Section 332 of the Public Health Service Act (42 U.S.C. ยง 254e) requires the Secretary of Health and Human Services to identify and designate geographic areas, population groups, and facilities experiencing shortages of health professionals. The statute further requires the Secretary to establish criteria and processes for these designations by regulation, publish and maintain lists of designated shortage areas, and review and revise the designations at least annually.
Staffing and Funding
High Risk
From FY2024 to FY2026, HRSA lost about 40% of its staff. The FY2027 President's Budget proposes transferring HRSA functions under AHA, but preserves funding for healthcare workforces assessments. Additionally, several members of the HRSA leadership team were removed.
