Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

FERC-516, Electric Rate Schedules and Tariff Filings

Key Information

Abstract

Section 206 of the Federal Power Act (FPA), 16 U.S.C. 824e, obligates the Commission to remedy unjust, unreasonable, and unduly discriminatory or preferential rates, terms, and conditions of transmission service. The FERC 516 collection contains the information collection requirements for developing, submitting, and reporting tariff information to the Commission. In this non-substantive revision of this collection, the Commission is consolidating the burden related to an approved temporary information collection (FERC 516G) into the FERC 516, which is the collection that should contain the burden related to the reporting activities. No changes are being made to the reporting or collection itself, this is simply an administrative procedure that will allow the Commission to discontinue the use of a temporary information collection number.

Qualified lenders will be authorized to originate, underwrite, and close loans for MFH projects. Abstract

The U.S. Department of Homeland Security (DHS) and consular officers of the Department of State (DOS) use Form I-134 to determine whether, at the time of the beneficiary’s application, petition, or request for certain immigration benefits, that beneficiary has sufficient financial support to pay for expenses for the duration of their temporary stay in the United States. Additionally, biographic information about the beneficiary provided on the Form I-134 will be used for biographic security screening and advance travel authorization by U.S. Customs and Border Protection (CBP). Prior to the transmission of this biographic information to CBP for this purpose, the beneficiary will be requested to confirm electronically the accuracy of the biographic information provided on their behalf by the Form I-134 respondent/supporter.

Abstract

On March 23, 2018, Congress passed the Consolidated Appropriations Act 2018 (the FY 2018 Appropriations) (Pub.L. 115–141) which established a broadband loan and grant pilot program, the Rural eConnectivity Pilot Program (hereinafter the ReConnect Program). One of the essential goals of the ReConnect Program is to expand broadband service to rural areas without sufficient access to broadband, defined as 10 megabits per second (Mbps) downstream and 1 Mbps upstream. For this purpose, Congress expanded RUS's existing authority to make loans and grants. Loans and grants are limited to the costs of the construction, improvement, and acquisition of facilities and equipment for broadband service in eligible communities. The FY 2018 Appropriations also authorized technical assistance to assist the agency in expanding needed service to the most rural communities. In facilitating the expansion of broadband services and infrastructure, the pilot will fuel long-term rural economic development and opportunities in rural America. One of those opportunities is precision agriculture. The use of this technology requires a robust broadband connection. The awards made under this program will bring high speed broadband to the farms which will allow them to increase productivity.

Loans are made to eligible entities to finance predevelopment costs of water and wastewater (W&WW) projects, or short-term small capital projects not part of the regular operation & maintenance of current W&WW systems.
