Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Abstract

Beginning in late 2023, Oropouche virus was identified as the cause of multiple outbreaks with over 10,000 cases from 6 countries reported in 2024 as of October 15. With these outbreaks, the virus was reported to cause disease cases in new non-endemic areas, result in the first reported deaths, be associated with fetal demise and congenital anomalies, and be found in the semen of an infected traveler. Although local transmission of the virus has not been detected yet in the United States, the vectors capable of transmitting the virus are present in many states and at least 90 cases of U.S. travelers returning to the United States while infected with the virus have been reported. All of these findings and factors, raise concerns about the broader threat this virus represents to the United States. There are numerous gaps in our understanding of this emerging virus, including the urgent need to evaluate the possibility of sexual transmission to inform prevention recommendations, especially for pregnant people and their partners, or those considering pregnancy. This Non-Substantive Change Request is submitted to CDC is requesting non-substantive changes to the Initial Clinical and Social Survey, Contract Tracing Survey, and Sexual Contact Interview forms. The purpose of this change is to address feedback from state partners and streamline the data collection by providing clarifying language regarding the timeframes of interest for both individuals who consent to participate and staff conducting the interviews. There is no change to the overall burden hours previously approved for the 0920-1446 data collection.Emergency Justfication:This is an emergency request for a new information collection for six months (180 days). This information is essential to CDC’s mission to protect America from health, safety, and security threats. The purpose of this investigation is to better define the risk factors, clinical course, viral shedding, and potential for sexual transmission among patients with Oropouche virus disease. The findings of this investigation will inform prevention guidance, improve clinical recognition and diagnosis, ultimately aiding our ability to detect and respond to Oropouche virus disease outbreaks. This information collection request (ICR) needs to go forward as an Emergency to avoid any delays in collecting essential actionable information in this rapidly evolving situation. Abstract

Persons applying for an airman certificate under part 61 are mandated to report information using the Airman certificate and/or Rating Application form and the required records, logbooks and statements to the Federal Aviation Administration (FAA) Flight Standards District Offices or its representatives on occasion. This information is used to determine qualifications of the applicant for issuance of a pilot or instructor certificate, or rating or authorization. As of December 31, 2021, there are approximately 1,171,405 active certificated pilot airmen. This includes student, private, commercial, airline transport pilot certificate holders, as well as ground and flight instructors. Approximately 25% of these pilots are providing data on an annual basis. Instructor certificates must be renewed every 24 months to remain effective. Student pilot certificates must be renewed every 60 months. If the information collection were not conducted, the FAA would be unable to issue the appropriate certificates and ratings. Persons applying for a remote pilot certificate with a small UAS rating under part 107, are mandated to report information using the FAA Form 8710-13, Remote Pilot Certificate and/or Rating Application. For applicants who do not hold a pilot certificate under part 61, the Remote Pilot Certificate and/or Rating Application is submitted along with a documentation demonstrating that the applicant passed an aeronautical knowledge test. For applicants who hold a pilot certificate under part 61 and meet the flight review requirements of § 61.56, the Remote Pilot Certificate and/or Rating Application is submitted with evidence of completion of the training course.

Uncertified pilot schools seeking certification as a part 141 pilot school are also required by part 141 to report information to the FAA and keep specific records. Part 141 pilot schools train private, commercial, flight instructor, and airline transport pilots, along with training for associated ratings in various types of aircraft. The BRFSS is a coordinated system of customized surveys conducted by U.S. states, territories, and the District of Columbia. Respondents are adults 18 years of age and older. Behavioral Risk Factor Surveillance System (BRFSS) surveys are conducted in collaboration with U.S. states, territories, and the District of Columbia. The surveys will produce state- or sub-state jurisdiction-level data about health-related risk behaviors, chronic health conditions, use of preventive services, and emerging health issues. CDC also creates a national level dataset that is used by HHS to evaluate its progress toward Healthy People 2020 goals and other policy needs. To ensure that BRFSS content is relevant to the current needs of BRFSS partners, CDC updates selected items in the core questionnaire and/or the optional modules on an annual basis. This request includes the most current even-numbered core questionnaire sections and optional modules. Abstract

The purpose of this revision is to account for the burden resulting from the submission of an IRASA reconciliation file. In order for CMS to pay the statutorily-mandated IRA subsidy amount for contract year 2023, Part D sponsors must submit data necessary for CMS to determine that subsidy through the IRASA reconciliation file. The burden associated with the IRASA reconciliation file relates to compiling and sending the file to CMS. The reconciliation file will only be submitted for contract year 2023. In addition, the drug management program (DMP) sections have been revised to remove one-time burden associated with establishing DMPs and initial programming of standardized and model communications. As all Part D sponsors were required to have a DMP by January 1, 2022, this burden is no longer needed. Also, there is a revision associated with a change in burden estimate to create business continuity plans to account for the net increase in responses to account for new plans required to develop business continuity strategies and to account for the increased number of expected exception requests. Part D plans and, to the extent applicable, MA organizations will use the information discussed below to comply with the eligibility and other requirements associated with their participation in Part D. CMS will use this information from plan sponsors and States to approve contract applications, monitor compliance with contract requirements, make proper payment to plans, and ensure that correct information is disclosed to potential and current enrollees. The new information collection will allow CMS to ensure sponsors have plans in place to restore business operations following a disruption of regular operations. Medicare beneficiaries will use the information provided by the Part D sponsors to make decisions regarding Part D enrollment as well as grievance and appeal requests.

Abstract

The FERC-516H requires jurisdictional public utilities to comply with the Commission approved Open Access Transmission Tariff (OATT). Specifically, This collection pertains to 18 CFR 35.28, which applies to: • Commission-jurisdictional public utilities that own, control, or operate facilities used for the transmission of electric energy in interstate commerce; and • Non-jurisdictional utilities that seek voluntary compliance with jurisdictional transmission tariff reciprocity conditions. In the Notice of Proposed Rulemaking, the Commission is proposing revisions to the currently approved Open Access Transmission Tariff. Generally, generating facilities that are interconnected to the transmission system are required to operate within a standard power factor range, which represents the proportion of their output that is reactive power vs. real power. Transmission providers may elect to pay their own or affiliated generating facilities for the provision of reactive power within the standard power factor range provided that they also pay unaffiliated generating facilities. These charges are then included in and increase transmission providers’ transmission rates. The Commission is proposing to eliminate this allowance so that all generating facilities, on a comparable basis, do not receive separate payment for the provision of reactive power within the standard power factor range. As such, the Commission is proposing to add language to Schedule 2 of its pro forma OATT specifying that transmission rates shall not include any charges associated with compensation to a generating facility for the supply of reactive power within the standard power factor range specified in the generating facility’s interconnection agreement.

Abstract

The Support Anti-Terrorism by Fostering Effective Technologies Act of 2002 - 6 U.S.C. §§ 441–444 (the “SAFETY Act”) and 6 C.F.R. Part 25, 71 Fed. Reg. 33147, 33159 was enacted as part of the Homeland Security Act of 2002, Public Law 107-296. This law requires the collection of information voluntarily submitted to the Department of Homeland Security (DHS).The SAFETY Act provides provide incentives for the development and deployment of anti-terrorism technologies by creating a system of risk and litigation management. The Act creates certain liability limitations for claims arising out of, relating to, or resulting from an Act of Terrorism, as defined by the Secretary of Homeland Security. These Applications are received from business entities, associations, and State, Local and Tribal Government entities. Applications are reviewed for benefits, technology/program evaluations, and regulatory compliance.To determine if a technology merits Designation or Certification, it is incumbent on the Office of SAFETY Act Implementation to provide the Secretary with all relevant information to base their decision. The information requested in the collection instruments identified in this Supporting statement are necessary to address not only the criteria and conditions for SAFETY Act Designation and Certification, but also to address other items of note that may be necessary for the Secretary, or their Designee (in this instance, the Under Secretary for the Science and Technology Directorate or their Deputy) to make their decision.

Consolidated Annual Report (CAR) for the Carl D. Perkins Career and Technical Education Act of 2006

Abstract

This information collection is used by the U.S. Department of Education (Department) to gather annual performance and financial data from eligible agencies under the Carl D. Perkins Career and Technical Education Act of 2006. On August 30, 2024, the Department published for public comment, for a period of 60 days, a proposed request to extend this information collection request (ICR) for nine months to enable eligible agencies to meet their annual reporting requirements for Fiscal Year (FY) 2023. On September 11, 2024, the Department published for public comment, for a period of 60 days, a proposed revision of this ICR for which three-year approval was requested so that eligible agencies could meet their reporting requirements for FYs 2024 through 2026. On September 23, 2024, ED corrected an error in the publication of the proposed revised instrument for the CAR and posted the correct version. Due to this error, on October 15, 2024, ED extended the public comment period on the CAR for two weeks, to November 26, 2024. The Department proposed a consolidated information collection request that incorporates the extension for FY 2023 reporting that was published on August 30, 2024, and the proposed revision for FYs 2024 through 2026 reporting that was published on September 11, 2024. On December 3, 2024, the Department published in the Federal Register (89 FR 95760) a request for public comment for the consolidated request for a period of 30 days. The comment period ended on January 2, 2024. This information collection request would extend current reporting requirements through FY 2025 and make revisions to these requirements for FY 2026. The proposed revisions would provide data specifications for the numerators and denominators used to calculate the performance indicators so that they are measured in a manner that is consistent with the law, collect data on participants in the middle grades to the extent such data are available, and collect data on the education and employment outcomes of CTE concentrators who have exited secondary education or who have completed a postsecondary program that is disaggregated by placement type, to the extent these data available. The proposed ICR also includes narrative questions about different aspects of an eligible agency's implementation of the law.

Abstract

The Spatial, Address, and Imagery Data (SAID) Program is one of many voluntary geographic partnership programs that collects data to update the U.S. Census Bureau’s geographic database, known as the Master Address File/Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) System. The Census Bureau uses the MAF/TIGER System to link statistical data from censuses and surveys to locations and areas, such as American Indian reservations, states, counties, incorporated places, and census tracts. To tabulate census and survey response data properly, the Census Bureau must have current and accurate addresses, street centerlines, and imagery. The SAID Program provides the Census Bureau with a continuous method to obtain current, accurate, and complete address, street centerline, and imagery data from tribal, state, and local governments as well as other federal agencies and authoritative data source organizations. The purpose of the SAID Program is to help maintain the Census Bureau’s geographic framework for data collection, tabulation, and dissemination to support ongoing surveys and programs such as the American Community Survey and the Population Estimates Program, as well as the 2030 Census. The SAID Program will continue to focus on acquiring addresses, street centerlines, and imagery in areas identified with housing unit growth or change. The Census Bureau is requesting clearance to continue the SAID Program. As the current OMB Control Number 0607-1008 clearance will expire in January 2025, the new clearance will allow the Census Bureau to continue data acquisition to support MAF/TIGER System updates, quality control, and change detection.
