What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Abstract

A growing body of research demonstrates how the increasing severity and frequency of disasters exacerbates existing challenges of housing affordability and stability, especially for renters in disaster-affected states, counties, and cities. While the federal government plays an increasingly central role in recovery, pathways for long-term recovery of renters and affordable rental housing are understudied, leaving policymakers with limited tools for long-term planning. The Community Development Block Grant-Disaster Recovery (CDBG-DR) grants are one of the most prominent sources of federal funding for post disaster recovery, supplementing assistance programs administered by Federal Emergency Management Agency (FEMA), Small Business Administration (SBA) and other agencies. To date $96 billion dollars have been allocated through CDBG-DR starting from Hurricanes Andrew and Omar in 1992 through Hurricane Ida and other events in 2021. U.S. Department of Housing and Urban Development (HUD) CDBG-DR funding is appropriated by Congress following major Presidentially declared disasters when Congress deemed other aid and resources were not enough to meet the needs of the impacted community. State or local CDBG-DR grantees develop action plans and aligned budgets to address unmet need in their communities. According to HUD, “housing assistance is typically the most immediate priority of state and local governments and is often the largest budgeted activity. The intent of housing recovery programs is to ensure those whose homes were impacted by the disaster can return to safe and adequate housing or relocate to suitable housing elsewhere.” To address the gap in understanding recovery outcomes for rental housing and assessing CDBG-DR effectiveness for this population, in summer 2022, HUD issued a NOFO (FR-6600-N-29A) to announce availability of funding for two research projects. The joint goal of the research is to “improve disaster recovery effectiveness for renter households by examining the disaster recovery outcomes of renter households and rental housing stock in places that received Community Development Block Grant-Disaster Recovery grants (CDBG-DR).” Funding for these studies came from the Consolidated Appropriations Act, 2021 (Public Law 116-260, approved December 27, 2020) which provided funding to HUD for research on disaster recovery to support the Department to evaluate the efficacy of its disaster recovery programs. This is aligned with HUD’s FY 2022-2026 Strategic Plan for ensuring everyone has an affordable, healthy place to live. The scope of the research will focus on the disaster recovery outcomes of renter households and rental housing stock in places awarded CDBG-DR grants, the contributing factors and mechanisms driving recovery outcomes for renter households, and opportunities to improve upon them. The findings of the research will provide recommendations to support Congress, HUD, and State and Local governments in mitigating the loss of affordable rental housing following disasters and facilitating faster and better recovery of renter households. Urban Institute was awarded a cooperative agreement to pursue one of the research studies made available through the NOFO. Research questions identified by HUD in the RFQ—and the corresponding data collection strategy proposed by The Urban Institute—are provided in Table A1. This supporting statement requests approval for qualitative research (interviews and focus groups) in three disaster affected communities to provide context and help identify potential additional variables of interest for local quantitative analysis of changes in rental housing changes in renter populations and understand the recovery initiatives and role of CDBG-DR requirements in influencing outcomes. The other data collection strategies are not subject to the Paperwork Reduction Act and are therefore not included as part of this request.

Abstract

This request is for a new OMB approval to collect the Grant Profile data from Charter School Programs (CSP) Replication and Expansion of High-Quality Charter Schools (CMO) grantees. The Charter School Programs (CSP) was originally authorized under Title V, Part B, Subpart 1, Sections 5201 through 5211 of the Elementary and Secondary Education Act (ESEA) of 1965, as amended by the No Child Left Behind (NCLB) Act of 2001. For fiscal year 2017 and thereafter, ESEA has been amended by the Every Student Succeeds Act (ESSA), (20USC 7221-7221i), which reserves funds to improve education by supporting innovation in public education and to: (2) provide financial assistance for the planning, program design, and initial implementation of charter schools; (3) increase the number of high-quality charter schools available to students across the United States; (4) evaluate the impact of charter schools on student achievement, families, and communities, and share best practices between charter schools and other public schools; (5) encourage States to provide support to charter schools for facilities financing in an amount more nearly commensurate to the amount States typically provide for traditional public schools; (6) expand opportunities for children with disabilities, English learners, and other traditionally underserved students to attend charter schools and meet the challenging State academic standards; (7) support efforts to strengthen the charter school authorizing process to improve performance management, including transparency, oversight and monitoring (including financial audits), and evaluation of such schools; and (8) support quality, accountability, and transparency in the operational performance of all authorized public chartering agencies, including State educational agencies, local educational agencies, and other authorizing entities. The U.S. Department of Education (ED) is requesting authorization to collect data from CSP grantees within the CMO program through a new online platform. In 2022, ED began development of a new data collection system, the Charter Online Management and Performance System (COMPS), designed specifically to reduce the burden of reporting for users and increase validity of the overall data. This new collection consists of questions responsive to the actions established in the program’s final rule published in the Federal Register on July 6, 2022, as well as the CMO program Notice Inviting Applications (NIA). This collection request is a consolidation of all previously established program data collection efforts and provides a more comprehensive representation of grantee performance.

U.S. DOT Intersection Safety Challenge – System Assessment and Virtual Testing Competition

Abstract

Improving the safety of pedestrians, bicyclists, and other vulnerable road users is of critical importance to achieving the objectives of the U.S. Department of Transportation (U.S. DOT) National Roadway Safety Strategy (NRSS) and U.S. DOT's vision of zero fatalities and serious injuries across our transportation system. According to data from the National Highway Traffic Safety Administration (NHTSA), in 2020 there were 10,626 traffic fatalities in the United States at roadway intersections, including 1,674 pedestrian and 355 bicyclist fatalities. These fatalities at intersections represent 27% of the total of 38,824 road traffic deaths recorded in 2020. The U.S. DOT Intersection Safety Challenge (hereafter, “the Challenge”) supports the U.S. DOT’s strategic goals related to safety, mobility, and economic growth. Safety and mobility are being supported by incentivizing innovation that can anticipate and prevent (or mitigate) unsafe conditions in intersections wherein vehicles, pedestrians, and other vulnerable road users utilize shared space. The anticipated outcomes of the challenge are to provide safer and efficiently managed intersections. Safer intersections will improve the confidence of the vulnerable road users who traverse them, helping underserved communities in both improving individual safety and encouraging utilization of non-motorized modes of travel that expand mobility options. Improved confidence in safe travel and enhanced mobility supports other related goals of economic growth and equity.

This information collection is necessary to ensure compliance with the Civil Rights Act of 1964, the Equal Opportunity Act of 1972, the Age Discrimination in Employment Act of 1972, and NASA policy. NASA strives to provide and maintain a work environment that is free of all forms of discrimination, including discriminatory harassment, as well as reprisal or retaliation for engaging in protected EEO activity. Electric Vehicle Inventory and Use Survey (eVIUS)

Abstract

The Electric Vehicle Inventory and Use Survey (eVIUS) is a United States Department of Transportation (USDOT) program aimed at gaining a deeper understanding of electric vehicle characteristics, usage levels, and charging patterns in the United States. The methodology for the eVIUS program will be an extension of the methodology used in the Vehicle Inventory and Use Survey (VIUS) program, which has run from 1997 to present and the Truck Inventory and Use Survey (TIUS) program, which ran from 1967 to 1992. The eVIUS survey will specifically target battery electric vehicles (BEVs) and plug-in hybrid electric vehicles (PHEVs), surveying a sufficient number of respondents to enable the publication of relevant estimates on a national scale. Electric Vehicles (EVs) are a small proportion of the total US vehicle fleet (1% ), and they are primarily concentrated in the passenger vehicle classes but are also represented across all Gross Vehicular Weight Rating (GVWR) up to, and including, Class 8 vehicles. A separate survey, focused on the EV population, is needed to adequately analyze EV usage and charging patterns. The Bureau of Transportation Statistics (BTS) is seeking approval to conduct a voluntary survey from a sample of registered EVs. These will include both personal and commercial EV registrations. This survey will be administered to a random sample of registered EVs. A set of the questions focus on collecting data for usage during 2023, while other questions ask about general or typical use. BTS will reach out to the individual or business identified on the registration to obtain responses. BTS will maintain both the survey responses and the administrative data associated with the sample frame (e.g., vehicle make, model, year). BTS will keep the data private and secure in accordance with Confidential Information Protection and Statistical Efficiency Act of 2002 (Title 5 of Public Law 107-347) (CIPSEA) and the Foundations for Evidence-Based Policymaking Act of 2018 (Title 3 of Public Law 115-435). The data will be used to provide aggregate national statistics as well as breakdowns by state and GVWR if the data allows.

Under the Youth Conservation Corps Act of August 13, 1970, as amended (U.S. 1701–1706), the U.S. Department of Interior and the U.S. Department of Agriculture-U.S. Forest Service provide seasonal employment for eligible youth 15 through 18 years old. The Youth Conservation Corps stresses three important objectives: 1. Accomplish needed conservation work on public lands; 2. The goal of this ICR is to collect data to monitor project performance from grantees funded under Essentials for Childhood (EfC): Preventing Adverse Childhood Experiences through Data to Action. Information collected from recipients will be used to monitor and evaluate progress of program goals and objectives, identify technical assistance needs, and be accountable for the funding by responding to requests for information about the cooperative agreement. The population studied will include 100% of EfC-funded recipients. Therefore, a sampling method is not required. Key Information

Abstract

BHW requires applicants for awards to submit a work plan that describes the timeframes and deliverables via the Standardized Work Plan (SWP) form. Applicants submit SWP forms with their grant application and then award recipients and Project officers use the SWP to assist in monitoring progress once HRSA makes the awards. The Bureau utilizes the Quarterly Progress Update (QPU) for award recipients to provide information to BHW on a quarterly basis on each activity listed in the SWP. This highly efficient system has been very successful and as a result, the Bureau is requesting an extension.

West Coast Region Highly Migratory Species Vessel Identification Requirements

Key Information

Abstract

This request is for extension of a current information collection. Regulations at 50 CFR 660.704 require that all commercial fishing vessels with permits issued under authority of the National Marine Fishery Service’s (NMFS) Fishery Management Plan for United States (U.S.) West Coast Highly Migratory Species Fisheries display the vessel’s official number (U.S. Coast Guard documentation number or state registration number). The numbers must be of a specific size and format and located at specified locations. The official number must be affixed to each vessel subject to this section in block Arabic numerals at least 10 inches (25.40 centimeters in height for vessels more than 25 feet (7.62 meters) but equal to or less than 65 feet (19.81 meters) in length; and 18 inches (45.72 centimeters) in height for vessels longer than 65 feet (19.81 meters) in length. Markings must be legible and of a color that contrasts with the background. The display of the identifying number aids in fishery law enforcement. This requirement does not apply to recreational charter vessels.

Key Information

Abstract

Persons interviewed by ATF contract investigators as a part of a federal background investigation are randomly selected to voluntarily complete a survey that measures the effectiveness, efficiency, and professionalism of the investigator. Interviewees who provide email addresses during the interviews may be emailed a survey to complete and return to a specific ATF email address. The Information Collection (IC) OMB 1140–0058 is being revised to correct a typographical error in the Interview Ratings section. A question from the survey was also removed, as it is not included in the investigator's current line of questioning.
