Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Abstract

This information collection request (ICR) is for an extension without change of National Highway Traffic Safety Administration’s (NHTSA) currently approved information collection for reporting of information and documents about potential defects. Under 49 CFR part 579, manufacturers of motor vehicles and motor vehicle equipment must report information and communications to NHTSA with respect to possible safety-related defects and non-compliances in their products, including the reporting of safety recalls and other safety campaigns the manufacturer conducts outside the United States. Under part 579, there are three categories of reporting requirements: (1) requirements at § 579.5 to submit notices, bulletins, customer satisfaction campaigns, consumer advisories, and other communications (found in subpart A of part 579); (2) requirements at § 579.11 to submit information related to safety recalls and other safety campaigns in foreign countries (found in subpart B of Part 579); and (3) requirements at §§ 579.21-28 to submit Early Warning Information (found in subpart C of part 579). The Early Warning Reporting (EWR) requirements (49 U.S.C. 30166(m); 49 CFR part 579, subpart C) specify that manufacturers of motor vehicles and motor vehicle equipment must submit to NHTSA information, periodically (quarterly or monthly) or upon NHTSA’s request, that includes claims for deaths and serious injuries, property damage data, communications from customers and others, information on incidents resulting in fatalities or serious injuries from possible defects in vehicles or equipment in the United States or in identical or substantially similar vehicles or equipment in a foreign country, and other information that assist NHTSA in identifying potential safety-related defects. In addition to requiring submissions periodically and upon request, this ICR includes a requirement to submit information within 5 days of information becoming available regarding foreign safety campaigns. The purpose of this information collection is to provide early warning of potential safety-related defects to NHTSA. The estimated burden for this information collection is 51,327 hours annually. This is 2,483 hours less than when NHTSA last received approval for this information collection (from 53,810 hours to 51,327 annually).

Abstract

This ICR is for a voluntary disclosure of information to the public by entities involved in the testing and deployment of Automated Driving Systems (ADSs). The entities engaged in ADS development and testing may demonstrate how they address – via industry best practices, their own best practices, or other appropriate methods – the safety elements contained in the Voluntary Guidance section of Automated Driving Systems 2.0: A Vision for Safety by publishing a Voluntary Safety Self-Assessment (VSSA). The VSSA is intended to demonstrate to the public (particularly States and consumers) that entities are: (1) considering safety aspects of ADSs; (2) communicating and collaborating with DOT; (3) encouraging the self-establishment of industry safety norms for ADSs; and (4) building public trust, acceptance, and confidence through transparent testing and deployment of ADSs. This collection, a reporting collection, allows companies an opportunity to showcase their approach to safety, without needing to reveal proprietary intellectual property. Disclosure of information in the VSSA would be publicly accessible and foreseeably accessed by members of the public, State stakeholders, and consumer-based stakeholders. NHTSA anticipates any respondents for the information collection would provide the VSSA once in the three-year approval period. This is a revision of a currently approved IC to both extend the approval period and include revisions to the burden calculations based on NHTSA’s observations of the current collection and the previous associated collections dating back to 2017. NHTSA has collated a list of entities in the ADS space that could potentially develop a VSSA and used previous VSSA publication to estimate the number of new VSSAs that may be developed each year for the subsequent three years. This results in a lower estimate of the number of respondents for the collection and thus a lower estimate of annual burden and labor costs. The current collection estimated 20 respondents per year, each responding once in that year. The burden associated with disclosure recommendations via a VSSA would be 600 hours per respondent. The annual burden associated with the information collection was calculated as 12,000 hours and $1,168,320 in labor costs. The revisions estimate four entities will publish a VSSA every year and will publish only once in the three-year period. As there have been no disagreements with the burden hour calculation for an individual VSSA, the annual burden hours for this collection are revised to 2,400 hours. The labor cost associated with this revision are $282,384. This is a decrease of 9,600 burden hours per year. Additionally, there is a decrease in labor costs of $885,936 per year. NHTSA estimates that respondents will not incur any costs beyond hourly labor costs.

Under 7 USC §6934, the Office of Partnerships and Public Engagement (OPPE) is directed to administer section 2501 of the Food, Agriculture, Conservation, and Trade Act of 1990 (7 USC §2279, The Act). Section 2501 directs the Secretary of Agriculture to carry out an outreach program to encourage and assist socially disadvantaged farmers and ranchers, veteran farmers and ranchers, and beginning farmers and ranchers in owning and operating farms and ranches, and in participating equitably in the full range of agricultural programs offered by the Department. In order to do so, the Secretary may make grants to eligible entities that have demonstrated an ability to provide such outreach and technical assistance. Part A of this ICR addresses the application process for potential grantees to submit applications for funding to the Secretary for the purposes of fulfilling the requirements of section 2501 of The Act. Additionally, the Secretary is directed by section 2501 of The Act to report certain data to Congress on an annual basis. Part B of this request addresses the creation of a web-based system to collect information from grantees that will partially fulfill this requirement. Part C of this request addresses the creation of a survey tool that will allow OPPE to engage directly with program participants from grantee programs in order to collect the data needed to respond fully to the Act’s requirements for Congressional Reporting.

Abstract

14 CFR § 65.11 requires that applications for a certificate or rating under this part be reported on a form and in a manner prescribed by the FAA Administrator. The applications forms are submitted by the applicant, to the FAA, by way of the local Flight Standards Office. The information collected on the forms is, and has been, used by the FAA to determine eligibility for a mechanic, repairman, or parachute rigger certificate and/or rating, or a mechanic certificate inspection authorization. Application and certification is necessary to ensure qualifications of the applicant. A new FAA form, 8610-3, is being requested to collect the repairman applicant information previously collected on FAA Form 8610-2. Additionally, Mechanic and parachute rigger applicants must pass FAA knowledge and practical tests, with a minimum passing grade of 70%, to be eligible for certificate issuance. Applicants may retest 30 days after failing a test, however if an applicant desires to test prior to 30 days from the test failure, they must present a signed statement from an airman holding the certificate and rating sought by the applicant, certifying that the airman has given the applicant additional instruction in each of the subjects failed and that the airman considers the applicant ready for retesting. Certificated parachute riggers must also keep records, as required by §65.131. This is a mandatory requirement of the certificate holder. The record describes the parachute being packed, maintained, or altered. The record must include a description of the work done to the parachute, and the date and place where the work was performed. The records must be kept for at least 2 years after the date each was made. Section 65.93(a)(4) specifies that, mechanics with an IA can complete a refresher course(s) acceptable to the Administrator, of not less than 8 hours of instruction for each year of the two-year renewal requirement. Respondents who are requesting FAA acceptance of an IA renewal course are required to submit FAA Form 8610-6, IA Refresher Course Acceptance Request to the FAA.

This is a request for clearance for the NEA to conduct a pilot test of the Participant Outcomes Survey to assess individual-level outcomes associated with the Creative Forces®: NEA Military Healing Arts Network Community Engagement Grant Program (http://www.maaa.org/creativeforces/). This is a new data collection request, and the data to be collected are not available elsewhere unless collected through this information collection. The pilot study will enable the NEA to test and refine the survey’s methodology for assessing outcomes and the administration process. The Creative Forces®: NEA Military Healing Arts Network seeks to improve the health, well-being, and quality of life for military and veteran populations exposed to trauma, and for their families and caregivers through clinical and non-clinical programs (https://www.arts.gov/initiatives/creative-forces). Creative Forces is funded through Congressional appropriation. The Congressional Committee on Appropriation “supports the NEA’s continued efforts to expand upon this successful program to embed Creative Arts Therapies at the core of integrative care efforts in clinical settings, advance collaboration among clinical and community arts providers to support wellness and reintegration efforts for affected families, and advance research to improve our understanding of impacts of these interventions in both clinical and community settings.” Beginning in 2022, Creative Forces will award Community Engagement Grants to support non-clinical arts engagement programming for military-connected populations through matching grants of $10,000 to $50,000 for emerging (“Emerging”) and established (“Advanced”) community-based arts engagement projects to serve military-connected populations. The NEA anticipates awarding approximately 30 awards annually, with the first round of grant-funded projects taking place after July 1, 2022. The grant program will support a range of program models (e.g., ongoing class, drop-in studio, single event) designed to meet local needs. The grant program will be the largest coordinated effort in the U.S. to provide community arts engagement programming for military and veteran populations exposed to trauma, and for their families and caregivers. The Creative Forces Community Engagement Grant Program is conducted in partnership with Mid-America Arts Alliance (M-AAA). The purpose of the Participant Outcomes Survey is to determine the impact of the Community Engagement Grant Program by measuring the extent of change over time (pre-to-post) in the four participant outcomes and to inform ongoing program improvement. Through this pilot test of the survey, the NEA will evaluate the effectiveness of the survey instrument and the administration process during the first cycle of the grant program. The data collection activities are planned for January through June 2023. A regular Paperwork Reduction Act clearance package will be submitted in Fiscal Year 2023 for a Creative Forces Community Engagement Grant Program evaluation study that utilizes this survey instrument.

Research Performance Progress Report

Key Information

Abstract

The Research Performance Progress Report (RPPR) is a uniform format implemented by federal agencies for use in the reporting of performance progress on Federally funded research and research-related projects. The RPPR directly benefits award recipients by making it easier for them to administer Federal grant and cooperative agreement programs through standardization of the types of information required in interim performance reports—thereby reducing their administrative effort and costs. The Department of Commerce began using this form for all progress reports required for grants awarded by Commerce starting with the reporting cycle ending January 31, 2018; this request is to renew this information collection for a period of three years.

In CC Docket No. 96-128, the Commission promulgated rules and requirements implementing Section 276 of the Telecommunications Act of 1996. Among other things, the rules: (1) establish fair compensation for every completed intrastate and interstate payphone call; (2) discontinue intrastate and interstate access charge payphone service elements and payments, and intrastate and interstate payphone subsidies from basic exchange services; and (3) adopt guidelines for use by the states in establishing public interest payphones to be located where there would otherwise not be a payphone.
