Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Abstract

In accordance with the Public Utility Holding Company Act 2005 (PUHCA 2005), the Commission requires centralized service companies to file FERC Form No. 60 or FERC-61, and comply with FERC-555A’s requirements unless the company is exempted or granted a waiver pursuant to the Commission’s regulations. The information collected in FERC Form No. 60 and FERC 61 enables better monitoring for cross-subsidization, and aids the Commission in carrying out its statutory responsibilities. In addition, centralized service companies are required under 555A to retain core business and accounting data to enable the Commission to meet its mandated rate review responsibilities and for agency audits. FERC requests a three-year extension of the information collection requirements for FERC Form No. 60, FERC-61, and FERC-555A with no changes to the current reporting requirements.

The eCBSV process is a fee-based SSN verification service that will allow permitted entities to verify an individual’s SSN based on the SSN holder’s signed, including electronic, consent in connection with a credit transaction or any circumstance described in Section 604 of the Fair Credit Reporting Act (15 USC 1681b). The respondents to the eCBSV collection are the permitted entities; members of the public who consent to the disclosure of SSN verifications; and CPAs who provide compliance review services. We are submitting this Change Request to show the revisions to the User Agreement to include the enhanced matching information by data element and to update the consent language accordingly. Upon approval of this Change Request we will begin a full renewal process to allow for public comment on these revisions.

Key Information

Abstract

The National Assessment of Educational Progress (NAEP), conducted by the National Center for Education Statistics (NCES), is a federally authorized survey of student achievement at grades 4, 8, and 12 in various subject areas, such as mathematics, reading, writing, science, U.S. history, civics, geography, economics, technology and engineering literacy (TEL), and the arts. The National Assessment of Educational Progress Authorization Act (Public Law 107-279 Title III, section 303) requires the assessment to collect data on specified student groups and characteristics, including information organized by race/ethnicity, gender, socio-economic status, disability, and limited English proficiency. It requires fair and accurate presentation of achievement data and permits the collection of background, noncognitive, or descriptive information that is related to academic achievement and aids in fair reporting of results. The intent of the law is to provide representative sample data on student achievement for the nation, the states, and subpopulations of students and to monitor progress over time. NAEP consists of two assessment programs: the NAEP long-term trend (LTT) assessment and the main NAEP assessment. The LTT assessments are given at the national level only and are administered to students at ages 9, 13, and 17 in a manner that is very different from that used for the main NAEP assessments. LTT reports mathematics and reading results that present trend data since the 1970s. In addition to the operational assessments, NAEP uses two other kinds of assessment activities: pilot assessments and special studies. Pilot assessments test items and procedures for future administrations of NAEP, while special studies (including the National Indian Education Study (NIES), the Middle School Transcript Study (MSTS), and the High School Transcript Study (HSTS)) are opportunities for NAEP to investigate particular aspects of the assessment without impacting the reporting of the NAEP results. This request is to conduct NAEP in 2026, specifically: (1) Main NAEP operational assessments will include for grades 4 and 8 (first administration of the new frameworks for reading and mathematics), grade 8 (civics and U.S. history); in Puerto Rico, grades 4 and 8 mathematics will be the only subject assessed and will include the new framework; (2) Pilot testing in grades 4, 8, and 12 (reading and mathematics); in Puerto Rico, grades 4 and 8 mathematics will be the only subject assessed; (3) Field Trial for grades 4, 8, and 12 in U.S. mainland and grades 4 and 8 in Puerto Rico; and (4) Special studies for grades 4, 8, and 12 for one or more focused topics such as Multi-stage Testing (MST) and accessibility. Some documents in this package will be updated after the 60-day public comment period for inclusion in the 30-day public comment period, which is likely to begin in January 2025. Further, two additional 30-day packages will be submitted in March and June 2025 in order to update all materials in time for the data collection in early 2026.

Abstract

The National Wildlife Refuge System Administration Act of 1966 (16 U.S.C. 668dd-668ee), as amended (Administration Act), and the Refuge Recreation Act of 1962 (16 U.S.C. 460k-460k-4) (Recreation Act) govern the administration and public uses of national wildlife refuges and wetland management districts. The Administration Act closes NWRs in all States except Alaska to all uses until opened. The Secretary of the Interior (Secretary) may open refuge areas to any use, including hunting and/or sport fishing, upon a determination that the use is compatible with the purposes of the refuge and National Wildlife Refuge System mission. We collect information on hunters and anglers and their success in order to administer and evaluate hunting and fishing programs. Because of high demand and limited resources, we often provide hunt opportunities by lottery, based on dates, locations, or type of hunt. We collect information on the prospective hunter, on the preferred dates and locations, and on the type of hunt. We also require labeling of hunting/fishing equipment, require certain notifications be made to refuge staff, and collect information at the end of hunting and/or fishing experiences to help determine resource impacts and quality of experience.

[NCCDPHP] Healthy Schools Program Evaluation

Key Information

Abstract

The proposed project aims to evaluate processes and outcomes of the programs of 20 state entities funded by CDC's Division of Adolescent and School Health to improve health, academic achievement, and well-being of students in K-12 schools nationwide. CDC awarded funds through cooperative agreement DP23-0002 (2302 Program) to 20 funding recipients (states, universities, and a tribal nation) to improve health, academic achievement, and well-being of students in K-12 schools. A portion of the funding within each state is allocated to one priority local education agency (LEA) and its corresponding schools to support the implementation of policies, practices, and programs to increase physical activity, healthy dietary behaviors, and management of chronic health conditions among students. CDC is conducting a mixed-methods multi-level evaluation of the 2302 Program and associated outcomes. Evaluation findings will allow CDC to help recipients improve their programs as they progress over the five-year funding period. This change request is to follow recent executive orders.

Abstract

Rule 17j-1 (17 CFR 270.17j-1) under the Investment Company Act of 1940 requires codes of ethics to prevent affiliated persons of investment companies and their investment advisers and principal underwriters from engaging in fraudulent, deceptive, or manipulative practices. The rule also includes reporting requirements for affiliated persons to file reports with their investment company, investment adviser, or principal underwriter with respect to their personal securities transactions. The investment company, investment adviser, and principal underwriter must keep records of, among other things, the codes of ethics and certain reports, and make these records available to the Commission or any representative of the Commission at any time and from time to time for reasonable periodic, special or other examination.
