Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Abstract

The State and Local Child Access and Visitation (AV) Survey (Survey) is used by the federal Office of Child Support Services (OCSS) as the primary means for adhering to the statutory (Sec. 469B. [42 U.S.C. 669b] and regulatory (45 CFR Part 303) requirements for recipients of “Grants to States for Access and Visitation” to report program data to OCSS on an annual basis. The survey captures all required data points as specified in federal statute and regulation. On June 4, 2024, OMB approved this information collection with the following terms: “Approved consistent with the understanding that ACF will use the current version of the State and Local Child Access and Visitation (AV) Survey (Survey) until the end of the current reporting period (September 2024) and will then submit a nonsubstantive change to submit an updated version with revisions to align with OMB's SPD-15.” OCSS now has the updated version of the AV Survey to submit, which is intended for use beginning October 1, 2024.

Abstract

"Title II of the Americas Water Infrastructure Act of 2018 (AWIA) reauthorized and amended the Safe Drinking Water Act (SDWA). AWIA Section 2010(a) amended SDWA subsection 1414(h) to require EPA to promulgate a regulation that includes a new mandatory assessment authority for state, tribal and territorial government agencies that have primary enforcement responsibility (primacy). The Agency intends to satisfy the SDWA 1414(h) mandate by issuing the proposed WSRAR. Approved primacy agencies may exercise this authority to require a public water system (PWS) to assess options for system restructuring, including forms of consolidation or the transfer of ownership to improve drinking water quality. AWIA Section 2010(b) amended SDWA section 1413, which describes the required elements of primacy, to include the new mandatory assessment authority. Primacy agencies include each of the 49 states (all U.S. states except Wyoming), Puerto Rico, American Samoa, Commonwealth of the Northern Mariana Islands, Guam, Virgin Islands, and Navajo Nation, for a total of 56 primacy agencies. Because AWIA directly amended the SDWA primacy requirements, all 56 primacy agencies must submit a primacy revision application to EPA that meets the proposed WSRAR primacy requirements. This ICR describes costs and burden for all 56 primacy agencies to conduct the following activities: Adopt the regulation by developing primacy agency programs, and submitting primacy revision packages to EPA for review and approval; Update data systems; Analyze data on water systems that are potential candidates for a mandatory assessment; Develop PWS outreach and education materials about the WSRAR; Train staff for adoption and implementation of the rule."

Abstract

The U.S. Department of Commerce assists in the collection, analysis, and dissemination of tourism data. The Survey of International Air Travelers program provides source data required to: (1) estimate international travel and passenger fare exports, imports and the trade balance for the United States, (2) comply with the U.S. Travel Promotion Act of 2009 (Pub. L. 111-145), collect a one percent sample of inbound travelers, analyze and report information to government and industry stakeholders, and support the increase of U.S. exports, (3) to comply with travel and tourism related acts to collect and publish comprehensive international travel and tourism, statistics and other marketing information, and (4) support the continuation of the Travel & Tourism Satellite Accounts for the United States, which provide the only spending and employment figures for the industry, and (5) to support the goals of objectives of the 2022 National Travel & Tourism Strategy. Scope: The Survey program contains the core data that is collected monthly, via the survey instrument from passenger respondents departing from U.S. international gateway airports on randomly selected flights (U.S. or foreign national carriers). Benefits: Survey data is analyzed and communicated by NTTO with other government agencies, associations and businesses that share the same objective of increasing U.S. international travel exports. The Survey assists NTTO in assessing the economic impact of international travel on state and local economies, providing visitation estimates, key market intelligence, and identifying traveler and trip characteristics. The Survey program provides the only available estimates of nonresident visitation to the states and cities within the United States, as well as U.S. resident travel abroad.

Abstract

Under Section 102(a) of the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA), the EPA will designate PFOA and PFOS, including their salts and structural isomers, as hazardous substances. The designation of PFOA and PFOS as hazardous substances will require any facility that identifies a release of one pound or more within a 24-hour period of these substances, including their associated salts and structural isomers, to report the release to the National Response Center (NRC) under section 103 of CERCLA and to the state and local officials under section 304 of Emergency Planning and Community Right-to Know Act (EPCRA). The implementing regulations of CERCLA section 103 and EPCRA section 304 are codified at 40 CFR parts 302 and 355, respectively. In addition, pursuant to Section 111(g) of CERCLA, an owner or operator of a facility where a hazardous substance has been released is required to provide reasonable notice to potential injured parties by publication in local newspapers serving the affected area. Furthermore, as required by CERCLA section 120(h), when a federal agency sells or transfers federally owned real property, the agency must provide notice of the presence of hazardous substances and covenants regarding the remediation of such hazardous substances in certain circumstances. The designation will also place an obligation on DOT to list and regulate CERCLA designated hazardous substances as hazardous materials under the Hazardous Materials Transportation Act.

The Federal Communications Commission (Commission) is requesting that the Office of Management and Budget (OMB) approve a revision of OMB Control No. 3060-1163 to incorporate new requirements adopted by the Commission in the Executive Branch Review Order and the Executive Branch Standard Questions Order. The Commission also seeks approval for online electronic forms that are currently under development as part of the Commission’s modernization of its online, web-based electronic filing system -- the International Communications Filing System (ICFS). Section 1311(c)(4) of the ACA requires the Department of Health and Human Services (HHS) to develop an enrollee satisfaction survey system that assesses consumer experience with qualified health plans (QHPs) offered through an Exchange. It also requires public display of enrollee satisfaction information by the Exchange to allow individuals to easily compare enrollee satisfaction levels between comparable plans. CMS is developing, testing and implementing two surveys, a survey for adult enrollees in QHPs and a survey for health insurance Marketplace consumers. CMS is requesting approval for information collection associated with these surveys.

Abstract

There are two project approval processing options available – the HUD Review and Approval Process (HRAP) or the Direct Endorsement Lender Review and Approval Process (DELRAP). Condominium project approval packages are submitted, processed and reviewed under one of the available options to determine eligibility of projects for insurance of a single unit condominium to be under an FHA mortgage. Condominiums have complex legal, financial and other documents that require review to assure FHA that the condominium project is stable with the expectation that the status will remain unchanged.

Prior to GSA making final payment to a contractor for construction or building services, the GSAR requires that contractors must submit a release of claims to GSA for its review. The information collected is submitted electronically (to the maximum extent possible). See Item 6 below for the consequences if the information collection is not conducted or conducted less frequently. GSA will use the information (via a contracting officer) to determine whether to make final payment to a contractor on a construction or building services contract.
