Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

FERC Form 1-F, Annual Report for Nonmajor Public Utilities and Licensees

Key Information

Abstract

The Federal Energy Regulatory Commission (Commission or FERC) requests the Office of Management and Budget (OMB) approve FERC Form Nos. 1, 1-F, and 3-Q (electric and gas) for three years. FERC is submitting a combined supporting statement for all three collections. There are no changes to the reporting requirements for the existing information collections. Note - The previous ICR included a one-time burden associated with updating systems to account for changing reporting requirements, which has now been completed and is no longer included in the burden. In accordance with sections 304(a) and 309 of the Federal Power Act (FPA) and sections 10(a) and 16 of the Natural Gas Act (NGA), FERC is authorized to collect and record data to the extent it considers necessary, and to prescribe rules and regulations concerning accounts, records, and memoranda. Under the existing regulations, FERC jurisdictional entities subject to its Uniform System of Accounts (USofA) must annually file a complete set of financial statements with the Commission, along with other selected financial and non-financial data through the submission of FERC Form Nos. 1 and 1-F and must file this information quarterly through the submission of FERC Form No. 3-Q.

Key Information

Abstract

Title XI of the Financial Institutions Reform, Recovery, and Enforcement Act of 1989 (FIRREA) (12 U.S.C. § 3331 et seq.) requires that, for federally related transactions, regulated institutions obtain real estate appraisals performed by certified or licensed appraisers in conformance with uniform appraisal standards. The Board’s regulations implementing Title XI of FIRREA, contained in the Board’s Regulation Y - Bank Holding Companies and Change in Bank Control (12 CFR Part 225), include certain recordkeeping requirements that apply to state member banks (SMBs), bank holding companies (BHC), and nonbank subsidiaries of BHCs that extend mortgage credit (together, institutions). The Board and other supervisory agencies also have issued Interagency Appraisal and Evaluation Guidelines (the Guidelines) that convey supervisory expectations relating to real estate appraisals and evaluations used to support real estate-related financial transactions. These Guidelines recommend that institutions adopt certain policies and procedures to ensure compliance with Title XI of FIRREA and Regulation Y.

Abstract

Rule 17a-5 under the Securities Exchange Act of 1934, 17 CFR 240. 17a-5, is a reporting rule for broker-dealers. The Commission recently amended Rule 17a-5 to require annual audited reports and related annual filings to be filed electronically in Inline XBRL through the Commission’s EDGAR system. The filings were previously made either in paper, via email, or voluntarily on the EDGAR system as PDF documents. The Commission is also allowing electronic signatures in Rule 17a-5 filings, which includes the FOCUS Report. The Commission is amending the instructions to Parts II, IIC, and IIA of the FOCUS Report to allow only one named officer’s signature when the signature belongs to the firm’s principal executive officer or principal financial officer (or their comparable officers). Finally, the Commission is making corrective and clarifying amendments to FOCUS Report Part II, technical amendments to FOCUS Report Part IIA and amendments to FOCUS Report Part IIC for consistency with FFIEC Form 031, which FOCUS Report Part IIC is modelled on. None of these amendments are expected to impact the ongoing burden of filing FOCUS Report Parts II, IIA or IIC.

Abstract

On November 5, 2005, the Commission released a Report and Order adopted the information collections as proposed in the Notice of Proposed Rulemaking (FCC 05-24). The Commission adopted rules to apply network non-duplication and syndicated exclusivity requirements to satellite carriers (carriage of significantly-viewed signals.) 47 CFR 76.122, 76.123, 76.124 and 76.127 are used to protect exclusive contract rights negotiated between broadcasters, distributors, and rights holders for the transmission of network, syndicated, and sports programming in the broadcasters recognized market areas. Rule changes to §§ 76.122 and 76.123 implement statutory requirements to provide new rights for in-market stations to assert nonduplication and exclusivity rights.
