Change Requests
What is an ICR?
An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public.
Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.
When are they submitted?
Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection,
supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.
The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after
which the collection must be renewed through a new ICR submission.

Abstract
This information collection request is an Non-Disclosure Agreement (NDA) used for domestic and foreign entities to obtain and use the NRC’s nuclear safety analytical computer codes. NRC develops and uses computer codes to independently model and evaluate safety issues associated with the licensed use of radioactive materials. As a global leader in nuclear regulatory research and safety assessment, NRC is frequently approached by domestic and international organizations requesting copies of NRC computer codes. In general, to obtain an NRC code an individual or organization first agrees to not redistribute the code (i.e., non-disclosure) through an NDA. The NDA also imposes terms and conditions for code use, and requires notification to NRC of code errors, code modifications, and updated user information. An officially signed and executed NDA of users agreeing to the terms and conditions is current NRC practice for access to NRC-developed computer codes. Once the NDA has been signed, received, reviewed, and accepted, the requesting individual or organization is given access to the requested code. The information collection enables the NRC to ensure that proper procedures and agreements are in place to guide the distribution and use of these codes according to NRC and U.S. Government policies and international agreements such as import-export restrictions and intellectual property rights. Further information collection on code errors and modifications by code users permits NRC to maintain control and quality of its codes in a timely and efficient manner. |

Abstract
CMS-2328-FC requires a transparent, data-driven process for states to document that Medicaid beneficiaries have access to services covered under the Medicaid State plan to the extent that services are available to the general population in a geographic area. To meet the requirements of the final rule, states must conduct access review monitoring plans that measure: the extent that enrollee needs are met, the availability of care and qualified providers, service utilization and payment rate comparisons. The reviews will be conducted every three years for: primary care, physician specialists, behavorial health, and pre and post natal obstetric services (including labor and delivery). As states reduce or restructure provider payment rates or receive significant numbers of complaints from providers and beneficiaires about access to care, additional services must be included in the review plan and monitored for at least 3 years. We are soliciting comments on the services required for ongoing access reviews and the timelines associated with review and monitoring activities. The final rule also requires states have mechanisms for obtaining beneficiary and provider feedback on access to care, such as hotlines, surveys, ombudsman or other equivalent mechanisms and institute corrective action procedures should access issues be discovered through the access review and monitoring processes. Finally, when considering reductions to Medicaid payment rates the final rule requires states to undertake a process that gathers input from stakesholds and relies upon the information analyzed through the data reveiws on the proposed reduction or restructuring of Medicaid service payment rates. |

Abstract
EPA sets exhaust, evaporative, and greenhouse gas emissions standards for light-duty vehicles (LDVs) and light-duty trucks (LDTs) based on the authority granted to the Agency by the Clean Air Act (CAA). In addition, light-duty vehicle manufacturers use the results from the exhaust emission tests to calculate vehicle fuel economy. The fuel economy results are used to calculate fuel economy label values according to EPA regulations. EPA regulations define test procedures, in-use testing requirements, calculation methods, vehicle labeling, and reporting requirements for light-duty vehicle manufacturers. This ICR is organized into six information collections (ICs): 1) Fuel Economy; 2) Manufacturers In-Use Verification Program; 3) Light-Duty Vehicles and Light-Duty Trucks Emissions; 4) Defect Reports and Voluntary Emissions Recall Reports; 5) Fuel Economy Labeling; and, 6) Tier 3 Motor Vehicle Emission Standards. Previous ICRs in the 0783 ICR series included the on-highway motorcycle certification and compliance program. Starting with this renewal of ICR 0783 the on-highway motorcycle IC was transferred on 5/19/2017 under a separate ICR (ICR 2535.02, OMB 2060-0710). This ICR covers the application submitted by light-duty vehicle manufacturers prior to production as well as various reports and information submitted during and after production. Processing and review of this information is conducted by the Light-Duty Vehicle Center, Compliance Division, Office of Transportation and Air Quality, Office of Air and Radiation US EPA. |

The FERC-549B covers the various aspects of releasing and acquiring natural gas pipeline capacity that are needed for regulatory oversight and efficient business transactions to occur easily. There are three distinct reporting requirements under the FERC-549B information collection: (1) capacity reports related to firm, released and interruptible transportation service; (2) peak day annual capacity reports; and (3) Index of Customers. The Commission uses the information collected in the FERC-549B to analyze capacity held on pipelines and to ensure that rates for gas capacity are just and reasonable. The FERC-549B allows the Commission to monitor marketplace behavior as well as to detect and remedy anti-competitive behavior. Shippers of natural gas need to use all FERC-549B information about the capacity in pipeline corridors, especially the data related to the value of capacity. Shippers use this information to determine where capacity is available and when as well as to make informed decisions about the capacity they may want to purchase. |

To meet the goals and objectives that demonstrate the U.S. Environmental Protection Agency (EPAs) and the Administrations commitment to achieving environmental justice and embedding environmental justice into Agency programs, the Environmental Justice Thriving Communities Grantmaking Program provides about $600 million in 11 cooperative agreements funding to Grantmakers who will function as pass-through entities for the Environmental Justice Thriving Communities Subgrants (2 CFR Parts 200 and 1500). Each Grantmaker will collaborate with EPA to design and build their own processes to receive and evaluate applications to fund the initial development of community-led environmental justice projects.Emergency Justfication:With this Information Collection Request (ICR), EPA seeks emergency clearance by October 31, 2024 for six Grantmakers to solicit applications for their first round of subgrants to be launched in October 2024. EPA cannot reasonably comply with the normal clearance procedures because the time between the Grantmakers receipt of their funding awards and the launch of their subaward programs (3 months) does not allow sufficient time to obtain PRA clearance using the standard ICR process (which typically takes 6-9 months). Collection of the information requested under this emergency clearance (i.e., applications) is essential for the Grantmakers to have a mechanism for selecting and distributing subaward grants to fund environmental justice projects in underserved communities, thus fulfilling the central objective of the program. The six-month emergency clearance period will cover the first round of subaward applications that will be solicited by six Grantmakers in October 2024. Subsequent rounds of applications for these six Grantmakers will be authorized via a Standard ICR package for the Grantmaking Program that will be submitted for review via the standard ICR approval process. |

The U. S. Caribbean and many other island nations throughout the region suffered catastrophic damage to communities, infrastructure, farms, and forests during September 2017 hurricane events. To better understand the effects of Hurricanes Irma and Maria on agriculture, forestry, and rural communities in the U.S. Caribbean and the internal and external factors that affected their vulnerabilities or resilience, US Department of Agriculture (USDA) – Forest Service and Caribbean Climate Hub (CCH), request permission to conduct focus groups and in-depth interviews to collect information from farmers, forest owners, and other agriculture and forestry community members about their experiences with, preparations for, responses to, and recovery from these storms. Results from the proposed research will inform natural disaster and disturbance prediction, preparedness, response, and recovery efforts by USDA, Forest Service, and other Federal agencies, as well as related local government, civil society, private sector, and community efforts. In the short term, results from this information collection will be critical in informing ongoing post-hurricane response and recovery efforts by USDA and its partners. In the long term, knowledge generated will contribute to reducing societal costs from disturbance processes, increasing cost-effective management, mitigation, and adaptation efforts, and supporting more resilient communities and economies in the U.S. Caribbean and broader contexts. |
