What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Abstract

In accordance with the Paperwork Reduction Act of 1995, FMCSA announces its plan to submit the Information Collection Request (ICR) described below to the Office of Management and Budget (OMB) for review and approval. This one-time reporting ICR, Human Factors Considerations in Commercial Motor Vehicle Automated Driving Systems and Advanced Driver Assistance Systems, is a driving simulator study with a series of questionnaires that will evaluate how commercial motor vehicle (CMV) drivers engage in CMVs equipped with Society of Automotive Engineers (SAE) Level 2 (L2) advanced driver assistance systems (ADAS) and Level 3 (L3) automated driving systems (ADS). Approximately 100 CMV drivers will participate in the study. Driver participation in the study is voluntary; therefore, there is no obligation to answer an undesired question in any part of the questionnaires nor continue to participate. The study will examine the effect of non-driving secondary task engagement, transfer of control, and training on driver behavior in CMVs equipped with ADAS and ADS. The data will be collected and analyzed by the highly trained research team at the Virginia Tech Transportation Institute (VTTI), and will be used to develop tools for the integration of ADS-equipped CMVs within the trucking industry and inform policy recommendations for automatic driving system (ADS) equipped CMVs.

National Driver Register (NDR)

Key Information

Abstract

The National Driver Register Act of 1982, Title 49 U.S.C., Subtitle VI, Part A, Chapter 303 (as amended) requires the chief driver licensing official of a participating State to report to the National Driver Register (NDR), identification information regarding any individual who is denied a motor vehicle operator’s license for cause, whose motor vehicle operator’s license is withdrawn for cause, or who is convicted of certain serious motor vehicle related offenses (specified in the Act) or comparable offenses. Participating States also are required to submit an inquiry to the NDR on all applicants for driver’s licenses. In addition, when requested by other authorized users (e.g., the Federal Aviation Administration), participating States are required to submit inquires to the NDR and provide responses to the other authorized users of the NDR for transportation safety purposes. There are 51 respondents to this collection annually; all 50 States and the District of Columbia participate in the NDR. The NDR maintains the computerized database known as the Problem Driver Pointer System (PDPS) which contains information on individuals whose privilege to operate a motor vehicle has been revoked, suspended, canceled or denied, or who have been convicted of serious traffic-related offenses. The records maintained at the NDR consist of identification information (including name, date of birth, sex, driver license number, and reporting State), which is collected on a daily basis. States use interactive communication for their routine transactions with the NDR which allows them to submit the required information automatically at the same time the individual’s information is entered into the State’s system. Specifically, when an individual applies for a driver’s license, an inquiry is automatically transmitted to the NDR when the driver’s application is entered into the State’s system. Likewise, when a State records license actions that have been taken against an individual that require reporting to the NDR, a transaction submitting the individual’s identification information is automatically generated and transmitted to the NDR. The purpose of the information collection is to improve traffic and transportation safety by providing a nationwide clearinghouse of problem drivers. The information collected is used by State driver licensing agencies to identify problem drivers prior to issuing a driver’s license and to develop and implement driver improvement programs. The following groups are also authorized to receive information for transportation safety purposes: a. Employers of motor vehicle operators, b. Employers of locomotive operators, c. Federal Aviation Administration regarding applications for or holders of airman’s certificates, d. U.S. Coast Guard regarding applicants for or holders of licenses, certificates of registry, or merchant mariner’s documents, and for Coast Guard crew members, e. National Transportation Safety Board and Federal Motor Carrier Safety Administration in connection with accident investigations, f. Air carriers regarding individuals seeking employment as pilots, and g. Individuals who have or are seeking access to national security information for purposes under EO 12968 or who are being investigated for Federal employment. The annual burden has increased from 1,742 to 13,739 hours (an increase of 11,997 hours). The estimate for burden hours and cost has increased due to an adjustment to the method NDR used for the estimation. Abstract

The Social Security Act states those individuals who are dissatisfied with the results of an initial determination regarding their Title II disability; Tile XVI disability (SSI); Title VIII (Special Veterans benefits); or Title XVIII (Medicare benefits), can request a reconsideration hearing. Individuals use Form SSA-561-U2; the associated MCS or SSI Claims System interview; or the Internet application (i561) to initiate a request for reconsideration of a denied claim. Abstract

The Federal Communications Commission (Commission) is requesting that the Office of Management and Budget (OMB) approve a revision to the Commission’s currently approved information collection for OMB Control No. 3060-0999. This information collection relates to the Commission’s Hearing Loss Compatible Wireless Handsets rules in section 20.19 of the Commission’s rules. This revision is necessary to implement the final rules that the Commission unanimously adopted in a Report and Order, WT Docket No. 23-388, FCC 24-112, on October 17, 2024, and released on October 18, 2024 (100% HAC Report and Order). The 100% HAC Report and Order adopted rules requiring 100% of all future wireless handset models to be hearing aid compatible. The revisions to these rules included revising the heading of section 20.19 of the Commission’s rules from “Hearing aid-compatible mobile handsets” to “Hearing loss compatible wireless handsets.” In addition, the Commission unanimously adopted revisions to the currently approved information collection in order to implement the 100% hearing aid compatibility requirement and to remove outdated information collection provisions. As a result of this rulemaking, the changes to sections 20.19(b)(3)(iii), (f), (h), and (i)(4)-(5) constitute new or modified information collections subject to the Paperwork Reduction Act of 1995 (PRA), Public Law 104-13. These rules will become effective once OMB completes its review of these rules, and the Commission publishes a notice in the Federal Register announcing the effective date of the rules.

Abstract

Under section 4262 of the Employee Retirement Income Security Act of 1974 (ERISA) PBGC administers a Special Financial Assistance program for financially troubled multiemployer plans. The statute sets forth the requirements for this program, including specifying which plans are eligible to apply, the cutoff date for applications, actuarial assumptions, determinations on applications, restrictions and conditions on plans that receive SFA, and the requirements for certain plans with suspended benefits to reinstate those benefits and provide make-up payments to restore previously suspended benefits. Unlike financial assistance under section 4261 of ERISA, which is provided in the form of a loan and in periodic payments, a plan receiving SFA under section 4262 has no obligation to repay SFA. This information collection contains the requirements necessary to implement the SFA program and to provide proper stewardship of taxpayer funds. These information requirements include: • An application for SFA (including calculating the amount of SFA) that the plan sponsor of an eligible multiemployer plan must file with PBGC to receive payment of SFA. PBGC needs the information in the application to review a plan’s eligibility for SFA, priority group status (if applicable), and amount of requested SFA. • A lock-in application that plan may, but is not required, to use to lock in its base data. PBGC needs the information in the lock-in application to garner a plan's base data when the plan files a full application for SFA> • An Annual Statement of Compliance (with the restrictions and conditions under section 4262 of ERISA and 29 CFR part 4262) that a plan that has received SFA is required to file with PBGC. PBGC needs the information in the Annual Statement of Compliance to ensure that a plan is compliant with the imposed restrictions and conditions. • A notice of reinstatement that a plan sponsor of a plan with benefits that were suspended under sections 305(e)(9) or 4245(a) of ERISA must issue to participants and beneficiaries whose benefits are reinstated. Participants and beneficiaries need the notice of reinstatement to better understand the calculation and timing of their reinstated benefits and, if applicable, make-up payments. • A request for a determination from PBGC for approval for an exception under certain circumstances for SFA conditions under § 4262.16 relating to reductions in contributions, transfers or mergers, benefit increases, and settlement of withdrawal liability. PBGC needs the information required for a request for determination to determine whether to approve an exception from the specified condition.

Abstract

Whether seeking a loan, Social Security benefits, veterans benefits, or other services provided by the Federal Government, individuals and businesses expect Government customer services to be efficient and intuitive, just like services from leading private-sector organizations. Yet the 2016 American Consumer Satisfaction Index and the 2017 Forrester Federal Customer Experience Index show that, on average, Government services lag nine percentage points behind the private sector. A modern, streamlined and responsive customer experience means: raising government-wide customer experience to the average of the private sector service industry; developing indicators for high-impact Federal programs to monitor progress towards excellent customer experience and mature digital services; and providing the structure (including increasing transparency) and resources to ensure customer experience is a focal point for agency leadership. To support this, OMB Circular A-11 Section 280 established government-wide standards for mature customer experience organizations in government and measurement. To enable Federal programs to deliver the experience taxpayers deserve, they must undertake three general categories of activities: conduct ongoing customer research, gather and share customer feedback, and test services and digital products. These data collection efforts may be either qualitative or quantitative in nature or may consist of mixed methods. Additionally, data may be collected via a variety of means, including but not limited to electronic or social media, direct or indirect observation (i.e., in person, video and audio collections), interviews, questionnaires, surveys, and focus groups. Veterans Experience Office will limit its inquiries to data collections that solicit strictly voluntary opinions or responses. Steps will be taken to ensure anonymity of respondents in each activity covered by this request. The results of the data collected will be used to improve the delivery of Federal services and programs. It will include the creation of personas, customer journey maps, and reports and summaries of customer feedback data and user insights.

The FERC-725 contains the following information collection elements: Self-Assessment and ERO (Electric Reliability Organization) Application: The Commission requires the ERO to submit to FERC a performance assessment report every five years. The next assessment is due in 2025. Each Regional Entity submits a performance assessment report to the ERO. Submitting an application to become the ERO is also part of this collection. Reliability Assessments: 18 CFR 39.11 requires the ERO to assess the reliability and adequacy of the Bulk-Power System in North America. Subsequently, the ERO must report to the Commission on its findings. Regional entities perform similar assessments within individual regions. Currently the ERO submits to FERC three assessments each year: long term, winter, and summer. In addition, the North American Electric Reliability Corporation (NERC, the Commission-approved ERO) also submits various other assessments as needed. Reliability Standards Development: Under section 215 of the Federal Power Act (FPA), the ERO is charged with developing Reliability Standards. Regional Entities may also develop regional specific standards and have standard experts on staff to work with entities below the regional level. Reliability Compliance: Reliability Standards are mandatory and enforceable upon approval by the Commission. In addition to the specific information collection requirements contained in each standard (cleared under other information collections), there are general compliance, monitoring and enforcement information collection requirements imposed on applicable entities. Audits, spot checks, self-certifications, exception data submittals, violation reporting, and mitigation plan confirmation are included in this area. Stakeholder Survey: The ERO uses a stakeholder survey to solicit feedback from registered entities in preparation for its five-year self-performance assessment. The Commission assumes that the ERO will perform another survey prior to the 2025 self-assessment. Other Reporting: This category refers to all other reporting requirements imposed.

This request is for a renewal of a currently approved information collection through the Environmental Compliance Questionnaire for National Oceanic and Atmospheric Administration Notice of Federal Funding Opportunity Applicants (Questionnaire). This Questionnaire has not been revised since 2021. This Questionnaire is used by the National Oceanic and Atmospheric Administration (NOAA) to collect information about proposed activities for the purpose of complying with the National Environmental Policy Act (NEPA) 42 U.S.C. §§ 4321-4370, and other environmental compliance requirements associated with proposed activities. NEPA requires federal agencies to take a “hard look” at the environmental consequences of all “major Federal actions significantly affecting the quality of the human environment.” 42 U.S.C. § 4332(2)(C) (2023); Marsh v. Or. Natural Res. Council, 490 U.S. 360, 374 (1989). Key Information

Abstract

The Commission established this collection in order to remedy tenant confusion created by exclusive marketing arrangements between providers and owners of multiple tenant environments (MTEs). To remedy this confusion, the Commission requires common carriers and multichannel video programming distributors (MVPDs) subject to 47 USC § 628(b) to disclose the existence of exclusive marketing arrangements. Such disclosures must be included on all written marketing material from the provider directed at tenants or prospective tenants of an MTE subject to the arrangement, and must explain in clear, conspicuous, legible, and visible language that the provider has the right to exclusively market its communications services to tenants in the MTE, that such a right does not suggest that the provider is the only entity that can provide communications services to tenants in the MTE, and that service from an alternative provider may be available. The information disseminated under this requirement will alleviate tenant confusion, in turn promoting competition for communications services in MTEs.

USDA Generic Solution for Solicitation for Funding Opportunity Announcements

Abstract

Periodically USDA solicits grant applications on http://grants.gov by issuing a Funding Opportunity Announcement, Request for Applications, Notice of Funding Announcement, Notice of Solicitation of Applications, Grants.gov announcement, or other funding announcement type. To ensure grants are awarded to the applicant(s) best suited to perform the functions of the grant, applicants are generally required to submit an application. The first part of USDA grant applications consists of submitting the application form(s), which includes the Standard Form 424, Application for Federal Assistance and may include additional standard grant application forms. The second part of a grant application usually requires a technical proposal demonstrating the applicant's capabilities in accordance with a statement of work or selection criteria and other related information as specified in the funding announcement. Following the grant award, the grant awardee may also be required to provide progress reports or additional documents.

Key Information

Abstract

The Board uses the surveys in this collection to gather qualitative and limited quantitative information about liability management, the provision of financial services, and the functioning of key financial markets from a selection of up to 80 large commercial banks and other depository institutions (or, if appropriate, from other major financial market participants). This voluntary survey is completed by a senior officer at each respondent institution. In recent years, the Board has conducted two surveys per year, but it may conduct up to four surveys per year when significant informational needs arise that cannot be met from existing data sources.

Key Information

Abstract

Title II of the Social Security Act provides retirement, survivors, and disability benefits to members of the public who meet the required eligibility criteria and file the appropriate application. This collection comprises the various application methods for the retirement, survivors, and disability benefits. These methods include the following modalities: paper forms (Forms SSA–1, SSA–2, and SSA–16), Modernized Claims System (MCS) screens for in-person interview applications, as well as the Internet-based iClaim and iAppointment applications allowing the public to apply electronically. SSA uses the information collected using these modalities to determine: (1) the applicants' eligibility for the above-mentioned Social Security benefits, and (2) the amount of the benefits. The respondents are applicants for retirement, survivors, and disability benefits under Title II of the Act, their representatives, and in some instances, applicants for SSI payments or their representatives who are requesting to file for SSI through iClaim.

Protection and Advocacy for Beneficiaries of Social Security (PABSS)

Key Information

Abstract

The PABSS projects are part of Social Security’s strategy to increase the number of Social Security Disability Insurance (SSDI) or Supplemental Security Income (SSI) recipients who return to work and achieve financial independence and self-sufficiency as the result of receiving support, representation, advocacy, or other services. PABSS provides information and advice about obtaining vocational rehabilitation and employment services; and provides advocacy or other services a beneficiary with a disability may need to secure, maintain, or regain employment. The National Disability Rights Network (NDRN) is a membership organization that holds a contract with Social Security to provide training and technical support to the PABSS grantees. As part of that contract, NDRN maintains a secure, proprietary internet database that grantees use to submit an annual report reflecting services they provide under PABSS funding. Only the PABSS grantees and the contractor have access to the database. The contractor generates each grantee’s report annually, and sends each report, as well as an aggregate report including the total of all services PABSS grantees provide nationally, to the Social Security Contract Officer and to the Contract Officer’s Representative The PABSS Annual Program Performance Report collects statistical information from each of the PABSS projects in an effort to manage and capture program performance and quantitative data. Social Security uses the information to evaluate the efficiency of the program, and to ensure beneficiaries are receiving quality services. The project data is valuable to Social Security in its analysis of and future planning for the SSDI and SSI programs. The respondents are the 57 PABSS project sites, and recipients of SSDI and SSI programs. We are submitting this Change Request to make minor revisions to the SSA-4570 in compliance with E.O. 14151, Ending Radical and Wasteful Government DEI Programs and Preferencing.

This information collection is necessary to comply with the High Seas Fishing Compliance Act (HSFCA), 16 U.S.C. 5501 et seq., which, among other things, requires U.S. vessels that operate on the high seas to possess a permit issued in accordance with Section 104 of the HSFCA and be marked for identification purposes. HSFCA also requires permit holders to report their fishing activities.

Abstract

The rules and regulations contained in 47 CFR Part 1 Subpart J provide complaint and enforcement procedures to ensure that telecommunications carriers and cable system operators have nondiscriminatory access to utility poles, ducts, conduits, and rights-of-way on rates, terms and conditions that are just and reasonable. They also provide complaint and enforcement procedures for incumbent local exchange carriers (ILECs, as defined in 47 U.S.C. 251(h)) to ensure that, to the extent ILECs have attachment rights by contract, the rates, terms, and conditions of their pole attachments are just and reasonable.
