What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

State Small Business Credit Initiative Allocation Agreement

Key Information

Abstract

Under the Small Business Jobs Act of 2010 (the "Act"), the Department of the Treasury is responsible for implementing several components of the Act. Among these components is a program under title III of the Act which requires Treasury to make payments to participating states. Participating states will use the federal funds for programs that leverage private lending to help finance small businesses and manufacturers that are creditworthy, but are not getting the loans they need to expand and create jobs. The collection of information is necessary to ensure that the allocation agreement constitutes a legal binding obligation of the participating state and to monitor participating state compliance and performance. The recordkeeping requirements ensure both the effective and efficient use of the funds consistent with the agreement.

Program of Comprehensive Assistance for Family Caregivers

Key Information

Abstract

Public Law (P.L.) 111-163, Caregivers and Veterans Omnibus Health Services Act of 2010 amended title 38 United States Code Chapter 17 by adding a new section, 1720G, “Assistance and Support Services for Caregivers.” Section 1720G required the Department of Veterans Affairs (VA) to develop a Program of Comprehensive Assistance for Family Caregivers and Support Services. Under the law, Primary Family Caregivers may be eligible to receive a stipend, access to health care coverage, mental health counseling, comprehensive caregiver education and training, and expanded respite services. Caregivers also may be eligible for travel benefits when they accompany the Veteran for care or attending training. In order to administer these benefits to caregivers, it is necessary that VA receive information about the nature of benefit being sought and the persons who will be serving as caregivers and receiving benefits. This information is collected with VA Form 10-10CG. The AR96 regulation, in proposed 38 CFR 71.25(a), would require veterans, servicemembers and caregivers to submit a new joint application to participate in PCAFC and receive benefits. VA is proposing changes to PCAFC eligibility requirements. These changes are expected to result in an influx of new applications in the initial year of implementation, including from applicants who have previously applied and been denied. The number of applications submitted to VA is expected to fall back to more typical numbers after the initial influx. In addition, requests for certain types of discharges will now be included in this information collection. Veterans or their Family Caregivers may request discharge from PCAFC. Such requests may be submitted in writing or verbally, to include the date such discharge should take effect. If such request for discharge is due to cases of domestic violence (DV) or intimate partner violence (IPV) by the Veteran against the Family Caregiver, the provision of a protective order, police report, or documentation by a treating provider of disclosure of DV or IPV may be provided to support the provision of extended benefits to the Family Caregiver upon the discharge. AR96(P) also sets forth a process for eligible Veterans and Primary Family Caregivers to request reassessment for continued eligibility. While a written request is not required, if a written request is received, such written request may support an earlier effective date for any increased benefits for which the Family Caregiver may be eligible based on the reassessment.

This final rule is the first phase of policies centrally focused on advancing interoperability and patient access to health information using the authority available to the Centers for Medicare & Medicaid Services (CMS). We believe this is an important step in advancing interoperability, putting patients at the center of their health care, and ensuring they have electronic access to their health information. We are committed to working with stakeholders to solve the issue of interoperability and getting patients access to information about their health care, and we are taking an active approach to move participants in the health care market toward interoperability and the secure and timely exchange of electronic health information by adopting policies for the Medicare and Medicaid programs, the Children’s Health Insurance Program (CHIP), and qualified health plan (QHP) issuers on the individual market Federally-facilitated Exchanges (FFEs). For purposes of this rule, references to QHP issuers on the FFEs excludes issuers offering only stand-alone dental plans (SADPs). Likewise, we are also excluding QHP issuers only offering QHPs in the Federally-facilitated Small Business Health Options Program Exchanges (FF-SHOPs) from the provisions of this rule. This rule requires these impacted payers to maintain and use standards-based APIs to make certain information available to enrollees.

The International Trade Administration’s (ITA) is mandated by Congress to create prosperity by strengthening the international competitiveness of U.S. industry, promoting trade and investment, and ensuring fair trade and compliance with trade laws and agreements. ITA accomplishes this by providing counseling, programs and services to help U.S. organizations export and conduct business and overcome challenges abroad, addressing unfair trade practices, providing actionable data, information, and assistance related to trade agreements, and defending against unfair trade. ITA’s programs include information products, data tools, services, trade events, and educational events. To fulfill its mission effectively and demonstrate the agency’s commitment to continual improvement, ITA requires ongoing feedback on all of its programs. This information collection instrument allows ITA to solicit customer opinions about their use of and engagement with ITA websites, programs, products, services, and events. To promote optimal use and provide focused and effective improvements to ITA programs, we are requesting approval for this clearance package; including: use of Comment Cards (i.e. transactional-based surveys) to collect feedback immediately after ITA assistance is provided to customers; use of annual surveys (i.e. relationship-based surveys) to gauge overall satisfaction, impact and needs for customers with ITA assistance provided over a period time. Without this information, ITA is unable to systematically determine the actual and relative levels of performance for its programs and products/services and to provide clear, actionable insights for managerial intervention. This information will be aggregated as part of ITA’s Voice of Customer (VOC) program, an enterprise approach to analyze, report and act on customer feedback captured across key touchpoints. Beginning in late 2023, Oropouche virus was identified as the cause of multiple outbreaks with over 10,000 cases from 6 countries reported in 2024 as of October 15. With these outbreaks, the virus was reported to cause disease cases in new non-endemic areas, result in the first reported deaths, be associated with fetal demise and congenital anomalies, and be found in the semen of an infected traveler. Although local transmission of the virus has not been detected yet in the United States, the vectors capable of transmitting the virus are present in many states and at least 90 cases of U.S. travelers returning to the United States while infected with the virus have been reported. All of these findings and factors, raise concerns about the broader threat this virus represents to the United States. There are numerous gaps in our understanding of this emerging virus, including the urgent need to evaluate the possibility of sexual transmission to inform prevention recommendations, especially for pregnant people and their partners, or those considering pregnancy. This Non-Substantive Change Request is submitted to CDC is requesting non-substantive changes to the Initial Clinical and Social Survey, Contract Tracing Survey, and Sexual Contact Interview forms. The purpose of this change is to address feedback from state partners and streamline the data collection by providing clarifying language regarding the timeframes of interest for both individuals who consent to participate and staff conducting the interviews. There is no change to the overall burden hours previously approved for the 0920-1446 data collection.Emergency Justfication:This is an emergency request for a new information collection for six months (180 days). This information is essential to CDC’s mission to protect America from health, safety, and security threats. The purpose of this investigation is to better define the risk factors, clinical course, viral shedding, and potential for sexual transmission among patients with Oropouche virus disease. The findings of this investigation will inform prevention guidance, improve clinical recognition and diagnosis, ultimately aiding our ability to detect and respond to Oropouche virus disease outbreaks. This information collection request (ICR) needs to go forward as an Emergency to avoid any delays in collecting essential actionable information in this rapidly evolving situation. Abstract

The Institute of Museum and Library Services (IMLS) seeks to advance an ambitious new learning agenda, published in 2023 in accordance with OMB’s directive to agencies to develop evidence-building plans, as described in OMB M-19-23 and OMB M-21-27. The IMLS learning agenda focuses on children’s reading literacy, the future of museums, and equity in grantmaking. Abstract

The Exercise Information System (EXIS®) is a voluntary, online tool developed by TSA to support the mission of a program developed and implemented by TSA to fulfill requirements of the Implementing Recommendations of the 9/11 Commission Act of 2007 (9/11 Act). These statutory requirements led to the development of the Intermodal Security Training Exercise Program (I-STEP) for the nation’s Transportation Systems Sector (TSS). I-STEP is a security exercise program focused on security in the TSS. The program assists transportation partners to build and sustain security preparedness to protect travelers, enhance national resilience, and identify capability gaps and needed resources. Within this program, EXIS® is an interactive resource for the TSS. As an interactive system, information collection is necessary for the program to be successful. Use of EXIS® is completely voluntary for industry and government entities (Federal, State, and Local) within the TSS. While TSA expects the EXIS® tool to be useful to industry, as described above, use of the system would not guarantee compliance with any existing or future TSA, DHS, or other Federal regulation.

Generic Clearance For Economic Surveys of the Commercial & Charter Harvesting Sectors of Federally Managed Fisheries

Key Information

Abstract

This is a request for Office of Management and Budget (OMB) approval of a new hybrid-generic clearance for economic surveys of the commercial and charter harvesting sectors of federally managed fisheries. Once approved, it will allow NMFS to do the following: 1) conduct charter sector information collections similar to those it had conducted under what are now discontinued collections; 2) as needed, conduct under the hybrid-generic clearance commercial sector collections currently approved under OMB Control Number 0648-0773 as that clearance approaches its expiration date or as changes to those surveys become necessary; and 3) conduct additional commercial and/or charter sector collections. Under the requested clearance, an individual information collection may be approved upon conclusion of the 30-day Federal Register Notice and public comment period. The National Oceanic & Atmospheric Administration’s National Marine Fisheries Service (NMFS or NOAA Fisheries) has conservation and management responsibilities for many living marine resources and their habitat. NMFS needs economic data and the analyses they support to conduct more than a cursory determination of whether a variety of provisions in the applicable laws, Executive Orders (EOs), and NOAA or NMFS strategies and policies have been met or will be met by proposed fishery conservation and management actions. By providing such economic data, the proposed information collection will increase the ability of NMFS and the Regional Fishery Management Councils (Councils) to monitor, explain and predict changes in the economic performance and impacts of federally managed fisheries. Therefore, the proposed information collection will allow better-informed fishery conservation and management decisions, which will benefit the Nation.

Statement of Self-Employment Income

Key Information

Abstract

To qualify for insured status, and collect Social Security benefits, self employed individuals must demonstrate they earned the minimum amount of self employment income (SEI) in a current year. SSA uses Form SSA-766, Statement of Self-Employment Income, to collect the information we need to determine if the individual earned at least the minimum amount of SEI needed for one or more quarters of coverage in the current year. Based on the information we obtain, we may credit additional quarters of coverage to give the individual insured status, expediting benefit payments. Respondents are self-employed individuals potentially eligible for Social Security benefits. We are submitting this non-substantive change request to remove the signature requirement and update the Paperwork Reduction Act language.

Recreational Angler Survey of Sea Turtle Interactions

Key Information

Abstract

NOAA’s National Marine Fisheries Service (NOAA Fisheries) proposes to revise and extend a current information collection designed to assess the extent of hook and line interactions between recreational anglers on piers and other shore-based fishing locations and sea turtles. The collection comprises an Angler Intercept Survey, a Fishing Site Characterization Form, and a Survey Cover Sheet. The Angler Intercept Survey will be verbally administered on piers and shore-based fishing locations within NOAA Fisheries Greater Atlantic Region and Southeast Region, and will be administered to approximately 20,000 individual recreational fishermen. The respondents will be verbally asked a series of questions about their fishing practices and observations of sea turtles and the interviewer will record their answers. The survey will also assess the feasibility of an intercept survey for this purpose in terms of response rates and data collection. The Fishing Site Characterization Form will be completed by the survey administrator at each fishing location and collects information on the structure and operation of the pier or shore-based fishing location. The Site Characterization Sheet will be completed by the survey administrator during each survey period and collects information on the environmental conditions for that particular day, the number of anglers fishing, number of lines in the water, and the number of surveys completed. The collection previously included a Sea Turtle Incidental Capture Form. This form will be removed from this collection and is now included in the National Sea Turtle Stranding & Salvage Network Stranding & Gear Interaction Data Collection (0648-0496). Collection of data on sea turtle interactions in the shore-based recreational fishing sector is necessary to fulfill statutory requirements of the Endangered Species Act (16 U.S.C. 1531 et. seq.). This collection will allow NOAA Fisheries obtain specific information about recreational piers (defined here to include piers and other shore-based structures), the anglers that fish on piers, the nature of interactions between pier-based anglers and sea turtles, as well as to determine specific factors that may influence the rate of interactions. NOAA Fisheries can use the information collected to evaluate the impact of these interactions on sea turtle populations and determine conservation measures that can be implemented to reduce interactions and support the conservation and recovery of endangered and threatened sea turtle populations.

Abstract

When SSA determines that claimants’ disabilities medically improved; ceased; or are no longer sufficiently disabling, these claimants may ask SSA to reconsider that determination. SSA uses Form SSA-789 to arrange for a hearing or to prepare a decision based on the evidence of record. Specifically, claimants or their representatives use Form SSA-789 to: (1) ask SSA to reconsider a determination; (2) indicate if they wish to appear at a disability hearing; (3) submit any additional information or evidence for use in the reconsidered determination; and (4) indicate if they will need an interpreter for the hearing. The respondents are disability claimants for Social Security benefits or Supplemental Security Income (SSI) payments who wish to appeal an unfavorable disability cessation determination. We are submitting this non-substantive change request to update the Privacy Act Statement.

Security Programs for Foreign Air Carriers

Key Information

Abstract

TSA uses the information collected to determine compliance with 49 CFR part 1546 and to ensure passenger safety by monitoring foreign air carrier security procedures. Foreign air carriers must carry out security measures to provide for the safety of persons and property traveling on flights provided by the foreign air carrier against acts of criminal violence and air piracy, and the introduction of explosives, incendiaries, or weapons aboard an aircraft. This information collection is mandatory for foreign air carriers and must be submitted prior to entry into the United States. The information TSA collects includes identifying information on foreign air carriers' flight crews and passengers. Specifically, TSA requires foreign air carriers to submit the following information: (1) A master crew list of all flight and cabin crew members flying to and from the United States; (2) the flight crew list on a flight-by-flight basis; (3) passenger information on a flight-by-flight basis; and (4) total amount of cargo screened. Foreign air carriers are required to provide this information via electronic means. Foreign air carriers with limited electronic systems may need to modify their current systems or develop a new computer system in order to submit the requested information. Additionally, foreign air carriers must maintain these records, as well as training records for crew members and individuals performing security-related functions, and make them available to TSA for inspection upon request. TSA will continue to collect information to determine foreign air carrier compliance with other requirements of 49 CFR part 1546.

Federal Migratory Bird Hunting and Conservation Stamp (Duck Stamp) and Junior Duck Stamp Contests

Abstract

A valid Federal Migratory Bird Hunting and Conservation Stamp (Duck Stamp) is an annual licensing requirement for all migratory bird hunters. Artwork for the stamp is chosen by a panel of judges during an annual art contest. The Duck Stamp and Junior Duck Stamp contests encourage the public to engage in the U.S. Fish and Wildlife Service’s conservation mission. In support of directives in SO 3347, the Duck Stamp and Junior Duck Stamp programs actively engage Americans of all ages to better understand the biological requirements and conservation management of waterfowl and wetlands. Contestants portray their understanding of the anatomy and ecology of waterfowl as well as the importance of wildlife conservation and the waterfowl hunting heritage in order to successfully compete. Contest entry forms are necessary to enable the Service to track contestants’ artwork during the contest judging process, verify age and unique artwork requirements, and return artwork.
