What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Abstract

Under Title I of ERISA, the administrator of each welfare plan and each pension plan, unless otherwise exempt, is required to file an annual report with the Secretary containing the information set forth in section 103 of ERISA. The statutory annual reporting requirements under Titles I and IV of ERISA, as well as the Internal Revenue Code (the Code), are satisfied generally by filing the appropriate annual return/report (the Form 5500). On April 27, 1995, the Department implemented the Delinquent Filer Voluntary Compliance Program (the DFVC Program) in an effort to encourage annual reporting compliance. Under the DFVC Program, administrators otherwise subject to the assessment of higher civil penalties are permitted to pay reduced civil penalties for voluntarily complying with the annual reporting requirements under Title I of ERISA. The only information collection requirement included in the DFVC Program is the requirement of providing data necessary to identify the plan along with the penalty payment. This data is the only means by which each penalty payment is associated with the relevant plan. With respect to most pension plans and welfare plans, the requirement is satisfied by sending, along with the penalty payment, a copy of the delinquent annual report (without attachments or schedules) which is filed with the Department at a different address under the EFAST system. In the event that the plan administrator files the delinquent annual report using a 1998 or prior plan year form, a paper copy of only the first page of the Form 5500 or Form 5500–C, as applicable, should be submitted along with the penalty payment. Certain pension plans for highly compensated employees, commonly called “top hat” plans, and apprenticeship plans may file a one-time statement in lieu of annual reports. With respect to such plans, information collection requirements of the DFVC Program are satisfied by sending a completed first page of an annual report form along with the penalty payment. The one-time statements are required to be sent to a different address within the Department. The DFVC Program is designed to allow the processing of all penalty payments at a single location within the Department.

L. 110-315, added provisions to the Higher Education Act, as amended (HEA) in sections 760 and 766 that enable eligible students with intellectual disabilities to receive Federal Pell Grant (Pell), Supplemental Educational Opportunity Grant (FSEOG), and Federal Work Study (FWS) funds if they are enrolled in an approved program. This collection provides the method for institutions to report the number of Pell Grant, SEOG and FWS funds used for such a purpose.

This tagging of equipment serves as a record, enhances railroad employee's safety and ensures that rolling stock arrives at the correct designated locations, thereby reducing shipper's expenses.

Abstract

This Information Collection Request (ICR) is for the reinstatement of data collection efforts for the National Resources Inventory Conservation Effects Assessment Project (NRI CEAP) cropland assessment for a period of three years. The last CEAP information collection occurred in 2016. For the upcoming CEAP Surveys in 2024, 2025, and 2026, the NRI CEAP program will be at the continental US level (48 States). The target sample size will average 20,000 farm operators annually for the three-year period. Data collected under this ICR is under a cooperative agreement between the National Agricultural Statistics Service (NASS) and the Natural Resources Conservation Service (NRCS) in cooperation with the Iowa State University Center for Survey Statistics and Methodology (ISU-CSSM).

U.S. Locational Requirement for Dispatching U.S. Rail Operations

Abstract

This collection of information is mandatory, collected as needed, and is associated with FRA's rule 49 CFR part 224. It involves both reporting and recordkeeping requirements. Part 241 requires, in the absence of a waiver, that all dispatching of United States railroad operations be performed in the United States. A railroad may, however, dispatch from a country other than the United States in an emergency situation, but only for the duration of the emergency situation. A railroad relying on this exception must provide written notification of its action to FRA as soon as practicable. This information collected is used as part of FRA's oversight function to help ensure that extraterritorial dispatchers comply with applicable safety regulations.

Connecting Adults to Success: Career Navigator Training Study (CATS Study)

Abstract

The Institute of Education Sciences within the U.S. Department of Education requests clearance for a revision to the Connecting Adults to Success: Evaluation of Career Navigator Training (1850-0973, approved on July 18, 2022). This demonstration study examines the impact of training for career navigators—local adult education provider staff who provide services to address the challenges that learners face navigating the transition to the workforce and to further education and training. The study compares the education and employment outcomes of learners enrolled in adult education sites whose career navigators are assigned by lottery to receive the study’s training (the treatment group) with the outcomes of learners enrolled in the business-as-usual sites who are assigned by lottery to receive the study's training after the study period (the comparison group). Approximately 64 adult education sites nationally are participating in the study. Impacts on learners' education and employment outcomes will be examined after 18 and 30 months. The revision is for the purpose of shifting one component of the approved data collection plan – frequent adult education career navigator-completed logs—to add a single follow-up survey to ensure the study can still examine whether the training leads to changes in these practices. The survey is now needed because of concerns about low response rates and data quality from early rounds of those logs.

HEDIS Data Collection for Medicare Advantage (CMS-10219)

Abstract

CMS has a responsibility to its Medicare beneficiaries to ensure that care provided by Medicare Advantage (MA) contracts to CMS is of high quality and conforms to currently acceptable standards of medical care. CMS accomplishes this through the collection, analysis and dissemination of HEDIS data, the most widely used standardized clinical performance measurement set in managed care. Since January 1997, Medicare managed care contracts have been required to annually report quality of care performance measures from HEDIS. In April 1997, CMS began working with NCQA to implement HEDIS data collection directly into the Medicare managed care program. It is critical to the agency's mission that CMS continues to collect and disseminate information that will help beneficiaries choose among health plans; information that contributes to better health care through the identification of quality improvement opportunities; and provides for proper oversight and management of the Medicare program. These data are used in external CMS information products issued to beneficiaries, and are published on the CMS public website. These data are also made publicly available through public use files (PUFs) posted on the CMS website. CMS relies heavily on HEDIS data for contractor surveillance and assessment activities. It is critical to the agency's mission that CMS continues to collect and disseminate information that will help beneficiaries choose among health plans; information that contributes to better health care through the identification of quality improvement opportunities; and provides for proper oversight and management of the Medicare program.

NMFS Alaska Region Vessel Monitoring System (VMS) Program

Abstract

This is a resubmission, with the final rule, of a request by the National Marine Fisheries Services (NMFS), Alaska Regional Office, for extension and revision of this currently approved information collection for the NMFS Alaska Region Vessel Monitoring System (VMS) Program. NMFS requires owners and operators of selected vessels participating in federally managed groundfish and crab fisheries off Alaska to obtain, install, and maintain an operational, NMFS-approved VMS. Tracking vessel location using VMS is required to monitor compliance with area-specific catch allocations, monitor compliance with requirements to redeploy or remove fishing gear from commercial fishing grounds, and monitor compliance with complicated time and area closures in the Gulf of Alaska and Bering Sea and Aleutian Islands to protect Steller sea lion or essential fish habitat. This information collection is revised due to the final rule (RIN 0648-BM42) to implement Amendment 16 to the Fishery Management Plan for the Salmon Fisheries in the EEZ Off Alaska. Amendment 16 and the rule establish Federal fishery management for all salmon fishing that occurs in the Cook Inlet Exclusive Economic Zone (EEZ), which includes commercial drift gillnet and recreational salmon fishery sectors. This collection is revised to include vessels commercially fishing for salmon in the Cook Inlet EEZ Area that will be required to install and maintain an operational VMS. This increases the number of respondents for this collection.This rule will also add a new information collection for the Cook Inlet EEZ commercial salmon fishery under new OMB control number 0648-0818. NMFS is submitting a separate request for the new collection. No changes were made to the requirements in this collection from the proposed rule to the final rule.

Abstract

The Office of Policy Development and Research (PD&R) at the U. S. Department of Housing and Urban Development (HUD) contracted with MEF Associates, with subcontractor Abt Associates, to develop the Research Design and Data Collection and Analysis Plan for an evaluation of the Moving to Work Expansion Asset Building Cohort. As required under the Paperwork Reduction Act, HUD seeks approval from the Office of Management and Budget (OMB) for data collection instruments for the evaluation. Moving to Work (MTW) is a HUD demonstration that encourages selected PHAs to test ways to increase the cost effectiveness of federal housing programs, encourage greater self-sufficiency of households receiving housing assistance, and increase housing choice for low-income families. MTW designation gives PHAs relief from some regulations and laws that apply to Housing Choice Voucher (HCV) and public housing programs. The Consolidated Appropriations Act of 2016 authorized HUD to award MTW authority to 100 additional PHAs by September 2023, and required that new MTW agencies be selected in cohorts with a specific policy focus. The Asset Building Cohort will test two types of asset building programs for HUD households, rent reporting for credit building and an opt-out savings account program. The ABC has 17 PHAs. Of these 17 PHAs, 9 PHAs will implement an opt-out savings program, six PHAs will implement reporting rent payments to credit agencies, and two PHAs have unique asset building programs. The evaluation of the ABC will include these three components: 1) Program Implementation Study 2) Impact Studies: a. Rent Reporting for Credit Building Study i . Quantitative study of impact on credit scores ii. Qualitative study of family experiences with rent reporting b. Opt-Out Savings Account Study i. Abstract

House Rule 3295, the Help America Vote Act of 2002, mandates that States verify the identities of newly registered voters. When newly registered voters do not have driver’s licenses or State-issued ID cards, they must supply the last four digits of their Social Security number to their local State election agencies for verification. The election agencies forward this information to their State Motor Vehicle Administration (MVA), and the State MVA inputs the data into the American Association of MVAs, a central consolidation system that routes the voter data to SSA’s Help America Vote Verification (HAVV) system. Once SSA’s HAVV system confirms the identity of the voter, the information returns along the same route in reverse until it reaches the State election agency. The respondents are the State MVAs seeking to confirm voter identities.

The purpose of this collection is to retrieve information necessary to conduct a compliance review as described in CMS-0014-N (68 FR 60694). These forms will be submitted to the Centers for Medicare & Medicaid Services (CMS), Program Management National Standards Group, from entities covered by HIPAA Administrative Simplification regulations. It is expected that covered entities under HIPAA (health plans, health care clearinghouses, and health care providers who electronically transmit any health information in connection with transaction for which HHS has adopted standards) will complete these forms during a CMS scheduled compliance review. The HCSDB is a population-based survey. This information collection, which began in 2008, continues to be of critical importance to DHA and Congress in assessing Military Health System (MHS) and Managed Care Support Contractor performance by allowing for trending by various beneficiary categories over time.

Study of Assessing CDBG–DR and Disaster Recovery Outcomes of Renter Household

Key Information

Abstract

This research is conducted under the authority of the Secretary of the U.S. Department of Housing and Urban Development to undertake research and studies related to HUD’s mission and programs (12 USC 1701z-1 et seq.). Findings from various studies illustrate that renters are underprioritized compared to homeowners in terms of recovery program opportunities (Wilson et al., 2021). Renters have fewer disaster assistance options than homeowners (Mickelson et al., 2019) leading to longer-term displacement (Fussell and Harris, 2014). Additionally, disasters disrupting rental housing markets can permanently displace renters (Wilson et al., 2021), increase rents (Dillon-Merrill et al., 2018; GAO, 2010), affect long term availability (Dillon-Merrill et al., 2018; Sheldon and Zhan, 2019), cause post-disaster displacement , particularly for residents relying on housing vouchers (Hamideh and Rongerude, 2018; Vinogradasky, 2009), and result in displaced renters being less likely to return to their original places of residence (Levine et al., 2007; Hori and Schafer, 2010; Fussell and Harris, 2014). This research addresses the HUD issued NOFO (FR-6600-N-29A) to “improve disaster recovery effectiveness for renter households by examining the disaster recovery outcomes of renter households and rental housing stock in places that received Community Development Block Grant-Disaster Recovery grants (CDBG-DR).” . This research objectives aim to (1) better understand CDBG-DR allocations across housing tenure, specifically for renters, (2) identify successful processes with corresponding outcomes for rental housing recovery aid programs, (3) engage with and link disaster recovery strategies and programs to actual and desired outcomes amongst renters from their lived experiences, and (4) translate this research into actionable programmatic recommendations with appropriate timelines, policy making and implementation changes to improve these outcomes. HORNE LLP is managing this research under a cooperative agreement. The purpose of this research is to involve both renters and property owners who have experienced disasters, aiming to capture their firsthand experiences and gain deeper insights into their specific needs and challenges. The overall goal of this study is to collaboratively devise targeted intervention strategies, implemented through CDBG-DR, to comprehensively address the needs of renters whose homes have been damaged or destroyed, thereby enhancing future disaster recovery efforts.
