Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Abstract

This justification supports clearance of an extension of the collection and consolidating it with OMB control number 9000-0062, and covers the information that contractors must submit to comply with the following FAR requirements: ● FAR 52.236-5, Material and Workmanship. This clause requires contractors to obtain contracting officer approval of the machinery, equipment, material, or articles to be incorporated into the work. The contractor’s request must include: the manufacturer’s name, the model number, and other information concerning the performance, capacity, nature, and rating of the machinery and mechanical and other equipment; and full information concerning the material or articles. When directed by the contracting officer, the contractor must submit samples of the items requiring approval for incorporating into the work. ● FAR 52.236-13, Accident Prevention, Alternate I. This alternate to the basic clause requires contractors to submit a written proposed plan to provide and maintain work environments and procedures that will safeguard the public and Government personnel, property, materials, supplies, and equipment exposed to contractor operations and activities; avoid interruptions of Government operations and delays in project completion dates; and control costs in the performance of this contract. The plan must include an analysis of the significant hazards to life, limb, and property inherent in contract work performance and a plan for controlling these hazards. ● FAR 52.236-15, Schedules for Construction Contracts. This clause requires contractors to prepare and submit to the contracting officer for approval three copies of a practicable schedule showing the order in which the contractor proposes to perform the work, and the dates on which the contractor contemplates starting and completing the several salient features of the work (including acquiring materials, plant, and equipment). ● FAR 52.236-19, Organization and Direction of the Work. This clause requires contractors, under cost-reimbursement construction contracts, to submit to the contracting officer a chart showing the general executive and administrative organization, the personnel to be employed in connection with the work under the contract, and their respective duties. The contractor must keep the data furnished current by supplementing it as additional information becomes available.

Key Information

Abstract

This survey will provide estimates of quarterly revenue and other data items from businesses or other for-profit organizations and not-for-profit institutions, in several industries. The Bureau of Economic Analysis uses the survey results as input to its quarterly Gross Domestic Product (GDP) and GDP by industry estimates. The estimates provide the Federal Reserve Board and Council of Economic advisors with timely information to assess current economic performance. The Centers for Medicare and Medicaid Services use the QSS estimates to develop hospital-spending estimates for the National Health Expenditure Accounts. Other government and private stakeholders also benefit from a better understanding of important cyclical components of our economy.

For all awards for heroism, combat or non-combat, notarized statements by at least two eyewitnesses must be included. Midshipmen in the Naval Reserve Officer Training (NROTC) are generally eligible for military awards only when serving under orders on active duty.

The National Marine Fisheries Service (NMFS), Alaska Region, requests revision and extension of this currently approved information collection. This information collection contains the annual and periodic reporting requirements for American Fisheries Act (AFA) cooperatives. These requirements include reports about on-going fishing operations of the cooperatives and reports focused on efforts to minimize salmon bycatch in the Bering Sea pollock fishery. This information is used to manage the Bering Sea pollock fishery, to evaluate the salmon bycatch management measures, and to provide the public with information about how the program operates and information about bycatch reduction under this program. This information collection provides the North Pacific Fishery Management Council and NMFS with information about the organization and fishing operations of the AFA cooperatives, allocations to the AFA cooperatives, and the effectiveness of the Chinook salmon and chum salmon bycatch management measures. This information is necessary to ensure long-term conservation and abundance of salmon and pollock, maintain a healthy marine ecosystem, and provide maximum benefit to fishermen and communities that depend on salmon and pollock. Three changes were made to this collection. The AFA Annual Cooperative Report was removed from this collection because it was added to OMB Control Number 0648-0678 in 2019. The Incentive Plan Agreement (IPA) and the IPA Annual Report were renamed the Bering Sea Pollock Fishery Incentive Plan Agreement (IPA) and the Bering Sea Pollock Fishery IPA Annual Report, respectively, to clarify the fishery these are associated with.

Abstract

The Office of the National Coordinator for Health IT (ONC) is requesting OMB approval for a new collection of information finalized in the Health Data, Technology, and Interoperability: Certification Program Updates, Algorithm Transparency, and Information Sharing Final Rule. This new information collection request which pertains to the Insights Condition and Maintenance of Certification requirements is found at § 170.407. As a Condition of Certification in § 170.407(a), a health IT developer must submit responses in accordance with the established Insights Condition of Certification requirements with respect to all applicable certified health technology a health IT developer offers under the Program. As a Maintenance of Certification in § 170.407(b), a health IT developer must provide responses annually (once a year) to the Insights Condition of Certification for any applicable certified health IT that have or have had an active certification at any time under the Program during the prior six months to an independent entity. For the purposes of estimating potential burden, we believe the independent entity will take approximately 5 minutes to review a response submission for completeness per § 170.407(a), and approximately 30 minutes to submit the completed response submission to ONC per § 170.407(b), based on how many products a certified health IT developer may be required to submit responses for.

In the First R&O, the Commission adopted its proposal for wider implementation of Modulation Dependent Carrier Level (MDCL) control technologies by amending Section 73.1560(a) of the rules, to provide that an AM station may commence operation using MDCL control technology without prior Commission authority, provided that the AM station licensee notifies the Commission of the station’s MDCL control operation within 10 days after commencement of such operation using the Bureau’s Consolidated Database System (CDBS).

Abstract

This is a request for extension of an existing information collection. The objectives of the National Sea Grant College Program, as stated in the Sea Grant legislation (33 U.S.C. 1121 § et seq.) are to increase the understanding, assessments, development, utilization, and conservation of the Nation’s ocean, coastal, and Great Lakes resources. It accomplishes these objectives by conducting research, education, and outreach programs. Grant monies are available for funding activities that help obtain the objectives of the Sea Grant Program. Both single and multi-project grants are awarded, with the latter representing approximately 80 percent of the total grant program. In addition to other standard grant application requirements, three forms are required with the grants. The Sea Grant Control Form (NOAA Form 90–1) is used to identify the organizations and personnel who would be involved in the grant and briefly summarize the proposed activities under the grant. The Project Record Form (NOAA Form 90–2), which collects summary data on projects, helps the National Sea Grant Office (NSGO) evaluate the proposals during its funding decisions. The Sea Grant Budget Form (NOAA Form 90–4) provides information similar to, but more detailed than, standardized budget forms SF–424A or SF–424C, and allows the NSGO to determine whether or not the breakdown cost of multi-project grant awards is reasonable. Collectively, the data supplied in these documents form the basis for many of NSGO’s responses to the Administration, the Congress, other agencies, and to the public about the scope of Sea Grant activities. The National Sea Grant College Program Act (33 U.S.C. § 1126) also provides for the designation of a public or private institution of higher education, institute, laboratory, or State or local agency as a Sea Grant college or Sea Grant institute. Applications are required for designation of Sea Grant Colleges and Sea Grant Institutes, although no forms are required. The data the collection provides helps the National Sea Grant Office determine the suitability of the applicant for meeting the standards and conditions for being a Sea Grant College as set forth in 33 U.S.C § 1126 and 15 CFR 918.5.

Part 193 of the Federal Aviation Administration (FAA) regulations provides that certain information submitted to the FAA on a voluntary basis is not to be disclosed. This part implements a statutory provision. The purpose of Part 193 is to encourage the aviation community to voluntarily share information with the FAA so that the agency may work cooperatively with industry to identify modifications to rules, policies, and procedures needed to improve safety, security, and efficiency of the National Airspace System (NAS). The information collection associated with Part 193 also supports the Department of Transportation's Strategic Goal of Safety and Security. 14 CFR Part 193 of the Federal Aviation Administration (FAA) regulations provides that certain information submitted to the FAA on a voluntary basis is not to be disclosed. Part 193 carries out 49 U.S.C. § 40123 which prescribes when and how the FAA protects from disclosure safety and security information that is voluntarily submitted to the FAA. This part implements a statutory provision. The purpose of Part 193 is to encourage the aviation community to voluntarily share information with the FAA so that the agency may work cooperatively with industry to identify modifications to rules, policies, and procedures needed to improve safety, security, and efficiency of the National Airspace System (NAS). The information collection associated with Part 193 also supports the Department of Transportation's Strategic Goal of Safety and Security. To encourage people to voluntarily submit desired information, 49 United States Code (USC) § 40123 was added in the Federal Aviation Reauthorization Act of 1996. § 40123 allows the Administrator, through FAA regulations, to protect from disclosure voluntarily provided information relating to safety and security issues. 49 USC § 44735 protects ASAP and ASIAS information from disclosure and review by the general public. The White House Commission on Aviation Safety and Security issued a 1 recommendation on this subject. In Recommendation 1.8, the Commission noted that the most effective way to identify problems is for the people who operate the system to self-disclose the information, but that people will not provide information to the FAA unless it can be protected. FAA programs that are covered under Part 193 are the Voluntary Safety Reporting Programs (FAA Order 7200.20), Air Traffic and Technical Operations Safety Action Programs (FAA Order 7200.22), Aviation Safety Action Program (ASAP) (FAA Order 8000.82), and Voluntary Disclosure Reporting Program (VDRP) (FAA Order 8000.89).

Abstract

The collection of this information is required from one group of entities – the approximately 60 public agencies that control covered airports. The agencies are required to submit this information to obtain the benefit of receiving AIP grants and being approved to collect PFC revenue. In particular, §§40117(k) and 47106(f) specify that no PFC may be approved for a covered airport and no AIP grant may be made for a covered airport unless the airport has submitted a written competition plan in accordance with the statute. This collection asks the public agencies to report on the availability of airport gates and related facilities, leasing and sub-leasing arrangements, gate-use requirements, gate-assignment policy, financial constraints, airport controls over air- and ground-side capacity, and whether the airport intends to build or acquire gates that would be used as common facilities. The DOT/FAA uses information submitted in response to this requirement to carry out the intent of §§ 40117(k) and 47106(f), which is to assure that a covered airport has, and implements, a plan to provide opportunities for competitive access by new entrant air carriers or air carriers seeking to expand. The information allows FAA to assess the competitive environment at airports and provide feedback to the airport on suggested improvements. Airports are interested in this analysis as the FAA occasionally receives requests from airports to review competition plans outside of the required window in order to receive updated analysis on their competitive environments. Once an airport qualifies as covered the collection frequency is as follows: it is required to send its initial competition plan as soon as possible. Upon approval by the FAA of the initial competition plan, the public agency must submit two (2) competition plan updates, in 18-month intervals, while it remains a covered airport. Once an airport has submitted, and the FAA has approved, its initial competition plan and the subsequent two (2) updates, a competition plan is only required if the airport (1) has filed a competitive access report as required by Section 424 of Vision 100, codified as 49 U.S.C. § 47107(s) stating it has denied access to an air carrier for gates or facilities within the last six months; or (2) is executing a new master lease and use agreement, or significantly amending a lease and use agreement, including an amendment due to use of PFC financing of gates. If an airport loses its status as a covered airport, no further competition plan updates are required unless or until the airport becomes covered again. This information is received by FAA and not disseminated further. However, the FAA encourages public agencies to post their submission on their website for public viewing.

In a September 2023 Second Report and Order (FCC 23-75), the Federal Communications Commission (FCC) revised the Numbering Authorization Application process, which allows interconnected VoIP providers to apply for a blanket authorization from the FCC that, once granted, will allow them to demonstrate that they have the authority to provide service in specific areas, thus enabling them to request numbers directly from the Numbering Administrators. This collection covers the information and certifications that applicants must submit in order to comply with the Numbering Authorization Application process. The data, information, and documents acquired through this collection will allow interconnected VoIP providers to obtain numbers with minimal burden or delay while also preventing providers from obtaining numbers without first demonstrating that they can deploy and properly utilize such resources. The revisions to this information collection are necessary to further stem the tide of illegal robocalls perpetrated by interconnected VoIP providers, to protect the nation’s numbering resources from abuse by foreign bad actors, and to advance other important public policy objectives tied to the use of our nation’s limited numbering resources.
