Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Federal Firearms and Ammunition Quarterly Excise Tax Return

Key Information

Abstract

The Internal Revenue Code (IRC) at 26 U.S.C. 4181 imposes a Federal excise tax on the sale of pistols, revolvers, other firearms, and shells and cartridges (ammunition) sold by manufacturers, producers, and importers of such articles. The IRC, at 26 U.S.C. 6001, 6011, and 6302, also authorizes the Secretary of the Treasury to issue regulations regarding IRC-based taxes, returns and records, including the mode and time for collecting taxes due. Under this authority, the TTB regulations in 27 CFR part 53 require respondents who have firearms and/or ammunition excise tax liability to submit a quarterly tax return using form TTB F 5300.26. The information collected on this return is necessary to identify the taxpayer, the amount and type of taxes due, and the amount of payments made. TTB uses the return information to determine whether the taxpayer has paid the correct amount of tax and to take additional action, such as assessment or refund, as necessary.

Key Information

Abstract

The Internal Revenue Code (IRC) at 26 U.S.C. 5175, 5214, and 5362 authorizes exporters (other than proprietors of distilled spirits plants or bonded wine premises) to withdraw distilled spirits and wine, without payment of tax, for export, use on certain vessels or aircraft, transfer to a foreign trade zone, or transfer to a customs bonded warehouse pending exportation, subject to such regulations as the Secretary of the Treasury. Under that IRC authority, to protect the revenue and provide exporters with a degree of flexibility based on individual need, the TTB alcohol export regulations in 27 CFR part 28 allow exporters to file either a specific bond using TTB F 5100.25 to cover a single export shipment or a continuing bond using TTB F 5100.30 to cover export shipments made from time to time.

The EPA is required under section 183(e) of the Clean Air Act (CAA) to regulate volatile organic compound (VOC) emissions from the use of consumer and commercial products. Pursuant to CAA section 183(e)(3), the EPA published a list of consumer and commercial products and a schedule for their regulation (60 FR 15264). Architectural and industrial maintenance coatings are included on the list, and the standards for such coatings are codified at 40 CFR part 59, subpart D. The information collection includes initial reports and periodic recordkeeping necessary for the EPA to ensure compliance with federal standards for VOC emissions in architectural coatings. The synthetic organic chemical manufacturing industry (SOCMI) is regulated by both New Source Performance Standards (NSPS) and National Emission Standards for Hazardous Air Pollutants (NESHAP) standards. The affected entities are subject to the General Provisions of the NSPS (40 CFR part 60, Subpart A), and any changes or additions to the Provisions specified at 40 CFR part 60, Subparts Ka, Kb, VV, VVa, DDD, III, NNN and RRR. Synthetic organic chemical manufacturing facilities subject to NSPS requirements must notify EPA of construction, modification, startups, shutdowns, date and results of initial performance test and excess emissions. Semiannual reports are also required. Synthetic organic chemical manufacturing facilities subject to NESHAP requirements must submit one-time only reports of any physical or operational changes and the results of initial performance tests. Owners or operators are also required to maintain records of the occurrence and duration of any startup, shutdown, or malfunction in the operation of an affected facility, or any period during which the monitoring system is inoperative. Periodic reports are also required semiannually at a minimum. These reports are used by EPA to determine compliance with these standards.

This information collection concerns activities associated with both SNAP demonstration projects and the SNAP State Options Report. Demonstration projects allow State agencies to conduct approved pilot or experimental projects that waive requirements of the Food and Nutrition Act of 2008 (the Act) (7 U.S.C. 2011, et seq.) and SNAP regulations to test program changes to improve program administration, increase the self-sufficiency of SNAP recipients, and improve the delivery of benefits to eligible households. The Act limits the provisions that the Food and Nutrition Service (FNS) may waive. FNS may approve demonstration projects for a maximum five-year term, and they must maintain cost neutrality and include an evaluation component.

Relocation Assistance Personal Interviews for FHWA Federal and Federally Assisted Programs under the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970.

Key Information

Abstract

The personal interview is voluntary on the part of the displaced person and assists the Agency in determining relocation benefits the person may be eligible to receive. The entities that are asked to respond are persons that are required to move themselves or their personal property from real property acquired by the Agency for a Federal or federally assisted project or program. The information is collected via a one-on-one personal interview of approximately 1 hour in duration with each individual household, business, farm, or nonprofit organization that is displaced by the project, solely for the purpose of explaining the relocation process to the displaced person and requesting the displaced person provide information about their needs and preferences in relation to the process to assist the Agency in relocation benefit determination and for temporary recordkeeping purposes of those determinations.

FDA will only submit an individual generic collection for approval under this generic clearance if the individual collection meets the outlined conditions.

No. 110-283, 122 Stat. 2620 (2008) (NET 911 Act), which requires the Commission to submit an annual report, “detailing the status in each State of the collection and distribution of such fees or charges, and including findings on the amount of revenues obligated or expended by each State or political subdivision thereof for any purpose other than the purpose for which any such fees or charges are specified.”

Abstract

The Controlled Substances Act (CSA) (21 U.S.C. 801-971) requires all persons that manufacture, distribute, dispense, conduct research with, import, or export any controlled substance to obtain a registration issued by the Attorney General. Once registered, the person becomes a DEA registrant and has the means to conduct DEA registration verifications at anytime through the DEA Diversion Website. Non-registrants do not have an obligation to register under the CSA, however they have obligations which require them to conduct DEA registration verifications.
