Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Abstract

Section 10201(i) of the Affordable Care Act (ACA) added provisions under Section 1115 of the Social Security Act to require the Secretary to publish no later than 180 days after the enactment of this act, regulations that establish application requirements for demonstration projects. Under section 10201(i) of ACA the Secretary must establish a process for public notice and comment at the State level, and at the federal level after an application for a demonstration project is received by the Secretary. In addition, the Secretary must implement reporting requirements for States, establish a process for the periodic evaluation of demonstration projects and report annually to Congress on the implementation of previously approved demonstration projects. This collection would address the provisions required under Sections 10201(i) of the Affordable Care Act.

Currently, the EPA has an existing OMB-approved ICR that estimates the burden on states for implementation-related activities associated with the 2008 and 2015 ozone NAAQS for the period April 2021 to January 31, 2025. States with nonattainment areas for the 2008 and 2015 ozone NAAQS are implementing the NAAQS pursuant to the CAA and implementation regulations issued for that NAAQS. This proposed ICR renewal estimates the burden for states to meet the ongoing planning requirements that apply to their remaining nonattainment areas for the 2008 and 2015 ozone NAAQS over the period February 1, 2025 to February 1, 2028. Such planning obligations may include, but are not limited to, developing SIP submissions that contain attainment demonstrations, Reasonably Further Progress (RFP) analyses, and determinations of Reasonably Available Control Technology (RACT).

Abstract

Section 2 of the Payment Integrity Information Act of 2019 (PIIA) requires federal agencies to review their programs and activities to identify those that may be susceptible to significant improper payments, publish improper payment estimates for those programs and activities, and submit a report on actions taken to reduce improper payments. 45 CFR Part 98 Subpart K requires states to prepare and submit a report of errors occurring in the administration of Child Care and Development Fund (CCDF) grant funds once every three years and directs states to follow the methodology outlined in the Child Care Improper Payments Data Collection Instructions (DCI). The DCI provides instructions and forms to states to implement the required CCDF error rate review methodology. The Office of Child Care (OCC) first implemented the error rate methodology in 2007 and is currently completing the sixth 3-year cycle of case record reviews to meet the requirements for error rate reporting under the PIIA. The current data collection forms and instructions expire on January 31, 2025 and must be renewed. As part of the renewal process, OCC has revised the forms and instructions with minor changes that do not change the error rate methodology, but instead provide respondents with additional guidance and clarification to facilitate complete and accurate data submissions. To allow states time to implement changes prior to the submission deadline for the ACF-404 State Improper Payments Report (one of the four reports included in the DCI), the new version of the ACF-404 will be effective for the June 2026 reports. The currently approved version of the ACF-404 will be used in 2025.

2024 Census of Publicly Funded Forensic Crime Laboratories

The Census of Publicly Funded Forensic Crime Labs (CPFFCL) collects administrative data from the state, local, and federal crime labs operating in the United States and provides national statistics on personnel, budgets, workloads, and backlogs in requests for forensic services. It also provides information on quality assurance measures within publicly operated labs, including lab accreditations, proficiency testing programs, examiner certifications, and resources devoted to research. The census of all publicly funded forensic crime laboratories will be conducted in 2025, with a reference period of CY 2024. This is the sixth crime lab census conducted by BJS. The first crime lab census was conducted by BJS in 2003.

Abstract

Sections 6011 & 6012 of the Internal Revenue Code (IRC) require entities to prepare and file employment tax returns quarterly. These forms and related schedules are used by employers to report employee income and other compensation subject to tax as well as to report and disclosure taxes paid.
