What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Abstract

The U.S. Department of Education (the Department) is authorized to accept Federal Perkins Loan (Perkins Loan) Program assignments under Section 463(a)(5) of the Higher Education Act of 1965, as amended. Institutions participating in the Perkins Loan program, including loans made under the National Direct/Defense Student Loan Program (NDSL), use the form (OMB Control Number 1845-0048) to assign loans to the Department for collection without recompense. This request is for approval of the assignment form which allows for assignment of Perkins Loans either individually or in a batch format, utilizing either the paper based or electronic filing format. An institution may use the form to assign one or more loans to the Department at any time throughout the year. Some conditions under which an institution could utilize the assignment form include defaulted loans, total permanent disability discharges, voluntary withdrawal from the program, termination from the program, closure of the institution and liquidation of its Perkins Loan portfolio. Abstract

The Commission adopted on March 14, 2024 a Report and Order, All-In Pricing for Cable and Satellite Television (“R&O”), FCC 24-29, MB Docket 23-203. This R&O adopted 47 CFR § 76.310, Truth in billing and advertising. The rule will require cable operators and direct broadcast satellite (DBS) providers to specify the “all-in” price for video programming in their promotional materials that include pricing information and on subscribers’ bills. Cable operators and DBS providers must present clear, easy-to-understand, and accurate information disclosing the price of video programming. The “all-in” price rule is intended to increase transparency and promote competition in the video programming marketplace by allowing consumers to make better informed choices among the ranges of video programming service options available to them. The information collection requirements are as follows: 47 CFR 76.310 requires truth in billing and advertising: 47 CFR 76.310(a) requires cable operators and DBS providers to state an aggregate price for the video programming that they provide as a clear, easy-to-understand, and accurate single line item on subscribers’ bills, including on bills for legacy or grandfathered video programming service plans. If a price is introductory or limited in time, cable and DBS providers shall state on subscribers’ bills the date the price ends, by disclosing either the length of time that a discounted price will be charged or the date on which a time period will end that will result in a price change for video programming, and the post-promotion rate 60 and 30 days before the end of any introductory period. Cable operators and DBS providers may, at their discretion, complement the aggregate line item with an itemized explanation of the elements that compose that single line item. 47 CFR 76.310(b) requires cable operators and DBS providers that communicate a price for video programming in promotional materials to state the aggregate price for the video programming in a clear, easy-to-understand, and accurate manner. If part of the aggregate price for video programming fluctuates based upon service location, then the provider must state where and how consumers may obtain their subscriber-specific “all-in” price (for example, electronically or by contacting a customer service or sales representative). If part or all of the aggregate price is limited in time, then the provider must state the post-promotion rate, as calculated at that time, and the duration of each rate that will be charged. Cable operators and DBS providers may, at their discretion, complement the aggregate price with an itemized explanation of the elements that compose that aggregate price. The requirement in this paragraph (b) shall not apply to the marketing of legacy or grandfathered video programming service plans that are no longer generally available to new customers. For purposes of this section, the term “promotional material” includes communications offering video programming to consumers such as advertising and marketing.

As proposed in the NPRM, the final rule imposes special measure five, prohibiting U.S. financial institutions from opening or maintaining a correspondent account for, or on behalf of, Al-Huda Bank. Further, the rule requires that U.S. financial institutions notify their foreign correspondent account holders that they may not provide Al-Huda Bank with access to correspondent accounts maintained at the U.S. financial institution. The requirement is intended to ensure cooperation from correspondent account holders in preventing Al-Huda Bank access to the U.S. financial system. U.S. financial institutions are required to document compliance with the notification requirement. The Building American Production Capacity for Electric Port Equipment and other Port Infrastructure Items collection is essential to identify the demand for electrically powered port equipment and infrastructure items supported by pooled procurement. This initiative, which is comprised of an online survey and interview with diverse American port stakeholders, will also support Buy American/Buy America objectives and American manufacturers of electrically powered port equipment. Survey responses will also help to identify a suitable port through which the procurement of electrically powered port equipment and infrastructure can be initiated. This survey is being conducted through a cooperative agreement between the Maritime Administration (MARAD) and the American Association of Port Authorities (AAPA). Currently, many U.S. port authorities and marine terminal operators purchase diesel-powered dockside equipment, necessary for loading, unloading, and organizing shipping containers. Much of this equipment is foreign made, in short supply, and increases exposure to dangerous emissions that contribute to climate change. The recent passage of the Infrastructure Investment and Jobs Act (IIJA), commonly referred to as the Bipartisan Infrastructure Bill, which was signed into law on November 15, 2021, provides a federal grant stream that will modernize U.S. ports infrastructure over the next five years. Specifically, this Bill assures resources for the development of a domestic capacity of clean electric-powered American alternatives to replace and reduce emissions by predominantly foreign-made diesel port equipment.

Abstract

Section 239 of the Fiscal Year 2016 Appropriations Act, P.L. 114-113 (2016 MTW Expansion Statute), authorizes HUD to expand the Moving to Work (MTW) demonstration program from the current size of 39 Public Housing Agencies (PHAs) to an additional 100 agencies over a period of 7 years. The Statute directs HUD to add new MTW PHAs in cohorts, with each cohort testing a specific policy change so that HUD can conduct a rigorous evaluation of that policy’s effects. A copy of the relevant section of law authorizing the Department to undertake “such programs of research, studies, testing, and demonstration relating to the mission and programs of the Department” (12 USC 1701z-1 et seq.) is included as Appendix H. The second cohort of MTW Expansion PHAs will test alternative ways of setting rents in the public housing and housing choice voucher programs. The traditional rent policy (the Brooke rent) typically sets each household’s rent at 30 percent of their adjusted monthly income. This rent policy is administratively complex and burdensome for PHAs and assisted households. The Brooke rent is hypothesized to be a disincentive for households to increase their earnings, as $100 dollars of increased income would result in $30 of increased rent. In this project—the Stepped and Tiered Rent Demonstration (STRD)—PHAs will implement alternative rents that might be easier to administer and might incentivize assisted households to increase their earnings. Five PHAs will implement a stepped rent, under which a household’s rent will increase modestly each year regardless of their income. Five PHAs will implement a tiered rent, under which households are assigned to income-based tiers and rents are set based on the tier. Both policies will enable households to increase their income without causing an immediate rent increase. Both policies include hardship provisions to prevent high rent burdens. And both policies include less frequent income reexaminations, to reduce the amount of PHA staff time required to administer the program. The STRD will be implemented as a randomized controlled trial (RCT); eligible households (limited to non-elderly, non-disabled households) will be randomly assigned to the new rent policy, or to remain on the traditional rent policy. This design is the gold standard for program evaluation and will enable HUD to conclude whether the new rent policies caused any differences observed between the two groups over time. HUD’s evaluation is expected to last 6 years. HUD has contracted with MDRC to carry out the first phase of HUD’s evaluation, to launch the STRD and lay the foundation for a long-term evaluation. HUD has also allocated resources to support software modifications required by the PHAs to implement the STRD Demonstration. This new information collection has the following components in this collection, all of which are necessary for the evaluation to succeed.

Abstract

FERC-921 is essential to carrying out FERC's market monitoring and surveillance efforts in compliance with the Federal Power Act. Under 18 CFR 35.28(g)(4), FERC requires ongoing, electronic delivery of data from Regional Transmission Organizations and Independent System Operators. Without the routine collection of this information, monitoring adherence to market rules and enhancing Commission policies would rely on more general, less reliable data. There are program changes to improve the accuracy of this information collection request. As previously approved, FERC-921 included only one collection activity for Ongoing Electronic Delivery of RTO/ISO Data, thus erroneously omitting Data Delivery Change Over the Year. That single activity has been removed, resulting in a decrease of 12 responses and 532 hours. This request includes burden estimates for two activities: (1) Ongoing Electronic Delivery of Data, and (2) Data Delivery Changes Over the Year. This program change increases the accuracy of the disclosure of burdens. This program change results in no net effect on the number of responses and a net increase of 2,660 hours.

Medical Expenditure Panel Survey - Household and Medical Provider Components

Abstract

The MEPS was initiated in 1996. Each year a new panel of sample households is selected. Recent annual MEPS-HC sample sizes average about 13,500 households. Data can be analyzed at either the person, family, or event level. The panel design of the survey, which includes 5 Rounds of interviews covering 2 full calendar years, provides data for examining person level changes in selected variables such as expenditures, health insurance coverage, and health status (see Medical Expenditure Panel Survey Content Summary of the Household Interview (ahrq.gov) for information on how the Covid-19 pandemic impacted this design). Using a combination of computer assisted personal interviewing (CAPI), computer assisted video interviewing (CAVI), and self-administered paper and web questionnaires, information about each household member is collected, and the survey builds on this information from interview to interview. CAVI is a new data collection technology and offers the best of both telephone and in-person interviewing, while offering opportunities for cost savings and more accurate reporting. This Information Collection Request (ICR) is for a revision to the Medical Expenditures Panel Survey – Household Component (MEPS-HC). These changes will be fielded in the Spring and Fall of 2025 and includes the addition of the Burdens and Economic Impacts of Medical Care Self-Administered Questionnaire (ESAQ), minor changes to questions in both the Core MEPS Interview and the Adult SAQ and removing the Cancer SAQ (CSAQ).

EAC-Federal Financial Report (EACFFR)

Abstract

The EAC Office of Grants Management (EAC/OGM) is responsible for distributing, monitoring, and providing technical assistance to states and grantees on the use of federal HAVA funds. EAC/OGM also reports on how the funds are spent, negotiates indirect cost rates with grantees, and resolves audit findings on the use of HAVA funds. The EAC-FFR is employed for all grant related financial reports issued under HAVA authority. The use of this form directly benefits award recipients by making it easier for them to administer federal grant and cooperative agreement programs through routine reporting on 2CFR200 required information - thereby reducing their administrative effort and costs. No fields will be changed from the previous authorized use of the SF425 under RCF ID: 202203-3265-005. The only requested changes will affect the reporting burden associated with EAC/OGM use of the SF425. First, the reporting schedule will increase from semi-annual reports to quarterly reports for all formula recipients. Second, use of the SF425 will be employed for new discretionary grant awardees on a semi-annual or annual basis depending on award type. By expanding upon the frequency and use of the SF425 to report expense activity related to HAVA formula and discretionary funding guidelines, the EAC can better coordinate required financial data for both the grantee, agency, and Congress. The population for the data collection are the 56 states and territories (EAC formula grantees) receiving HAVA formula grants and the recipients of new HAVA discretionary funding. EAC will email grantees notice of the required forms and guidance on our website for easy location and access. EAC will also offer technical assistance as requested in completing and submitting financial reporting.
