Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Abstract

Regulation SP implements the requirements of Title V of the Gramm-Leach-Bliley Act (“GLBA”), which includes the requirement that at the time of establishing a customer relationship with a consumer and not less than annually during the continuation of such relationship, a financial institution shall provide a clear and conspicuous disclosure to such consumer of such financial institution’s policies and practices with respect to disclosing nonpublic personal information to affiliates and nonaffiliated third parties (“privacy notice”). Title V of the GLBA also provides that, unless an exception applies, a financial institution may not disclose nonpublic personal information of a consumer to a nonaffiliated third party unless the financial institution clearly and conspicuously discloses to the consumer that such information may be disclosed to such third party; the consumer is given the opportunity, before the time that such information is initially disclosed, to direct that such information not be disclosed to such third party; and the consumer is given an explanation of how the consumer can exercise that nondisclosure option (“opt out notice”).

Abstract

The New Markets Tax Credit (NMTC) Program will provide an incentive to investors in the form of a tax credit, which is expected to stimulate investment in private capital that, and in turn, will facilitate economic and community development in low-income communities. In order to qualify for an allocation of tax credits under the NMTC Program an entity must be certified as a qualified community development entity and submit an allocation application to the CDFI Fund. Upon receipt of such applications, the CDFI Fund will conduct a competitive review process to evaluate applications for the receipt of NMTC allocations.

Abstract

This research study will help CDC examine the social and economic barriers that individuals who are newly diagnosed with colorectal, breast, and cervical cancer face at each stage of the cancer care continuum, from screening through survivorship. We are also interested in learning about caregivers’ experiences including the barriers they faced as well as the barriers they perceived their care recipients faced. This project will improve our understanding of the cancer care experience, and how experiences may vary across cancer care continuum and for different populations.The results will produce data-driven evidence that inform efforts aimed at increasing access to cancer care services, reducing the burden of cancers and closing the disparities gap.

Improving Customer Experience (OMB Circular A-11, Section 280 Implementation)

Abstract

On September 11, 1993, President Clinton issued Executive Order 12862, “Setting Customer Service Standards” which clearly define his vision that the Federal agencies will put the people first. Executive Order 12862 directs Federal agencies to provide service to the public that matches or exceeds the best service available in the private sector. Section 1(b) of Executive Order 12862 requires government agencies to “survey customers to determine the kind and quality of services they want and their level of satisfaction with existing services” and Section 1(e) requires agencies “survey front-line employees on barriers to, and ideas for, matching the best in business.” On March 30, 2016, President Obama established the Core Federal Services Council, which again emphasized the need to deliver world-class customer service to the American people. The Council, composed of the major high-volume, high-impact Federal programs that provide transactional services directly to the public, were encouraged “to improve the customer experience by using public and private sector management best practices, such as conducting self-assessments and journey mapping, collecting transactional feedback data, and sharing such data with frontline and other staff.” In March 2018, the Administration of President Trump launched the President’s Management Agenda (PMA) and established new Cross-Agency Priority (CAP) Goals. Excellent service was established as a core component of the mission, service, stewardship model that frames the entire PMA, embedding a customer-focused approach in all of the PMA’s initiatives. This model was also included in the 2018 update of the Federal Performance Framework in Circular A-11, ensuring ‘excellent service’ as a focus in future agency strategic planning efforts. The PMA included a CAP Goal on Improving Customer Experience with Federal Services, with a primary strategy to drive improvements within 25 of the nation’s highest impact programs. This effort is supported by an interagency team and guidance in Circular A-11 requiring the collection of customer feedback data and increasing the use of industry best practices to conduct customer research. In December 2021, President Biden issued Executive Order 14058: Transforming Federal Customer Experience and Service Delivery to Rebuild Trust in Government, which defines actions all agencies should take to improve customer experience through performance plans, digital modernization, and information collections. The President’s Management Agenda also names as a key priority delivering excellent, equitable and secure Federal services and customer experience. These Presidential actions and requirements establish an ongoing process of collecting customer insights and using them to improve services. This new request will enable the Institute of Museum and Library Services (hereafter “the Agency”) to act in accordance with OMB Circular A-11 Section 280 to ultimately transform the experience of its customers to improve both efficiency and mission delivery, and increase accountability by communicating about these efforts with the public.

Documenting, Managing and Preserving DOI Museum Property Housed in Non-Federal Repositories

Abstract

The Department of the Interior (DOI) manages an estimated 74 million objects and scientific specimens, and over 91,000 linear feet of archives in trust for the American public. This diverse collection consists of archaeological artifacts, archives, biological specimens, ethnographic objects, fine arts, geological specimens, historic objects, and paleontological specimens that are held by the Department’s bureaus and offices (bureaus). This information collection request is directed to non-Federal repositories that house DOI museum collections. The information that DOI obtains, on a voluntary basis, concerns DOI museum collections held at non-Federal repositories. Receipt of this information supports the Department’s management of its museum collections for public benefit, including preservation, protection, access, and use, as well as where applicable, compliance with the Native American Graves Protection and Repatriation Act (NAGPRA). Although the majority of DOI’s documented collections are housed in bureau facilities across the nation, at least 10 percent are located at approximately 970 non-Federal repositories, primarily state, tribal, and local museums and university departments. Most of the DOI museum artifacts, specimens, and archives housed in non-Federal repositories resulted from projects on Federal lands, and include collections from the disciplines of archaeology, biology, geology, and paleontology, as well as associated project documentation.

The Hospice Item Set (HIS) is used for the collection of quality measure data related to the Hospice Quality Reporting Program (HQRP), and the HIS V1.00.0 specified the collection of data items that supported seven Consensus Based Entity (CBE) endorsed Quality Measures (QMs) for hospice. On April 1, 2017, hospices began using an updated HIS V2.00.0, which includes the same items from the HIS V1.00.0 along with the addition of several new items for use in new measures, measure refinement, patient record matching, and future public reporting. Data collected from the HIS are used to calculate the seven CBE-endorsed QMs and the CBE-endorsed Hospice and Palliative Care Composite Process Measure – Comprehensive Assessment at Admission QM. During the FY 2021 rule, the Hospice Visits when Death is Imminent measure pair was removed and replaced with the claims-based Hospice Visits in Last Days of Life (HVLDL) measure. The reduction in provider burden and costs occurred when CMS replaced the HIS-based HVWDII quality measure via the HIS-PRA package that OMB approved on February 16, 2021 (OMB Control Number: 0938-1153). CMS is requesting to extend the existing expiration date (February 29, 2024) for an additional 3 years.

In order to allow determination of the study areas that are entitled to an expense adjustment, and the wire centers that are entitled to high-cost universal service support, incumbent and competitive telecommunications carriers must provide certain data to the National Exchange Carrier Association or the Universal Service Administrative Company annually. Local telecommunications carriers who want to participate in the federal universal service support program must make certain informational showings to demonstrate eligibility. The data collected on FCC Forms 507, 508, and 509, will include line counts, forecasted cost and revenues, and actual cost and revenue data associated with consumer broadband-only loops necessary for the calculation of universal service high-cost support. In addition, the Commission now requires local exchange carriers seeking a change in study area boundaries to submit a petition for waiver of these boundary changes notwithstanding any prior exemptions from such waiver requests.

Abstract

The New Source Performance Standards (NSPS) for Incinerators (40 CFR Part 60, Subpart E) apply to existing incinerators that charge more than 45 metric tons per day (50 tons per day) of solid waste, and that commenced either construction or modification after August 17, 1971. Solid waste is defined as refuse, more than 50 percent of which is municipal type waste consisting of a mixture of paper, wood, yard wastes, food wastes, plastics, leather, rubber, and other combustibles, and noncombustible materials such as glass and rock. Owners and operators of existing incinerators that charge more than 45 metric tons per day (50 tons per day) of solid waste, and that commenced construction or modification after August 17, 1971 are required to comply with reporting and record keeping requirements for the General Provisions (40 CFR Part 60, Subpart A), as well as for the applicable standards in 40 CFR Part 60, Subpart E. This includes submitting initial notifications, performance tests and periodic reports and results, and maintaining records of the occurrence and duration of any startup, shutdown, or malfunction in the operation of an affected facility, or any period during which the monitoring system is inoperative. These reports are used by EPA to determine compliance with 40 CFR Part 60, Subpart E.

The Federal Communications Commission requests that the Office of Management and Budget (OMB) approve a revision of the information collection titled “Part 25 of the Federal Communications Commission’s Rules Governing the Licensing of, and Spectrum Usage By, Commercial Earth Stations and Space Stations” under OMB Control No. 3060-0678, as a result of a recent rulemaking that adopted a regulatory framework for the provision of supplemental coverage from space (SCS). Specifically, on March 15, 2024, the Commission released a Report and Order and Further Notice of Proposed Rulemaking in GN Docket No. 23-65 and IB Docket No. 22-271, FCC 24-28 (SCS Report and Order). The SCS regulatory framework adopted therein will enable collaborations between satellite service providers and terrestrial service providers to offer ubiquitous connectivity directly to consumer handsets using spectrum that was previously allocated only to terrestrial service. The Commission anticipates that SCS will enable consumers in areas not covered by terrestrial networks to be connected using their existing devices via satellite-based communications. SCS is a crucial component of the Commission’s vision for a “single network future,” in which satellite and terrestrial networks work seamlessly together to provide coverage that neither network can achieve on its own.

NSPS for Stationary Gas Turbines (40 CFR Part 60, Subpart GG) (Renewal)

Abstract

The New Source Performance Standards (NSPS) for Stationary Gas Turbines (40 CFR Part 60, Subpart GG) were proposed on October 3, 1977; promulgated on September 10, 1979; and last-amended on February 27, 2014. These regulations apply to existing facilities and new facilities that have stationary gas turbines with a heat input at peak load equal or greater than 10.7 gigajoules per hour (based on the lower heating value of the fuel fired). There are no new facilities under this subpart, as any facility which commenced construction, modification, or reconstruction after February 18, 2005 is subject to the NSPS for Stationary Combustion Turbines (40 CFR Part 60, Subpart KKKK). This information is being collected to assure compliance with 40 CFR Part 60, Subpart GG. In general, all NSPS standards require initial notifications, performance tests, and periodic reports by the owners/operators of the affected facilities. To receive enhanced FFP for these systems, states must provide further detail on how the proposed system will address the standards and conditions identified in 42 CFR 433.112(b). In order to justify a request for enhanced FFP to support Medicaid eligibility determination system costs, states must provide sufficient information and documentation in an APD to CMS for review in accordance with 45 CFR 95.610. The Rural, Insular, and Native Achievement Programs (RINAP) administers Section 1121 of Title I, Part A of the ESEA; CARES Act Outlying Areas; Title III of CRRSA Outlying Areas, Sections 2005 and 11006(2-3) of the ARP; Title V, Part B of the ESEA (Rural Education Achievement Program), Title VI, Part B of the ESEA (Native Hawaiian Education); Title VI, Part C of the ESEA (Alaska Native Education); and the Supporting Americas School Infrastructure program. Periodic progress updates, phone, virtual, or in-person conversations during a fiscal year with authorized representatives and project directors help ensure grantees are making progress toward meeting program goals and objectives. The information shared with RINAP helps inform the selection and delivery of technical assistance to grantees and aligns structures, processes, and routines so RINAP can monitor the connection between grant administration and intended outcomes. Tribal Maternal, Infant, and Early Childhood Home Visiting Program: Guidance for Submitting an Annual Report to the Secretary

Abstract

As part of the Consolidated Appropriations Act, 2023 (Public Law 117-328). Section 511 of Title V of the Social Security Act authorizes the Secretary of the Department of Health and Human Services (HHS) to award grants to Indian tribes (or a consortium of Indian tribes), tribal organizations, or urban Indian organizations to conduct an early childhood home visiting program. The legislation sets aside 6 percent of the total Maternal, Infant, Early Childhood Home Visiting (MIECHV) appropriation for grants to tribal entities and requires that the tribal grants, to the greatest extent practicable, be consistent with the requirements of the MIECHV grants to states and territories and include conducting a needs assessment and establishing benchmarks. The goals of the Tribal Home Visiting Program are to support healthy, happy, successful American Indian and Alaska Native (AI/AN) children and families through a coordinated, high-quality, evidence-based home visiting strategy, and to continue to build the evidence base for home visiting in tribal communities. The Administration for Children and Families (ACF) and the Health Resources and Services Administration (HRSA), the agencies collaborating to implement the MIECHV program within HHS, also intend for the program to result in a coordinated system of early childhood home visiting in tribal communities that has the capacity to provide infrastructure and supports to assure high-quality, evidence-based practice. The Tribal Home Visiting discretionary grants support cooperative agreements to conduct community needs assessments; plan for and implement high-quality, culturally grounded, evidence-based home visiting programs in at-risk tribal communities; establish, measure, and report on progress toward meeting performance measures in six legislatively mandated benchmark areas; and participate in rigorous evaluation activities to build the knowledge base on home visiting among Native populations. After the first grant year, Tribal Home Visiting grant recipients must comply with the legislative requirement to submit an Annual Report to the Secretary that should feature activities carried out under the program during the past reporting period. To assist grant recipients with meeting these requirements, ACF created guidance for grant recipients to use when writing their annual reports. Previously, the guidance included information about both the annual and the final reports from grant recipients. This request includes updates to the guidance to make it specific to just the annual reports while we determine if the annual report guidance could be used for the final report. If it is decided that guidance specific to the final report would be beneficial, we will submit a request to OMB in the future. We have also revised the annual report to streamline significantly and align with the previous estimated burden. At this time, we are requesting to extend approval of this information collection for an additional three years with the changes implemented.

This research is conducted under the authority of the Secretary of the U.S. Department of Housing and Urban Development (HUD) to undertake programs of research, studies, testing, and demonstration related to HUD’s mission and programs (12 USC 1701z-1 et seq.). To date, HUD has allocated over $99.2 billion in Community Development Block Grant – Disaster Recovery (CDBG-DR) funds and nearly $16 billion in Community Development Block Grant – Mitigation (CDBG-MIT) funds which may be used to address a variety of community needs related to disaster relief and mitigation that are otherwise unmet through other federal, state, or private disaster recovery programs. Approximately $1.2 billion has been used for buyouts and relocation assistance. Grantees purchase properties in disaster-prone areas from owners who are willing to sell and convert these areas to greenspace or other undeveloped land to reduce future risk of property damage. These buyout programs are also often paired with other housing incentives and supports to help former residents to relocate to safer areas.This research will evaluate social equity impacts of CDBG-DR and CDBG-MIT funded buyout programs. HUD is interested in learning about the efficacy of buyouts, relocation, or resettlement in mitigating hazard risk exposure; the potential adverse outcomes, inequities, and opportunity of such programs; and the needed capacity and coordination of Federal, state, and local levels to enable successful buyout, relocation, and resettlement initiatives. To address this gap in knowledge, HUD issued a contract (8661492F00036) to small and disadvantaged business to investigate and understand social equity impacts of CDBG-DR and CDBG-MIT funded buyout programs. This research will include interviews with buyout program stakeholders including program managers, agency personnel and elected officials as well as leaders of community organizations. We will also conduct interviews with buyout program participants. These stakeholders and program participants will provide vital insights into potential social equity issues in programs themselves, and how buyout programs can exacerbate these inequalities. To address the research questions, it is important to speak to • Grant administrators who administer CDBG-DR or CDBG-MIT funded buyout programs to learn from their point of view how programs can be more equitable and effective. • Community leaders know the impacted community best. • Program participants themselves, especially those who are low-income, older, or nonwhite, to better understand how underserved populations experience buyout/relocation options. A firm under contract to HUD was awarded the contract to pursue this research study. Research questions identified by HUD in the Performance Work Statement, and the corresponding data collection strategy are provided in Table A1.
