Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Key Information

Abstract

Denatured distilled spirits, which generally are not subject to Federal excise tax, may be used for industrial purposes in the manufacture of nonbeverage products. To prevent diversion of denatured spirits to taxable beverage use, the Internal Revenue Code (IRC) at 26 U.S.C. 5271–5275 imposes a system of permits, bonds, recordkeeping, and reporting requirements on persons that procure or use such alcohol. Those IRC sections also authorize the Secretary of the Treasury to issue regulations regarding those matters. Under those IRC authorities, the Alcohol and Tobacco Tax and Trade Bureau (TTB) regulations in 27 CFR part 20 require industrial alcohol users to keep certain usual and customary business records regarding the distribution, procurement, and use of denatured spirits. TTB uses the required records to account for denatured spirits and ensure compliance with statutory and regulatory requirements.

Abstract

The information collection activity will garner qualitative customer and stakeholder feedback in an efficient, timely manner, in accordance with the Administration's commitment to improving service delivery. By qualitative feedback we mean information that provides useful insights on perceptions and opinions, but are not statistical surveys that yield quantitative results that can be generalized to the population of study. This feedback will provide insights into customer or stakeholder perceptions, experiences and expectations, provide an early warning of issues with service, or focus attention on areas where communication, training or changes in operations might improve delivery of products or services. These collections will allow for ongoing, collaborative and actionable communications between the Agency and its customers and stakeholders. It will also allow feedback to contribute directly to the improvement of program management. Feedback collected under this generic clearance will provide useful information, but it will not yield data that can be generalized to the overall population. This type of generic clearance for qualitative information will not be used for quantitative information collections that are designed to yield reliably actionable results, such as monitoring trends over time or documenting program performance. Such data uses require more rigorous designs that address: the target population to which generalizations will be made, the sampling frame, the sample design (including stratification and clustering), the precision requirements or power calculations that justify the proposed sample size, the expected response rate, methods for assessing potential non-response bias, the protocols for data collection, and any testing procedures that were or will be undertaken prior to fielding the study. Depending on the degree of influence the results are likely to have, such collections may still be eligible for submission for other generic mechanisms that are designed to yield quantitative results.

The BE-140 Benchmark Survey of Insurance Transactions by U.S. Insurance Companies with Foreign Persons is necessary to obtain complete and accurate data used by the Bureau of Economic Analysis (BEA) to produce the International Transactions Accounts (ITAs) of the United States. The data collected on the BE-140 survey are needed to monitor U.S. trade in insurance services, to analyze the impact of these cross-border services on the U.S. and foreign economies, to compile and improve the U.S. economic accounts, to support U.S. commercial policy on trade in services, to conduct trade promotion, and to improve the ability of U.S. businesses to identify and evaluate market opportunities. The data are used in estimating the trade in insurance services component of the U.S. international transactions accounts (ITAs) and national income and product accounts (NIPAs). The ITAs are used extensively by both government and private organizations for national and international economic policy support and for analytical purposes. The services transactions accounts are contained within the current account of the ITAs and are divided into several major components. The insurance services transactions covered by this survey accounted for 2.4 percent of U.S. exports and 8.5 percent of U.S. imports of services in 2022. The proposed information collection, BE-140 Benchmark Survey of Insurance Transactions by U.S. Insurance Companies with Foreign Persons is necessary to provide baseline information on U.S. trade in insurance services. The survey would ask U.S. companies to report their insurance transactions with foreign persons.

Evaluation of the Supportive Services Demonstration

Key Information

Abstract

The U.S. Department of Housing and Urban Development (HUD)’s Office of Policy Research and Development is undertaking an evaluation of the Supportive Services Demonstration (demonstration, or SSD). SSD is designed to test the impact of housing-based supportive services on the healthcare utilization and housing stability of low-income adults aged 62 and over. The demonstration offers grant funding to HUD-assisted multifamily property owners to implement the Integrated Wellness in Supportive Housing (IWISH) model over the demonstration period. The IWISH model features a full-time on-site Resident Wellness Director with a part-time Wellness Nurse at each property funded to implement IWISH. The Resident Wellness Director and Wellness Nurse work together to implement a formal strategy for coordinating services to help residents meet their long-term care needs and successfully age in place. HUD designed the SSD as a cluster-randomized controlled trial to allow rigorous measurement of impacts. HUD published a Notice of Funding Availability (NOFA) in January 2016 for the demonstration, received more than 700 responses, and applied screening and ranking criteria described in the NOFA to identify 185 properties across seven states as eligible for random assignment. HUD assigned properties to three groups: a treatment group that received grant funding to hire the Resident Wellness Director and Wellness Nurse and implement the demonstration; an active control group that did not receive funding for implementation but received an incentive for participating in the evaluation; and a passive control group that received neither an implementation grant nor an incentive. The final demonstration sample is 124 HUD-assisted properties: 40 in the treatment group (also known as IWISH properties), 40 in the active control group, and 44 in the passive control group. All properties serve households headed by people aged 62 or over, either predominantly or exclusively. The properties are in the following states: California, Illinois, Maryland, Massachusetts, Michigan, New Jersey, and South Carolina. Each state has treatment, active control, and passive control properties. The demonstration formally began October 1, 2017. The 40 properties in the treatment group implemented IWISH for an initial three-year demonstration period between October 2017 and September 2020. The Continuing Appropriations Act, 2021 and Other Extensions Act and the Consolidated Appropriations Act, 2021 provided additional funds and authorization to extend the demonstration for an additional two years (2021 – 2023).

The NOPR proposes updates to the USofA to account for these expenses. These updates will impact the information collections for accounting related collections, which are the FERC Form 1,1-F, 3-Q (electric), and 60. This Final Rule will impact the burden estimates of each collection in two ways. The first estimate will be one-time burden of updating, modifying, or adding accounts within the respondent's current accounting processes and systems. The second estimate is the ongoing burden related to maintaining and submitting accounting records to the Commission. The Commission estimates that the former (one-time) burden would be completed within the first year and is accounted for as such in the attached supporting statement. Furthermore, the Commission estimates the latter (ongoing after year one) burden will remain the same as currently approved by OMB.

The collections impacted by this Final Rule M21-11 are as follows: 1) FERC Form No. 1 (Annual Report of Major Electric Utilities, Licensees and Others; OMB Control No. 1902-0021) 2) FERC Form No. 1-F (Annual Report for Nonmajor Public Utilities and Licensees; OMB Control No. 1902-0029) 3) FERC Form No. 3-Q (Quarterly Financial Report of Electric Utilities, Licensees, and Natural Gas Companies; OMB Control No. 1902-0205) 4) FERC Form No. 60 (Annual Reports of Centralized Service Companies; OMB Control No. 1902-0215) The Final Rule RM21-11-000 specifically is proposing updates to the Uniform System of Accounting (USofA). The current accounting system, according to public comment in response to FERC's Notice of Inquiry, is burdensome and difficult to account for renewable energy sources, energy storage, computer hardware and software, and communication equipment. The NOPR proposes updates to the USofA to account for these expenses. These updates will impact the information collections for accounting related collections, which are the FERC Form 1,1-F, 3-Q (electric), and 60. This Final Rule will impact the burden estimates of each collection in two ways. The first estimate will be one-time burden of updating, modifying, or adding accounts within the respondent's current accounting processes and systems. The second estimate is the ongoing burden related to maintaining and submitting accounting records to the Commission. The Commission estimates that the former (one-time) burden would be completed within the first year and is accounted for as such in the attached supporting statement. ACF-800: Child Care and Development Fund (CCDF) Annual Aggregate Report

Abstract

The ACF-800 form is an approved collection with an expiration date of March 31, 2025. Section 658K of the Child Care and Development Block Grant (CCDBG) Act (42 U.S.C. 9858, as amended by Public Law 113-186) requires that states and territories submit annual aggregate data on the children and families receiving direct services under the CCDF. The implementing regulations for the statutorily required reporting are at 45 CFR 98.70 and 98.71. The ACF-800 collects information on the number and characteristics of families and children served, and the providers that serve them, including information on the funds used to provide the child care services. States who pool the funds to provide child care services report a pooling factor on the ACF-800 (data element #13), which indicates the percent of CCDF funds that make up the pool. If the percent is less than 100%, the state is pooling its funds to provide child care services and is reporting all families and children served. OCC uses the pooling factor to calculate the families and children served funded with CCDF dollars. OCC provides technical assistance to states to ensure that they accurately report the pooling factor. As currently reported, OCC can see if funds are pooled and how the percentages change from year to year but does not have an understanding for why there is fluctuation from year to year. To that end, OCC is interested in asking states to describe the reason when there is a change greater than or equal to five percent (>= +/- 5%) to the pooling factor as compared to last year. This information will assist OCC in understanding why pooled funding fluctuates from year to year and identifying states who may need further technical assistance when calculating the pooling factor. This follow-up question will allow OCC to fulfill the uses of the data collection as already approved (See supporting statement A for described purposes and uses of the data collected).

Abstract

Part 583 in title 30 of the Code of Federal Regulations addresses the use of Outer Continental Shelf (OCS) sand, gravel, and shell resources for shore protection, beach restoration, or coastal wetlands restoration projects by Federal, State, or local government agencies, or for use in construction projects authorized by or funded in whole or in part by the Federal Government. The OCS Lands Act, 43 U.S.C. 1331 et seq., authorizes the Secretary of the Interior to prescribe rules and regulations to administer leasing of mineral resources on the OCS. Section 1337(k)(2) of title 43 authorizes the Secretary to “…negotiate with any person an agreement for the use of Outer Continental Shelf sand, gravel and shell resources—(i) for use in a program of, or project for, shore protection, beach restoration, or coastal wetlands restoration undertaken by a Federal, State, or local government agency; or (ii) for use in a construction project…that is funded in whole or in part by or authorized by the Federal Government.” The Secretary delegated this authority to BOEM. This information collection relates to the requirements for negotiated noncompetitive agreements for use of OCS sand, gravel, and shell resources to support construction of governmental project for beach nourishment, shore protection, and wetland enhancement, or any such project authorized by the federal government.

Abstract

On August 16, 2022, Congress passed the Inflation Reduction Act (IRA) of 2022 (Pub. L. 117-169). Subtitle C, Section 22004 of IRA amended Section 9003 of the Farm Security and Rural Investment Act of 2002 (7 U.S.C. 8103) by adding subjection (j). Through the passing of IRA, the Empowering Rural America (New ERA) Program was established with the goal of providing financial assistance to electric cooperatives to achieve the greatest reductions in greenhouse gas emissions through the cooperatives’ voluntary transformation of rural electric systems in a way that promotes resiliency and reliability of rural electric systems and affordability for their members. The New ERA Program is being administered by the Rural Utilities Service (RUS), a Rural Development agency of the United States Department of Agriculture (USDA), that provides, mortgage loans and loan guarantees to electric systems to provide and improve electric service in rural areas pursuant to the Rural Electrification Act of 1936, as amended (7 U.S.C. 901 et seq., RE Act). Section 22004 of IRA provided the Agency with $9,700,000,000 in Budget Authority (BA), to remain available until September 30, 2031. With this BA, the Agency, through the New ERA Program, will provide financial assistance in the form of loans, loan and grant combinations, loan refinancing and modifications and other financial assistance.
