What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Abstract

The Commission collects FERC-523 information via 18 CFR 34, 131.43, and 131.50. The collection includes a variety of information. In these filings, applicant(s) describe the securities that the company proposes to issue. Additionally, applicant(s) indicate the purpose of the securities and whether or not the company will file any part of the application with any state. Applicant(s) provide a detailed statement of the facts upon which the applicant relies as well as a statement of the bond indentures or other limitations on interest and dividend coverage. These applicant(s) identify the effects of the limitations on the issuance of additional debt or equity securities. And finally, applicant(s) must provide a brief statement of any rate changes made effective during the subject period. The Commission issues an approval order if it finds that the issuance of any security or assumption of any obligation meets the following criteria: • it is for "lawful object" within the corporate purposes of the applicant and compatible with the public interest; • it is necessary or appropriate for or consistent with the proper performance by the applicant of service as a public utility; and • it will not impair the applicant's ability to perform service and is reasonably necessary or appropriate to perform service. The Commission uses this information to determine whether to approve an application for authorization to issue securities or to assume an obligation or liability by the public utilities and their licensees who make these applications. If the information were not collected, the Commission would not be able to comply with the FPA directives.

Key Information

Abstract

Under the authority in sections 11001 and 11002 of the Inflation Reduction Act of 2022 (P.L. 117-169), the Centers for Medicare & Medicaid Services (CMS) is implementing the Medicare Drug Price Negotiation Program (the “Negotiation Program”), codified in sections 1191 through 1198 of the Social Security Act (“the Act”). Section 1193(a)(1) of the Act establishes that CMS will negotiate an MFP with “the manufacturer” of the selected drug. In section 1191(c)(1) of the Act, the Negotiation Program statute adopts the definition of manufacturer established in section 1847A(c)(6)(A) of the Act. To the extent that more than one entity meets the statutory definition of manufacturer for a selected drug for purposes of initial price applicability year 2027. The statute provides that, after receiving CMS’ written initial offer for a selected drug, the Primary Manufacturer may, in accordance with section 1194(b)(2)(C) of the Act, submit an optional written counteroffer (if CMS’ written initial offer is not accepted by the Primary Manufacturer) that must be submitted no later than 30 days after the date of receipt of the written initial offer. If the Primary Manufacturer chooses to develop and submit a written counteroffer to CMS’ written initial offer during the drug price negotiation process for initial price applicability year 2027, the Primary Manufacturer must submit the Counteroffer Form.

Abstract

The FR 2956 collects detailed data on depository institutions’ daily transactions trading of marketable U.S. Treasury securities and transactions trading of the debt and mortgage-backed securities (MBS) issued by U.S. federal government agencies including government-sponsored enterprises (agencies). The report has two parts: Part 1 collects data on transactions in U.S. Treasury debt, and Part 2 collects transactions in debt and MBS issued by agencies. Every national bank, state member bank, state non-member bank, savings association, or U.S. branch and agency of a foreign bank filing a Notice by Financial Institutions of Government Securities Broker or Government Securities Dealer Activities (Form G-FIN; OMB No. 7100-0224) with average daily transaction volumes of over $100 million, for U.S. Treasury debt, or over $50 million, for agency-issued debt and MBS, during the prior fiscal year is subject to the these reporting requirements. Depository institutions subject to the reporting requirements of the FR 2956 electronically report transactions through the Board’s data collection vendor, the Financial Industry Regulatory Authority (FINRA), utilizing its Trade Reporting and Compliance Engine (TRACE). The Board receives data on transactions executed by FINRA’s broker-dealer members from FINRA, but the depository institutions subject to the FR 2956 are not members of FINRA and are not subject to its rules.

Abstract

All airmen wishing to use their foreign license in lieu of an aeronautical knowledge test, experience and a practical test when applying for a restricted or unrestricted U.S. certificate must submit to this information collection. The Airmen Certification Branch will use the required information to properly identify the person for the purpose of requesting foreign license verification from the appropriate CAA and for checking the applicant’s information against a list of potential TSA threats. Any person who is applying for a U.S. certificate and/or rating on the basis of a foreign license must apply for that certificate at least 90 days before arriving at the designated FAA Flight Standards District Office (FSDO) where the applicant intends to receive the U.S. certificate. This allows time for the Airmen Certification Branch to ask for and receive verification from the appropriate CAA that the person’s foreign license is current and valid.

Key Information

Abstract

The survey covers aircraft used for general aviation as well as commuter air carriers and on-demand air taxis. Operators voluntarily provide information to the FAA. The following statistics have been derived from past surveys and will continue to be in the future. • Number of active aircraft by aircraft type; • Distribution of aircraft by state and FAA region; • Annual hours flown by aircraft type and by use; • Annual operations; • Airframe hours; • Annual hours flown by IFR/IFR flight plans; • Lifetime airframe hours; • Fuel consumption; • Avionics equipment; • Participation in fractional ownership. In addition, information relative to aircraft aging, gear type, and the airworthiness certificate are developed from the survey. Examples of specific uses of the survey statistics include: • General aviation active aircraft and hours flown are the primary exposure measures used throughout the agency in assessing the safety status of general aviation flying and in determining the impact of general aviation on the National Airspace System. • The agency and the National Transportation Safety Board (NTSB) use the exposure data, both by itself and in conjunction with aircraft age, to calculate accident rates, which are used to compare safety over time and safety performance among different aircraft types and configurations. • The agency and the NTSB will use the exposure data for public use aircraft to calculate accident rates for those aircraft. The NTSB is now required to investigate accidents involving public use aircraft. This is a responsibility assigned by Public Law 103-411. • Lifetime airframe hours are used in aircraft fatigue studies for determining mean time failures and establishing aircraft maintenance cycles. • Hours flown and active aircraft information by type of flying is used for safety analyses, forecasting and planning.. • Fuel consumption data are used for planning, forecasting and for assessing the effect of the agency’s energy conservation programs. • The state in which aircraft are based is used to determine the geographical dispersion of the fleet and to estimate activity by state. Activity by state is also required to support the FAA, and state and local governments for airport master planning. • Data on avionics capability are used for assessing the ability of the general aviation fleet to use the National Airspace System. The availability of avionics data also allows the FAA to determine at which airports various aircraft can land and in which segments of airspace they can fly. These data are used in assessing the economic impact of proposed regulations on the general aviation fleet. • In addition to the FAA, NTSB, and the Department of Commerce, other organizations in federal, state and local governments, as well as the aviation industry, use the data collected in this survey for many other purposes.

These regulations are intended to ensure students and parents have convenient access to their Title IV, HEA program funds, do not incur unreasonable and uncommon financial account fees on these title IV funds and are not led to believe that they must open a particular financial account to receive their federal student aid. This request is for an extension of the information collection for the requirements that are contained in the regulations 668.164 Disbursing funds. The regulations require that an institution that makes direct payments to a student or parent by electronic funds transfer (EFT) and that chooses to enter into an arrangement described in 668.164(e) or (f), including an institution that uses a third-party servicer to make those payments, must establish a selection process under which the student chooses one of several options for receiving those Title IV, HEA fund payments. There has been no change to the regulations.

The Automated Clearinghouse (ACH) allows participants in the Automated Broker Interface (ABI) to transmit daily statements, deferred tax, and bill payments electronically through a financial institution directly to a CBP account. Abstract

The Federal Trade Commission (FTC) seeks renewed clearance for the information collection requirements associated with the enforcement of the Consumer Financial Protection Bureau's (CFPB) Regulation Z. The Regulation requires accurate disclosure of the costs and terms of credit to consumers, including both open-end and closed-end credit. It also imposes advertising disclosure requirements and establishes billing error resolution procedures. It requires creditors to keep records sufficient to show compliance. Given their generally shared enforcement jurisdiction for Regulation Z under the Dodd-Frank Act, the CFPB and the FTC have divided the FTC’s previously cleared PRA burden between them, except that the FTC has wholly assumed all of the burden estimates associated with motor vehicle dealers and is also doing so, when appropriate, regarding estimated burden for state-chartered credit unions.

Abstract

As part of the benefits authorization process, § 21.4201 places restrictions on enrollment based on the percentage of students receiving financial support in any approved program. These percentages are reported to VA routinely within 30 days of each standard term, semester or quarter, or on a quarterly basis dependent on school type, using VA Form 22-10215. Schools can request an exemption of this reporting requirement through the new from in this collection, VA From 22-10216. VA still requires the school collect the enrollment data, just not report the data to VA on a regular basis . The information requested on VA Form 22-10216 is used to ensure the school is entitled to this reporting exemption and will continue to properly collect the enrollment data.

Quantitative Data on Safety Belt Usage of Commercial Motor Vehicle Drivers

Abstract

This is a new ICR. There are 3 information collection (IC) instruments: IC-1: Pre-testing survey instrument; IC-2: Piloting the survey; and IC-3: Self-administered survey. There is a total of 1060 respondents and 176.65 burden hours, and $3,872 burden costs to respondents. This is to request the Office of Management and Budget’s (OMB) Clearance for the Collection of Quantitative Data. FMCSA’s mission is to save lives and reduce crashes and injuries by advancing large truck and bus safety through collaboration, education, research, technology, and compliance. The proposed data collection aligns with FMCSA’s mission statement by providing additional insights into CMV drivers’ attitudes and perceptions regarding safety belt usage. No legal or administrative requirements necessitate collection. Under this clearance, FMCSA plans to use quantitative data collection techniques through a self-administered online survey to understand CMV drivers’ perceptions and behaviors regarding safety belt usage and road safety. Respondents will be selected randomly through the online panel provider Centiment, which comprises large population segments. The information collected will add to the understanding of current CMV driver attitudes toward safety belt usage by drivers. The information may help FMCSA understand gaps in knowledge and attitudes about safety belt usage, as well as behaviors and behavioral intentions for safety belt usage. This information can help to inform communication directed at CMV drivers. Further, quantitative research can give FMCSA information about the perceived effectiveness and reactions to messages, advertisements, and materials in reaching and successfully communicating with consumers.

Abstract

The Locomotive Inspection Act requires carriers to make inspections and repair defects to assure the safe operation of steam locomotives. This collection of information is mandatory for all owner/operators of Steam Locomotives under 49 CFR Part 230. This collection of information involves both reporting and recordkeeping requirements. The information is collected on an occasional basis and some annually. Steam locomotive owner/operators must tag locomotives with non-complying conditions prior to movement under section 230.12 after determining that is safe to move the locomotive and must include specified information including the steam locomotive number; the name of the inspecting entity; the inspection location and date; the nature of the defect; movement restrictions, if any; and thee signature of the person making the determination. Steam locomotive owner/operators must also send to FRA 31 and 92 Service Day Inspection Reports, Annual and 1472 Day Inspection Reports/Records.
