Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Abstract

The Bureau of Land Management (BLM) proposes to clarify and support the principles of multiple use and sustained yield in the management of the public lands. This rule would incorporate climate resiliency and restoration through conservation in the management of the public lands pursuant to the Federal Land Policy and Management Act (FLPMA) and other relevant authorities. This final rule rests within 43 CFR 6000, which includes Preservation and Conservation, and would provide an overarching framework governing multiple resource areas to ensure land health and sustained yield. The rule also updates 43 CFR 1610.7–2 Designation of areas of critical environmental concern, to provide consistency in implementing FLPMA’s directive that the BLM give priority to the designation and protection of areas of critical environmental concern (ACEC). This rule would affirm the important role of restoration and protection actions in building and maintaining sustainable land management practices to ensure healthy and productive ecosystems for current and future generations. This request is being submitted in connection with the proposed rule for 43 CFR Parts 6100 and 6100 (RIN 1004-AE92).

Abstract

The Federal Communications Commission (“Commission”) requests that the Office of Management and Budget (OMB) approve a revision of the information collection titled “Mitigation of Orbital Debris,” under OMB Control No. 3060-1013, as a result of changes adopted in the Commission’s Report and Order, FCC 20-54, IB Docket No. 18-313, titled “Mitigation of Orbital Debris in the New Space Age” (Orbital Debris Report and Order), and released on April 24, 2020. In the Orbital Debris Report and Order, the Commission updated its rules related to orbital debris mitigation, including application requirements. The new rules are designed to ensure that the Commission’s actions concerning radio communications, including licensing U.S. spacecraft and granting access to the U.S. market for non-U.S. spacecraft, mitigate the growth of orbital debris, while at the same time not creating undue regulatory obstacles to new satellite ventures. The action will help to ensure that Commission decisions are consistent with the public interest in space remaining viable for future satellites and systems and the many services that those systems provide to the public. The rule revisions also provide additional detail to applicants on what information is expected under the Commission’s rules, which can help to increase certainty in the application filing process. While this information collection represents an overall increase in the burden hours, the information collection serves the public interest by ensuring that the Commission and public have necessary information about satellite applicants’ plans for mitigation of orbital debris.

Abstract

This information collection request would allow U.S. and foreign airlines to require passengers to submit documentation demonstrating that they are entitled to a travel credit or voucher under DOT regulation because their air travel is affected by a serious communicable disease. The documentation airlines may choose to require from passengers include government orders relating to a serious communicable disease that prohibit or restrict travel, or documentation issued by a licensed treating medical professional stating that the passenger should not travel to protect themselves or others from a serious communicable disease. Airline customer service agents will receive and review the documentation and determine whether a passenger is eligible for receiving the travel credit or voucher. The information is collected as needed. Airlines are prohibited from collecting this information if the Department of Health and Human Services determines that such collection is not in the public interest.

HRSA Grantee Satisfaction Survey

Key Information

Abstract

HRSA plans to survey HRSA grant recipients to better understand their opinions about HRSA’s grants processes and to improve the way HRSA conducts business with them. This survey will focus on grantee customer satisfaction areas related to the grants life cycle, grantee relationships with HRSA staff (e.g., Project Officers, Grants Management Officers), technical assistance received from HRSA Bureaus and Offices, availability of grant resources, and grantee access to guidance and instructional documents, etc. The seven grants management areas, which are directly related to the grants life cycle, are: Customer Service/ Cooperation; Policies and Procedures; Pre-Award Phase; Award Phase; Reporting/Post-Award Administration; Technical Assistance; and Priorities for Improvement. Receiving this information from external customers will provide HRSA with a repository of information that will be incorporated into strategic efforts to improve grants management services and customer service. HRSA has revised the planned survey to reflect a change in the sampling methodology. In past survey administration cycles, HRSA sent a single survey to each organization and asked them to complete the survey for the award they had received from HRSA for the longest time period. This past approach did not allow for a range of program-specific feedback from HRSA grantees. In this survey administration cycle, HRSA will send the survey to each individual grant project director and will ask them to complete the survey for a specific award. This new approach will enable HRSA to obtain more granular and actionable information regarding the full range of grant awards received by HRSA awardees.
