What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Once registered, the person becomes a DEA registrant and has the means to conduct DEA registration verifications at anytime through the DEA Diversion Website. Environmental Justice Thriving Communities Grantmaking Program: Applications for Subawards, Public Outreach Information Collections, and Post-Award Reporting

Abstract

To meet the goals and objectives that demonstrate the U.S. Environmental Protection Agency (EPA’s) and the Administration’s commitment to achieving environmental justice and embedding environmental justice into Agency programs, the Environmental Justice Thriving Communities Grantmaking Program provides about $600 million in 11 cooperative agreements funding to “Grantmakers” who will function as pass-through entities for the Environmental Justice Thriving Communities Subgrants (2 CFR Parts 200 and 1500). Each Grantmaker will collaborate with EPA to design and build their own processes to receive and evaluate applications to fund the development of community-led environmental justice projects. With this Information Collection Request (ICR), EPA seeks approval for the Grantmakers to (a) solicit application for subawards and (b) to collect reports from recipients of subawards to track their progress. Collection of this information is essential for Grantmakers to select and distribute the subawards, and to assess and manage the funded projects, which ensures responsible stewardship of public funds; rigorous evidence-based learning and improvement; and transparent accountability to the American public. This ICR also requests approval for the Grantmakers to collect input and insights from communities who seek to apply for subawards, as well as stakeholders who have valuable experience and expertise in community engagement and empowerment. These information collections via (c) surveys and (d) focus groups will enable the Grantmakers to document local priorities, needs, and norms to ensure that they develop useful and relevant funding information. Feedback about access to the Grantmaker funding opportunity and other services will provide the Grantmakers with self-assessment tools to identify best practices and areas for improvement. Lastly, surveys will also be used to obtain expressions of interests for community members to participate in Grantmaker activities, such as reviewing applications for subawards and providing insights as part of a community advisory board.

Key Information

Abstract

Title I of the Housing and Community Development Act of 1974 allows for applications of funding for the development of decent housing, suitable living environment and economic opportunities for low and moderate-income persons. The Indian Community Development Block Grant (ICDBG) program for Indian tribes and Alaska Native villages requires applicants to submit information to enable HUD to select the best projects for funding during annual competitions. Eligible applicants are invited to submit grant applications through a Notice of Funding Availability which is posted on www.grants.gov. A FICU seeking approval must submit a letter to the appropriate Regional Director stating the nature of the transaction, and include copies of relevant transaction documents. Relevant transactions documents may include, but are not limited to: the credit union’s financial statements, strategic plan, and budget, inventory of the assets and liabilities to be transferred, and any relevant contracts or agreements regarding the transfer. NCUA will use the information to determine the safety and soundness of the transaction and risk to the National Credit Union Share Insurance Fund (NCUSIF).

Abstract

The Occupational Requirements Survey (ORS) is a nationwide survey that the BLS is conducting at the request of the Social Security Administration. The Social Security Administration (SSA), Members of Congress, and representatives of the disability community have all identified collection of updated information on the requirements of work in today’s economy as crucial to the equitable and efficient operation of the Social Security Disability (SSDI) program. Estimates produced from the data collected by the ORS will be used by the SSA to update occupational requirements data in administering the SSDI and Supplemental Security Income programs. The ORS collects data from a sample of employers. These requirements of work data consist of information about the duties, responsibilities, and job tasks for a sample of occupations for each sampled employer.

Abstract

Pursuant to Section 1860D-4(c)(5)(A) of the SSA, Part D sponsors will use the standardized and model documents to communicate with providers, enrollees, and other sponsors. Specifically, Part D sponsors may use the Model Part D Drug Management Program Prescriber Inquiry Letter to inform providers that their patient’s pattern of use or history of use of FADs is potentially unsafe and has prompted a case management review under the plan’s DMP. Part D sponsors must use the standardized Initial Notice and Second Notice, or Alternate Second Notice, to inform enrollees, following identification by CMS’s OMS and subsequent case management, whether the beneficiaries have been identified as being potentially at risk or at risk for abuse or misuse of FADs. Part D sponsors may use the Model Part D Drug Management Program Sponsor Information Transfer Memorandum to communicate to a gaining sponsor the enrollee’s history of misuse or abuse of FADs.
