What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Atlantic Mackerel, Squid, and Butterfish Amendment 14 Data Collection

Key Information

Abstract

This is a request for renewal of an approved information collection. Under the Magnuson-Stevens Fishery Conservation and Management Act, the Secretary of Commerce has the responsibility for the conservation and management of marine fishery resources. Much of this responsibility has been delegated to the NOAA’s National Marine Fisheries Service (NMFS). Under this stewardship role, the Secretary was given certain regulatory authorities to ensure the most beneficial uses of these resources. One of the regulatory steps taken to care out the conservation and management objectives is to collect information from users of the resources. This collection requires limited access mackerel and longfin squid/butterfish moratorium permit holders to bring all catch aboard the vessel and make it available for sampling by an observer. If a catch is not made available to an observer before discard, that catch is defined as slippage, and the vessel operator must complete a “Released Catch Affidavit” form within 48 hours of the end of the fishing trip which details why catch was slipped, estimates the quantity and species composition of the slipped catch, and records the time and location of the slipped catch. This collection also requires any vessel with a limited access mackerel permit intending to land over 20,000 lb of mackerel to contact NMFS at least 48 hours in advance of a fishing trip to request an observer. Vessels currently contact NMFS via phone, and selection notices or waivers are issued by NMFS via VMS. If service providers are unable to provide coverage, an owner, operator, or vessel manager may request a waiver by calling the Northeast Fisheries Observer Program. Additionally, if a fishing trip is cancelled, vessels must notify NMFS of the cancelled trip to prevent observers from being deployed to a cancelled trip.

Small Unmanned Aircraft Systems (sUAS) Safety Event Reporting

Key Information

Abstract

The FAA’s DroneZone platform (https://dronezone.faa.gov) is the public-facing online hub for UAS activities and information reporting, including safety event reporting. The FAA is continually updating DroneZone to add functionality and improve users’ registration experience. The Safety Event Reporting information collected by the FAA through the DroneZone website, Flight Standards District Offices, one of the Regional Operations Centers, or the Washington Operations Center for each sUAS safety event is used to investigate and determine regulatory compliance. In addition, the safety event information goes into the FAA aircraft accident database for safety analysis purposes by the FAA Office of Accident Investigation and Analysis, pursuant to its statutory safety mission. As is currently the case for manned aircraft accidents, sUAS safety event data will be made available to the public and the National Transportation Safety Board (NTSB). Submission of accident information is mandatory if a small unmanned aircraft safety event meets certain criteria. The affected population consists of small unmanned aircraft operators.

Abstract

The Commission is revising control number 3038-0093 in connection with final amendments to the Commission’s regulations under Part 40 (including regulations 40.2, 40.3, 40.4, 40.5, 40.6 and 40.10). Part 40 provides procedures for the submission of rules and rule amendments by registered entities, including designated contract markets, swap execution facilities, derivatives clearing organizations, and swap data repositories. It establishes the procedures for submitting the “written certification” required by Section 5c of the Commodity Exchange Act (“CEA”) in connection with a product or rule certification. The Commission is amending the Part 40 regulations to clarify, simplify, and enhance their utility for market participants and the Commission. Commission staff has observed a trend that some of the submissions under part 40 tend not to include sufficient information. Accordingly, the Commission is adding language clarifying that the submissions must be “complete.” These amendments are likely to modestly increase the PRA reporting burden for registered entities, although some registered entities are already providing the information required under the final rule. While the amendments are not intended to expand or otherwise alter the scope of the current regulation, the Commission conservatively estimates some reporting entities may expend some additional time cognizable under the PRA to ensure the completeness of their submissions. Regulation 40.10 also contains submission procedures for certain risk-related rules proposed by a systemically important derivatives clearing organization (“SIDCO”). The SIDCO regulations require, among other things, 60-days advance notice of proposed rules or rule amendments that may materially affect the nature or level of risks presented by the SIDCO. The SIDCO reporting burden will not be impacted by the amendments.

This request is for a revision and extension. The revision consists of updating the demographic questions to adhere to the new OMB approved demographic questions under the Statistical Policy Directive on 3/29/24 and updating sample sizes and burden hours based on recent fishing license data. Marine recreational fishing is a popular pastime across the United States (U.S.) that generates economic activity and benefits to local communities, state economies, and to the nation. The National Marine Fisheries Service (NMFS) is required to provide economic data and analysis on recreational fishing for use in fisheries management. The purpose of this data collection is to gather information on marine recreational anglers’ expenditures on fishing trips and durable goods related to fishing. These data are used in fisheries management analyses by state fisheries agencies, regional fishery management councils, and NMFS to understand the economic effects of fisheries regulations and policies. The survey will target marine recreational anglers in all coastal states. As the survey is conducted across all coastal states and specifically targets marine recreational fishing, the benefits are that it can provide comparable data across states and at a national level and is easily available to federal and state agencies who need timely economic information on marine recreational fishing. Results of the survey are also used in NMFS economic reports, by other NOAA and Department of Commerce offices, by academic researchers, and a wide variety of other groups and constituents interested in marine recreational fisheries.

FERC-725A, Mandatory Reliability Standards for the Bulk-Power System

Abstract

The FERC 725A contains the TOP standards that pertain to operation planning for transmission providers. The North American Electric Reliability Organization (NERC) proposed updating the TOP-002-4 standard to TOP-002-5 to ensure that transmission operators and balancing authorities maintain an extreme cold weather operating plan. In Docket No. RD24-1-000, FERC approved the NERC submitted Reliability Standard which triggers the update within the FERC-725A. In this update, the Reliability Standard TOP-002-4 is being replaced with version TOP-002-5 that will supersede requirements in TOP-002-4. The change in this revision pertains to the additional requirement 8 which specifies that transmission operators and balancing authorities maintain evidence that they have an extreme cold weather plan.

Abstract

SSA uses Form SSA-3820-BK to collect information about a child’s condition from treating sources or other medical sources of evidence. The State Disability Determination Services (DDS) evaluators use the information from Form SSA-3820-BK to develop medical and school evidence, and to assess the alleged disability. The information, together with medical evidence, forms the evidentiary basis upon which SSA makes its initial disability evaluation. The respondents are claimants seeking SSI childhood disability payments. Applicants can complete and print Form SSA-3820-BK and mail to SSA, or take the notification page (generated after completing the i3820) to their local Social Security field office (FO). The notification page serves as a back-up alert to the FOs that an applicant transmitted an internet disability report. When claimants do not complete an i3820, FO employees use the Electronic Disability Collect System (EDCS) internal collection process to key information provided by claimants onto EDCS screens to establish a database for the DDS adjudicators. We are submitting a Change Request to append the Disability Determination Ready Claim (DDRC) Certification Statement to this information collection in anticipation of respondents using it for the DDRC pilot.

Abstract

The Highway Safety Act of 1966, 23 U.S.C. § 402, provides the Bureau of Indian Affairs (BIA) funding to assist federally recognized tribes in implementing traffic safety projects. These projects are designed to reduce the high number of traffic crashes and their resulting fatalities, injuries and property damage within Indian communities. The funding is intended to supplement an existing traffic safety program on the reservations. These grants are funded in the form of reimbursements and each tribe applying for funding must demonstrate a need with traffic statistics and data. This process is documented by the regulations set at 23 CFR 1300.

Coastal and Marine Ecological Classification Standard Solicitation for Revisions

Key Information

Abstract

This is a request for renewal of an approved information collection. NOAA’s Office for Coastal Management (OCM) is proposing a renewal for information collection that allows interested parties to submit requests for revisions to update the Coastal and Marine Ecological Classification Standard (CMECS). CMECS was approved by the Federal Geographic Data Committee (FGDC) in August 2012 and provides a national standard for consistent descriptions of coastal and marine ecological features. The FGDC requires periodic reviews and maintenance of federal standards. Collection of information from users is critical to this process. The primary uses of CMECS are in mapping and classifying the geological, physical, biological, and chemical components of the environment. Among other applications, the CMECS framework can be used to integrate data from disparate sources, facilitate comparisons among sites, and organize data for regional assessment. Since its publication in 2012, the CMECS has been used to characterize habitats ranging from coastal wetlands and estuaries to the deep ocean and at local to global scales. Benefits of CMECS include: data collected by different sensors and methods can be integrated into a single database; all the physical, biological, and chemical-forcing functions that collectively determine a habitat type can be captured; and the system has the flexibility to accommodate new units as additional information becomes available. The CMECS was developed as a dynamic standard to allow periodic revisions to continue to meet the needs of the user community and as such, the CMECS can be updated to accommodate the requirements of evolving scientific practices, technology, and coastal and marine resource management. The review process allows the CMECS to retain its consistency, credibility, and rigor through periodic reviews and an orderly, authoritative, and transparent updating process as required by the Federal Geographic Data Committee. Anyone can propose changes, which can include minor edits, such as grammatical or typographical corrections, clarifications of definitions and meaning, or more substantial changes to the hierarchy within components. We are soliciting recommendations for revisions to the CMECS through a form to be posted on the CMECS website. All recommendations collected will be reviewed and revisions will be made to the CMECS to reflect those recommendations found to be valuable for implementation of the CMECS and supportive of the user community needs. Information is compiled quarterly by the CMECS Implementation Working Group, an interagency group of CMECS technical experts. This information is used to assess needs for revisions to the CMECS. Information is not disseminated to the public.

Abstract

This is a request for revision and extension of an approved information collection. Section 315 of the National Marine Sanctuaries Act (NMSA) (16 U.S.C. § 1445a) allows the Secretary of Commerce to establish one or more advisory councils to advise and make recommendations to the Secretary regarding the designation and management of national marine sanctuaries. Executive Order 13178 (December 4, 2000) similarly established a Coral Reef Ecosystem Reserve Council pursuant to the NMSA for the Northwestern Hawaiian Islands Coral Reef Ecosystem Reserve. Councils are individually chartered for each site, or for the sanctuary system, to meet its specific needs. Once an advisory council has been chartered, a sanctuary superintendent starts a process to recruit members for that council by providing notice to the public and requesting interested parties to apply for the available seat(s) (e.g., Research, Education) and position(s) (i.e., council member or alternate). The information obtained through this application process will be used to determine the qualifications of the applicant for membership on the advisory council. Two application forms are currently associated with this information collection: (a) National Marine Sanctuary Advisory Council Application form; and (b) National Marine Sanctuary Advisory Council Youth Seat Application form. Application form instructions will specify requirements imposed upon the agency when reviewing applicants as potential council members or alternates. Questions posed to applicants have been reviewed and an additional two questions are being added to solicit information on eligibility for a potential stipend program to decrease financial barriers to joining advisory councils. An additional section for demographic questions is also being added to include the newly updated Statistical Policy Directive No. 15: Standards for Maintaining, Collecting, and Presenting Federal Data on Race and Ethnicity and Recommendations on the Best Practices for the Collection of Sexual Orientation and Gender Identity Data on Federal Statistical Surveys, and to learn more about our applicants. Existing questions may be reordered, reworded, and at times, condensed to improve the organization of applicant responses and, thereby, simplify the applicant review process. We do not believe that such revisions to the application would appreciably change the average annual number of respondents or the reporting burden for the information requirements supporting solicitation of new advisory council members.

Abstract

The 2020/25 Beginning Postsecondary Students Full-Scale Study (BPS:20/25) is conducted by the National Center for Education Statistics, part of the Institute of Education Sciences, within the Department of Education, and is part of the Beginning Postsecondary Students Longitudinal Study data collection program at https://nces.ed.gov/surveys/bps/. BPS is designed to follow a cohort of students who enroll in postsecondary education for the first time during the same academic year, irrespective of the date of high school completion. The study collects data on students' persistence in and completion of postsecondary education programs; their transition to employment; demographic characteristics; and changes over time in their goals, marital status, income, and debt, among other indicators. Data from BPS are used to help researchers and policymakers better understand how financial aid influences persistence and completion, what percentages of students complete various degree programs, what are the early employment and wage outcomes for certificate and degree attainers, and why students leave school. The BPS:20/25 field test was completed during the 2023-24 academic year and was designed to test items and procedures for the upcoming full-scale study (see Appendix D of this submission with results of the two experiments embedded in the field test). BPS:20/25 will be a nationally-representative sample of approximately 28,650 students who were first-time beginning students during the 2019-20 academic year. These students will be asked to complete a survey and administrative data will also be collected for them. BPS:20/25 and other NCES postsecondary studies include data linkages with many existing sources of valuable data, listed in appendix B, including the Department of Education’s FAFSA Processing System (FPS), National Student Loan Data System (NSLDS), and National Student Clearinghouse (NSC). These NCES studies also obtain data from postsecondary institution student records, information on military service records from Veterans Benefits Administration (VBA), and admissions test scores from ACT and The College Board. Linkages to additional data providers, such as Experian and the National Directory of New Hires (NDNH), may be explored for BPS:20/25. As part of the clearance process for the previously submitted and approved Field Test package (OMB# 1850-0631 v.20), NCES published a notice in the Federal Register allowing first a 60- and then a 30-day public comment period. That submission was designed to adequately justify the need for and overall practical utility of the full study, presenting the overarching plan for all phases of the data collection and providing as much detail about the measures to be used as is available at the time of that submission. The materials for the BPS:20/25 full-scale study are based upon the field test materials. In order to clear the final materials for the BPS:20/25 full-scale study, NCES is publishing a notice in the Federal Register allowing an additional 30-day public comment period on the final details and materials of the BPS:20/25 full-scale study.

Abstract

The National Provider Identifier (NPI) Application and Update Form is used by health care providers to apply for NPIs and furnish updates to the information they supplied on their initial applications. The form is also used to deactivate their NPIs if necessary. The form is available on paper or can be completed via a web-based process. An NPI is expected to last for the "life" of the health care provider (i.e., until the death of an individual or until the dissolution of an organization); therefore, a health care provider applies for an NPI only one time. A health care provider must furnish updates to the required information given in the application whenever changes occur to those data. Updates can be mailed or submitted electronically.

Abstract

This clearance covers the information that contractors must submit to comply with the following Federal Acquisition Regulation (FAR) requirements: FAR 52.233-1, Disputes. This clause requires contractors to submit a claim in writing to the contracting officer for a written decision. For any claim exceeding $100,000, contractors must provide a certification that (1) the claim is made in good faith; (2) supporting data are accurate and complete; and (3) the amount requested accurately reflects the contract adjustment for which the contractor believes the Government is liable. Contractors may appeal the contracting officer's decision by submitting written appeals to the appropriate officials. If the contractor refuses the Government’s offer to use alternative dispute resolution (ADR), the contractor must inform the contracting officer, in writing, of the contractor's specific reasons for rejecting the offer.
