Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Where to find an ICR?

ICRs are publicly available on RegInfo.gov, and additional guidance can be found in the FAQs.

Note: Presidential Action influences are notated for ICRs received between January 20, 2025 and July 19, 2025.

Section 90.607, Supplemental Information to Be Furnished by Applicants for Facilities Under Subpart S

Key Information

Abstract

Section 90.607 requires certain applicants requesting 800 MHz facilities to furnish a list of any other licensed facilities they hold within 40 miles of the applied for base station. This information is used to determine if an applicant's proposed system is necessary in light of communications facilities it already owns. Such a determination helps the Commission to equitably distribute limited spectrum and prevents spectrum hoarding. The information is collected only once - upon initial license application.

Evaluation of the REL Midwest Teaching Fractions Toolkit

Key Information

Abstract

The U.S. Department of Education is supporting the development and evaluation of a toolkit that supports the implementation of effective grade 6 fractions instruction based on the evidence-based recommendations in the Developing Effective Fractions Instruction for Kindergarten Through 8th Grade practice guide. The evaluation will rigorously test the efficacy of the toolkit in improving teacher self-efficacy and practices for fraction computation and rate and ratio instruction as well as student learning outcomes in grade 6 mathematics. The evaluation will use a blocked randomized controlled trial design in which schools within each district or within each block of similar schools will be randomly assigned to receive the toolkit. The evaluation will be conducted in 40 Illinois schools during the 2024/25 school year. The evaluation will focus on measuring the toolkit’s impact on three key outcomes: teacher self-efficacy for fraction computation and rate and ratio instruction, classroom practice for fraction computation and rate and ratio instruction, and students’ ability to solve fraction computation and rate and ratio problems. In addition to collecting data to measure teacher and student outcomes, the evaluation team will collect data to document the implementation of the toolkit in treatment schools and the service contrast between treatment and control schools and to describe the characteristics of participating schools, teachers, and students at baseline. The evaluation will produce a publicly available report that summarizes evaluation findings. The findings from the evaluation will inform further refinement of the toolkit, to be released to the public after the evaluation. The study team has proposed incentives to teachers and administrators to partially offset respondent time and effort in completing the survey or interview in the existing information collection – teachers would receive a $30 gift certificate upon completion of a survey or an interview, and administrators would receive a $50 gift certificate upon completion of an interview. The study team is requesting a change in the incentive for teachers from a $30 gift certificate to a $50 gift certificate for completing a survey or an interview. In addition to the many responsibilities and challenges that teachers face daily in their classrooms, teachers also are the targets of numerous requests to complete surveys on a wide variety of topics from state and district offices, independent researchers, and ED. Teacher time therefore is extremely valuable. The study team believes that the requested increase in incentive amount for teachers is needed to achieve the target response rate of 85 percent and to ensure reliable data.

Prompt Corrective Action

Key Information

Abstract

The Prompt Corrective Action (PCA) provisions of section 38 of the Federal Deposit Insurance Act require or permit the FDIC and other federal banking agencies to take certain supervisory actions when FDIC-insured institutions fall within certain capital categories. They also restrict or prohibit certain activities and require the submission of a capital restoration plan when an insured institution becomes undercapitalized. Various provisions of the statute and the FDIC’s implementing regulations require the prior approval of the FDIC before an FDIC-supervised institution, or certain insured depository institutions, can engage in certain activities, or allow the FDIC to make exceptions to restrictions that would otherwise be imposed. This collection of information consists of the applications that are required to obtain the FDIC’s prior approval to engage in these activities.

The program provides grant assistance to an eligible student attending an institution of higher education. The institution determines the students award and disburses program funds on behalf of the Department of Education (the Department). Institutions are required to report student Pell Grant payment information to the Department electronically. Electronic reporting is conducted through the Common Origination and Disbursement (COD) system. The COD system is used by institutions to request, report, and reconcile grant funds received from the Pell Grant program. The Department uses the information collected in the COD system to aid in ensuring compliance with fiscal and administrative requirements under the HEA for the Pell Grant program and under 34 CFR 690 for the Pell Grant program regulations. The Aluminum Import Monitoring and Analysis (AIM) System is vital to facilitate the real-time monitoring of aluminum imports in a volatile market. AIM will operate under the authority vested as part of the Census Act (13 U.S.C. 301(a) and 302). The Aluminum Import License Application collects the necessary information. If the total value of the covered aluminum portion of an entry is less than $5000, applicants may use a low-value license in lieu of a regular import license. ITA is seeking a non-substantive change request to add common form to the title.

Notice of Proposed Outdoor Laser Operation(s)

Key Information

Abstract

This collection is voluntary for laser operators (on a per occasion basis) planning to conduct outdoor laser operation(s). The Federal Aviation Administration (FAA) uses the information collected to evaluate potential hazards to aircraft operating in the National Airspace System (NAS). Ultimately, the goal of this collection is to maintain NAS safety and prevent an outdoor laser operation from striking an aircraft. Proponents complete and submit FAA Form 7140-1 to 1 of the 3 FAA service centers for review. Once the service center performs an initial review of the data provided in the response, they coordinate with one or more air traffic control facilities (e.g., a tower, approach control, or center) potentially affected by the proposed outdoor laser operation. The facility and/or facilities will review the proposed outdoor laser operation and provide feedback (no objection or list an objection to the operation) to the service center. If a facility lists an objection, the service center will contact the proponent and determine if the proponent can change the proposed operation to remove any objections. Once all coordination is complete, the service center will issue a determination to the proponent.
