Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Abstract

U.S. Customs and Border Protection (CBP) is launching a Global Business Identifier (GBI) Evaluative Proof of Concept (EPoC) which aims to determine a single identifier solution that will uniquely discern main legal entity and ownership; specific business and global locations; and supply chain roles and functions. EPoC participants are required to obtain and submit three identifiers that provide additional information about trade entities and supply chain locations associated with U.S. imports, to CBP for enrollment into the EPoC and during the Entry process. The three identifiers are: • Legal Entity Identifier (LEI) – owned and managed by the Global Legal Entity Identifier Foundation (GLEIF) • Global Location Number (GLN)– owned and managed by GS1 • Data Universal Numbering System (DUNS) – owned and managed by Dun & Bradstreet (D&B) EPoC participants will also provide applicant information: company/entity legal name, legal entity headquarters and/or manufacturing site address, business phone number (associated with provided address), company website, Manufacture/Shipper Identification Code (MID), and Authorized Economic Operator (AEO) identification number (optional). Automated Broker Interface (ABI) filers (including brokers and self-filers) may be required to complete a GBI enrollment process, via ABI, prior to submitting the identifiers on an electronic entry (CBP Form 3461). Filers are responsible for the associated costs to obtain all three identifiers and will submit each identifier for the following supply chain roles: • Manufacturer / Producer (required) • Shipper (required) • Seller (required) • Exporter (optional) • Distributer (optional) • Packager (optional) Section 484 of the Tariff Act of 1930, as amended (19 U.S. Code 1484) and Part 141, Code of Federal Regulations, Title 19 (19 CFR Part 141), pertain to the entry of merchandise and authorize CBP to require information that is necessary for CBP to determine whether merchandise may be released from CBP custody. Provisions of the U.S. Code and CBP regulations, in various parts and related to various types of merchandise, specify information that is required for entry. For reference, Part 163, Code of Federal Regulations, Title 19 (19 CFR Part 163 Appendix A) refers to a wide variety of regulatory provisions for certain information that may be required by CBP. By testing the identifiers CBP will take its first step in determining whether to amend regulations to mandate the GBI solution. Furthermore, CBP will understand the utility of collecting and/or combining the identifiers’ data and can make an informed decision on whether to mandate the use of the GBI solution as an alternative for the Manufacturer/Shipper Identification Code (MID)

The National Marine Fisheries Service (NMFS), Alaska Region, requests extension of this currently approved information collection. This information collection contains the annual and periodic reporting requirements for American Fisheries Act (AFA) cooperatives. These requirements include reports about on-going fishing operations of the cooperatives and reports focused on efforts to minimize salmon bycatch in the Bering Sea pollock fishery. This information is used to manage the Bering Sea pollock fishery, to evaluate the salmon bycatch management measures, and to provide the public with information about how the program operates and information about bycatch reduction under this program. This information collection provides the North Pacific Fishery Management Council and NMFS with information about the organization and fishing operations of the AFA cooperatives, allocations to the AFA cooperatives, and the effectiveness of the Chinook salmon and chum salmon bycatch management measures. This information is necessary to ensure long-term conservation and abundance of salmon and pollock, maintain a healthy marine ecosystem, and provide maximum benefit to fishermen and communities that depend on salmon and pollock.

Abstract

Bonds are used to assure that duties, taxes, charges, penalties, and reimbursable expenses owed to the Government are paid; to facilitate the movement of cargo and conveyances through CBP processing; and to provide legal recourse for the Government for noncompliance with laws and regulations. Each person who is required by law or regulation to post a bond in order to secure a Customs transaction must submit the bond on CBP Form 301. Surety bonds are usually executed by an agent of the surety. The surety company grants authority to the agent via a Corporate Surety Power of Attorney, CBP Form 5297.

Abstract

Part 55 of title 10 of the Code of Federal Regulations (10 CFR), “Operators’ Licenses,” specifies information and data to be provided by applicants and facility licensees so that the NRC may make determinations concerning the licensing and requalification of operators for nuclear reactors, as necessary to promote public health and safety. The reporting and recordkeeping requirements contained in 10 CFR Part 55 are mandatory for the affected facility licensees and applicants. In addition, the information collection includes two online forms for requesting exemptions from requirements for Part 55 Exemption Request and Part 55 Research and Test Reactor Exemption Request related to the COVID-19 Public Health Emergency (PHE). The information collected by the online form is the minimum needed by NRC to make a determination on the acceptability of the licensee’s request for an exemption.

The National Agricultural Statistics Service (NASS) requests approval for non-substantive change to NASS’s Confidentiality Pledge. In the summer of 2025, the Office of Management and Budget (OMB) requested that NASS update its confidentiality pledge. This change to NASS Confidentiality Pledge would affect all surveys conducted under NASS’s 34 active Information Collections (ICs). Current Language: “Your responses will be kept confidential and any person who willfully discloses ANY identifiable information about you or your operation is subject to a jail term, a fine, or both.” Proposed Revision: “Your responses will be kept confidential and any person who willfully discloses ANY identifiable information about you or your operation without your consent is subject to a jail term, a fine, or both.”
