What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Where to find an ICR?

ICRs are publicly available on RegInfo.gov, and additional guidance can be found in the FAQs.

Note: Presidential Action influences are notated for ICRs received between January 20, 2025 and July 19, 2025.

Key Information

Abstract

Various provisions of the Interstate Commerce Act require rail carriers and noncarriers to file applications with the Board to seek licensing authority to construct or abandon a line of railroad, transfer rights in a line of railroad, or consolidate ownership in a railroad through a merger or common-control arrangement under 49 U.S.C. §§ 10901-05 and 11323, or to obtain an exemption (through a petition or notice) from filing such an application under 49 U.S.C. § 10502. Pursuant to 49 C.F.R. § 1121.3(d), the Board requires that if a proposed transaction to acquire (by sale or lease) or operate a rail line includes an agreement containing an interchange commitment(whether through restrictions or incentives), the party seeking Board authorization for such transaction must identify the presence of such an interchange commitment and must file with the Board a confidential, unredacted copy of that sales or lease agreement and any related documents containing the terms of such commitment.

Request for Information to Make Direct Payment to Child Reaching Majority (VA Form Letter 21P-863)

Key Information

Abstract

Form Letter 21P-863 is used to gather the necessary information to determine a schoolchild’s continued eligibility to VA death benefits and eligibility to direct payment at the age of majority. If the collection were not conducted, VA would have no means of determining a child’s current address, marital status, and school attendance. Without this information, continued entitlement to death benefits and eligibility for direct payment at the age of majority could not be determined, and proper payment would not be made. No substantive changes were made and the burden did not change. This is an extension only.

Federal Case Registry (FCR)

Key Information

Abstract

The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA) amended the Social Security Act (“the Act”) to require the U.S. Department of Health and Human Services, Office of Child Support Services (“OCSS”) to establish and maintain in the Federal Parent Locator Service (FPLS) the Federal Case Registry of Child Support Orders (“Federal Case Registry or FCR”). The FCR is a national database of state-provided abstracts of IV-D child support cases and non-IV-D cases, including orders that are entered or modified by courts or other tribunals after October 1, 1998. The PRWORA also amended the Act to require each state to have a “State Case Registry” (SCR) that includes information on individuals involved in child support cases. IV-D cases are those in which the state is currently providing child support services as directed by the state’s IV-D program. A non IV D case is one in which the state has no current application for services or is not receiving services from any other state program. Each state is required to transmit SCR information to the FCR, which serves as an electronic information exchange system within the FPLS. The FCR contains key information, including an order indicator and case and participant data received from each of the SCRs. Using the FCR allows authorized state agencies to determine whether any state has an interest in the same individuals, thereby enhancing the nation’s child support enforcement efforts and avoiding duplication of efforts.

Expanding the Economic and Innovation Opportunities of Spectrum Through Incentive Auctions

Key Information

Abstract

The Federal Communications Commission (FCC) adopted the Expanding the Economic and Innovation Opportunities of Spectrum Through Incentive Auctions Report and Order, FCC 14-50, on May 15, 2014, published at 79 FR 48442 (Aug. 15, 2014). In the Report and Order, the Commission adopts rules to implement the broadcast television spectrum incentive auction. Our central objective in designing this incentive auction is to harness the economics of demand for spectrum in order to allow market forces to determine its highest and best use, which will benefit consumers of telecommunications services. The FCC seeks continued approval for three years from the Office of Management and Budget (OMB) for some of the information collection requirements that are contained in the Report and Order, FCC 14-50, with this submission to OMB.

Affidavit of Relationship (AOR) for Minors Who are Nationals of El Salvador, Guatemala, or Honduras

Key Information

Abstract

The Department of State Bureau of Population, Refugees, and Migration (PRM) is responsible for coordinating and managing the U.S. Refugee Admissions Program (USRAP). PRM coordinates within the Department of State, as well as with the Department of Homeland Security's U.S. Citizenship and Immigration Services (DHS/USCIS), in carrying out this responsibility. A critical part of the State Department's responsibility is determining which individuals, from among millions of refugees worldwide, will have access to U.S. resettlement consideration. PRM and DHS/USCIS are now assisting with the preparation of a White House directive to initiate an in-country program to provide a means for certain persons in the United States who are lawfully present ("anchor parents") to claim a relationship with child(ren) in Honduras, El Salvador, and Guatemala and to assist the U.S. Department of State in determining whether those child(ren) are qualified to apply for access to the USRAP for family reunification purposes. This form also assists DHS/USCIS to verify parent-child relationships during refugee case adjudication. The main purpose of the DS-7699 is for the anchor parent to provide biographical information about his/her child(ren) in the qualifying countries who may subsequently seek access to the USRAP for verification by the U.S. government.

Key Information

Abstract

42 CFR 422.502 describes CMS' regulatory authority to evaluate, through inspection or other means, Medicare Advantage Part C organizations. These records include books, contracts, medical records, patient care documentation and other records that pertain to any aspect of services performed, reconciliation of benefit liabilities, and determination of amounts payable. 42 CFR 423.503 states that CMS must oversee a Part D plan sponsor's continued compliance with the requirements for a Part D plan sponsor. 423.514 states that the Part D plan sponsor must have an effective procedure to develop, compile, evaluate, and report to CMS, to its enrollees, and to the general public, at the times and in the manner that CMS requires, statistics regarding areas such as cost of operations, patterns of utilization availability, accessibility, and acceptability of services. CMS developed a strategy to address our oversight and audit responsibilities within the context of limited audit/oversight resources. We have combined all Part C and Part D guides into one universal guide promoting efficiency and effectiveness and reducing financial and time burdens for both CMS and Medicare-contracting entities.

Abstract

Rule 17a-11 was adopted in 1971 to provide advance warning and information regarding brokers and dealers that are experiencing financial or operational difficulties. Partial Revision-- the Commission revised this collection of information in connection with a 2019 rulemaking that amended several Commission rules. Although the amendments were adopted in 2019, they are not required to be complied with until October 6, 2021. The amendments, which established recordkeeping requirements for broker-dealers' security-based swap activities, resulted in new estimates to this collection of information.

Key Information

Abstract

The FFIEC 101 collects data regarding the levels and components of risk-based capital from firms subject to the Board’s advanced approaches capital framework (advanced approaches framework), as well as data regarding the supplementary leverage ratio (SLR) from firms subject to that requirement. The FFIEC 101 must be filed quarterly by certain large or internationally active state member banks (SMBs), bank holding companies (BHCs), savings and loan holding companies (SLHCs) that are subject to the advanced approaches framework and other Board-regulated institutions that adopt the framework on a voluntary basis (collectively, advanced approaches banking organizations); additionally, certain BHCs, SLHCs, SMBs, and U.S. intermediate holding companies (IHCs) that are not advanced approaches banking organizations must report only certain information regarding the SLR.

Emergency Exemptions Under 49 CFR 390.25

Key Information

Abstract

This is a request for approval of a new collection of information covering changes included in a rulemaking affecting the regulations surrounding emergency exemptions, and specifically the changes proposed for 49 CFR § 390.25. The Federal Motor Carrier Safety Administration (FMCSA) submits this new information collection request (ICR) titled “Emergency Declaration Exemption Reporting under 49 CFR 390.25," to the Office of Management Budget (OMB) for approval. The ICR estimates the burden an individual, motor carrier, State, or SDLA incur to request an extension or modification of an exemption issued in response to an emergency declaration (IC-1). It also estimates the burden for individuals or motor carriers to comply with any reporting tasks included within the extended or modified exemption, pursuant to 49 CFR 390.25 (IC-2). FMCSA has not previously accounted for the burden of requesting modifications or extensions; the reporting requirements have been proposed in an NPRM titled “Clarification to the Applicability of Emergency Exemptions” published on October 13, 2023 (88 FR 70897).

On June 30, 2022, the Commission released Telecommunications Relay Services and Speech-to-Speech Services for Individuals with Hearing and Speech Disabilities; Structure and Practices of the Video Relay Service Program; Misuse of Internet Protocol Captioned Telephone Service, CG Docket Nos. 03-123, 10-51, and 13-24, Report and Order, Notice of Proposed Rulemaking Order, and Declaratory Ruling, FCC 22-51 (June 30, 2022) (Registration Grace Period Order). In the Report and Order, to offer more efficient service to Video Relay Service (VRS) and Internet Protocol Captioned Telephone Service (IP CTS) users without risk of waste, fraud, and abuse to the Telecommunications Relay Services (TRS) Fund, the Commission allowed IP CTS and VRS providers to provide compensable service to a new user for up to two weeks after submitting the user’s information to the TRS User Registration Database (TRS URD) if the user’s identity is verified within that period. On September 30, 2022, the Commission Released Rates for Interstate Inmate Calling Services, WC Docket No.12-375, Fourth Report and Order and Sixth Further Notice of Proposed Rulemaking, FCC 22-76 (Sept. 30, 2022) (Accessible Carceral Communications Order). In the Fourth Report and Order, to improve access to communications services for incarcerated people with communications disabilities, the Commission adopted modifications to the user registration and verification requirements for use of VRS in correctional facilities. The Commission is submitting this revised information collection to the Office of Management and Budget (OMB) to add information collection requirements adopted in the Registration Grace Period Order and the Accessible Carceral Communications Order, pursuant to section 225 of the Communications Act of 1934, as amended (the Act), to modify the estimate of existing burdens that were included in the June 2020 Paperwork Reduction Act (PRA) submission to OMB and to extend this information collection for another 3 years.

Advanced Capital Adequacy Framework Regulatory Reporting Requirements

Key Information

Abstract

The OCC uses the information in the FFIEC 101 to assess and monitor the levels and components of each bank’s risk-based capital requirements and the adequacy of the entity’s capital under the Advanced Capital Adequacy Framework. The data allows the OCC to evaluate the quantitative impact and competitive implications of the framework on individual respondents and on the industry. The reporting schedules assist banks in understanding expectations surrounding the system development necessary for implementation and validation of the framework. The data also improves the OCC’s ability to monitor bank activities through the examination processes.

FCC Form 2100, Application for Renewal of Broadcast Station License, LMS Schedule 303-S

Key Information

Abstract

On July 20, 2023, the Commission adopted Amendment of Parts 73 and 74 of the Commission’s Rules to Establish Rules for Digital Low Power Television and Television Translator Stations, Fifth Report and Order, FCC 23-58 (rel. July 20, 2023) (FM6 Report and Order). The Commission adopted a new requirement that FM6 LPTV stations certify in their license renewal application that they have continued to provide FM6 operations in accordance with the FM6 rules during their prior license term. The Commission delegated authority to the Media Bureau to determine the most appropriate means for these stations to make such certification, be it by an attachment to the renewal application or some other reasonable means. This requirement is contained in 47 CFR 74.790(o)(10). This submission was made to the Office of Management and Budget (OMB) for approval of the renewal certification requirement for FM6 LPTV stations as adopted in the FM6 Report and Order. Since the certification will be included as an additional exhibit to the existing form, it did not necessitate changes to LMS Form 2100 Schedule 303-S.
