limited excepted benefits. The proposed rule would require that plans or issuers offering excepted fertility benefits provide written notice to plan participants and beneficiaries that includes a description of the coverage, including a summary of benefits and limitations of the coverage, including the lifetime dollar limit established by the plan or issuer that complies with the maximum lifetime dollar limit described in proposed paragraph (c)(3)(ix)(B) (or paragraph (b)(3)(ix)(B), as applicable),information on how to identify and utilize a network provider, if applicable, and how to submit a claim for reimbursement, including whether the benefit utilizes the same claims procedure as for the sponsor’s other group health plans. This notice requirement ensures that participants and beneficiaries are fully informed about the availability and requirements of their excepted fertility benefits coverage.

Class I Railroad Annual Report

Abstract

Under 49 U.S.C. 11145, annual reports are required to be filed by Class I [large] railroads (currently, seven). The Class I annual reports are used to monitor and assess railroad industry growth, financial stability, traffic, and operations and to identify industry changes that may affect national transportation policy. Reports are also used to fulfill various statutory requirements under the Interstate Commerce Act, based on standard accounting and reporting requirements. In a final rule published May 8, 2026, the Board modified this information collection to eliminate supplemental reporting of certain Positive Train Control (PTC) expenditures, but the remainder of the collection remains.

Housing Choice Voucher (HCV) Program and Tribal HUD-VASH

Abstract

Pursuant to the 1996 MTW Statute and 2016 MTW Expansion Statute (Section 239 of the Fiscal Year 2016 Appropriations Act, P.L. 114-113), Appendix I of the MTW Operations Notice provides waivers of certain provisions of the 1937 Act as well as the implementing requirements and regulations. The MTW HAP Rider is being added to the Housing Assistance Payments Contract for the Section 8-Tenant Based Assistance Housing Choice Voucher Program and the Section 8 Project-Based Voucher Program to ensure that any particular provisions of the HAP Contract differ from or conflict with the MTW activities included in the PHA’s approved MTW Supplement to its PHA Plan, that the provisions of the MTW Operations Notice and the approved MTW Supplement to the PHA Plan will supersede any conflicting or differing HAP Contract language. The MTW HAP Rider will have no significant impact on information collection burden.
