Information Collection Request (ICR) Tracker
ICR Definition
An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public.
Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.
Federal agencies are required to submit an ICR whenever they create, renew, modify, or discontinue an information collection. Each ICR includes a description of the collection,
supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.
The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after
which the collection must be renewed through a new ICR submission.
ICRs are publicly available on RegInfo.gov, and additional guidance can be found in the FAQs.

The program assists in the development, construction, and retrofitting of new and emerging technologies for the development of advanced biofuels by providing loan guarantees of up to $250 million. Section 9003 of the Agricultural Act of 2014 (2014 Farm Bill) modifies various provisions of the program. In addition to renaming the program to "Biorefinery, Renewable Chemical, and Biobased Product Manufacturing Assistance Program," the 2014 Farm Bill requires several substantive changes. These changes are: • Expanding the program to include biorefineries that primarily produce renewable chemicals and/or biobased products; • Providing loan guarantees to stand-alone biobased product manufacturing facilities; • Defining renewable chemicals and biobased product manufacturing; and • Ensuring that there is diversity in the types of projects approved. This collection of information is necessary in order for Rural Development to identify projects eligible for loan guarantees under the Program. In accordance with the Paperwork Reduction Act of 1995 (P.L. 104-13, 44 U.S.C. Chapter 35), Rural Development is submitting this information collection package to the Office of Management and Budget (OMB) for review and clearance. |

Authorizing StatutesAbstractTo meet the goals and objectives that demonstrate the U.S. Environmental Protection Agency (EPAs) and the Administrations commitment to achieving environmental justice and embedding environmental justice into Agency programs, the Environmental Justice Thriving Communities Grantmaking Program provides about $600 million in 11 cooperative agreements funding to Grantmakers who will function as pass-through entities for the Environmental Justice Thriving Communities Subgrants (2 CFR Parts 200 and 1500). Each Grantmaker will collaborate with EPA to design and build their own processes to receive and evaluate applications to fund the initial development of community-led environmental justice projects.Emergency Justfication:With this Information Collection Request (ICR), EPA seeks emergency clearance by October 31, 2024 for six Grantmakers to solicit applications for their first round of subgrants to be launched in October 2024. EPA cannot reasonably comply with the normal clearance procedures because the time between the Grantmakers receipt of their funding awards and the launch of their subaward programs (3 months) does not allow sufficient time to obtain PRA clearance using the standard ICR process (which typically takes 6-9 months). Collection of the information requested under this emergency clearance (i.e., applications) is essential for the Grantmakers to have a mechanism for selecting and distributing subaward grants to fund environmental justice projects in underserved communities, thus fulfilling the central objective of the program. The six-month emergency clearance period will cover the first round of subaward applications that will be solicited by six Grantmakers in October 2024. Subsequent rounds of applications for these six Grantmakers will be authorized via a Standard ICR package for the Grantmaking Program that will be submitted for review via the standard ICR approval process. |

AbstractThe Department of Health and Human Services (HHS), Office of the Secretary, Office of the National Coordinator for Health Information Technology (ONC), promotes the access, exchange, and use of electronic health information to improve health care. There are ongoing efforts to determine what types of information should be recorded in patients’ electronic medical records and how that information can be utilized to improve health and healthcare. Data reflecting Social Determinants of Health (SDOH) – the conditions in which people live, learn, work, and play – is limited across healthcare yet is vital to collect and understand for both individual care and public health. There is a growing recognition that by capturing and accessing SDOH data during the course of care, providers can more easily address non-clinical factors, such as food, housing, and transportation insecurities, which can have a profound impact on a person's overall health. The 21st Century Cures Act (Cures Act) requires HHS and ONC to improve the interoperability of health information. ONC's Cures Act final rule identifies important data elements that should be made electronically available and exchanged through the use of health information technology (IT). In support of these efforts, ONC seeks to better understand patients’ and health care providers’ knowledge of SDOH, how SDOH data are currently documented in the electronic health record and how this information is used in patient care. Additionally, ONC seeks to understand challenges experienced and preferences for SDOH data collection, sharing and utilization from both the provider and patient perspectives. A series of 20 focus groups, a mix of asynchronous (discussion board) and synchronous (live), will be conducted among groups of healthcare professionals (10 groups) and patients/care partners (10 groups), representing various backgrounds, demographics, and healthcare professions, to learn more about their experiences and thoughts relating to the capture and utilization of SDOH data. A prescreening questionnaire will be sent to 1,500 individuals and 200 of those 1,500 people will be chosen to participate in the focus groups. Each individual will participate in one 90-minute focus group. This is a 3-year request for OMB approval. |

AbstractDecision Memorandum CAG#-00438N entitled Transcatheter Mitral Valve Repair (TMVR) for Degenerative Mitral Regurgitation was published August 7, 2014. In this decision, CMS determined that it the evidence is sufficient to cover TMVR under Coverage with Evidence Development for Medicare beneficiaries under certain conditions only when the provider is participating in and patients are enrolled in a qualifying clinical studies meeting certain requirements. Consistent with section 1142 of the Social Security Act, the Agency for Healthcare Research and Quality (AHRQ) supports clinical research studies that the CMS determines meet specified standards and address the specified research questions. |
