What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Abstract

This information collection accompanies a final rule that sets forth the policies and procedures by which the Secretary of the Department of Transportation would carry out certain authorities and responsibilities assigned under Executive Order 13603. The Defense Production Act of 1950, as amended [50 U.S.C. § 4501 et seq.] (P.L. 115-232, August 13, 2018) requires each Federal agency with delegated authority under section 101 to issue final rules establishing standards and procedures to promote the national defense, under both emergency and non-emergency conditions, and is part of a multi-agency effort that forms the Federal Priorities and Allocations System. Simply put, the information collection facilitates the supply of critical resources from the U.S. industrial base to support national defense and protect and restore critical infrastructure components.

2024 Teaching and Learning International Survey (TALIS 2024) Main Study Revision

Key Information

Abstract

The Teaching and Learning International Survey (TALIS) is an international survey of teachers and principals focusing on the working conditions of teachers and the teaching and learning practices in schools. The United States will administer TALIS for the third time in 2024, having participated in 2013 and 2018. TALIS 2024 is sponsored by the Organization for Economic Cooperation and Development (OECD). TALIS is steered by the TALIS Governing Board (TGB), comprising representatives from the OECD member countries, and implemented internationally by organizations contracted by the OECD (referred to as the International consortium). In the U.S., TALIS 2024 is conducted by the National Center for Education Statistics (NCES) of the Institute of Education Sciences, U.S. Department of Education. TALIS 2024 is focused on teachers; professional environment, teaching conditions, and their impact on school and teacher effectiveness. TALIS 2024 will address teacher training and professional development, teacher appraisal, school climate, school leadership, instructional approaches, pedagogical practices, and teaching experience with and support for teaching diverse populations. OECD has scheduled the main study to occur in the Northern hemisphere from February through March 2024 and in the Southern hemisphere from June through August 2024. To prepare for the main study, several TALIS countries will conduct pilot studies in February 2022; the U.S. will not participate. Countries will also conduct a field test in the first quarter of 2023, primarily to evaluate newly developed questionnaire items and school recruitment materials; the U.S. will participate in the field test. To meet the international data collection schedule for the field test, U.S. recruitment activities need to begin by August 2022 and U.S. questionnaires must be finalized by December 2022. TALIS 2024 includes the core TALIS teacher and principal surveys that are required for each participating country, as well as an optional Teacher Knowledge Survey (TKS). The TKS is intended to better understand the teacher pedagogical knowledge base at the national level. The US is including the TKS in the upcoming TALIS 2024 field test and will evaluate these results to determine the feasibility of including TKS as part of the US Main Study. The previous submission (OMB #1850-0888 v.8) requested approval for: (1) recruitment and pre-survey activities for the 2023 field test sample; (2) administration of the field test; and (3) school recruitment and pre-survey activities for the 2024 main study sample. That package was approved in August 2022. This submission requests approval for the final international versions of the principal and teacher instruments approved for the TALIS 2024 Field Test. The final U.S. adaptations of the 2024 core TALIS and TKS field test questionnaires that will be administered in the TALIS 2024 U.S. Field Test will be submitted to OMB as a non-substantive change request in Winter 2022/23.

Abstract

The Federal Communications Commission seeks to establish a new information collection associated with Targeting and Eliminating Unlawful Text Messages, Rules and Regulations Implementing the Telephone Consumer Protection Act of 1991, CG Docket No. 21-402, CG Docket No. 02-278, Report and Order and Further Notice of Proposed Rulemaking, FCC 23-21, (rel. Mar. 17, 2023) (Text Blocking Report and Order). Text message-based scams can include links to well-designed phishing websites that appear identical to the website of a legitimate company and can fool a victim into providing personal or financial information. Texted links can also load unwanted software onto a device, including malware that steals passwords, credentials, or other personal information. The Federal Communications Commission (Commission) is therefore, for the first time, requiring all mobile wireless providers to block certain text messages that are highly likely to be illegal, so that all subscribers have a basic level of protection. In the Text Blocking Report and Order, adopted on March 16, 2023 and released on March 17, 2023, the Commission is requiring mobile wireless providers to block certain text messages that are highly likely to be illegal. The Commission is requiring mobile wireless providers to block—at the network level—texts purporting to be from North American Numbering Plan (NANP) numbers on a reasonable Do-Not-Originate (DNO) list, which include numbers that purport to be from invalid, unallocated, or unused numbers, and NANP numbers for which the subscriber to the number has requested that texts purporting to originate from that number be blocked. Currently, the Commission requires gateway providers to block voice calls purporting to originate on a reasonable DNO list, under section 47 CFR § 64.1200(o) of the Commission’s rules, but this is the first time that the Commission has required mobile wireless providers to block texts. The Commission is also ensuring that any erroneous blocking can be quickly remedied by requiring mobile wireless providers and other entities to maintain a point of contact for texters to report erroneously blocked texts.

National Medical Support Notice - Part A

Key Information

Abstract

The Office of Child Support Services (OCSS) developed the National Medical Support Notice (NMSN) Part A as a standard, required form for child support agencies to use to ensure dependent children are enrolled in available employer-sponsored medical coverage, if required by a support order. The NMSN Part A was most recently approved on 11/22/2022 and the current expiration date is11/30/2025. Currently, child support agencies download the paper NMSN form from the OCSS website, complete the form manually, and exchange NMSNs with employer partners by U.S. mail. Some states (e.g. TX) allow employers to retrieve the NMSN from their employer portal but there are not many states that do so. Currently, states send the completed NMSN to employers via U.S. mail, the employer responds to the state child support agencies by U.S. mail, and employers send the NMSN to their plan administrators, also by U.S. mail. OCSS developed an electronic option for child support agencies to exchange NMSNs with employer partners. To exchange that information, OCSS created the e-NMSN record specifications to accompany the currently approved NMSN Part A. With the electronic e-NMSN process, states, employers, and plan administrators may exchange the documents electronically without using the U.S. mail, thereby saving time and mailing costs. Note that use of the e-NMSN electronic reporting process will not change any of the data elements collected under the currently approved NMSN Part A. Adding the newly developed e-NMSN record specifications to the NMSN Part A allows states and tribes to program their systems to send the notice electronically to employers participating in e-NMSN. The electronic process reduces the time for states and tribes to send and employers to receive and process medical support orders allowing coverage for children to begin much sooner. This e-NMSN process is voluntary for all states, tribes, and employers.

State Health Insurance Assistance Program Annual Sub-Recipients Report

Abstract

The purpose of the State Health Insurance Assistance Program Annual Sub-Recipients Report is to collect sub-award data from grantees, including agency name, address, and annual federal funds received. Congress requires this data collection for program monitoring for the State Health Insurance Assistance Program (SHIP) under SEC. 50207(b). This data collection allows the Center for Innovation and Partnership within the Administration for Community Living, to communicate with Congress and the public on the SHIP network of agencies. The data collected will be will be electronically posted on the ACL website to educate the network on who the SHIP state sub-recipients are and how much money they are receiving. SHIP grantees are located in each of the 50 states, the District of Columbia, Puerto Rico, Guam and the U.S. Virgin Islands. The respondents for this data collection are grantees who meet with Medicare beneficiaries and older adults’ in-group settings and in one-on-one sessions to educate them on Medicare.
