Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Abstract

Dodd Frank Act amended sec. 308 of the FIRREA to require NCUA, Office of the Comptroller of Currency, and the Federal Reserve Board to establish a program to comply with its goals to preserve and encourage Minority Depository Institutions (MDIs). The NCUA Board issued Interpretive Ruling and Policy Statement (IRPS) 13-1 establishing a MDI preservation program to comply with FIRREA § 308 goals. The IRPS identifies the procedure for a federally insured credit union to determine and document its ability to designate itself as a MDI, resulting in the ability to participate in the Program.

Outer Continental Shelf Activities - - Title 33 CFR Subchapter N

Key Information

Abstract

Title 43 U.S. Code (U.S.C.) 1333(d), as part of the 1978 amendments to the Outer Continental Shelf (OCS) Lands Act (the Act), states that the Coast Guard has the authority to promulgate and enforce reasonable regulations promoting the safety of life and property on OCS facilities. The Coast Guard OCS regulations include the following reporting and recordkeeping requirements:  Annual inspection of fixed OCS facilities. The regulations provide for scheduled on-site inspection, at least once a year, of each facility on the OCS subject to any environmental or safety regulation promulgated pursuant to the Act. Regulations that require self-inspection of fixed OCS facilities follow the statutory on-site inspection requirements of 43 U.S.C. 1348(c). The collection requirement can be found in 33 CFR 140.103(c).  Records to be kept by the employer. The regulations ensure compliance with the statutory mandate of the Act (43 U.S.C. 1356) to man OCS facilities or OCS vessels with U.S. citizens or permanent resident aliens. The collection requirement can be found in 33 CFR 141.35.  Facility Certificate (or letter). For certain Floating OCS Facilities (FOF), the Coast Guard will issue a Facility Certificate (or letter) per the requirements in 33 CFR 143.120.  Station bill. The regulations require Station bills on all manned OCS facilities (with the exception of Mobile Offshore Drilling Units (MODUs)). The Station bills provide an efficient means of disseminating information to all personnel with regard to their duties, duty station, and signals used during emergencies and drills. The collection requirement can be found in 33 CFR 146.130.  Emergency Evacuation Plan. The regulations require a comprehensive, site-specific contingency plan for the evacuation of all personnel from manned fixed facilities and MODUs operating on the OCS. The collection requirement can be found in 33 CFR 146.140 & 146.210.  Equivalent Equipment or Procedures. The regulations make provision for the use of alternate equipment or procedures for safety on the OCS so long as they insure a degree of safety comparable to or greater than that provided by the minimum standards in Subchapter N. If these alternate measures are to be used, then a submittal to the Coast Guard is required. The Coast Guard then determines whether the type of equipment or procedure to be used is safe. The collection requirement is outlined in 33 CFR 140.15. The statutory authority is 43 U.S.C. 1333, 1348, 1350 and 1356, and 46 U.S.C. 3102, 70001, 70105, and 70116.

Key Information

Abstract

The Commission is submitting this revised information collection to enable consumers or other members of the public to file complaints relating to digital discrimination of access to broadband. On November 15, 2021, Congress enacted the Infrastructure Investment and Jobs Act (Infrastructure Act). Section 60506(e) of the Infrastructure Act directed the Commission to “revise its public complaint process to accept complaints from consumers or other members of the public that relate to digital discrimination.” To implement this provision, as well as the other requirements of section 60506, the Commission adopted a Report and Order and Further Notice of Proposed Rulemaking on November 15, 2023. The Commission is also revising other informal consumer complaint forms. These changes, informed by the data collected through the Consumer Complaint Center (CCC) at https://consumercomplaints.fcc.gov/hc/en-us, will improve the clarity, ease of use and utility of the CCC. This will allow the Commission to process consumer complaints more efficiently and provide more detailed data to inform enforcement and policy efforts.

Abstract

The U.S. Department of Justice (DOJ) launched the Tribal Access Program for National Crime Information (TAP) in August 2015 to provide tribes access to national crime information systems for both civil and criminal purposes. TAP allows tribes to more effectively serve and protect their nation’s citizens by ensuring the exchange of critical data across the Criminal Justice Information Services (CJIS) systems and other national crime information systems. By the end of fiscal year 2018 TAP will be deployed to 47 tribes with over 150 tribal criminal justice and civil agencies participating. The service provides software to enable tribes to access national crime information databases and/or a kiosk-workstation that provides the ability to submit and query fingerprint-based transactions via FBI’s Next Generation Identification (NGI) for both criminal and civil purposes. In order to make informed decisions about participation in TAP, the Department of Justice has developed an application for use by federally recognized tribes interested in participating in TAP. The application includes information about current challenges to access that the tribe is facing as well as information and data about the current level of access and participation in national crime information systems. The application will enable tribes to think comprehensively about their needs for TAP as well as their planned usage of the information systems. In addition, the Department of Justice will improve decision making during the selection process when increased TAP participation is possible.

FBI Name Checks For Fingerprint Submissions Rejected Twice Due To Image Quality / 1-791

Abstract

Title 28, Code of Federal Regulations (C.F.R.), Section 0.85 (j) sets forth the Attorney General's delegation to the FBI to implement the exchange of identity history information for noncriminal justice purposes. Additionally, 28 C.F.R. § 20.33 (a)(3) and 50.12 both further explain the dissemination of identity history information for noncriminal justice purposes. The FBI’s Criminal Justice Information Services (CJIS) Division currently offers a Biographic Verification Service to noncriminal justice agencies as a way to obtain adjudicated criminal history information in cases where the required fingerprint image quality could not be achieved after two attempts for a fingerprint-based search. The service was implemented to ensure that individuals with poor quality fingerprints not be denied benefits, licensing, or employment opportunities due to non-discernible fingerprints. The information collected on the CJIS Biographic Verification Request form is required to ensure the agency requesting the service has the authority to request and obtain the results and to verify fingerprints were submitted and rejected twice for the individual of the request.

Abstract

Markup Application is the name of the USGS National Geospatial Technical Operations Center project that allows citizen participation in volunteer map data collection activities for hydrography datasets. Markup Application allows citizens to submit proposed changes and corrections, called “markups,” to NHD, WBD, or NHDPlus HR by drawing newly proposed features on the map or by filling out a form that explains a suggested change for a selected feature. All submitted markups, along with the user email contact, are saved in a database to be reviewed by NHD or WBD state stewards, or USGS staff, for validation.

Abstract

The U.S. Geological Survey (USGS) has historically sponsored volunteer data collection projects to enhance its topographic paper and digital map products, but these activities were suspended in 2006 due to budget concerns. Since then, new Internet technologies have made it easy for citizens to georeference and share many different types of data via online mapping platforms and social networking sites. These data have been referred to as volunteered geographic information (VGI). As a result of these developments, the USGS has reinstated the volunteer data-collection program for The National Map (http://nationalmap.gov). Using crowd-sourcing techniques, the USGS VGI project known as "The National Map Corps" encourages citizen volunteers to collect data about manmade structures in an effort to provide accurate and authoritative spatial map data for the USGS National Geospatial Program's web-based The National Map. Citizens collect and/or improve structures data by adding new features, removing obsolete points, and correcting existing data using a web-based mapping platform. Points edited become part of the National Structures Database, and include schools, hospitals, post offices, police stations and other important public buildings. Through their participation, volunteers are able to make significant contributions to the USGS's ability to provide the Nation with accurate mapping information to support response planning for natural hazards and to provide critical data for sustaining and improving the quality of life and economic vitality of the Nation. Volunteer efforts are recognized through a program that awards "virtual" badges based on the number of contributions submitted. Each edit that is submitted is worth one point towards the badge level. Additionally, volunteers are publicly acknowledged (with their consent) via the USGS's Twitter (https://twitter.com/USGSTNM), Facebook (https://www.facebook.com/USGeologicalSurvey), and Google+ (http://bit.ly/1kGmBeD) social media sites. Volunteers need nothing but access to a computer and the Internet to participate. The National Map Corps' website explains how volunteers can edit any area, regardless of their familiarity with the selected structures. Registration is simple and requires only an email address and self-selected username to facilitate on-going participation. No other personally identifiable information is collected.

Abstract

Under the Privacy and Disclosure of Official Records and Information regulations, SSA has established methods in which the public can consent to and authorize the release of records protected under the Privacy Act of 1974, 5 U.S.C. 552a of the United States Code, and request records accessible through the Freedom of Information Act (FOIA), 5 U.S.C. 552. Consent for Release of Records SSA obtains the required consent(s) (with certain exceptions specified by law) from anyone requesting information in SSA systems of records about another individual. We will not release information requested about an individual until we obtain the required consent from that individual. Under the Privacy Act of 1974 (5 U.S.C. 552a(b)), individuals may give SSA written consent to disclose their personal information to a third party of their choosing. In addition, individuals may have multiple needs for the disclosure of their personal information, such as for qualification for a mortgage or preemployment screenings. a. Form SSA-3288 (Consent for Release of Information): Form SSA-3288, is SSA’s preferred paper form for requests for disclosure of information based on the consent of the subject of the record. Respondents can download the SSA-3288 from ssa.gov/forms, obtain a copy at a local SSA field office, or request SSA mail a copy to them directly. Use of this form ensures compliance with SSA consent regulations at 20 CFR 401.100. SSA also collects consent on other writings, including non-SSA forms often used by large employers, that incorporate SSA-approved consent language. b. Form SSA-3288-OP1 (Consent for Disclosure of Records Protected Under the Privacy Act): The Form SSA-3288-OP1 will comply with the CASES Act, OMB M-21-04, and SSA consent regulations at 20 CFR 401.100. The CASES Act directed OMB to develop templates for, among other things, electronic consents for SSA to disclose records protected by the Privacy Act of 1974 to third parties. OMB implemented that statutory directive in memorandum M-21-04. SSA developed the SSA-3288-OP1 pursuant to the CASES Act and M-21-04. The public will access the webform application that populates Form SSA-3288-OP1 on the Internet by selecting the ‘‘Electronic Request for Consent to Disclose’’ link which will be posted at www.ssa.gov/privacy. The respondents are individuals consenting to, authorizing, and requesting SSA disclosure of records protected by the Privacy Act of 1974 to third parties. We are making non-substantive changes to update the SSA-3288-OP1 Electronic Signature Format and Landing Page screens to make more user friendly.
