Summary
HUD's Homelessness Data Exchange (HDX) is an online portal for Continuums of Care (CoCs) to submit mandatory homelessness data, including the Point-in-Time (PIT) Count and Housing Inventory Count (HIC). It enables reporting on system performance and longitudinal data (LSA) to analyze homelessness trends, helping HUD evaluate the effectiveness of local programs.

High Risk
From FY2024 to FY2026, HUD lost more than one-third of its staff. The FY2027 House Committee appropriations bill proposes an 8% reduction in HUD funding.
