Abstract

FINAL RULE: GENERIC ENVIRONMENTAL IMPACT STATEMENT FOR LICENSING OF NEW NUCLEAR REACTORS The current submission is a request for a new clearance number, to be discontinued once the burden and associated information collections can be transferred into 3150-0021 (10 CFR Part 51). The final rule amends the regulations that govern the NRC's environmental reviews of new nuclear reactor applications under NEPA. The NRC's regulations in § 51.45, “Environmental report,” require each applicant to prepare and submit an environmental report which includes, among other things, a description of the proposed action, a statement of its purposes, a description of the environment affected, and a discussion of the environmental impacts of the proposed action and alternatives. The rulemaking codifies the generic findings of NUREG-2249, “Generic Environmental Impact Statement for Licensing of New Nuclear Reactors” (NR GEIS), which presents impact analyses for the environmental issues common to many new nuclear reactors that can be addressed generically, thereby eliminating the need to repeatedly reproduce the same analyses each time a licensing application is submitted. The rule reduces burden on an applicant based on potential simplifications in the environmental report that an applicant must submit to the NRC associated with a new nuclear reactor licensing application. The applicant’s environmental report must assess the environmental impacts of constructing and operating a new nuclear reactor and of alternatives that meet the purpose and need. The applicant is not required to assess the environmental impacts of NR GEIS Category 1 issues (i.e., issues for which a generic analysis is possible) if (1) the applicant has demonstrated that its project is bounded by the applicable nuclear power plant parameter envelope and site parameter envelope values and assumptions, and (2) the applicant has not identified any new and significant information that would change the conclusions in the NR GEIS. If a value or assumption is not met or bounded, then the applicant may be able to limit its analysis to just the impact of not meeting the value or assumption. Similarly, if the applicant identifies new and significant information that would change the conclusions in this NR GEIS, then the applicant may be able to limit its analysis to just the impact of the new and significant information.

Abstract

To submit an IEEPA refund declaration, an IOR, or their broker, will submit a Comma-Separated Values (CSV) file with a list of entry summary numbers to the CAPE tool through the ACE Portal. Depending on the Declaration, this file may contain only a few lines of data or thousands of lines of data (there is a limit of 9,999 entries per Declaration). If the file submitted is rejected based on the screening and validation CBP will conduct prior to accepting a Declaration, the Declaration filer will need to adjust their CSV file and resubmit. CBP will issue technical guidance to filers to minimize the number of rejections/resubmissions. Although the CIT has suspended its order “to the extent that it directs immediate compliance,” the order indicates that this suspension was based on the CBP declaration filed in that case on March 6, 2026, which declared that CBP anticipates that CAPE would be ready for use within 45 days of the date of that declaration. This information collection request (ICR) is for a revision to the umbrella Generic for ACF Program Monitoring Activities. The current expiration date is November 30, 2023. The overall proposed purposes, uses, and scope of the umbrella remain unchanged. The only changes are to the burden estimates, as described in sections A12 and A15. The Generic for ACF Program Monitoring Activities allows Administration for Children and Families (ACF) program offices to collect standardized information from recipients that receive Federal funds to ensure oversight, evaluation, support purposes, and stewardship of Federal funds. The information is necessary to ensure compliance with Federal and programmatic requirements, monitor progress on recipient activities, and determine and respond to recipient needs such as Training and Technical Assistance (T/TA). ACF is primarily a grant-making agency that promotes the economic and social well-being of families, children, individuals and communities with partnerships, funding, guidance, T/TA. ACF program offices have evolving monitoring needs, dependent on both internal and external factors, such as but not limited to: current grantee activities, needs; uses of federal funds; changes to aspects of programs based on statutory authority, federal regulations or policy, and/or Congressional appropriations; availability of program office funds for site visits (v. desk monitoring); matters of importance related to national health and safety needs of the public, or other events that lead to program changes. There are times when standardized collections of information would be helpful for program offices as they monitor recipient activities and needs. This generic clearance allows program offices the flexibility to create tailored information collections based on current circumstances and to receive approval for these in a timely manner. This is important to allow for ACF’s: • monitoring of compliance with federal practice, guidelines and requirements, • quick understanding of and remediation to national, regional, and/or site-specific issues, • provision of support as needed, • accurate assessment of the efficiency and efficacy of recipient activities • documentation of promising practice, innovative services, and program strengths • flexible and responsive oversight of federal funds May 2025 NonSub Change: In January 2025, the current Administration released multiple Executive Orders (EO) and memoranda requiring updates to information collections that request gender and/or gender identity, to only request “Sex” with the options Male/Female. Medical Expenditure Panel Survey - Household and Medical Provider Components

Abstract

The MEPS was initiated in 1996. Each year a new panel of sample households is selected. Recent annual MEPS-HC sample sizes average about 13,500 households. Data can be analyzed at either the person, family, or event level. The panel design of the survey, which includes 5 Rounds of interviews covering 2 full calendar years, provides data for examining person level changes in selected variables such as expenditures, health insurance coverage, and health status (see Medical Expenditure Panel Survey Content Summary of the Household Interview (ahrq.gov) for information on how the Covid-19 pandemic impacted this design). Using a combination of computer assisted personal interviewing (CAPI), computer assisted video interviewing (CAVI), and self-administered paper and web questionnaires, information about each household member is collected, and the survey builds on this information from interview to interview. CAVI is a new data collection technology and offers the best of both telephone and in-person interviewing, while offering opportunities for cost savings and more accurate reporting. This Information Collection Request (ICR) is for a revision to the Medical Expenditures Panel Survey – Household Component (MEPS-HC). These changes will be fielded in the Spring and Fall of 2025 and includes the addition of the Burdens and Economic Impacts of Medical Care Self-Administered Questionnaire (ESAQ), minor changes to questions in both the Core MEPS Interview and the Adult SAQ and removing the Cancer SAQ (CSAQ).

Fiduciary Duties in Selecting Designated Investment Alternatives

Abstract

The information collection is part of a proposed regulation that clarifies, and provides a safe harbor for, a fiduciary’s duty of prudence under the Employee Retirement Income Security Act of 1974 (ERISA) in connection with selecting designated investment alternatives for a participant-directed individual account plan, including asset allocation funds that include alternative assets. This proposal implements section 3(c) of President Trump’s Executive Order 14330, Democratizing Access to Alternative Assets for 401(k) Investors. Paragraphs (g) through (l) of the proposal provide safe harbor examples demonstrating what it means for a fiduciary to be prudent in certain circumstances. In several of the examples, plan fiduciaries may satisfy the consideration and determination requirements for certain factors by obtaining written representations from a person responsible for managing the designated investment alternative and then reading and critically reviewing the representations, consulting a qualified professional if necessary.

Abstract

The goal of this information collection is to ensure that CDC can collect data related to communicable diseases or deaths that occur aboard conveyances during interstate travel within the United States. Data is used by CDC to assess and respond to reports of communicable disease or death that occur on conveyances engaged in interstate travel, and assist state and local health authorities if an illness or death occurs that poses a risk to public health. As required by regulation, all instances of communicable disease characterized by certain signs and symptoms must be reported to the local health authority with jurisdiction over the arrival port. CDC has accepted reports to CDC as fulfilling this requirement. CDC also requests reports of all deaths occurring during domestic flights. In this Revision, CDC is consolidating several aviation‑related information collections under one OMB control number to streamline PRA submissions and align burden estimates with current post‑COVID‑19 reporting levels. Multiple forms were updated to reflect new terminology, revised exposure and symptom fields, updated security and submission instructions, and alignment with Executive Order 14168 by replacing “gender” with “sex.” Most affected tools also had their OMB Control Numbers updated to 0920‑0488 for consistency.

Abstract

Under 49 U.S.C. 11145, annual reports are required to be filed by Class I [large] railroads (currently, six). The Class I annual reports are used to monitor and assess railroad industry growth, financial stability, traffic, and operations and to identify industry changes that may affect national transportation policy. Reports are also used to fulfill various statutory requirements under the Interstate Commerce Act, based on standard accounting and reporting requirements. Here the Board is also proposing to eliminate a portion of this collection. In an NPRM, the Board proposed to modify this information collection to eliminate supplemental reporting of certain Positive Train Control (PTC) expenditures. This will decrease the overall burdens on the six respondents.

On April 18, 2025, President Trump signed Executive Order (E.O.) 14273, “Lowering Drug Prices by Once Again Putting Americans First.” Section 5 of the E.O., “Appropriately Accounting for Acquisition Costs of Drugs in Medicare,” directs the Secretary of HHS to publish in the Federal Register a plan to conduct a survey under section 1833(t)(14)(D)(ii) of the Act so he can determine the hospital acquisition cost for covered outpatient drugs at hospital outpatient departments. This survey corresponds to this executive order. The acquisition cost data hospitals submit in response to this survey will be considered when formulating proposed payment rates for drug payment under the Medicare Outpatient Prospective Payment System (OPPS). The respondents of the survey will be the approximately 4,500 hospitals that are paid under the OPPS.

The Department of State utilizes the Electronic Diversity Visa Lottery (EDV) Entry Form to elicit information necessary to ascertain the applicability of the legal provisions of the diversity immigrant visa program. The foreign nationals complete the electronic entry forms and then applications are randomly selected for further participation in the program.Emergency Justfication:The DS-5501 information collection is necessary because the Department requires certain information to verify eligibility of aliens who enter the Diversity Visa program. Immigration and Nationality Act (“INA”) Section 203(c) [8 U.S.C. § 1153(c)], provides for a class of immigrants known as “diversity immigrants” from countries with historically low rates of immigration to the United States. Pursuant to INA section 204(a)(1)(I) [8 U.S.C. § 1154(a)(1)(I)], all aliens seeking diversity immigrant status must submit a petition (the DS-5501) but may apply for a diversity visa only if randomly selected in the diversity visa lottery and only during the specific fiscal year for which they were selected. The Secretary of State is authorized to establish, through regulations, the information that must be included in the petition and any documentary evidence required to support the petition. Accordingly, 22 CFR § 42.33(b) outlines the specific information that must be included in the petition as well as documentation required to support the petition.

Abstract

The Department of the Interior, acting through the Bureau of Ocean Energy Management (BOEM), is amending its risk management and financial assurance regulations. The major proposed amendments in this rule include: (1) returning to the previous BOEM practice of considering the financial strength of jointly liable predecessor lessees; (2) revising the credit rating threshold for determining whether oil, gas, and sulfur lessees, right-of-use and easement grant holders, and pipeline right-of-way grant holders on the OCS are required to provide supplemental financial assurance above the required general financial assurance amount to ensure compliance with their Outer Continental Shelf Lands Act obligations; (3) revising the decommissioning estimate used to determine the amount of supplemental financial assurance required; and (4) revising the appeals bond provision related to the Interior Board of Land Appeals appeal procedures. This rule would reduce the amount of supplemental financial assurance required from oil, gas, and sulfur lessees operating on the OCS.

Abstract

This information collection request (ICR) is for data collection under the Administration for Children and Families (ACF) Generic Program-Specific Performance Progress Report (PPR) (0970-0490). This overarching generic has allowed ACF program offices to collect performance and progress data from recipients who receive funding from ACF under a discretionary award. This information is required under 45 CFR 75.342, monitoring and reporting program performance; 45 CFR 75.301, performance measurement; and the GPRA Modernization Act of 2010 (Pub.L. 111-352, Sec 12).
