What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

The Administration for Community Living’s Administration on Aging (ACL/AoA) has an ongoing strategy of program improvement through enhanced program performance measurement, in compliance with requirements of the Office of Management and Budget’s (OMB) program reviews, the GPRA Modernization Act of 2010 (GPRAMA), and the OAA Section 202(f), by proposing to conduct further studies of program outcomes. The surveys have enabled ACL/AoA to establish baselines and performance targets for annual and long-term outcome measures required by OMB and incorporate new performance information in agency budget justifications and performance plans. Further, the studies demonstrated that services provided under Title III: • Are effectively targeted to vulnerable populations • Are provided to individuals who need the services • Are highly rated by recipients (quality) • Provide assistance that is instrumental in enabling recipients to maintain their independence.

Abstract

Section 452(a)(11) of the Social Security Act requires the Secretary of the Department of Health and Human Services to promulgate forms for administrative subpoenas and imposition of liens used by state child support (Title IV-D) agencies in interstate cases. Section 454(9)(E) of the Social Security Act requires each state to cooperate with any other state in using the federal forms for issuance of administrative subpoenas and imposition of liens in interstate child support cases. The forms included in this information collection request – Administrative Subpoena and Notice of Lien – fulfill these requirements. There are no changes to the forms other than updates to reflect the name change of the federal child support program office from the Office of Child Support Enforcement to the Office of Child Support Services. Burden estimates have been updated.

Fuels and Fuel Additives: Health-Effects Research Requirements for Manufacturers (40 CFR part 79, subpart F) (Renewal)

Key Information

Abstract

In accordance with the regulations at 40 CFR 79, Subparts A, B, C, and D, Registration of Fuels and Fuel Additives, manufacturers (including importers) of motor-vehicle gasoline, motor-vehicle diesel fuel, and additives for those fuels, are required to have these products registered by the EPA prior to their introduction into commerce. Registration involves providing a chemical description of the fuel or additive, and certain technical, marketing, and health-effects information. The development of health-effects data, as required by 40 CFR 79, Subpart F, is the subject of this ICR. The information collection requirements for Subparts A through D, and the supplemental notification requirements of Subpart F (indicating how the manufacturer will satisfy the health-effects data requirements) are covered by a separate ICR (EPA ICR Number 309.16, OMB Control Number 2060-0150). The health-effects data will be used to determine if there are any products which have evaporative or combustion emissions that may pose an unreasonable risk to public health, thus meriting further investigation and potential regulation. This information is required for specific groups of fuels and additives as defined in the regulations. For example, gasoline and gasoline additives which consist of only carbon, hydrogen, oxygen, nitrogen, and/or sulfur, and which involve a gasoline oxygen content of less than 1.5 weight percent, fall into a baseline group. Oxygenated additives, such as ethanol, when used in gasoline at an oxygen level of at least 1.5 weight percent, define separate non-baseline groups for each oxygenate. Additives which contain elements other than carbon, hydrogen, oxygen, nitrogen, and sulfur fall into separate atypical groups. There are similar grouping requirements for diesel fuel and diesel fuel additives. V=The research is structured into three tiers of requirements for each group. Tier 1 requires an emissions characterization and a literature search for information on the health effects of those emissions. Voluminous Tier 1 data for gasoline and diesel fuel were submitted by API and others in 1997. Tier 1 data have been submitted for biodiesel, water/diesel emulsions, several atypical additives, and renewable gasoline and diesel fuels. Tier 2 requires short-term inhalation exposures of laboratory animals to emissions to screen for adverse health effects. Tier 2 data have been submitted for baseline diesel, biodiesel, and water/diesel emulsions. Alternative Tier 2 testing can be required in lieu of standard Tier 2 testing if EPA concludes that such testing would be more appropriate. EPA reached that conclusion with respect to gasoline and gasoline-oxygenate blends, and alternative requirements were established for the API consortium for baseline gasoline and six gasoline-oxygenate blends. Alternative Tier 2 requirements have also been established for the manganese additive MMT manufactured by the Afton Chemical Corporation (formerly the Ethyl Corporation). Tier 3 provides for follow-up research, at EPAs discretion, when remaining uncertainties as to the significance of observed health effects, welfare effects, and/or emissions exposures from a fuel or fuel/additive mixture interfere with EPAs ability to make reasonable estimates of the potential risks posed by emissions from a fuel or additive. To date, EPA has not imposed any Tier 3 requirements. Under regulations promulgated pursuant to Section 211 of the Clean Air Act, (1) submission of the health-effects information is necessary for a manufacturer to obtain registration of a motor-vehicle gasoline, diesel fuel, or fuel additive, and thus be allowed to introduce that product into commerce, and (2) the information shall not be considered confidential.

ORR proposes moving the form onto a different digital platform that will enhance the functionality of the form and improve user experience.

We are requesting a three-year extension of the current paperwork clearance package (OMB number 1810-0622) related to State educational agency (SEA) procedures for adjusting Title I, Part A local educational agency (LEA) allocations determined by the U.S. Department of Education (ED). Title I, Part A of the Elementary and Secondary Education Act of 1965, as amended (ESEA), requires ED to allocate Basic Grants, Concentration Grants, Targeted Grants, and Education Finance Incentive Grants directly to LEAs. (See sections 1124(a)(2), 1124A(a), 1125(a), (b), and (c)(2), and 1125A(c) and (d)(1)((B), (2)(B), and (3)(B) of the statute at https://uscode.house.gov/browse/prelim@title20/chapter70/subchapter1/partA&edition=prelim.) Title I, Part A allocations are based primarily on poverty data provided by the Census Bureau and reflect a national list of LEAs that is generally two years old. For example, the list of LEAs used for calculating school year (SY) 2023-2024 allocations is based on LEAs that existed in SY 2021-2022. Because the list of LEAs used by ED in determining LEA allocations does not match the current universe of LEAs in many States, SEAs must adjust EDs allocations to account for district boundary changes and newly-created LEAs that are eligible for Title I, Part A funds but did not receive an allocation under ED calculations.

Abstract

The U.S. Election Assistance Commission (EAC) was provided $1,000,000 in the Fiscal Year 2023 Omnibus Appropriations Bill to reinstate the Help America Vote College Program (HAVCP) in Fiscal Year 2023 and until the appropriated funds are expended. The purpose of the HAVCP is to: Encourage students enrolled at institutions of higher education (including community colleges) to assist State and local governments in the administration of elections by serving as nonpartisan poll workers or assistants; Encourage college students to become cognizant of the elections process and civic education, and to assist in the administration of elections in their community; and Encourage state and local governments to use the services of the students participating in the program. The U.S. Election Assistance Commission (EAC) seeks proposals from accredited colleges (including community colleges), universities, nonprofit organizations, and state and local election offices for the Help America Vote College Program (HAVCP). The HAVCP Program is split into 2 subprograms: The HAVCP Poll Worker Program and the HAVCP Service Day Mini-Grant Program. We anticipate approximately 50 applicants to the Poll Worker Program and 40 applicants to the Service Day Mini-Grant Program, for a total of 90 applicants.

Abstract

The National Marine Fisheries Service Alaska Region requests extension of this currently approved information collection that contains requirements for obtaining a Federal Fisheries Permit (FFP), a Federal Processing Permit (FPP), and an Exempted Fishing Permit (EFP). An FFP is required for U.S. vessels used to fish for groundfish in the Gulf of Alaska or Bering Sea and Aleutian Islands. An FFP is also required for vessels used to fish for any non-groundfish species and are required to retain any bycatch of groundfish. An FPP is required for stationary floating processors and for shoreside processors that receive and/or process groundfish harvested from Federal waters (or from any federally permitted vessels). An EFP is issued for limited experimental purposes to support a project that could benefit fisheries and the environment. Information collected as part of an EFP is used to inform future fishery management decisions and guide future EFPs. Permit issuance is essential in fishery resources management for identification of the participants and expected activity levels and for regulatory compliance. This collection allows for continued efficient, science based, and minimal impact harvesting of Alaska fishery resources. Based on a comment received, the response to question #13 has been revised to include additional costs that may be incurred for the EFP application.

Abstract

Section 31.11 of title 10 of the Code of Federal Regulations (10 CFR), established a general license authorizing any physician, clinical laboratory, veterinarian in the practice of veterinary medicine, or hospital to possess certain small quantities of byproduct material for in vitro clinical or laboratory tests not involving the internal or external administration of the byproduct material or the radiation therefrom to human beings or animals. Possession of byproduct material under 10 CFR 31.11 is not authorized until the physician, clinical laboratory, veterinarian in the practice of veterinary medicine, or hospital has filed the NRC Form 483 and received from the Commission a validated copy of the NRC Form 483 with a registration number. The licensee can use the validated copy of the NRC Form 483 to obtain byproduct material from a specifically licensed supplier. The NRC incorporates this information into a database which is used to verify that a general licensee is authorized to receive the byproduct material.

Abstract

Companies use multiple strategies, funding streams, and tactics to field medical products that the military can use in the MHS and military operations. Little is known about the critical factors affecting medical product research, development, and acquisition by DoD. This gap in knowledge hinders the DoD’s ability to effectively influence the commercial development of life-saving medical technologies and impedes the DHA's and Services’ advanced development functions. This survey examines factors used to develop, manufacture, and commercialize products to sell to the DoD.
