What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Where to find an ICR?

ICRs are publicly available on RegInfo.gov, and additional guidance can be found in the FAQs.

Note: Presidential Action influences are notated for ICRs received between January 20, 2025 and July 19, 2025.

DroneZone: Operational Waivers under Part 107

Key Information

Abstract

The FAA is improving the Web portal through which waiver requests are submitted, with robust enhancements to the portal for requesting waivers from operational sections of Part 107. As airspace waivers and operational waivers are vastly different from one another and are issued by different components of the FAA, the FAA has decided that it would be logical to create a separate IC for operational waivers. The request will allow the Federal Aviation Administration (FAA) to leverage automated means of collecting and processing operational waivers requested pursuant to 14 CFR Part 107. The DroneZone for operational waivers includes many improvements, the most important of which being completeness validation-- a crucial feature employed by such systems as OPM's eQIP system for security background checks, or the private TurboTax by Intuit. In each case, the system will not accept a submission unless all necessary data elements are provided. By introducing this feature, the FAA will vastly reduce the amount of time applicants spend locating and submitting information that they neglected to include in their original applications, and applicants can be confident that if an application is accepted by this new system, the application is complete. This technology will help the public in availing itself of 14 CFR part 107, Small Unmanned Aircraft Systems, which provides that the FAA may issue certificates of waiver that authorize certain operations that do not fulfill the requirements of Part 107. Title 14 C.F.R. § 107.200(a) provides: The Administrator may issue a certificate of waiver authorizing a deviation from any regulation specified in § 107.205 if the Administrator finds that a proposed small UAS operation can safely be conducted under the terms of that certificate of waiver. Under 14 C.F.R. § 107.205, several operational restrictions codified in Part 107 may be waived. These waivers, which are referred to as “operational waivers”, may be requested via the web portal. Through the web portal, respondents will establish a single account where they will be able to conduct multiple activities, including requesting operational waivers pursuant to § 107.205. Part 107 respondents communicate directly with the FAA when using the web portal. When a respondent requests an operational waiver, the FAA will manually process the request and provide an approval or denial to the respondent via the web portal.

Key Information

Abstract

The information collected is used -- and will be used -- by FRA to ensure that each employer--railroad or contractor -- conducting operations subject to Part 243 develops, adopts, submits, and complies with a training program for each category and subcategory of safety-related railroad employee. FRA reviews the required training programs to ensure that they include initial, ongoing, and on-the-job criteria; testing and skills evaluation measures designed to foster continual compliance with Federal standards; and the identification of critical safety defects and plans for immediate remedial actions to correct them. Responses to this information collection are mandatory. The frequency of collection is on occasion. Affected employers/respondents are required to develop, adopt, submit an comply with a training program for safety-related railroad employees, which must be submitted to FRA for approval. Railroads utilizing contractor employees to perform safety-related duties and that rely on contractor-provided training for those employees must retain a record or validation document indicating that the contractor's program was approved by FRA.

Unmanned Aircraft Remote Identification Message Elements

Key Information

Abstract

Unmanned aircraft with remote identification are mandated to broadcast the remote identification message elements addressed in this supporting statement, on occasion (when the unmanned aircraft with remote identification is operated in the airspace of the United States). This requires the disclosure of information about the unmanned aircraft. The remote identification message elements that operators are required to broadcast under this rule are considered publicly accessible information as they may be available to the public. The remote identification message elements broadcast directly from the unmanned can be received by anyone who has equipment, such as a personal wireless device, that can receive broadcast messages. The FAA considers that there is no more inherent right to privacy in the physical location of either the unmanned aircraft or the control station than there is in the location of manned aircraft. As the disclosure required by this information collection is automated, the time burden for compliance is zero hours. The information broadcast in the message elements will be used by the FAA and other Federal partners to provide airspace awareness of unmanned aircraft operations in the airspace of the United States, which could be used to distinguish compliant airspace users from those potentially posing a safety or security risk.

Reporting, Recordkeeping, and Disclosure Requirements Associated with Rules Regarding Availability of Information

Key Information

Abstract

The information collection consists of reporting, recordkeeping, and disclosure requirements under subpart C (Nonpublic Information Made Available to Supervised Financial Institutions, Governmental Agencies, and Others in Certain Circumstances) of the Rules Regarding Availability of Information (12 CFR Part 261). Subpart C contains reporting requirements that enable third parties to request the Board’s authorization to access, use, or further disclose confidential supervisory information or other nonpublic information of the Board, and that ensure that the Board is notified when any subpoena or other legally enforceable demand requires production of confidential supervisory information or other nonpublic information of the Board in the form of documents or testimony. Subpart C also contains one recordkeeping requirement related to maintaining a written account when supervised financial institutions disclose confidential supervisory information to service providers if the disclosure is deemed necessary to the service provider’s provision of services, and two disclosure requirements that apply when individuals are served with a subpoena, order, or other judicial or administrative process requiring the production of confidential supervisory information or other nonpublic information of the Board in the form of documents or testimony.

Importer's Records and Reports (TTB REC 5170/1)

Key Information

Abstract

Pursuant to chapters 51 and 52 of the Internal Revenue Code (IRC, 26 U.S.C.) and the Federal Alcohol Administration Act (FAA Act, 27 U.S.C. 201 et seq.), TTB regulates, among other things, the importation of alcohol and tobacco products. Under those statutory authorities, TTB has issued regulations in 27 CFR requiring importers of alcohol and tobacco products to provide certain information regarding their identity, TTB-issued permits, the identity and amount products imported, and the taxes paid on those products or, for products released from customs custody without payment of tax, the transfer of such products to a bonded facility. TTB also uses the collected information to ensure that imported alcohol beverage labels comply with FAA Act labeling requirements. Under this information collection, importers generally submit the required information electronically to Customs and Border Protection during the import entry process, and the required information is then electronically transmitted to TTB. In addition, importers may submit letterhead applications to TTB to request variances from established regulatory provisions. The collected import data and letterhead variance information are necessary to protect the revenue and ensure that importers comply with Federal laws and regulations regarding alcohol and tobacco products or that proposed alternatives will not pose a burden to TTB in administrating its import regulations.

Abstract

The data collected on Form I-312 is used by ICE to ensure that an Obligor presents an official request for remittance of collateral security and/or accrued interest to a duly appointed Attorney In Fact for an Obligor when the Obligor chooses to invoke this option. The data collected on Form I-312A is used by ICE to ensure that an Obligor’s intent to expressly revoke a previously valid Attorney In Fact designation is properly documented. ICE is requesting instructional updates to obligors and attorneys-in-fact.
