What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Abstract

Part 708a of NCUA’s Rules and Regulations covers the conversion of federally insured credit unions (credit unions) to mutual savings banks (MSBs) and mergers of credit unions into both mutual and stock banks (banks). Part 708a requires credit unions that intend to convert to MSBs or merge into banks to provide notice and disclosure of their intent to convert or merge to their members and NCUA, and to conduct a membership vote. In addition, Subpart C requires credit unions that intend to merge into banks to determine the merger value of the credit union. The information collection allows NCUA to ensure compliance with statutory and regulatory requirements for conversions and mergers and ensures that members of credit unions have sufficient and accurate information to exercise an informed vote concerning a proposed conversion or merger.

Key Information

Abstract

A growing number of foreign countries will not accept checks for child support payments. This trend is problematic for state child support agencies (CSAs) because establishing international electronic payment systems or sending individual wires and international Automated Clearing House (ACH) transfers for each case are burdensome and costly alternatives. To address the changes in international payment requirements, the Office of Child Support Enforcement (OCSE) developed the Central Authority Payment Service (CAP) to facilitate electronic child support payments to foreign authorities. This service helps states keep the costs and administrative burden of processing international payments low, increases the speed and efficiency of payments, and ensures the applicable foreign authority receives child support payments. OCSE plans to expand CAP to process payments from foreign authorities to the United States. Until then, this information collection pertains to sending child support payments from enrolled CSAs in the United States to enrolled foreign authorities. The information collected for CAP is necessary for OCSE to securely and efficiently transmit child support payments to a foreign authority to correctly distribute the funds to custodial parents in that country. The information collection activities are authorized by 42 U.S.C. 652(a)(7), which requires OCSE to provide technical assistance to states to help establish effective systems for collecting child and spousal support; 42 U.S.C. 652(n), which requires OCSE to ensure compliance with any multilateral child support convention to which the United States is a party; and 42 U.S.C. 659a(c)(3), which designates OCSE as the U.S. Central Authority responsible for facilitating child support enforcement cases involving residents of the U.S. and residents of foreign reciprocating countries and for providing oversight, assistance, and coordination, as necessary and appropriate.

Abstract

The National HIV Behavioral Surveillance system (NHBS) is a supplemental surveillance project designed to describe the HIV prevalence and behaviors related to HIV acquisition and prevention among the three populations at highest risk for HIV in the United States: men who have sex with men, persons who inject drugs, and heterosexually active persons at increased risk for HIV infection. For this Revision, interview data collection instruments were revised and the number of health departments participating in the NHBS System will decrease, in addition to other minor changes. The NHBS interview data collection instruments were revised to reduce respondent burden and enhance data quality, resulting in a decrease in annualized burden hours from 6,600 to 3,398 and an increase in participating health departments to 21. Key changes included updating race/ethnicity questions to meet new standards, removing or modifying questions related to HIV prevention and substance use, and eliminating repetitive or low-priority items. These adjustments improve the clarity, efficiency, and relevance of the assessments without altering the overall scope or time required for participants.

Abstract

The Board uses this ad hoc collection to obtain information, as needed, on specific and time-sensitive issues, related to payments research, which may provide insights that augment the Federal Reserve System’s effectiveness within the payments system. Respondents may comprise depository institutions; financial and nonfinancial businesses; for-profit and nonprofit enterprises; federal, state, and local governments; individual consumers; or households (see full list in the Respondent Panel section below). The Board may conduct various surveys under this collection, as needed, all of which would be voluntary. Abstract

The Department of the Interior, acting through the Bureau of Ocean Energy Management (BOEM), is amending its risk management and financial assurance regulations. The major proposed amendments in this rule include: (1) returning to the previous BOEM practice of considering the financial strength of jointly liable predecessor lessees; (2) revising the credit rating threshold for determining whether oil, gas, and sulfur lessees, right-of-use and easement grant holders, and pipeline right-of-way grant holders on the OCS are required to provide supplemental financial assurance above the required general financial assurance amount to ensure compliance with their Outer Continental Shelf Lands Act obligations; (3) revising the decommissioning estimate used to determine the amount of supplemental financial assurance required; and (4) revising the appeals bond provision related to the Interior Board of Land Appeals appeal procedures. This rule would reduce the amount of supplemental financial assurance required from oil, gas, and sulfur lessees operating on the OCS.

Abstract

On March 23, 2010, the President signed into law H.R. 3590, the Patient Protection and Affordable Care Act, Public Law 111-148, as amended by the Health Care and Education Reconciliation Act of 2010, Pub. L. 111-152, collectively referred to as "The Affordable Care Act." The Affordable Care Act expands access to health insurance coverage through improvements to the Medicaid and Children's Health Insurance (CHIP) programs, the establishment of Affordable Insurance Exchanges (Exchanges), and the assurance of coordination between Medicaid, CHIP, and Exchanges. Through the Small Business Health Options Program (SHOP), the new Exchanges will assist qualified small employers in facilitating the enrollment of their employees in Qualified Health Plans (QHPs) offered in the small group market. The Exchanges, which will offer these QHPs, will become operational on January 1, 2014. Employers will be able to begin applying for coverage through the SHOP October 1, 2013, for coverage beginning as early as January 1, 2014. The employer's application for the SHOP will be a single, streamlined form that will be used to determine employer eligibility for the SHOP. The submission seeks OMB approval of the data collection elements needed to support eligibility determinations for small businesses in the SHOP.

Abstract

The Federal Reserve Payments Study (FRPS) is supported by the following surveys: • Depository and Financial Institutions Payments Survey (FR 3066a), and • Networks, Processors, and Issuers Payments Surveys (FR 3066b). The FRPS collects information from organizations with a significant role in processing payments, including depository and financial institutions, general-purpose payment networks, third-party payment processors, issuers of private-label payment instruments, and providers of various alternative payment methods and systems, and helps to support the Federal Reserve System’s (Federal Reserve’s) role in the payments system. The FR 3066a and FR 3066b consist of a full set of surveys every three years and smaller versions of the surveys (fewer surveys, questions, or respondents) in each year between. The FRPS publishes aggregate estimates of noncash payment volumes, cash deposits and withdrawals, and related information derived from the surveys.

The information shared will help NSMBB and newborn screening partners be better equipped to assess disease risk and will help harmonize approaches for disease detection in newborns. Abstract

On October 17, 2025, the President issued Proclamation 10984 (Adjusting Imports of Medium- and Heavy-Duty Vehicles, Medium- and Heavy-Duty Vehicle Parts, and Buses Into the United States), finding that imports of medium- and heavy-duty vehicles (MHDVs), medium- and heavy-duty vehicle parts (MHDVPs), and buses threaten to impair the national security of the United States, and determining that it is necessary and appropriate to impose specified tariffs to adjust imports of MHDVs, MHDVPs, and buses so that such imports will not threaten to impair national security pursuant to section 232 of the Trade Expansion Act of 1962, as amended (19 U.S.C. 1862). In addition, Proclamation 10984 acknowledged the close connections and overlap between part suppliers for the automobile industry and for the MHDV industry, and determined that that it is necessary and appropriate to conform certain aspects of the tariff system imposed in Proclamation 10908 of March 26, 2025 (Adjusting Imports of Automobiles and Automobile Parts Into the United States), as amended, with the tariff system imposed in Proclamation 10984 for MHDVs, certain MHDVPs, and buses. Finally, the President found it necessary and appropriate to allow modification of tariffs imposed under Proclamation 9704 of March 8, 2018 (Adjusting Imports of Aluminum Into the United States) as amended, and Proclamation 9705 of March 8, 2018 (Adjusting Imports of Steel Into the United States), as amended, based on commitments to increase production of steel or aluminum products that support U.S. production capacity of key products, including U.S. automobiles and MHDVs. To enhance the supply chain security and domestic production of U.S. MHDVs and automobiles, Proclamation 10984 authorized the Secretary to reduce tariffs owed under Proclamations 9704 and 9705 by up to half the otherwise applicable rate for aluminum or steel producers that operate production facilities in Canada or Mexico and supply U.S. automobile or MHDV manufacturers. Such adjustments are to be limited to quantities of aluminum or steel equal to newly committed U.S. production capacity, as determined by the Secretary. Proclamation 10984 provides that the adjusted tariff rate may be no less than 25 percent, and that the adjusted tariff rate is only available for imports of aluminum and steel that qualify for preferential tariff treatment under the U.S.-Mexico-Canada Agreement (USMCA) and that were smelted and cast or melted and poured in Canada or Mexico. Proclamation 10984 directed the Secretary to administer this program in a manner consistent with the need to address the national security threats the President found in Proclamation 9704, Proclamation 9705, Proclamation 9888 of May 17, 2019 (Adjusting Imports of Automobiles and Automobile Parts Into the United States) (84 FR 23433), and Proclamation 10984. The Secretary has determined that it is necessary to establish a process for firms that operate production facilities in Canada and Mexico to apply for the adjusted tariffs, as authorized in Proclamation 10984, based on the quantities of aluminum or steel equal to newly committed U.S. production capacity. The Secretary has determined that only increased commitments to produce primary steel and primary aluminum should be eligible [because these commitments address key bottlenecks that will increase the supply of U.S. steel and aluminum for downstream producers of automobiles and MHDVs]. For purposes of these procedures, “primary steel” means [any semi-finished or finished steel product that was first produced in a liquid state in a steel making furnace] and “primary aluminum” means [new aluminum metal that is produced from alumina (or aluminum oxide) by the electrolytic Hall-Heroult process]. This information collection was established to support the procedures for submission and review of such documentation by the Department of Commerce.Emergency Justfication:As promulgated in 5 CFR Part 1320.13, ITA is seeking approval for emergency PRA clearance. This collection cannot reasonably comply with the normal clearance procedures because the use of normal clearance procedures is reasonably likely to prevent or disrupt the collection of information necessary to implement the program outlined in the FRN. Timely implementation of that program is essential for U.S. national security. As discussed, the President – through multiple Proclamations – has identified increased U.S. production of steel, aluminum, automobiles, automobile parts, MHDVs, and MHDVPs as essential for U.S. national security. This FRN directly incentivizes expanded U.S. production of steel and aluminum. That incentive – and ensuing private sector investment in U.S. steel and aluminum capacity – will immediately address the national security threats the President has identified with regard to our dependence on foreign sources of steel and aluminum. Implementation of this FRN will also support efforts to address our dependence on foreign sources of automobiles, automobile parts, MHDVs, and MHDVPs by increasing U.S. production of two key inputs for producers in this sector. Every moment the United States does not address the national security threats posed by these supply chain dependencies is another day the United States is open to geopolitical coercion by adversarial nations as well as unexpected, economically harmful supply chain disruptions caused by acts of war, natural disasters, and other unforeseen events.
