Summary

The National HIV Behavioral Surveillance (NHBS) is a comprehensive system for bio-behavioral surveillance conducted since 2003 in populations disproportionately affected by HIV. NHBS collects data on behavioral risk factors for HIV (e.g., sexual behaviors, drug use), HIV testing behaviors, receipt of prevention services, and use of prevention strategies (e.g., condoms,PrEP).

In April 2025, the ICR submitted revised the data collection tool to replace "gender" with "sex," remove questions on gender identity, delete sexual behavior questions tied to gender identity, and eliminate response options that were not consistent with Executive Order 14168. In addition, the CDC National HIV Behavioral Surveillance System website has a banner posted indicating that content may be modified or removed in the future. While the scope of any changes is uncertain, ongoing policy priorities and executive actions indicate there is potential for future changes to the data collection or its associated documentation.
