What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

DHS Traveler Redress Inquiry Program (DHS TRIP)

Key Information

Abstract

The Traveler Inquiry Form (TIF) is the form used to support the Traveler Redress Inquiry Program (TRIP), which will serve as a centralized intake office for traveler redress requests. After receipt, TRIP then passes the information to the relevant DHS component to process the request as appropriate (e.g., TRIP passes the form to TSA to initiate the Watch List Clearance Procedure). Individuals who feel that they have been unnecessarily subjected to additional screening, or denied or delayed boarding, or entry into or departure from the U.S. may complete the form. This form will be used by DHS to determine if there is an error in their record. This collection also serves to help DHS distinguish individuals from an actual individual on a watch list used by DHS, and it helps streamline and expedite future check-in or border crossing experiences.

The Federal Energy Regulatory Commission (Commission or FERC) requests that the Office of Management and Budget (OMB) review and approve modifications to the FERC-725S (Mandatory Reliability Standards: Emergency Preparedness and Operations (EOP) Reliability Standards) under OMB Control No. 1902-0270 for a three-year period. The FERC-725S collection was modified in Docket No. RD24-5-000. EOP-012-1 is being replaced with version EOP-012-2 that will supersede requirements in EOP-012-1. The Commission has deferred decision on whether to approve or modify NERC’s proposed implementation plan for proposed Reliability Standard EOP-012-2 which was previously superseded by EOP-011-3) until NERC submits the revised applicability section for Reliability Standard EOP-012-1. The Reliability Standard EOP-012-1 when revised, will ensure all bulk electric system generating units are required to maintain cold weather preparedness plans and associated trainings.

Abstract

DEA requires that each registered practitioner apply to an approved credential service provider to obtain identity proofing and a credential. Hospitals and other institutional practitioners may conduct this process in house as part of their credentialing. For practitioners currently working at or affiliated with a registered hospital or clinic, the hospital/clinic have to check a government-issued photographic identification. This may be done when the hospital/clinic issues credentials to new hires or newly affiliated physicians. For individual practitioners, two people need to enter logical access control data to grant permission for practitioners authorized to approve and sign controlled substance prescriptions using the electronic prescription application. For institutional practitioners, logical access control data is entered by two people from an entity within the hospital/clinic that is separate from the entity that conducts identity proofing in-house. Similarly, pharmacies have to set logical access controls in the pharmacy application so that only authorized employees have permission to annotate or alter prescription records. Finally, if the electronic prescription or pharmacy application generates an incident report, practitioners, hospitals/clinics, and pharmacies have to review the incident report to determine if the event identified by the application represents a security incident.

Abstract

On February 6, 2003, the Commission adopted a rule that imposed an "up-the-ladder" reporting requirement when attorneys appearing and practicing before the Commission become aware of evidence of a material violation by the issuer or any officer, director, employee, or agent of the issuer. An issuer may choose to establish a qualified legal compliance committee ("QLCC") as an alternative procedure for reporting evidence of a material violation. The collection of information is, therefore, an important component of the Commission's program to discourage violations of the federal securities laws and promote ethical behavior of attorneys appearing and practicing before the Commission. The collection of information provides a means for issuers to make sure that they are apprised of necessary information concerning evidence of violations by officers, directors, employees or agents of the issuer.

Abstract

SSA offers both Internet and telephone appointment options for individuals who wish to request an appointment when they are unable to complete one of SSA’s online or automated telephone applications because they failed the initial verification checks, or because they state their reading language preference is other than English. iAppointment: iAppointment is an online process that allows members of the public an easy-to-use method to schedule an appointment with the servicing office of their choice. Since the application date can affect when a claimant’s benefit begins, iAppointment establishes a protective filing date and provides respondents information related to the date by which they must file their actual application. The iAppointment application propagates information the applicant already entered onto any of SSA’s Internet applications for SSN, name, date of birth, and gender. Applicants must provide minimal additional information: mailing address; telephone number; language preference; type of appointment (Disability, Retirement, Medicare); and whether they prefer a telephone interview or in-office appointment. iAppointment is a customer-centric application. If the available appointment times do not meet the customer’s needs, iAppointment allows the user to enter a different zip code to identify another field office, which may offer different appointment times. At this time, SSA only allows domestic first party applicants to use iAppointment. If users indicate they are filing as third parties, iAppointment provides a message directing them to call the National 800 Number for assistance. If a foreign first party user is unable to complete iClaim, iAppointment directs them to contact a Social Security representative, and provides a link to SSA’s Service Around the World website. Enhanced Leads and Appointment System (eLAS): eLAS is an Intranet-based version of the iAppointment screens for use by SSA technicians in both the field offices and call centers. eLAS interacts with iAppointment to ensure we always record the same information whether an individual requests an appointment through our Internet screens or via telephone. eLAS is a non-public facing system that allows SSA employees in the field offices, workload support units, and teleservice centers to use an telephone interview process to schedule appointments and document an individual’s intent to file using a script and asking the same questions to each individual. We use eLAS with individuals who use our automated telephone system or who prefer not to use iAppointment to set up their appointment. The respondents are individuals who are unable to use our Internet or automated telephone systems because they failed the initial verification checks; or because they state their reading language preference is other than English. We are making a non-substantive change to replace the term “gender” with “sex”.

The information that must be posted at OASIS sites is listed at 18 CFR 37.6. The required postings include business practices, communication protocols, transfer capacity, transmission service products, and prices. The regulations at 18 CFR Part 37 are supplemented by industry-wide Business Practice Standards and Communication Protocols that are incorporated by reference at 18 CFR 38.1. The standards include six OASIS- related standards that the North American Energy Standards Board (NAESB) modified in response to directives and guidance provided in Order Nos. 676-E, 676-H, and 890.

Abstract

The collection of information is mandatory and is associated with FRA's rule 49 CFR part 228. Entities required to respond include Class I, Class II, and Class III railroads as well as 40 signal employee contractors. The collection of information includes occasional reporting and recordkeeping requirements. Covered employers are required to keep Hours of Duty records of their employees and must produce them upon request to FRA representatives. The Hours of Service Act specifies the maximum hours and conditions of proper rest for employees engaged in one or more critical categories of work. FRA uses the information collected to both monitor compliance with and to enforce these safety regulations. Reporting and recordkeeping Information is collected on occasion, monthly, and annually. Besides Hours of Duty data, railroads must also provide reports of excess service to FRA and employee training information.

Abstract

On September 24, 2024, the Commission adopted the First Report and Order in the Modifying Rules for FM Terrestrial Digital Audio Broadcasting Systems proceeding to allow digital FM station operation with asymmetric power on the digital sidebands. This asymmetric sideband operation will allow digital FM stations to operate with different power levels on the upper and lower digital sidebands, as a way to facilitate greater digital FM radio coverage without interfering with adjacent-channel FM stations, upon notification to the Commission on FCC Form 2100, Schedule 335-FM. Prior to adoption of the FM Digital First R&O, an FM digital station that wished to employ asymmetric sideband operation had to apply for an experimental authorization and renew that authorization annually. Initiating such operation by notification rather than experimental authorization will be simpler and less expensive to the licensee, and thus less burdensome. Additionally, eliminating the requirement of annual experimental authorization will remove a regulatory barrier and incentivize more digital FM stations to adopt such operations. This submission is therefore being made to OMB for approval of new or modified Information Collection requirements stemming from the FM Digital First R&O. The changes as adopted in the FM Digital First R&O require modifications to Schedule 335-FM and rule sections 73.404 and 73.406. Specifically, the FM Digital First R&O permits digital FM stations to use asymmetric sideband operation by notifying the Commission using Schedule 335-FM, and modifies that schedule by including fields to report the digital ERP being transmitted on each digital sideband, as well as the total digital ERP. Therefore, Schedule 335-FM is being amended to provide fields for the notifying station to indicate the digital ERP transmitted on each digital sideband, as well as the total digital ERP.

Abstract

This collection provides the Drug Enforcement Administration with a national database on analyzed drug evidence from non-federal laboratories. Information from this database is combined with other existing databases to develop more accurate, up-to-date information on abused drugs. This database represents a voluntary, cooperative effort on the part of participating laboratories to provide a centralized source of analyzed drug data. Existing federal drug abuse databases do not provide the type, scope or quality of information necessary to effectively estimate the actual or relative abuse potential of drugs as required under the Controlled Substances Act (21 U.S.C. 811(b)) and international treaties in a timely and efficient manner.
