What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

This is a revision of a currently approved collection to incorporate OMB 2502-0446. With this action, 2502-0446 will be eliminated. The combination now includes the estimate of yearly rent adjustment requests made by owners and the number of annual appeal actions taken to redress denials of such requests. Since two PRA packages have been combined into one, all data shown in items 12 and 14 have increased and show the summed total for data in both packages. The number of burden hours for rent adjustment requests represent the number of projects that make budget based rent adjustment requests across the portfolio and the aging out of old closed programs such as Section 236. HUD is also encouraging project owners to utilize a standardized set of rent tables provided by HUD to owners and managers annually.

Abstract

The Commission is required by section 9 of the Shipping Act of 1984 (46 U.S.C. 40701-40706) to ensure that controlled carriers (i.e., carriers owned or controlled by a government) publish and use rates, charges, classifications, rules, and regulations that are just and reasonable. Carriers are required to notify the Commission of certain events, including certain changes in ownership or control and their entry into the U.S. trade when they meet certain ownership or control conditions, so that that the Commission can determine whether they are controlled carriers under the Act. 46 CFR 565.4. This information allows the Commission to identify controlled carriers and to monitor their activities to ensure that they do not engage in the acts prohibited by section 9 of the Act (46 U.S.C. 40701-40706), i.e., to charge or assess rates below a just and reasonable level or to reduce effective tariff rates sooner than the 30th day after the date of publication.

National Crime Victimization Survey

Abstract

The Bureau of Justice Statistics (BJS) is submitting a nonsubstantive change to remove the gender identity questions and other questions using the term “gender” on the NCVS per the Executive Order (EO) 14168 titled “Defending Women from Gender Ideology Extremism and Restoring Biological Truth to the Federal Government.” This is a substantive change to the currently approved collection to obtain approval for full-scale implementation of the new NCVS instrument in 2025. The National Crime Victimization Survey (NCVS) collects analyzes publishes, and disseminates statistics on the amount and type of crime committed against households and individuals in the U.S. Since 1972, the NCVS has been providing national data on personal and household victimization, both reported and not reported to police. The data collection allows the BJS to fulfill its mission of collecting, analyzing, publishing, and disseminating information on victims of crime. Together with the Federal Bureau of Investigation’s (FBI) statistics on crimes reported to law enforcement agencies, the NCVS provides an understanding of the nature of and changes in the nation’s crime problems. The BJS is specifically requesting clearance for the core NCVS from January 2022 through December 2024. The core NCVS includes the administration of the basic screen questionnaire (NCVS-1, Attachment 19) and crime incident report (NCVS-2, Attachment 20) instruments to a nationally representative sample of persons age 12 or older living in households in the United States, including samples of persons representative of the 22 most populous states in the U.S. The core NCVS survey instrument covers nine general areas: 1) incidence of rape or sexual assault, robbery, aggravated assault, simple assault, personal larceny, burglary, motor vehicle theft, and other theft; 2) characteristics of these victimizations, including location, time, presence of a weapon, injury, and property/monetary loss; 3) characteristics of victims, including sex, age, race, Hispanic origin, disability, and occupation; 4) relationship between victim and offender; 5) emotional impact of victimization; 6) victim self-defense and bystander intervention; 7) offender characteristics including sex, age, race, and Hispanic origin; 8) reporting to police and police response; and 9) bias- or hate-motivated victimizations. NCVS core work also includes the analysis and dissemination of data products and reports stemming from the core collection, as well as technical and methodological analyses and reports based on the sampling for, administration of, and analysis of data from the NCVS basic screen questionnaire and crime incident report.

Income Driven Repayment Plan Request for the William D. Ford Federal Direct Loans and Federal Family Education Loan Programs

Abstract

The Department of Education (Department) is requesting an emergency clearance for this revision of the information collection, 1845-0102. Additionally, we are requesting that the full clearance package be filed at the same time and that the Department will initiate the 60-day public comment period upon notification of emergency approval. Section 493C of the Higher Education Act of 1965, as amended (the HEA), authorizes the Income-Based Repayment (IBR) Plan for borrowers who obtain student loans through the Federal Family Education Loan (FFEL) Program and William D. Ford Federal Direct Loan (Direct Loan) Program. Section 455(d) of the HEA authorizes income-contingent repayment plans for borrowers who obtain student loans through the Direct Loan Program. The regulations that govern the IBR plan are in 34 CFR 682.215 and 685.221. The regulations that govern the income-contingent repayment plans are in 34 CFR 685.209. There are two income-contingent repayment plans: the Pay As You Earn (PAYE) Plan, and the Income-Contingent Repayment (ICR) Plan. These plans are collectively referred to as Income Driven Repayment (IDR) plans. In 2021, the Secretary initiated a negotiated rulemaking process to create a new IDR plan. As a result of these negotiations, a final Rule was published July 10, 2023, introducing the Saving on an Affordable Education (SAVE) Plan as a replacement for the REPAYE Plan and making additional changes to all IDR plans to make them more consistent. An injunction was initially filed on August 9, that prevented the implementation of the provisions specific to the SAVE Plan and on February 18, 2025, the injunction was expanded to enjoin the entirety of the Final Rule that went into effect July 1, 2024, which included provisions that had already been implemented related to the other IDR plans. Under the statute, a borrower who wishes to repay under an Income Contingent or Income Based repayment plan must annually provide their Adjusted Gross Income (AGI) reported to the Internal Revenue Service (IRS). A borrower must also annually certify their family size. If a borrower’s AGI is not available, or if the borrower believes that their current AGI does not reasonably reflect their current income, regulations allow that they may provide alternative documentation of income for purposes of determining whether they (1) qualify for the repayment plan requested, (2) qualify to continue making income-driven payments, and (3) calculate their monthly payment amount. The Department is updating the IDR Request Form that is used by a borrower to enroll, recertify, or change their IDR plan to support the provisions identified by the court injunction issued February 18, 2025. Specifically, the form is being updated to remove the SAVE plan as an option for borrowers to select and remove the other early-implemented components of the Final Rule that apply to the other IDR plans (i.e., revert the definition of family size to the pre- July 1, 2024, definition for all IDR plans and remove references to interest subsidy during repayment), additional updates to improve clarity and the borrower experience as a result of these changes have also been made.Emergency Justfication:Request for emergency clearance no later than March 31, 2025, for a revised Income-Driven Repayment (IDR) Plan Request form to incorporate updates which align with the revised court ordered injunction issued February 18, 2025 regarding the provisions in effect governing repayment plans under the Higher Education Act of 1965, as amended (HEA) and current FSA operational limitations due to court actions. Pursuant to the Office of Management and Budget (OMB) procedures established at 5 C.F.R. part 1320, the U.S. Department of Education (Department) requests that the information collection 1845-0102, IDR Plan Request form, be processed in accordance with 5 C.F.R. § 1320.13 Emergency Processing. We are also requesting that the full clearance package be filed at the same time and note that the Department will initiate the 60-day public comment period upon notification of emergency approval. The Department is requesting emergency clearance to update the Income-Driven Repayment (IDR) Plan form (1845-0102) so that it complies with the revised injunction. Borrowers may experience undue financial hardship if the Department is unable to provide a form that includes only the available plans and the terms and conditions currently in effect as a result of court orders, and if borrowers do not have clear information about the current operational method for submitting income data for calculating payments for their selected IDR plan. The resulting updated form reverts to a version of the form previously approved and developed with stakeholder input, but without the SAVE Plan (or REPAYE Plan that preceded the SAVE Plan) as it is subject to the injunction.

The COPPA Rule, 16 CFR Part 312, implements the Children's Online Privacy Protection Act (COPPA Act), which prohibits unfair and deceptive acts and practices in collecting and using personally identifiable information from and about children via the Internet. The COPPA Rule implements this mandate by requiring commercial websites to provide notice and obtain parental consent before collecting, using, or disclosing personal information from children under age thirteen, with limited exceptions. The Commission seeks to extend for an additional three years the current OMB clearance for these information collection requirements of the Rule.

American Community Survey Methods Panel Tests

Key Information

Abstract

The American Community Survey (ACS) is an ongoing monthly survey that collects detailed housing and socioeconomic data from a sample of about 3.5 million addresses in the United States and about 36,000 addresses in Puerto Rico each year, where it is known as the Puerto Rico Community Survey (PRCS). The ACS also collects detailed socioeconomic data from a sample of residents living in group quarters (GQ) facilities in the United States and Puerto Rico. Resulting tabulations from this data collection are provided on a yearly basis. The ACS allows the U.S. Census Bureau to provide timely and relevant housing and socioeconomic statistics, even for low levels of geography. The ACS conducts research, testing, and evaluations, through its Methods Panel program, aimed at improving the survey. The ACS Methods Panel is a research program designed to address and respond to survey issues and needs. The Census Bureau, for decades, has submitted information collection request revisions to conduct various iterations of the Methods Panel. In 2024, the Census Bureau requested authorization from the Office of Management and Budget (OMB) to revise the previous authorization for the ACS Methods Panel to conduct a test of new content to the survey, called the 2024 ACS Sexual Orientation and Gender Identity (SOGI) Test. The information collected in the 2024 ACS SOGI test was to be used to evaluate the quality of data from questions on sexual orientation and gender identity. The research sought to inform recommendations for potential production ACS implementation on question wording and response options, whether a confirmation question is asked of everyone or only of those people with discrepant responses for sex at birth and current gender identity, and the style of write-in boxes to use for internet respondents. Federal agencies had expressed interest in and identified legal uses for this information, including civil rights and equal employment enforcement. This Non-substantive Change Request is to request OMB approval to discontinue our use of OMB Control Number 0607-0936 for the ACS SOGI Test and to update records in ROCIS to formally show that the Census Bureau canceled the second part of the SOGI Test in January 2025 to bring it in compliance with Executive Order 14168. The Census Bureau is asking, however, that OMB Control Number 0607-0936 be reserved for future Methods Panel testing. The Census Bureau will submit a new request for future testing not related to gender identity.

When SSA denies applicants’, claimants’, or beneficiaries’ requests for new or continuing disability benefits or payments, the Act entitles those applicants, claimants, or beneficiaries to request a hearing to appeal the decision. To request a hearing, individuals complete Form HA-501; the associated Modernized Claims System (MCS) or Supplemental Security Income (SSI) Claims System interview; or the Internet application (i501). SSA uses the information to determine if the individual: (1) filed the request within the prescribed time; (2) is the proper party; and (3) took the steps necessary to obtain the right to a hearing. Online Eastern Population Sandhill Crane Survey Data Entry Portal

Key Information

Abstract

The Migratory Bird Treaty Act (16 U.S.C. 703–712) designates the Department of the Interior as the primary agency responsible for managing migratory bird populations frequenting the United States and setting hunting regulations that allow for the well-being of migratory bird populations. These responsibilities dictate that we gather accurate data on various characteristics of migratory bird populations. The Service’s fall survey for eastern population sandhill crane was established in 1979. It is implemented by state and Federal agencies and public volunteers from eight states in the Atlantic and Mississippi Flyways, as well as Ontario, Canada. Sandhill cranes are widely dispersed during the breeding and wintering seasons and are difficult to count. The optimal time to survey cranes is during the last week of October when the majority of eastern population cranes breeding in Canada migrate to traditional staging grounds in the Great Lake States (e.g. Jasper-Pulaski Fish and Wildlife Area, Medaryville, Indiana). Since the initial survey in 1979, crane numbers have increased to over 90,000 birds.

Abstract

As set forth under 29 CFR 1614, the EEO complaint process prescribes that when an aggrieved individual believes that they have been discriminated against on the basis of their race, color, religion, sex (including sexual orientation, gender identity and expressions, and pregnancy), national origin, age, disability, genetic information (including family medical history), marital status, parental status, political affiliation, military service, and reprisal and seeks EEO counseling, the assigned EEO Counselor will conduct the pre-complaint (Informal) with the intentions of resolving the complaint within the Agency. At the conclusion of pre-complaint (Informal) process and if resolution was unsuccessful, the EEO Counselor during the final interview with the aggrieved person must discuss what occurred during the counseling process and provide the aggrieved with information to move the matter forward. Pursuant to 29 CFR § 1614.105(c), if the aggrieved individual decides to file a Formal complaint (i.e., NRC Form 646), the EEO Counselor must submit a written report (i.e., EEO Counselors Report) within fifteen (15) calendar days to the SBCR Director or designated official that will contain relevant information about the aggrieved individual, jurisdiction, claims, bases, Responding Management Officials (RMO), witnesses, requested remedies, and the EEO Counselor's checklist. The NRC Form 655, “EEO Counselor’s Report” is completed by an EEO counselor during this consultation, which must be conducted within 45 days of the date of the matter alleged to be discriminatory or, in the case of personnel action, within 45 days of the effective date of the action. Once the form is completed, an authorized NRC representative will place the completed NRC Form 646 in a secure folder created specifically for the aggrieved individual within an automated tracking system.

National Survey of the Use of Booster Seats

Key Information

Abstract

The National Survey of the Use of Booster Seats (NSUBS) is a voluntary collection of restraint use information for children under 13. NSUBS is a biennial collection. Data collectors observe restraint use for all passenger vehicle occupants included in the survey and for those vehicles that voluntarily participate, the data collectors conduct a brief interview with the vehicle driver or other knowledgeable adult to determine the age, height, weight, race, and ethnicity of the child occupants and age of the driver. Data collectors do not collect personal identifying information such as names, addresses, phone number of participating vehicle occupants. Data collectors use paper forms to collect information at fast food restaurants, gas stations, day care centers, and recreation centers where vehicles are mostly likely to have child occupants. The contractor supplies an electronic file of the data collected to National Highway Traffic Safety Administration (NHTSA). The contractor creates replicate weights, derives analytic variables, and adds auxiliary information on state laws. NHTSA uses the NSUBS data to estimate booster seat use among 4- to 7-year-old children. It also estimates restraint use for all children under 13, race and ethnicity breakouts of restraint use among all occupants in a vehicle, and estimates the extent to which children are “prematurely transitioned” from one restraint type to others that are inappropriate for their age as well as height and weight. The survey produces biennial estimates of: • Restraint use by Age Group • Restraint use by Weight Group • Restraint use by Height Group • Restraint use by Office of Management and Budget (OMB) categories for Race/Ethnicity NHTSA also asks the adult drivers their age to analyze the impact of driver age on driver seat belt use and child restraint use. NHTSA will tabulate the survey data, analyze the results, and publish the data in technical reports. NHTSA plans to release the results and the electronic file of the data collected to the public. NHTSA uses the NSUBS information to design outreach programs to help ensure that more of the nation’s children are using restraints that will protect them in motor vehicle crashes. The survey data will allow programs to better reach the caretakers whose children are unrestrained or not using the best restraint choice for their children’s sizes. The findings may also be of interest to State legislatures wanting to strengthen their child restraint laws by enacting mandatory or enhanced booster seat use provisions. The survey was previously approved as OMB Control No. 2127-0644 (current expiration date: 06/30/2022). The new collection will increase the number of respondents from 4,800 drivers to 5,300 drivers based on the average number of drivers interviewed over the last three surveys. This increases the burden hours by 36 hours (from 340 hours to 376 hours). NHTSA continues to estimate that there are no costs associated with the information collection.

Human Interaction with Driving Automation Systems

Key Information

Abstract

The National Highway Traffic Safety Administration (NHTSA) has proposed to perform research involving the collection of information from the public as part of a multi-year effort to learn about how humans interact with driving automation systems (DAS). This research will support NHTSA in understanding the potential safety challenges associated with human-DAS interactions, particularly in the context of mixed traffic interactions where some vehicles have DAS and others do not. Within mixed traffic environments, vehicles may also have DAS that perform more or less of the driving task (i.e., different levels of automation) and come with their own sets of expectations and limitations. This research will add to the state of knowledge and is not immediately intended to inform regulations or policy.

Human Factors Considerations in Commercial Motor Vehicle Automated Driving Systems and Advanced Driver Assistance Systems

Abstract

In accordance with the Paperwork Reduction Act of 1995, FMCSA announces its plan to submit the Information Collection Request (ICR) described below to the Office of Management and Budget (OMB) for review and approval. This one-time reporting ICR, Human Factors Considerations in Commercial Motor Vehicle Automated Driving Systems and Advanced Driver Assistance Systems, is a driving simulator study with a series of questionnaires that will evaluate how commercial motor vehicle (CMV) drivers engage in CMVs equipped with Society of Automotive Engineers (SAE) Level 2 (L2) advanced driver assistance systems (ADAS) and Level 3 (L3) automated driving systems (ADS). Approximately 100 CMV drivers will participate in the study. Driver participation in the study is voluntary; therefore, there is no obligation to answer an undesired question in any part of the questionnaires nor continue to participate. The study will examine the effect of non-driving secondary task engagement, transfer of control, and training on driver behavior in CMVs equipped with ADAS and ADS. The data will be collected and analyzed by the highly trained research team at the Virginia Tech Transportation Institute (VTTI), and will be used to develop tools for the integration of ADS-equipped CMVs within the trucking industry and inform policy recommendations for automatic driving system (ADS) equipped CMVs.
