Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Abstract

The Department of Labor (DOL) is tasked to “establish and maintain a program to furnish counseling, assistance in identifying employment and training opportunities, help in obtaining such employment and training, and other related information and services to members of the armed forces under the jurisdiction of the Secretary concerned who are being separated from active duty and the spouses of such members” under 10 U.S.C. § 1144. As part of the Transition Assistance Program (TAP), DOL proposes to place job assistance counselors (Employment Navigators) on select military bases to assist transitioning service members move into the civilian labor force. Employment Navigators will assist transitioning service members to get placed on a best-fit pathway for his/her desired career. In order to create return on investment metrics, data must be collected on the services provided by Employment Navigators, and employment-based outcomes that follow. Data is expected to be collected directly from Employment Navigators assisting transitioning service members, as well as any DOL-approved service partners who also provided job-assistance services to the service members.

Key Information

Abstract

CMS requires contracted Part D providers to submit prescription drug event (PDE) records as required by the Medicare Prescription Drug Improvement, and Modernization Act of 2003. The PDE data is then used in the Payment Reconciliation System to perform the annual Part D payment reconciliation, any PDE data within the Coverage Gap Phase of the Part D benefit is used for invoicing in the CGDP, and the data are part of the report provided to the Secretary of the Treasury for Section 9008. Section 11102 of the Inflation Reduction Act of 2022 establishes a Part D inflation rebate by manufacturers of certain single source drugs and biologicals with prices increasing at a rate faster than the rate of inflation. CMS will use data reported under sections 1860D-15(c)(1)(C) and (d)(2), in part, to rank drugs by total expenditures under Part D in order to select drugs for negotiation and to identify units to calculate inflation rebates. We also intend to use the PDE data submissions from Part D sponsors to fulfill our statutory obligations under the Social Security Act. This includes the use of PDE data to fulfill obligations or operationalize any future legislative changes to the Social Security Act that impact the Part D program. CMS is notifying users that it will also use data reported under sections 1860D-15(c)(1)(C) and (d)(2) to implement the Medicare Drug Negotiation Program and to calculate inflation rebates as required by the Inflation Reduction Act of 2022, as well as to fulfill our statutory obligations under the Social Security Act. This includes the use of PDE data to fulfill obligations or operationalize any future legislative changes to the Social Security Act that impact the Part D program.

The information requested on the form is limited to that which is necessary for the Chief of Mission to approve SIV applicants. Previously, applicants submitting the DS-157 were required to fill out the DS-160. However, the DS-157 is only being used by SIV applicants for Chief of Mission approval. Abstract

On January 3rd, 2024, we received approval to conduct a nationally descriptive survey data collection for Financing for Early Care and Education Quality and Access for All (F4EQ) (OMB #0970-0623). This project seeks to better understand the landscape of Head Start’s participation in coordinated funding models and the state policy contexts in which Head Start programs make funding decisions. For this portion of the project, we aim to answer research questions through national surveys to two respondent groups: (1) Head Start program directors (“program survey”) and (2) state early care and education (ECE) administrators (“state survey”). A nonsubstantive amendment (#1) was approved on 1/23/24 after for minor updates to the consent language and surveys were identified for clarification while programming was completed. As the research team conducted final testing on the programmed OMB-approved survey, we identified minor edits to the program director survey that would make items more understandable. In addition, in order to properly implement the proposed experiment to examine whether a pre-token of appreciation affects response rates, we added an initial set of questions to the program director survey that allows respondents selected to receive the pre-token of appreciation to choose a gift card and provide the email address to which the gift card should be sent.

Financial Responsibility for Motor Carriers of Passengers and Motor Carriers of Property

Abstract

This ICR is a request for the renewal of a mandatory collection. DOT promulgates regulations that establish minimum levels of financial responsibility for motor carriers of property to cover public liability, property damage, and environmental restoration, and minimum levels of financial responsibility for for-hire motor carriers of passengers to cover public liability and property damage. It is mandated that motor carriers maintain proof of the required financial responsibility at their principal places of business, available upon request of an FMCSA safety investigator during investigations or audits. Insurance endorsements and surety bonds are considered public information and must be produced by a motor carrier of property or a motor carrier of passengers for review upon reasonable request by a member of the public. Motor carriers domiciled in Canada, Mexico, and non-North America (NNA) domiciled carriers who transport property or conduct passenger transportation operations within the United States must obtain an insurance endorsement or surety bond. All vehicles operated in the United States by these motor carriers must have a legible copy of the insurance endorsement or surety bond in the vehicle available to Federal or State enforcement officials during roadside inspections. FMCSA and the public use the information collected to verify that a motor carrier of property or passengers has obtained, and has in effect, the required minimum levels of financial responsibility. This ICR has a program adjustment of an increase in annual responses and burden hours due to a 51 percent increase in the number of entities that registered in 2020-2022. The procedures utilized to this effect include but are not limited to tests of various types of survey operations, focus groups, cognitive interviews and laboratory activities, respondent debriefing questionnaires, field tests, pilot testing, exploratory interviews, experiments with questionnaire design, and usability testing of electronic data collection instruments. This generic testing clearance is a helpful vehicle for evaluating quantitative and qualitative data collection instruments and various data collection procedures. It will allow IMLS to take advantage of a variety of methods to identify quantitative and qualitative data collection instruments and procedural problems, suggest solutions, and measure the relative effectiveness of alternative solutions. Using these techniques IMLS will strive to simplify quantitative and qualitative data collection instruments for respondents, reduce respondent burden, and increase the quality of the quantitative and qualitative data collection instruments used in continuing research. Thus, with the potential to increase respondent comprehension of questions and use of data collection tools, an increase in the quality of the data collected through these surveys would be achieved as well. During the three-year generic clearance and depending on the methodological need, IMLS may administer various methodological testing activities, which may include cognitive testing of new quantitative and qualitative data collection items or instruments, field tests including split sample experiments in multiple panels, and usability testing of electronic data collection or dissemination instruments. The focus of these activities will include testing of items and research about one-off/topical surveys, as well as other methodologies of creating, administering, or disseminating results from quantitative and qualitative data collection instruments. IMLS will rely on the following authorizing statute for data collections submitted under this generic clearance with each generic Information Collection (IC) submission to OMB: • Section 9108 of the Museum and Library Services Act of 2018 provides general legislative authority for the planned data collection. This section authorizes policy research, data collection, analysis and modeling, evaluation, and dissemination of information. 20 U.S.C. § 9108. The specific methods proposed for coverage by this clearance are described in Part B.

Abstract

The 2024-2026 Census of Jails (COJ) will provide current information on inmate populations throughout the country. Data will be used for program planning and policy making for corrections. The COJ is BJS’s primary administrative data collection dedicated to the study of local jails, providing state-level and national statistics on the number of inmates confined in jails, characteristics of the jail population, counts of admissions and releases, and jail facility characteristics. Administered to about 2,900 local jails nationwide and 12 Federal Bureau Prisons (BOP) detention facilities that function as jails, the COJ generates a complete enumeration of all local jails, serving as the sampling frame for BJS’s jail surveys such as the National Inmate Survey (NIS, OMB Control Number 1121-0311) and the Survey of Inmates in Local Jails (SILJ, OMB Control Number 1121-0098).

Abstract

Section 45R of the Internal Revenue Code (Code) offers a tax credit to certain small employers that provide insured health coverage to their employees. Section 45R was added to the Code by section 1421 of the Patient Protection and Affordable Care Act, enacted March 23, 2010, Public Law No. 111–148 (as amended by section 10105(e) of the Patient Protection and Affordable Care Act, which was amended by the Health Care and Education Reconciliation Act of 2010, Public Law 111–152 (124 Stat. 1029)) (collectively, the ''Affordable Care Act''). Eligible small employers use Form 8941 to figure the credit for small employer health insurance premiums for tax years.
