Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

The information contained in the Schedule of Excess Risks, FS 285-A (Schedule), is collected pursuant to 31 CFR, Part 223.14 and Instruction VII of Treasury’s “Annual Letter to Executive Officers of Surety Companies” by the Surety Bond Branch (SBB). The Schedule provides a listing of risks, either written or assumed, that exceed a company’s underwriting limitation as established by the Treasury (for companies holding Certificates of Authority from Treasury) or in excess of 10 percent of that company’s Policyholders’ surplus (for companies applying for certification). Treasury has been mandated at 31 USC, Sections 9304 - 9308, to ensure that companies so certified by Treasury are solvent and able to carry out their contracts. The information contained in this Schedule assists in this analysis.

Abstract

The purpose of the BEYOND program is for the Federal Aviation Administration (FAA) to work with state, local and tribal (SLT) governments toward full, safe integration of UAS into the national airspace system (NAS). There are eight SLT governments in the BEYOND program currently. The FAA Reauthorization Act of 2024, Section 920, enables the FAA to expand the BEYOND program to include additional SLT governments. BEYOND participants and other select proponents submit operational data, including monthly flight data, Automated Data Service Provider (ADSP) monthly data, and anomaly data. The purpose of these submissions is to monitor the safety of the flights and the effectiveness of the safety mitigations in place, and inform policy and decision-making related to the risks associated with operations involving command and control (C2) links, detect and avoid (DAA) capabilities, ADSP reliability, anomaly detection, and a host of other categories, to solve challenges in enabling UAS beyond visual line of sight (BVLOS) operations.

This information collection consists of tracking IBQ allocation trading among individuals with Atlantic Tunas Longline category vessel permits. An online system managed by the National Marine Fisheries Service (NMFS) will track allocations and allocation trades, and reconcile trades with landings for bluefin tuna quota monitoring. The information collected through this program is essential for the United States to implement the IBQ program implemented by Amendment 7, and modified under Amendment 13, to the 2006 Consolidated Highly Migratory Species (HMS) Fishery Management Plan (FMP), and to meet its reporting obligations to the International Commission for the Conservation of Atlantic Tunas (ICCAT) by ensuring that the catch of bluefin tuna remains within ICCAT required quotas and landings limits.

Abstract

Airport operators of public use airports, including heliports voluntarily submit information including, airport noise exposure maps and airport noise compatibility programs, or revisions, to the FAA. The FAA conducts reviews of the submissions to determine if an airport sponsor’s noise compatibility program will reduce land uses that are incompatible with airport noise and is eligible for Federal financial assistance via grants. If airport sponsors did not voluntarily submit noise exposure maps and noise compatibility programs for FAA review and approval, the airport sponsor would not be eligible for federal financial assistance via grants. If airport sponsors did not submit required updates or revisions of FAA approved maps or programs, those maps or programs could lose their eligibility for federal financial assistance via grants if the noise at the airport has either significantly increased or significantly decreased. The net consequence of either of these actions would be to block statutory purpose and intent, which is to make Federal funds available to airport sponsors so that they can reduce non-compatible land uses and mitigate the impacts of airport related noise. The FAA frequently responds to requests for statistical information and information about noise compatibility programs at specific airports that are available from submittals under this program. These requests come from Congress, aviation industry groups, college students and professors, other special interest groups and increasingly the general public. The FAA also provides statistical information in its annual reports to Congress and posts the information on its Internet web sites. The FAA performs the data gathering and posting functions for interested parties. The FAA believes that continuing the present information collection process is valuable because this information would not be available apart from the present, minimal reporting burden on airport operators. The individual submittals are public domain, but are not collected in any one place, except at the FAA. In 2006, by Congressional direction, the FAA also made available on its website links to airport noise and land use information that airports across the Nation have posted on their own websites. This additional service helps the general public make informed decisions when purchasing property near airports.

Under the U.S. EPA National Environmental Information Exchange Network (NEIEN) Grant Program, EPA collects information from the NEIEN grantees on assistance agreements that EPA has awarded. Specifically, for each project, EPA proposes to have grantees submit semi-annual reports on the progress and current status of each goal and output, completion dates for outputs, and any problems encountered. This information will help EPA ensure projects are on schedule to meet their goals and produce high quality environmental results. New award recipients will complete one Quality Assurance Reporting Form for each award. This form provides a simple means for grant recipients to describe how quality will be addressed throughout their projects. Abstract

This request is for extension of a current information collection. In order to respond to obligations under the International Convention for the Regulation of Whaling, the IWC, and the Whaling Convention Act, anyone retrieving a dead whale is also required to report. Captains must place a distinctive permanent identification mark on any harpoon, lance, or explosive dart used, as well as provide information on the mark and self-identification information. The relevant and/or affect whaling organization receives the reports, compiles them, and submits the information to the National Marine Fisheries Service, Office of International Affairs, Trade, and Commerce. The information is used to monitor the hunt and to ensure that quotas are not exceeded. The information is also provided to the IWC, which uses it to monitor compliance with its requirements. Information to be submitted under this collection is needed to comply with U.S. obligations under the International Convention for the Regulation of Whaling. Reports from Native American whaling captains engaging in aboriginal subsistence whaling managed by the International Whaling Commission (IWC) help ensure that quotas are not exceeded and contribute information to monitoring of harvested species, like bowhead whales.

Applicants include anyone who chooses to apply for LIS and provides consent for their application to be considered for MSPs. Information collected by state Medicaid agencies on an MSP-only application will be used to determine eligibility for MSPs. Applicants are anyone who wants to apply for MSPs. Information collected by the CMS model application for MSPs can be used to determine eligibility for MSPs if a state accepts the model application form. Applicants are anyone who wants to apply for MSPs and lives in a state that accepts the model application. Life insurance information collected by state Medicaid agencies such as the name of the insurance company and policy number is used to help individuals obtain the cash surrender value of life insurance policies in order to determine eligibility for MSPs. Affected individuals are those who apply for MSPs and need to provide documentation for states to evaluate whole life insurance policies. Individuals may refuse to provide consent. The information collection requirements will assist the public to understand information about the MSPs and will assist CMS in ensuring a simplified system of MSP application, eligibility determination, and enrollment.

Abstract

The National Emission Standards for Hazardous Air Pollutants (NESHAP) for Gasoline Distribution Major Sources (40 CFR Part 63, Subpart R) were first promulgated on December 14, 1994, and last amended on April 6, 2006. These regulations apply to gasoline distribution bulk terminals or pipeline breakout stations that are a major source of hazardous air pollutants (HAP) emissions. This information is being collected to assure compliance with 40 CFR Part 63, Subpart R. In general, all NESHAP require initial notifications, performance tests, and periodic reports by the owners/operators of the affected facilities. They are also required to maintain records of the occurrence and duration of any deviation, or any period during which the monitoring system is inoperative. These notifications, reports, and records are essential in determining compliance, and are required of all affected facilities subject to NESHAP. Any owner/operator subject to the provisions of this part shall maintain a file containing these documents and retain the file for at least five years following the generation date of such maintenance reports and records unless otherwise specified in the rule. All reports required to be submitted electronically are submitted through the EPA's Central Data Exchange (CDX), using the Compliance and Emissions Data Reporting Interface (CEDRI), where the delegated state or local authority can review them. In the event that there is no such delegated authority, the EPA regional office can review them. All other reports are sent to the delegated state or local authority. In the event that there is no such delegated authority, the reports are sent directly to the EPA regional offices. The final amendments to the NESHAP for Gasoline Distribution Major Sources include the following: Increasing vapor tightness standards for gasoline cargo tanks; Revising testing and monitoring requirements for gasoline loading vapor processing systems; Requiring fitting controls for external floating roof tanks; Including lower explosive limit (LEL) monitoring for internal floating roof tanks; Performing semiannual instrument monitoring for equipment leaks; Eliminating the startup, shutdown, and malfunction (SSM) exemption; Removing applicability equation and updating definitions; Adding electronic submittal of notifications, semiannual reports, and performance tests and performance evaluations. The remaining portions of the major source NESHAP remain unchanged.

Key Information

Abstract

When self-employed workers submit earnings data to SSA, they cannot count rental income from a farm they own unless they demonstrate "material participation" in that farm's operation. A material participation arrangement means the farm owners who are seeking to have earnings counted by SSA must perform a combination of physical duties, management decisions, and capital investment in the farm they are renting out. In such cases SSA uses form SSA-7157, the Farm Arrangement Questionnaire, to document material participation. The respondents are workers who are renting farmland to other people but who are involved in the operation of the farm and want to claim countable income from their work there. We are submitting this non-substantive change request to remove the signature requirement and are replacing the Penalty of Perjury Statement with a Penalty of Perjury Warning Statement. We are also revising the Privacy Act Statement and the Paperwork Reduction Act Statement.
