Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Abstract

Under 49 U.S.C. 44920, an airport may submit an application to TSA to have the screening of passengers and property required by 49 U.S.C. 44901 conducted by non-Federal personnel. TSA must approve the application if the approval "would not compromise security or detrimentally affect the cost-efficiency or the effectiveness of the screening of passengers or property at the airport." TSA implements this requirement through the Screening Partnership Program (SPP). Currently, 22 airports participate in the program. Participation in the SPP is initiated with the application covered by this information collection.

Key Information

Abstract

CMS' regulatory authority to require data validation is described in 42 CFR 422.516(g) and 423.514(g). Organizations contracted to offer Medicare Part C and Part D benefits are required to report data to CMS on a variety of measures. In order for the data to be useful for monitoring and performance measurement, the data must be reliable, valid, complete, and comparable among sponsoring organizations. To meet this goal, CMS has developed reporting standards and data validation specifications with respect to the Part C and Part D reporting requirements. These standards provide a review process for Medicare Advantage Organizations (MAOs), Cost Plans, and Part D sponsors to use to conduct independent data validation checks on their reported Part C and Part D data to determine their reliability, validity, completeness, and comparability in accordance with specifications developed by CMS.

Abstract

Under the Aviation and Transportation Security Act (ATSA), TSA is responsible for security in all modes of transportation, including screening operations for passenger air transportation and for carrying out such other duties it considers appropriate relating to transportation security. See sec. 101(a) of ATSA, Pub. L. 107-71 (115 Stat. 597-598, Nov. 19, 2001), as codified at 49 U.S.C. 114(d) and (f). DHS Directive 110-02 established the Department of Homeland Security (DHS) policy with respect to the acceptance of public speaking invitations by DHS employees and formally implemented the Office of Public Affairs DHS Speakers Bureau as well as DHS Component speaker bureaus. Based on these requirements, TSA created its own Speaker Bureau and modeled it after the DHS Speakers Bureau process to allow for the acceptance of public speaking invitations. To comply with the policy, TSA created the Speaker Request Form, which collects information on the requestor and the event a speaker would attend.

CAHPS Hospice Survey CMS-10537)

Abstract

Hospice currently serves approximately 42% of dying patients in the United States. Medicare covers most hospice patients under a benefit created in 1983 to provide palliative care at the end of life. Despite its 30-year history as a Medicare benefit, to date no single survey has been systematically administered by all hospices across the country to assess experiences of hospice care. This submission requests approval for national implementation of the CAHPS® Hospice Survey and as well as approval for a mode experiment to test for mode effects, if any, when the survey is implemented. The CAHPS® Hospice Survey will sample caregivers of patients who died while under hospice care. Survey administration will start between 2 and 3 months after the death of the patient. The sample will be provided by the hospice program. This information will ultimately be used to improve hospice care throughout the country. The mod experiment is intended to determine what mode effects, if any, are found while implementing the survey. Three modes will be tested: mail-only, telephone-only, and mixed-mode (mail with telephone follow up). The mode experiment will occur simultaneously with the first year of National Implementation of the survey, which is also covered as part of this submission.

The National Oceanic and Atmospheric Administration’s (NOAA) National Marine Fisheries Service (NMFS or NOAA Fisheries) is requesting an extension of this standard collection of information. The requested information will include different components of operating costs/expenditures, earnings, employment, ownership, vessel characteristics, effort/gear descriptors, and demographic information for the various types of fishing vessels operating in the 16 U.S. commercial fisheries or groups of fisheries listed below. 1. However, for responses that apply to the bundled information collection request as a whole, we present the full response for only the first information collection, indicate the response applies to all 16 collections and then only reference that response in the corresponding response for the other 15 collections, unless the response is very brief. The responses for the 16 information collections are very similar to those in the Supporting Statement Part A, which OMB reviewed and approved 04/27/2022. However, NMFS updated the name of one collection to be consistent with Executive Order 14172, revised the sex/gender and race/ethnicity questions to be consistent with current OMB guidance, updated the data used to estimate the hourly wage rates, which are used in calculating annual wage burden costs, and updated the government cost estimates. In addition, due to uncertainty concerning the timing of funding to support each collection and exogenous shocks (e.g., the COVID-19 pandemic), which affect the feasibility and/or desirability of collecting data for a specific year, the schedule for each of the 16 information collections needs to be flexible. Therefore, NMFS no longer provides the exact year for each collection and the resulting reports it will support.

Abstract

This information collection associated with the forms are necessary in order to implement applicable parts of the Homeland Security Acquisition Regulation (HSAR) (48 CFR Chapter 30). The forms under this collection of information request are used by offerors, contractors, and the general public to comply with requirements in contracts awarded by the Department of Homeland Security (DHS) and the information collected is used by contracting officers to ensure compliance with terms and conditions of DHS contracts. These forms will be used by contractors and/or contract employees during contract administration to collect the following: DHS Forms 0700-01, 0700-02 and 0700-03 are used to collect information when applicable and prior to contract closure to determine whether there are excess funds are available for deobligation versus remaining (payable) funds on contracts; assignment or transfer all rights, title, and interest to the Government; and release from liability. Current Population Survey (CPS) Basic Demographics

Key Information

Abstract

The CPS demographic data include age, marital status, sex, Armed Forces status, education, race, Hispanic origin, and country of birth. The data are used for subject specific (labor-force and supplement) analytic research, for internal analytic research, for evaluating other surveys, and for selecting other survey samples. The Census Bureau, in conjunction with the Bureau of Labor Statistics (BLS), is proposing an experimental collection in the Current Population Survey (CPS) of Race and Ethnicity information using the new SPD15 standard. The main goal of the study is to assess the effect of the new race and ethnicity standard (2024 SPD15) on estimates obtained from the CPS. The study will also aid in the implementation of the new standard for interviewer-administered data collections (both in-person and by phone). The study will examine the impact of differences in reporting using the new 2024 standard and the 1997 standard (which CPS currently is using) on race distributions, labor force estimates, weighting, and missing data.

Abstract

Consistent with requirements in the Government Performance and Results Act of 1993 (GPRA) (Pub. L. 103-62; 107 Stat. 285, Aug. 3, 1993), the TSA Canine Training Center (CTC) evaluates the instruction it delivers, through a range of courses, to train canines and their handlers. These handlers are primarily TSA personnel and State and local civilian personnel working for law enforcement agencies that are responsible for the security at airports throughout the United States. These agencies participate in this classroom training under agency-specific cooperative agreements with TSA’s National Explosives Detection Canine Team Program. The courses include the CTC Explosives Detection Canine Handler Course, Passenger Screening Canine Handler Course, Bridge Course, Canine Training Instructor Course, and the Security Operations Canine Management Course. The information obtained from TSA Form 1904A, End of Course Level 1 Evaluation – Instructor-Led Classroom Training, which is provided to students following course completion, provides valuable feedback about the extent to which TSA personnel and State and local civilian personnel (“TSA students”) are satisfied with their learning experience, and is used to improve the course curriculum and course of instruction. Evaluating and improving the effectiveness and efficiency of instructional programs supports agency requirements, as dictated by GPRA, to improve government performance management.

TSA issued an interim final rule to restore access to Ronald Reagan National Airport (DCA) for certain aircraft operations while maintaining the security of critical Federal Government and other assets in the Washington, DC metropolitan area. TSA’s regulations require GA aircraft operators to designate a security coordinator and adopt a DCA Access Standard Security Program (DASSP). Abstract

The COPPA Rule, 16 CFR Part 312, implements the Children's Online Privacy Protection Act (COPPA Act), which prohibits unfair and deceptive acts and practices in collecting and using personally identifiable information from and about children via the Internet. The COPPA Rule implements this mandate by requiring commercial websites to provide notice and obtain parental consent before collecting, using, or disclosing personal information from children under age thirteen, with limited exceptions. The Commission is issuing a final rule that amends the Rule to help ensure the Rule remains relevant to changing technology and business practices. The amendments include disclosure obligations for covered operators of websites and online services and FTC-approved COPPA Safe Harbor programs. Additionally, FTC-approved COPPA Safe Harbor programs will face additional reporting obligations under the amended Rule. The amendments are expected to promote transparency, enhance parents’ ability to make informed decisions about whether to consent to the collection of their children’s personal information, and strengthen oversight over operators’ and FTC-approved COPPA Safe Harbor programs’ practices.

Abstract

The TA-1 Form is used for initial registration as a transfer agent and subsequent amendments to registration. The OCC uses the information to determine whether to allow, deny, accelerate, or postpone an application. The OCC also uses the data to more effectively schedule and plan transfer agent examinations. When a national bank or federal savings association no longer acts as a transfer agent for covered corporate securities or when the national bank or federal savings association is no longer supervised by the OCC, i.e. liquidates or converts to another form of financial institution, the bank or savings association must file form TA-W with the OCC, requesting withdrawal from registration as a transfer agent. This nonmaterial change revises portions of the interagency Transfer Agent Registration and Amendment Form (Form TA-1), the OCC only Notice of Withdrawal from Registration as a Transfer Agent (Form TA-W), and the form’s accompanying instructions. Updates to the forms include: (1) agency's information collection expiration date; (2) department title in the burden hour language; and (3) adding an email address as an additional submission method. The Small Dollar Loan Program was authorized by Title XII – Improving Access to Mainstream Financial Institutions Act of the Dodd-Frank Wall Street Reform and Consumer Protection Act of 2010 (P.L. 111-203), which amended The Community Development Banking and Financial Institutions Act of 1994 to include the Small Dollar Loan Program (12 U.S.C. § 4719). Through the Small Dollar Loan Program, the CDFI Fund provides grants for loan loss reserves and technical assistance to enable award recipients to establish and maintain small dollar loan programs to address the issues of expanding consumer access to mainstream financial institutions and providing alternatives to high-cost small dollar loans. The Small Dollar Loan Program is also intended to enable award recipients to help unbanked and underbanked populations build credit, access affordable capital, and allow greater access into the mainstream financial system.

This section of HOLA requires the OCC to issue rules that, among other things, establish streamlined standards and procedures for FSA elections to operate as CSAs and clarify the requirements for the treatment of CSAs. A CSA has the same rights and privileges as a national bank and is subject to the same duties and restrictions as a national bank. Twelve CFR part 101 allows FSAs to elect national bank powers and operate as CSAs. An FSA seeking to operate as a CSA is required under 12 CFR 101.3(a) to submit a notice making an election to the OCC that: (1) is signed by a duly authorized officer of the FSA; and (2) identifies and describes any nonconforming subsidiaries, assets, or activities that the FSA operates, holds, or conducts at the time its submits its notice. Under 12 CFR 101.5(a), the OCC may require a CSA to submit a plan to divest, conform, or discontinue a nonconforming subsidiary, asset, or activity. A CSA may submit a notice to terminate its election to operate as a CSA under 12 CFR 101.6 using similar procedures to those for an election. In addition, after a period of five years, an FSA that has terminated its election to operate as a CSA may submit a notice under 12 CFR 101.7 to reelect using the same procedures used for its original election.

Abstract

NTED, CDP, and NDEMU all utilize the Kirkpatrick Four Level Training Evaluation Model to assess training effectiveness. Donald Kirkpatrick developed the four-level model of training evaluation: Level 1 evaluation captures the students’ perception or reaction to training. Level 2 completes a pre-post comparison of learning via tests/examinations and performance assessment checklists of the student learning (change in behavior). Level 3 evaluation instruments capture how the training transfers to the students’ work environment and their particular job. Lastly, Level 4 captures information about the return on key stakeholder expectations of the course or training program. The data collected by these training evaluation forms is shared with representatives from each course/program’s respective target audience during three-year course/program reviews. All three organizations analyze the data to determine what revisions are needed in curriculum, delivery, and to elicit inputs to improve training while providing documentation as to how training was applied, and how it impacts the individual and organization.

National Household Survey on Disaster Preparedness

Key Information

Abstract

The Individual and Community Preparedness Division (ICPD) analyzes and uses data collected in the two versions of the National Household Survey on Disaster Preparedness to identify progress and gaps in individual and community preparedness and to better understand the motivational factors and barriers to preparedness that people face. The survey measures the public’s knowledge, attitudes, and behaviors relative to preparing for disasters. This information is used by ICPD and FEMA components to tailor messaging and public information efforts, community outreach, and strategic planning initiatives to more effectively improve the state of individual preparedness and participation across the country. The findings are compiled in a report that is circulated internally to DHS and FEMA officials as well as made available to the public on the FEMA website, OpenFEMA (https://www.fema.gov/about/openfema/data-sets/national-household-survey).

Bathtub Slip Resistance Study

Key Information

Abstract

The objective of this study is to conduct human slip research on three bathtubs on the market and to measure the friction demand of participants stepping into and out of the bathtubs when dry and wet. The study will involve a total of three sessions to test three bathtub surfaces, where participants will walk into the tub and step out while wearing fall arresting harness systems for safety. During these sessions, resistance forces under the foot and motion of the foot movements will be measured. The study will quantify the minimum frictional performance required for a bathing surface to reduce slips and falls. CPSC will publish the study and will share the results of the study with the ASTM F15.03 Subcommittee on Safety Standards for Bathtub and Shower Structures working on replacing ASTM F462.
