Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Abstract

In particular, these checklist forms provide a standardized format that can be used by FRA inspectors and customers to conduct sample car inspections for various new types of cars. This information collection is voluntary and submitted as needed. It involves a record keeping and reporting requirement.

Alternate PCB Extraction Methods and Amendments to PCB Cleanup and Disposal Regulations (Final Rule)

Key Information

Abstract

The Toxic Substances Control Act (TSCA) section 6(e), 15 USC 2605(e), directs the Environmental Protection Agency (EPA) to regulate the marking and disposal of polychlorinated biphenyls (PCBs). Implementing regulations have been codified in Part 761 in Title 40 of the Code of Federal Regulations (40 CFR part 761). Under this authority, EPA established specific methods that are allowable for extraction and analysis for PCBs under the TSCA regulations (also referred to as the “PCB regulations” throughout this document). EPA is expanding and updating the allowable methods. These changes will provide greater flexibility to entities characterizing and verifying the cleanup of PCB waste. The additional extraction and determinative methods are also expected to ease regulatory burden and costs on the regulated community, result in quicker and more efficient cleanups, and reduce the amount of solvent used in PCB extraction processes. EPA is also adding several other amendments to the PCB regulations. Specifically, the Agency is amending the performance-based disposal option for PCB remediation waste; removing the provision allowing PCB bulk product waste to be disposed as road bed material; adding more flexible provisions for cleanup and disposal of waste generated by spills that occur during emergency situations (e.g., hurricanes or floods); harmonizing the general disposal requirements for PCB remediation waste; and making other amendments to improve the implementation of the regulations, clarify ambiguity, and correct technical errors. The overall reporting and recordkeeping requirements for PCBs are reported in a separate ICR, OMB Control No. 2070-0112 (EPA ICR No. 1446.14). This ICR (EPA ICR No. 2688.02 (2050-0230)) will be rolled into the consolidated PCB ICR (EPA ICR No. 1446.15) in the next renewal cycle.

The DOT monitors and studies the movement of aircraft and passengers through the national air space system to ensure safe and efficient operations. DOT is committed to guide and oversee America’s air transportation system today and into the future by taking note of statistical trends that identify airport utilization. DOT is committed to developing transportation policies and programs that contribute to providing fast, safe, efficient and convenient transportation at the lowest cost. On-Time data are used in assessing long-term air traffic control and airport development needs. Air traffic delays cost the airline industry, air travelers and the government billions of dollars each year. Economic growth prospers when the real economic cost of transportation is reduced. DOT recognizes that the collection and dissemination of on-time data are critical to identifying and solving air congestion problems. DOT performs an essential role as a catalyst for improving the quality of decisions affecting the transportation sector. In this role, DOT serves as a facilitator by proving better information to both the public and private sectors. Therefore the Bureau of Transportation Statistic’s Office of Airline Information would like to provide more real time data with the collection and request the air carriers submit their data 15 days after the end of the reporting period. These due dates will enable collection, management, integration, and distribution of more transportation information in less time with better accuracy and broader application DOT’s information systems are being integrated into agency activities, especially a coordinated effort by the Bureau of the Office of Secretary, the Federal Aviation Administration, the Bureau of Transportation Statistics (BTS), and the Inspector General Office to reduce airline delays.

Abstract

Voluntary monthly reporting of agency (state DOT, MPO and/or local agencies) traffic management system data to FHWA through the Travel Monitoring Analysis System (TMAS) is done for their permanent volume, speed, classification, weight and micromobility data (including portable for micromobility) collection sites. Traffic data formats used in TMAS all follow the FHWA Traffic Monitoring Guide (TMG) formats. FHWA is the receiver of all data reported by agencies and TMAS traffic data is provided out to any public user who would need the traffic data. The data submitted through TMAS will provide the amount and nature of vehicular travel at the national, regional, and state levels. The data also provide information on how vehicular travel pattern varies by hour of the day, day of the week, the month of the year, and year to year.

IMLS Evaluation of Grant Programs Funded by the ARPA and the CARES Act.

Abstract

In direct response to the COVID–19 pandemic, IMLS awarded roughly $250 million in the American Rescue Plan Act (ARPA) and Coronavirus Aid, Relief, and Economic Security Act (CARES Act) funds for distribution to State Library Administrative Agencies (SLAAs), libraries, and museums. The emergency appropriations funded formula and discretionary grant programs, with IMLS distributing more than 85 percent of these funds to each SLAA through the IMLS’ Grants to States (G2S) program’s pre-existing formula grant program and the remaining 15 percent was distributed to museums and libraries through special discretionary program Notice of Funding Opportunities (NOFOs). The proposed evaluation of IMLS’s ARPA and CARES Act grant programs will include a review of the relevant administrative processes and the distribution and use of the funds in order to improve the agency’s understanding of the effectiveness of the programs and the lessons learned, identify gaps and needs in continuing post-recovery, and improve or inform future design, technical support, and distribution of special use funds as part of an overall emergency response plan. The data collection activities are planned for January 2024 through February 2024, or as soon as IMLS receives Office of Management and Budget (OMB) clearance.

Countermeasures Injury Compensation Program (CICP)

Abstract

The Countermeasures Injury Compensation Program (CICP) provides compensation to eligible individuals (requesters) seriously injured by a covered countermeasure administered or used pursuant to a Public Readiness and Emergency Preparedness Act of 2005 (PREP Act) Declaration, or to their estates and/or survivors. The CICP requires the Request for Benefits Package to determine whether a requester is eligible for Program benefits (compensation) for their injury and if applicable, to calculate the amount of program benefits a requester is eligible to receive. The Request for Benefits Package includes the Request for Benefits Form and Authorization for Use or Disclosure of Health Information Form(s), as well as the injured countermeasure recipient’s medical records and supporting documentation. Alaska Pacific Halibut Fisheries: Subsistence

Abstract

The National Marine Fisheries Service (NMFS), Alaska Regional Office (AKRO), requests extension of this currently approved information collection. This information collection is necessary for NMFS to manage the Alaska Subsistence Halibut Program. This program is intended to allow eligible persons to practice the long-term customary and traditional harvest of Pacific halibut for food in a non-commercial manner. This program provides NMFS the opportunity to enhance estimates of subsistence removals for stock assessment purposes. Before fishing under subsistence halibut regulations, a Subsistence Halibut Registration Certificate (SHARC) must be obtained. This information collection contains the applications for SHARCs; the application for a Community Harvest Permit, a Ceremonial Permit, or an Educational Permit; the harvest logs for community, ceremonial, and educational permits; an appeal process for denied permits; and gear marking requirements for subsistence halibut fishery setline gear. Each of these instruments is designed to minimize the reporting burden on subsistence halibut fishermen while collecting essential information. The SHARCs and permits are designed to work in conjunction with other halibut harvest assessment measures. The time and cost burden to mark buoys has been increased based on recent comment received for another NMFS AKR information collection. Minor editorial changes to the forms were made to increase clarity and consistency with other NMFS AKR forms.

Abstract

This is a request for a revision to the Educational Flexibility program application to include the annual reporting template. The Educational Flexibility (Ed-Flex) program is authorized under the Education Flexibility Partnership Act of 1999 and was reauthorized by section 9207 of the Every Student Succeeds Act (ESSA). The Ed-Flex program allows the Secretary to authorize a State educational agency (SEA) that serves an eligible State to waive statutory or regulatory requirements applicable to one or more the included programs for any local educational agency (LEAs), educational service agency, or school within the State. Section 4(a)(3) of the Education Flexibility Partnership Act of 1999 requires each SEA desiring to participate in the education flexibility program to submit an application detailing that SEAs education flexibility plan. Section 4(a)(5)(B) requires each SEA that is authorized to become an Ed-Flex Partnership State to submit an annual report on the results of its oversight and the impact of the waivers on school and student performance. Previously, the annual reporting requirement instructions and burden hours were included as part of the application. In order to standardize reporting, we have created an annual reporting template and are increasing the burden hours related to the annual reporting based on feedback from the field. However, overall, there is a decrease in burden due to a change in the estimated number of responses based on past experience with the program.

Abstract

The Office of Refugee Resettlement (ORR) Unaccompanied Children Program (UC Program) provides care and custody for unaccompanied children until they can be safely released to a sponsor, repatriated to their home country, or obtain legal status. ORR funds residential care provider facilities that provide temporary housing and other services to children in ORR custody. Generally, care provider facilities are State-licensed (with the exception of those located in states unwilling to consider them for licensure and temporary influx care facilities) and must meet ORR requirements to ensure a high-level quality of care. Services provided at care provider facilities include, but are not limited to, education, recreation, vocational training, acculturation, nutrition, medical, mental health, legal, and case management. ORR uses several instruments directly related to the care of unaccompanied children. The instruments in this information collection allow ORR to process the release of unaccompanied children from ORR custody and provide services after release. The current request is for revisions to forms approved under this information collection and the addition of one new form.

The AIM Act mandates that on a periodic basis, to be determined by the Administrator, but not less frequently than annually, each person who, within the applicable reporting period, produces, imports, exports, destroys, transforms, uses as a process agent, or reclaims a regulated substance shall submit to the Administrator a report that describes, as applicable, the quantity of the regulated substance that the person produced, imported, and exported; reclaimed; destroyed by a technology approved by the Administrator; used and entirely consumed (except for trace quantities) in the manufacture of another chemical; or used as a process agent.

Abstract

The Federal Trade Commission ("FTC") has promulgated a new rule that prohibits motor vehicle dealers from making certain misrepresentations in the course of selling, leasing, or arranging financing for motor vehicles, requires accurate pricing disclosures in dealers’ advertising and sales discussions, prohibits the sale of any add-on product or service that confers no benefit to the consumer, and requires dealers to keep records of advertisements and customer transactions. The FTC requests approval for the disclosure and recordkeeping requirements of this newly promulgated Combating Auto Retail Scams Trade Regulation Rule (“CARS Rule” or “Rule”), 16 C.F.R. Part 463. The disclosure and recordkeeping requirements of the Rule constitute “collection[s] of information” for purposes of the Paperwork Reduction Act.

Key Information

Abstract

OWCP must reimburse beneficiaries for travel expenses for covered medical treatment. In order to determine whether amounts requested as travel expenses are appropriate, OWCP must receive certain data elements, including the signature of the physician for medical expenses claimed under the BLBA. Form OWCP-957 is the standard format for the collection of these data elements. The regulations implementing these three statutes allow for the collection of information needed to enable OWCP to determine if reimbursement requests for travel expenses should be paid.
