Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Key Information

Abstract

Trespasser deaths on railroad rights-of-way and other railroad property are the leading cause of fatalities attributable to railroad operations in the United States. To address this serious issue, the railroad industry, governments (Federal, State, and local), and other interested parties must know more about the individuals who trespass. Due to the lack of available root cause data, FRA proposes to collect data from law enforcement agencies to develop general descriptions of the root causes of trespassing. This will allow FRA and other interested parties, such as Operation Lifesaver, to target audiences with appropriate education and enforcement campaigns to reduce the resulting annual number of injuries and fatalities. Completion and submission of form FRA F 6180.178 is required for law enforcement agencies, in order to obtain and/or receive FRA’s Railroad Trespassing Enforcement Grant. For law enforcement agencies not receiving FRA’s Railroad Trespassing Enforcement grants, completion and submission of this form is voluntary. There is a requirement for recordkeeping.

Key Information

Abstract

The Terrorism Risk Insurance Act of 2002 (TRIA) created the Terrorism Risk Insurance Program (Program) to address disruptions in the market for terrorism risk insurance, to help ensure the continued availability and affordability of commercial property and casualty insurance for terrorism risk, and to allow for the private markets to stabilize and build insurance capacity to absorb any future losses for terrorism events. The Program has been reauthorized on a number of occasions, most recently in the Terrorism Risk Insurance Program Reauthorization Act of 2019. TRIA requires the Secretary of the Treasury (Secretary) to perform periodic analyses of certain matters concerning the Program. In order to assist the Secretary with this process, TRIA requires insurers to submit on an annual basis certain insurance data and information regarding participation in the Program.

The content in the MTW Supplement is tied directly to the MTW Operations Notice, which establishes requirements for the implementation and continued operation of the MTW Demonstration Program for the 199 Expansion MTW Agencies. The MTW Operations Notice was published in the Federal Register several times for public comment. It was first published in the Federal Register on January 23, 2017 (82 FR 8056) for a 60-day public comment period, which was extended in May 2017. The MTW Operations Notice was published in the Federal Register on October 5, 2018 (83 FR 50387) for a 45-day public comment period. After comments were received, revisions to the MTW Operations Notice were completed and the final MTW Operations was published in the Federal Register on August 28, 2020 (85 FR 53444). The PHA Plan data collection, including the MTW Supplement, was published for the 60-day public comment period in the Federal Register on October 9, 2018 (83 FR 50676). Since the content in the MTW Supplement must mirror what is in the MTW Operations Notice, HUD could not finalize the MTW Supplement until after the final MTW Operations Notice was finalized in August 2020. Once this occurred, the MTW Supplement form was updated to incorporate public comments and to ensure that it mirrors the final MTW Operations Notice, went through the required PIH and departmental clearance, and is now being submitted to OMB for publication for the 30-day Federal Register notice. The first cohort of agencies will be announced in January 2021 and will need to be able to utilize the MTW Supplement to report to HUD what waivers and activities they wish to initially implement. Thus, it is important that the MTW Supplement be published for the 30-day public comment period, so that we can receive comments and finalize the form by the time the Expansion MTW Agencies are designated.

Abstract

On April 17, 2023, the Commission released a Report and Order, Amendment of Parts 73 and 74 of the Commission’s Rules to Establish Rules for Digital Low Power Television and Television Translator Stations, FCC 23-25. With the advent of digital television operation, there were a number of duplicative rules for both analog and digital television operations. Sections 74.783(e) and 74.791(c) are such rules. Section 74.783(e) referred to analog operations whereas 74.791(c) referred to digital operations. Since all television operations are now required to be digital and the rule sections are duplicative, the analog referenced rule, 74.783(e) has been deleted and replaced with Section 74.791(c). Abstract

47 CFR 76.1713 states cable system operators shall establish a process for resolving complaints from subscribers about the quality of the television signal delivered. Aggregate data based upon these complaints shall be made available for inspection by the Commission and franchising authorities, upon request. These records shall be maintained for at least a one-year period. Prior to being referred to the Commission, complaints from subscribers about the quality of the television signal delivered must be referred to the local franchising authority and the cable system operator.

Abstract

The Export Import Bank of the United States (Ex-Im Bank) pursuant to the Export Import Bank Act of 1945, as amended (12 USC 635, et seq), facilitates the finance of export of U.S. goods and services. By neutralizing the effect of export credit insurance and guarantees offered by foreign governments and by absorbing credit risks that the private sector will not accept, Ex-Im Bank enables U.S. exporters to complete fairly in foreign markets on the basis of price and product. This collection of information is necessary, pursuant to 12 USC Sec. 635 (a) (1), to determine eligibility of the export for Ex-Im Bank assistance. This form will enable Ex-Im Bank to identify the specific details of the export transaction. These details are necessary for determining the eligibility of claims for approval. Ex-Im Bank staff and contractors review this information to assist in determining that an export transaction, on which a claim for non-payment has been submitted, meets all of the terms and conditions of cover.

Abstract

The purpose of this project is to evaluate the effectiveness of the NIOSH online “Training for Nurses on Shift Work and Long Work Hours”. NIOSH is committed to providing educational materials to employers and workers on workplace health and safety topics. Part of this commitment is regular evaluation of education products to determine if NIOSH-sponsored products are still successful at communicating and translating knowledge, impactful to worker health and safety. This evaluation is supported by NIOSH intramural NORA funding and will evaluate RN sleep health and wellbeing pre- and post-training. NIOSH intends to Discontinue this data collection. However, attempts to perform this action in ROCIS result in an Error Message “The OMB Control Number cannot be Discontinued because it is a Common Form.” NIOSH did not intend to have this data collection approved as a Common Form and this was done in error. This Non-Substantive Change Request is submitted to change the status of this collection and allow the subsequent submission of a Discontinuation. There is no change in burden.
