What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Key Information

Abstract

The development and maintenance of a cumulative database of all CMAQ projects is required by 23 U.S.C. 149(i)(1). This database must include specific information about each project such as name, location, sponsor, cost, and to the extent already measured by the project sponsor, cost-effectiveness based on reductions in emissions and congestion. The database must be readily available for public review either by publication or in electronically accessible format and means. States provide annual reports on all CMAQ obligations and deobligations taking place in each fiscal year. These reports include obligations of program funds; descriptions of individual projects; and potential impacts on air quality and congestion. The data provided in the annual reports and the CMAQ Public Access System allows for transparency, showing that the program continues to provide incremental benefits through enhanced regional and local air quality improvement, and through contributions to congestion relief. In order to populate the database, FHWA division offices, State DOTs, and MPOs develop a process for entering and approving project data in a timely manner. State DOTs submit the annual report to be approved by the FHWA Division by March 1 and FHWA HQ approves it by July 1 following the end of the previous Federal fiscal year (September 30). The annual report covers all CMAQ obligations for that previous fiscal year. Thus, State DOTs and MPOs report the data early enough that FHWA has time to review and comment on the report.

The Federal Communications Commission (Commission) is requesting that the Office of Management and Budget (OMB) approves a revision of a currently approved collection titled, โ€œPart 73, Subpart F, International Broadcast Stations,โ€ under OMB Control Number 3060-1035 for three years. The Commission has updated the International Bureau Filing System (IBFS) to allow for filing of electronic forms directly into the system through an integrated web-based program with fillable fields. The integrated web-based program requires the use of an FCC Registration Number (FRN) and includes support for Form 309-IBFS, 310-IBFS, and 311-IBFS. The new system also includes a standardized form to file frequency requests, Form 426, and a form file requests to test programming, which were previously done through email correspondence and approved as part of this collection. Applicants will be required to submit these forms through the integrated web-based program. Filing through the web-based program will reduce the burden hours on the on applicants. Therefore, this information collection is being revised to reflect the new form format for Forms 309-IBFS, 310-IBFS and 311-IBFS, the new Form 426, the new Form 427, and changes in costs associated with the automated functions of the forms. Abstract

14 CFR part 65 prescribes, among other things, rules governing the issuance of certificates and associated ratings for mechanics, repairmen, parachute riggers, and the issuance and renewal of inspection authorizations. The information is collected on forms submitted by applicants for mechanic, repairman, or parachute rigger certificates, or applicants for an initial or renewed inspection authorization. The information is used for evaluation by the FAA and is necessary for determining eligibility for issuance of a certificate, rating, or authorization. In addition to the required application for a certificate or authorization, applicants are required to provide the FAA evidence of training or experience related to the certificate, rating, authorization, or certificate privileges sought, to include the following: โ€ข Mechanic applicants must provide evidence of meeting one of the experience requirements of ยง 65.77. โ€ข Inspection authorization renewal applicants must provide evidence of their renewal activity. โ€ข Parachute rigger applicants must provide evidence of packing a minimum number of parachutes, and in some cases experience. โ€ข Repairman applicants employed by a repair station or air carrier must provide their employer recommendation and evidence of training or experience. โ€ข Amateur aircraft builder repairmen must show evidence they are the primary builder of the aircraft for which privileges are sought. Applicants for a light-sport repairman (certificate must complete an FAA-accepted training course and provide completion documentation. Training course providers of light-sport repairman training courses must submit their training course to the FAA for acceptance. Additionally, the training course provider must issue a completion certificate to students who complete an FAA-accepted light-sport repairman training course. Mechanic and parachute rigger applicants who fail a required certification test, and who test within 30 days of that test failure, must present a signed statement certifying that the applicant has received additional instruction in each of the subjects failed. Certificated parachute riggers must maintain records of the packing, maintenance, and alteration of parachutes performed or supervised by the parachute rigger. 14 CFR ยง 65.11 requires that applications for a certificate or rating under this part be made on a form and in a manner prescribed by the FAA Administrator. The instruments (forms) described below are submitted by the applicant, to the FAA, by way of the local Flight Standards Office. The airman application forms included in this collection are: โ€ข FAA Form 8610-1, Mechanicโ€™s Application for Inspection Authorization โ€ข FAA Form 8610-2, Airman Certificate and/or Rating Application โ€“ Mechanic and Parachute Rigger โ€ข FAA Form 8610-3, Airman Certificate and/or Rating Application โ€“ Repairman The information collected on the airman application forms is, and has been, used by the FAA to determine eligibility for a mechanic, repairman, or parachute rigger certificate and/or rating, or a mechanic certificate inspection authorization. Application and certification are necessary to ensure qualifications of the applicant. The Pilots Bill of Rights (PBR) is a notification included in the supplemental information of FAA Forms 8610-1, 8610-2, and 8610-3. The PBR notifies all applicants that they are under investigation, which is precipitated by submission of the application, to determine whether the applicant meets the qualifications for the airman certificate, rating, or inspection authorization being requested. Respondents submit the FAA airmen application forms in this collection to local FAA Flight Standards offices, for review by the FAA, to determine the applicantโ€™s eligibility. Abstract

The American Community Survey (ACS) is an ongoing monthly survey that collects detailed housing and socioeconomic data from a sample of about 3.5 million addresses in the United States and about 36,000 addresses in Puerto Rico each year, where it is known as the Puerto Rico Community Survey (PRCS). The ACS also collects detailed socioeconomic data from a sample of about 170,900 residents living in group quarters (GQ) facilities in the United States and Puerto Rico. Resulting tabulations from this data collection are provided on a yearly basis. The ACS allows the U.S. Census Bureau to provide timely and relevant housing and socioeconomic statistics, even for low levels of geography.

Abstract

Commission regulation ยง 1.73 which applies to clearing members that are futures commission merchants and Commission regulation ยง 23.609 which applies to clearing members that swap dealers and major swap participants, require clearing members to monitor and collect information to prevent risks to the financial markets. Specifically, these provisions require these clearing members to have procedures to limit the financial risks they incur as a result of clearing trades and to maintain sufficient liquid resources to meet the obligations that arise. Each of these items has been observed by Commission staff as an element of an existing sound risk management program at these registered entities. The Commission regulations require each clearing member to establish written procedures to comply and to keep records documenting its compliance. The regulations are an important part of the Commissionโ€™s regulatory program. The information required to be collected and preserved is used by representatives of the Commission to ensure compliance with the CEA and applicable Commission regulations.

Regulations 23.701 and 23.704 establish reporting requirements that are mandated by Section 4s(l) of the CEA, which states that SDs and MSPs must notify their counterparties of the right to have their initial margin segregated and to maintain the confirmations and elections related to such notices as business records. The reporting and recordkeeping requirements are necessary to implement the objectives of Section 4s(l). The data required to be compiled and maintained pursuant to regulation 23.701 and 23.704 would be used by uncleared swap counterparties (and, in some instances, the CFTC and self-regulatory organizations). For example, the information received by uncleared swap counterparties pursuant to Regulation 23.701 would alert counterparties to their statutory right, if they so choose, to have funds or property used as margin in uncleared swaps transactions with SDs and MSPs kept segregated from the property of the SD or MSP. Likewise, the information provided would further alert counterparties of the need to request such segregation if they wish to exercise this right.

Remotely Administered Psychoacoustic Test for Advanced Air Mobility Noise Human Response

Key Information

Abstract

This information collection is for conducting a sound response laboratory test, which is called a psychoacoustic test, to better understand human noise response to passenger and equivalent cargo carrying Advanced Air Mobility (AAM) aircraft. These AAM aircraft are expected to takeoff and land in closer proximity to communities than conventional aircraft. The aircraft are being designed to use multiple electrically driven rotors. Different AAM aircraft are unique in their design and geometric placement of rotors around the aircraft. The unique propulsion systems of AAM aircraft means that the sounds they produce will also be unique compared to conventional aircraft. Yet, insufficient data exists on how humans will respond to AAM aircraft noise. The National Aeronautics and Space Administration (NASA) seeks to gather data on the human noise response to AAM aircraft through the Varied AAM Noise and Geographic Area Response Difference (VANGARD) laboratory test. The VANGARD test will play electronically stored sounds of different single AAM aircraft flyovers to test participants and ask for their annoyance response to each sound. The VANGARD test is one of many initial psychoacoustic tests being planned to gather data for research purposes on AAM vehicle noise response. VANGARD test objectives are not designed to affect existing or proposed aircraft operations, and its objectives are not designed to affect noise policy. One aspect of the VANGARD test that is different from many other psychoacoustic tests on AAM vehicle noise is that it will be conducted using an online test application and gather human response data from geographically diverse participants. By addressing insufficient data on AAM aircraft noise response, VANGARD test results will allow subsequent studies on human noise response to AAM aircraft to be more informed in their design and test objectives.

The Centers for Medicare & Medicaid Services (CMS) is requesting approval of revisions to the Inpatient Rehabilitation Facility-Patient Assessment Instrument (IRF-PAI) Version 4.1 that will be effective on October 1, 2024. On April 7, 2023 the Centers for Medicare & Medicaid Services (CMS) issued a notice of proposed rulemaking (NPRM) (88 FR 20950) which proposes modifications to the collection of quality reporting data in the Inpatient Rehabilitation Facility Quality Reporting Program (IRF QRP). Specifically, CMS proposes to adopt two new measures and remove three measures from the IRF QRP. Per the NPRM, CMS proposes to require IRFs to start collecting assessment data using the IRF-PAI Version 4.2 for IRF patients beginning October 1, 2024.

Abstract

Under Section 101(a) of the Federal Mine Safety and Health Act of 1977 (Mine Act), and Title 5, United States Code, Section 553, the Secretary of Labor shall develop, promulgate, and revise as may be appropriate, improved mandatory health or safety standards for the protection of life and prevention of injuries in coal or other mines. Diesel particulate matter (DPM) is a probable carcinogen that consists of tiny particles present in diesel engine exhaust that can readily penetrate into the deepest recesses of the lungs. Despite ventilation, the confined underground mine work environment may contribute to significant concentrations of particles produced by equipment used in the mine. Underground miners are exposed to higher concentrations of DPM than any other occupational group. As a result, they face a significantly greater risk than other workers of developing such diseases as lung cancer, heart failure, serious allergic responses and other cardiopulmonary problems. The DPM rule establishes a permissible exposure limit (PEL) to total carbon, which is a surrogate for measuring a miner's exposure to DPM. The rule includes a number of other requirements for the protection of miners' health. The DPM existing rule contains information collection requirements for underground MNM mine operators under regulations 30 C.F.R. ยงยง 57.5060, 57.5065, 57.5066, 57.5070, 57.5071, and 57.5075.
