Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Survey on Where Parents Look for and Find Information and How They Use Information When Selecting Child Care

Key Information

Abstract

On February 28, 2024, we received approval to conduct a survey, Survey on Where Parents Look for and Find Information and How They Use Information When Selecting Child Care (OMB #0970-0627). Since approval, one nonsubstantive change request was approved to on March 19, 2024. The purpose of this survey is to better understand parent perspectives and experiences with using different information sources on child care and early education (CCEE), how they make decisions about their children’s CCEE enrollment, and information about their care arrangements and family circumstances. We launched the parent survey on March 28, 2024 and are currently using NORC’s AmeriSpeak panel to collect parent survey data. We have experienced substantially higher screener completion and interview completion rates than are typical for other AmeriSpeak surveys. Therefore, we have higher than expected burden and need to update the burden rates for this study. As such, we request to update the number of households taking the screener section of the survey from 2,100 to 7,000 and the number of households taking the full survey from 1,500 to 2,500. With increased numbers we will have greater power to detect differences between key subgroups of interest, particularly among low-incidence groups. For example, differences in information access and use based on whether the household has reliable internet access.

Abstract

To implement the Pallone-Thune Telephone Robocall Abuse Criminal Enforcement and Deterrence (TRACED) Act’s provisions related to caller ID authentication, the Commission adopted a Report and Order and Further Notice of Proposed Rulemaking on March 30, 2020, which required service providers to implement the STIR/SHAKEN caller ID authentication technology in the Internet Protocol portions of their phone networks by June 30, 2021. On August 5, 2021, the Commission adopted a Third Report and Order that established a limited role for the Commission to oversee certificate revocation decisions by the private STIR/SHAKEN governance system that would have the effect of placing providers in noncompliance with Commission rules.

An Observer Program for At-Sea Processing Vessels in the Pacific Coast Groundfish Fishery

Key Information

Abstract

This is a request for extension of an approved information collection. In 2011, the National Marine Fisheries Service (NMFS) mandated observer requirements for the West Coast groundfish trawl catch shares program. For all fishery sectors, observers must be obtained through third-party observer provider companies operating under permits issued by NMFS. The regulations at §§ 660.140 (h), 660.150 (j), and 660.160 (g), specify observer coverage requirements for trawl vessels and define the responsibilities for observer providers, including reporting requirements. Regulations at §660.140 (i) specify requirements for catch monitor coverage for first receivers. Data collected by observers are used by NMFS to estimate total landed catch and discards, monitor the attainment of annual groundfish allocations, estimate catch rates of prohibited species, and as a component in stock assessments. These data are necessary to comply with the Magnuson-Stevens Act requirements to prevent overfishing. In addition, observer data is used to assess fishing related mortality of protected and endangered species.

Workforce Innovation and Opportunity Act Joint Quarterly Narrative Performance Report

Abstract

This information collection includes data validation for the Senior Community Service Employment Program (SCSEP), and a streamlined quarterly narrative report template to support the 1) reporting, 2) recordkeeping, and 3) program evaluation requirements for the following grant programs: National Dislocated Worker Grants (DWG), H-1B grant programs (started July 1, 2016 or later), National Farmworker Jobs Program (NFJP), Reentry Employment Opportunities (REO) youth and adult grant programs, SCSEP, and YouthBuild (YB). This information collection does not increase the burden on grantees. SCSEP data validation assesses the accuracy of data collected and reported to ETA on program activities and outcomes. The accuracy and reliability of program reports submitted by states and grantees using federal funds are fundamental elements of good public administration, and are necessary tools for maintaining and demonstrating system integrity. The data validation requirement for employment and training programs strengthens the workforce system by ensuring that accurate and reliable information on program activities and outcomes is available. The WIOA Joint Quarterly Narrative Performance Report provides a detailed account of program activities, accomplishments, and progress toward performance outcomes during the quarter. It also provides information on grant challenges and timeline progress, as well as the opportunity to share success stories. Grantees currently provide quarterly narrative reports through ETA-provided, Web-based management systems that already exist and are currently in use by the grantees, or by email to Federal Project Officers where such systems do not exist. Additionally, the use of standardized narrative reports supports Workforce Innovation and Opportunity Act (WIOA) implementation and assists in identifying areas of technical assistance need consistently across the discretionary programs that are reporting on WIOA performance indicators. The use of a consistent narrative template furthers the goals of WIOA around system alignment and consistency of reporting, which helps to improve the quality of performance information that is received by ETA.

Abstract

VA Form 28-10290 will be used to collect information on individualized labor market information to include specific occupational trends, required qualifications, skillsets, salaries, physical and educational requirements for the Veteran’s identified occupational career path. The information collected will be used to conduct an evaluation to assist the Veteran in selecting a suitable vocational goal that is consistent with his or her abilities, aptitudes, interests and does not aggravate his or her disability(ies). Vocational planning is a critical element in selecting a suitable vocational goal for the purpose of the development of a rehabilitation plan for a Veteran within the Veteran Readiness and Employment (VR&E) program. The foundation of a successful rehabilitation program is a well-developed plan of action. Comprehensive labor market information is the first step in developing a successful rehabilitation plan for each Veteran. The VR&E staff subsequently, will use the information on this form to ensure a suitable vocational goal is identified as part of the Veteran’s rehabilitation plan to assist him or her in obtaining and maintaining suitable employment. This form will be obtained through electronic methods to include VA.gov or by the referring Vocational Rehabilitation Counselor. Upon compilation of the data, the form will be electronically submitted to the appropriate VR&E staff.

Abstract

SSA regularly reviews individuals’ claims for SVB to determine their continued eligibility and the correct payment amounts. Individuals living outside of the United States who receive SVB must report to SSA any changes that may affect their benefits. We initiate this collection request by sending yearly notice with instructions (SSA 2010-F6 Cover Letter), which includes an SSA 2010 F6. Since we cannot rely on self-reporting, SSA uses Form SSA-2010-F6 to collect this required information from beneficiaries living outside the United States (U.S.) who are collecting SVB. All SVB beneficiaries have interviews with the Federal Benefits Unit (FBU) every year, who assist them in completing this form. Respondents are SVB beneficiaries living outside the U.S. We are submitting this non-substantive change to remove the signature line and replace the Penalty of Perjury Statement with a Penalty of Perjury Warning.

The Department of Veterans Affairs (VA), through its Veterans Benefits Administration (VBA), administers an integrated program of benefits and services, established by law, for veterans, service personnel, and their dependents and/or beneficiaries. A Veteran’s or Surviving Spouse’s rate of “Improved Pension” is determined by family income. Generally, the income of children who are members of the household is included in this determination. However, children’s income may be excluded if it is unavailable or if consideration of that income would cause hardship. 38 U.S.C. 1521(h) and 1541(g) provide the authority for the exclusion of children’s income based on unavailability or hardship. VA Form 21P-0571 is the prescribed form used by VBA to adequately evaluate children’s income for possible exclusion from the calculation of total family income.

Key Information

Abstract

The types of surveys to be included in this clearance include various types of customer surveys, listening sessions and focus groups. Program offices will submit a generic information collection that shall include all relevant information, including a statement of need, intended use of information, description of respondents, information collection procedures, expected response rates, justification for incentives and estimated burden. This collection of information is necessary to enable FMCSA to garner voluntary customer and stakeholder feedback in an efficient, timely manner, in accordance with our commitment to improving service delivery. The information collected from our customers and stakeholders will help ensure that users have an effective, efficient, and satisfying experience with the agency’s programs. This feedback will provide insights into customer or stakeholder perceptions, experiences and expectations; provide an early warning of issues with service; or focus attention on areas where communication, training or changes in operations might improve delivery of products or services. The CDFI Fund requires this information to prevent fraud, waste, and abuse of Federal funds. Abstract

On December 14, 2017, the Commission adopted the Restoring Internet Freedom Declaratory Ruling, Report and Order, and Order, FCC 17-166. The Restoring Internet Freedom Order restored the light-touch regulatory framework which allowed the Internet to flourish for almost two decades. The Restoring Internet Freedom Order revised the information collection requirements applicable to Internet service providers (ISPs). The Open Internet Order, adopted in 2010, required ISPs to disclose certain network management processes, performance characteristics, and other attributes of broadband Internet access service. These transparency rule disclosure requirements were significantly increased by the Title II Order. The Restoring Internet Freedom Order eliminated the additional information collection obligations imposed by the Title II Order and added a few discrete elements to the Open Internet Order’s information collection requirements.

Key Information

Abstract

Section 1927 of the Social Security Act requires each State Medicaid agency to report quarterly prescription drug utilization information to drug manufacturers and to CMS via form CMS-R-144. As part of this information, the State Medicaid agencies are required to report the total Medicaid rebate amount they claim they are owed by each drug manufacturer for each covered prescription drug product each quarter.
