What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

ICRs are publicly available on RegInfo.gov, and additional guidance can be found in the FAQs.

Abstract

The proposed survey will establish a baseline for key performance indicators in the U.S. DOT Equity Action Plan and in support of U.S. DOT’s implementation of Executive Order 13985: Advancing Racial Equity and Support for Underserved Communities Through the Federal Government. This executive order establishes a government-wide policy to “pursue a comprehensive approach to advancing equity for all, including people of color who have been historically underserved, marginalized, and adversely affected by persistent poverty and inequality,” and provides an expanded definition of “equity” goes beyond definitions in past executive orders. The Executive Order stresses the importance of engagement with members of underserved communities in service of equity goals.

Medicaid and CHIP Program (MACPro) (CMS-10434)

Abstract

CMS is in the process of evaluating Medicaid systems currently operating, in order to build an enterprise architecture platform and data repository. Ideally, CMS would allow for a single point of entry to access various program and operational data applications. This effort will be implemented in phases over several years. Phase 1 will provide for a Medicaid and CHIP Program data system (MACPro) accessed through a web portal/portlet that will automate the input and retrieval of data from the states related to CHIP eligibility and Alternative Benchmark Plans (ABP). This system will also support an efficient workflow for the review and approval of the CHIP and ABP process. States will access this system and submit program information into structured data templates. CMS staff will review the templates for compliance with federal statute, regulation and policy, provide feedback to the states and track/monitor the review and approval process. Future project phasing will provide for the design, delivery and implementation of financial management programs and performance and quality metrics. CMS must meet a hard deadline for the implementation of the Affordable Care Act. This system will be operational in phases with the CHIP eligibility and benchmark plans portions/modules to be implemented in January 2013.

Abstract

VA Form 28-0968 serves as a request to collect information for claimants to apply for the mileage reimbursement benefit in an efficient, convenient, and accurate manner. VR&E must determine the identity of the claimant; the dates and length of the trip being claimed, based on the claimant's residence and the place of initial evaluation, reevaluation, and counseling to include personal or vocational adjustment, training, and attendant travel, or other place in connection with vocational rehabilitation; and whether expenses other than mileage are being claimed. Once the information is obtained, it is entered into the case management system and then the form is sent to the Support Services Division (SSD) to process payment. Without this information, mileage reimbursement would not be possible.

PLUS Adverse Credit Reconsideration Loan Counseling

Key Information

Abstract

Section 428B(a)(1)(A) of the Higher Education Act of 1965, as amended (HEA), provides that to be eligible to receive a Federal PLUS Loan under the Federal Family Education Loan (FFEL) Program, the applicant must not have an adverse credit history, as determined pursuant to regulations promulgated by the Secretary. In accordance with section 455(a)(1) of the HEA, this same eligibility requirement applies to applicants for PLUS loans under the Direct Loan Program. Since July 1, 2010, there have been no new FFEL Program loans originated and the Direct Loan Program is the only Federal loan program that offers Federal PLUS Loans. The adverse credit history section of the eligibility regulations in 34 CFR 685.200 (b) and (c) were updated in 2014 by the Department of Education (the Department) when a review of and a change to the regulations was made. Specifically, an applicant for a PLUS loan who is determined to have an adverse credit history must complete loan counseling offered by the Secretary before receiving the Federal PLUS loan. The Department is requesting an extension to the information collection regarding the adverse credit history regulations in 34 CFR 685.200 (b) and (c) and the burden these changes create for Federal PLUS loan borrowers, both parent and graduate/professional students.
