What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Abstract

The U.S. Department of Education (the Department) is requesting an extension of the 1810-0756 information collection to continue collecting data from states annually about how Title II, Part A funds are used; how funds are used to improve equitable access to teachers for-low income and minority students; and where applicable, evaluation and retention data for teachers, principals, and other school leaders. The reporting requirements are outlined in Section 2104(a) of the Elementary and Secondary Education Act (ESEA), as authorized by the Every Student Succeeds Act of 2015 (ESSA). The survey will include the universe of states, the District of Columbia, and Puerto Rico. The information obtained from the survey will provide the Department with a description of how Title II, Part A State activities funds are used by teach State. In addition, the survey will provide data on teacher, principal, and other school leader evaluation and retention. The survey will be sent to State Title II, Part A coordinators in each of the 50 states, District of Columbia, and Puerto Rico. The survey will be administered using an electronic instrument.

Abstract

The Bayh-Dole Act (35 USC §§ 200-212) and its implementing regulations (37 CFR 401) require Contractors to report information related to inventions and patents to the federal agency which awarded the relevant funding. The purpose of this legislation included promoting utilization of inventions resulting from federal R&D funding, encourage collaboration between non-profit and for-profit entities, increase commercialization and public availability of inventions made in the United States, and to ensure that the Government obtains sufficient rights in federally funded inventions to meet the needs of the Government and protect the public. To facilitate these and other objectives as well as to track both compliance with and effectiveness of this legislation, collection of data is required.

Incoming and Outgoing Intergovernmental Personnel Act (IPA) Assignment Agreement

Abstract

The Intergovernmental Personnel Act (IPA) mobility program provides for the temporary assignment of civilian personnel between the Federal Government and State and local governments; colleges and universities; Indian tribal governments; federally funded research and development centers; and other eligible organizations. The Office of Personnel Management (OPM) created a generic form, the OF-69, for agencies to use as a template when collecting information for the IPA assignment. The OF-69 collects specific information about the agreement including: (1) the enrolled employee’s name, Social Security number, job title, salary, classification, and address; (2) the type of assignment; (3) the reimbursement arrangement; and (4) an explanation as to how the assignment benefits both SSA and the non-federal organization involved in the exchange. OPM directs agencies to use their own forms for recording these agreements. Accordingly, SSA modified the OF-69 to meet our needs, creating the SSA-187 for incoming employees and the SSA-188 for outgoing employees. SSA collects information on the SSA-187 and SSA-188 to document the IPA assignment and to act as an agreement between the agencies. Respondents are personnel from State and local governments; colleges and universities; Indian tribal governments; federally funded research and development centers; and other eligible organizations who participate in the IPA exchange with SSA.

Certain provisions of the final amendments contain “collection of information” requirements, which were submitted to OMB in a revision to 3235-0464. In addition, and to facilitate Commission examinations of broker-dealers who rely on the new exception in Rule 101 or Rule 102 of Regulation M, the Commission adopted a new paragraph (17) of Rule 17a-4(b) that requires broker-dealers to preserve the written probability of default determination relied upon pursuant to Rule 101(c)(2)(i) or Rule 102(d)(2)(i), as applicable. Abstract

The Consumer Price Index (CPI) is a measure of the average change over time in the prices paid by consumers for a market basket of consumer goods and services. Each month, BLS data collectors called economic assistants, visit or call thousands of retail stores, service establishments, rental units, and doctors' offices, all over the United States to obtain information on the prices of the thousands of items used to track and measure price changes in the CPI. The collection of price data from retail establishments is essential for the timely and accurate calculation of the commodities and services component of the CPI. The CPI is then widely used as a measure of inflation, indicator of the effectiveness of government economic policy, deflator for other economic series, and as a means of adjusting dollar values.

Regulations 29 CFR part 5 prescribe labor standards for federally financed and assisted construction contracts subject to the Davis-Bacon Act (DBA), 40 U.S.C. 3141 et seq., the Davis-Bacon Related Acts (DBRA), and labor standards for all contracts subject to the Contract Work Hours and Safety Standards Act (CWHSSA), 40 U.S.C. 3701 et seq. The DBA and DBRA require payment of locally prevailing wages and fringe benefits, as determined by the Department of Labor (DOL), to laborers and mechanics on most federally financed or assisted construction projects. 40 U.S.C. 3142(a)-(b) and 29 CFR 5.5(a)(1). The CWHSSA requires the payment of one and one-half times the basic rate of pay for hours worked over forty in a week on most federal contracts involving the employment of laborers or mechanics. See 40 U.S.C. § 3702(a) and 29 C.F.R. § 5.5(b)(1). The requirements of this information collection consist of: (A) reports of conformed classifications and wage rates, and (B) requests for approval of unconventional fringe benefit plans.

Abstract

This information collection covers the Acquisition 360 Survey tool which seeks information from actual and potential offerors regarding their experience with Federal contract solicitations. Understanding how offerors experience the Federal marketplace is critical to the Government’s ability to build and maintain a healthy, diverse, and resilient supplier base that can help Federal agencies use acquisition as a catalyst to address the needs of our Nation. While agencies periodically seek feedback from their offerors, there are no government-wide mechanisms for agencies to collect and consider this information in a consistent and organized manner. The Acquisition 360 Survey fills an important gap in government-vendor communications by providing a standardized tool for voluntary vendor feedback in a centralized location to allow for cross agency analysis. In 2015, the Office of Federal Procurement Policy (OFPP) conducted a pilot of the Acquisition 360 Survey as established by the memorandum "Acquisition 360-Improving the Acquisition Process through Timely Feedback from External and Internal Stakeholders .” In 2019, OFPP issued “Myth-Busting #4 – Strengthening Engagement with Industry Partners through Innovative Business Practices ” which supported expanded use of the Acquisition 360 Survey. The Office of Management and Budget (OMB) hosts the centralized survey portal at https://www.acquisition.gov/360 to ensure governmentwide access to the data. The voluntary survey will be available at the public website where respondents will enter the Notice ID/Solicitation ID of the solicitation they wish to comment on, and then select their role in the procurement— Actual/Potential Offerors, Government Contracting Office, or Government Program Office (Customer). Based on the role selected, the respondent will be presented with a set of standardized survey questions. Only the Actual/Potential Offerors portion is for public use and therefore, the only portion of the survey covered by this information collection. The survey responses will be overseen by the OMB project team (which is comprised of members of OFPP and the General Services Administration (GSA) Office of Shared Solutions & Performance Improvement). This information collection (IC) request is for a three-year extension without change of a currently approved information collection under OMB control number 2132-0565 - 49 U.S.C. Section 5317 New Freedom Program. The response to the collection is required to obtain or retain a benefit, as the reporting of information is required to obtain federal assistance to states, local governments, private nonprofit agencies, and public transportation authorities. The New Freedom Program made grants available to assist states and designated recipients to reduce barriers to transportation services and expand the transportation mobility options available to people with disabilities beyond the requirements of the Americans with Disabilities Act (ADA) of 1990. Eligible recipients included states and federally recognized Indian Tribes. Sub-recipients included state or local government authorities, nonprofit organizations, and operators of public transportation or intercity bus service. The New Freedom Program was repealed by Congress under the Moving Ahead for Progress in the 21st Century Act (MAP-21). However, funds previously authorized for programs repealed by MAP–21 remain available for their originally authorized purposes until the period of availability expires, the funds are fully expended, the funds are rescinded by Congress, or the funds are otherwise reallocated. To meet program oversight responsibilities, FTA must continue to collect information until the period of availability expires. The last year of federal funding was Fiscal Year 2012, and any unobligated funding from that year lapsed at the end of Fiscal Year 2015 (September 30, 2015). Therefore, there are new applications under this program and the application stage is eliminated. The information being reported are annual milestone reports for grants that still have reporting requirements. These annual reports are submitted to FTA’s staff electronically once a year. The current estimated respondents are decreased from 106 to 33 and the new estimated annual burden hours is 1,320. As older grants are expended and closed, there is fewer project management reports submitted. This IC will likely be discontinued during the next 3 years.

This project is required by the FY21 NDAA, Section 549C, and will support a) the programmatic needs of the sponsoring office—the Family Advocacy Program within the Military Community Advocacy Directorate in Military Community and Family Policy, b) Congressional requirements per Section 549C of the FY21 National Defense Authorization Act, c) the current administration’s priority to address gender-based violence, and d) implementation of some recommendations contained in the U.S. Government Accountability Office Report 21-289 (May 2021).

Abstract

This information collection (IC) request is for a three-year extension without change of a currently approved collection under OMB control number 2132-0502 “49 U.S.C. Section 5307 Urbanized Area Formula Program.” The passing of the Bipartisan Infrastructure Law (BIL) did not impact this collection programmatically nor cause changes in the collection of information burden hours, submission or respondent universe. As a result, the respondents and burdens hours remain the same. The response to the collection is required to obtain or retain a benefit, as the information is submitted to FTA to provide financial assistance to State and local governments and public transportation authorities for capital projects such as planning, engineering, design and evaluation of transit projects and other technical transportation-related studies; capital investments in bus and bus-related activities such as replacement, overhaul and rebuilding of buses, crime prevention and security equipment and construction of maintenance and passenger facilities; and capital investments in new and existing fixed guideway systems including rolling stock, overhaul and rebuilding of vehicles, track, signals, communications, and computer hardware and software. In addition, associated transit improvements and certain expenses associated with mobility management programs are eligible under the program. All preventive maintenance and some Americans with Disabilities Act complementary paratransit service costs are considered capital costs. Section 5307 also includes funding for passenger ferry system in urbanized areas. The recipients must also apply to receive federal funds and then provide various reports (milestone and financial reports) on an annual basis.

Abstract

The U.S. Department of Education (ED) requests OMB clearance for data collection related to the Regional Educational Laboratory (REL) program. ED, in consultation with REL Northeast and the Islands (REL-NEI) under contract 91990022C0013 has planned a study of the efficacy of a professional development (PD) course for fourth and fifth grade math intervention teachers in the state of Massachusetts. Researchers at WestEd will carry out a school-level randomized controlled trial (RCT) to evaluate the efficacy of the PD course and investigate how and whether the PD course is helping teachers improve their practices and boost student learning. OMB approval is being requested for REL-NEI’s data collection for this project, including pre and post measures of student skills and attitudes, and teacher knowledge, beliefs, and feedback regarding instructional practice and implementation of the PD course. Elementary math achievement is a topic of national concern. Students who leave elementary school with a strong foundation in mathematics, particularly fractions, are better prepared to succeed in middle school mathematics and algebra. Algebra is a well-documented gatekeeper to advanced high school math coursework, which is consistently linked to increased post-secondary opportunities and earnings. On the 2019 NAEP report card, only 41% of grade 4 students scored Proficient or above in math, and these numbers are lower for students from marginalized backgrounds. These opportunity gaps persist at the secondary level, so need to be addressed as soon as they appear. Given this need, district leaders in Massachusetts are seeking ways to bolster learning for students who struggle with mathematics. Some of these approaches adopted by districts target core instruction, but districts are also interested in strengthening their approaches to intervention. Together with the Massachusetts Partnership to Support Student Learning Through Math Intervention, REL-NEI is designing a toolkit PD course to build educators’ knowledge of and ability to implement the recommendations of a new What Works Clearinghouse (WWC) Practice Guide, Assisting Students Struggling with Mathematics: Intervention in the Elementary Grades. By using the PD course’s extensive resources, districts will be able to provide teachers with in-depth PD on the recommendations and how to implement them by using specific instructional practices. Teachers will learn to use these practices effectively, helping them to optimize intervention time to improve student learning. Their students will be actively engaged in doing math, communicating their ideas, and progressing toward clear learning goals with feedback and support.

Abstract

The National Facilities (NAFI) Program in the NSF Division of Materials Research (DMR) is the steward for two national user facilities: the Cornell High Energy Synchrotron Source (CHESS), and the National High Magnetic Field Laboratory (NHMFL), and partners with the National Institute for Standards and Technology (NIST) to support the user program at the Center for High Resolution Neutron Scattering (CHRNS) at the National Center for Neutron Research. Support for operation of these user facilities, facility upgrades, in-house research, and education ranges from approximately $20-$30M/year where DMR is the steward to $3.5M/yr for the partnership with NIST. Typical awards are for a five year period. Because of the duration and size of these awards, it is necessary for the NSF to ensure that its substantial investment is spent appropriately, that each of the facilities meets the goals stated in its own strategic plan, and that each facility's activities satisfy the goals and objectives of DMR. To enable effective oversight of its investment, the NSF requires that each currently funded facility must submit an annual project report that describes all activities of the facility; each existing facility, in accordance with Foundation-wide requirements, began submitting an annual report in its first year of operation. Each facility also is expected to submit a final report at the end of the award.

Abstract

Under the Dodd-Frank Wall Street Reform and Consumer Protection Act, the Consumer Financial Protection Bureau is charged with researching, analyzing, and reporting on topics relating to the Bureau's mission, including consumer behavior, consumer awareness, and developments in markets for consumer financial products and services. To improve its understanding of how consumers engage with financial markets, the Bureau has successfully used credit record data as a sampling frame to survey people about their experiences in consumer credit markets. The Bureau now seeks to obtain approval for a new one-time survey of student loan borrowers to understand their borrowing decisions, their experience managing their loans, and their expectations for the future. The survey will be sent to a random sample selected from individuals in the Bureau's new Consumer Credit Information Panel (CCIP), which is itself a sample of de-identified credit records from one of the nationwide consumer reporting agencies. The survey responses will be matched to the Bureau's CCIP data to provide a more complete picture of borrowers' financial standing. The survey will follow similar methods to the Bureau’s prior Making Ends Meet and Survey of Consumer Views on Debt surveys, but sample a different population of borrowers and focus primarily on student loans. The Bureau will not receive Personally Identifiable Information; any such information will be removed by the contractor prior to delivering final products. We expect to recruit about 15,000 participants to participate in the survey. We will collect demographics, measures of financial well-being, consumers' feelings about their financial well-being, and experience with the student loan system, as well as behavioral measures related to seeking out financial information or willingness to take financial-related actions.

Pursuant to sections 731 and 764 of the Dodd-Frank Wall Street Reform and Consumer Protection Act (Dodd-Frank Act), the Board, Office of the Comptroller of the Currency (OCC), Federal Deposit Insurance Corporation (FDIC), Farm Credit Administration (FCA), and Federal Housing Finance Agency (FHFA) (collectively, the agencies) have adopted regulations, including the Board’s Regulation KK - Swaps Margin and Swaps Push-out (12 CFR Part 237), establishing capital requirements and initial and variation margin requirements for certain entities on certain non-cleared swaps and non-cleared security-based swaps. These regulations include reporting and recordkeeping requirements. Regulation KK applies to a swap entity that is a state member bank, bank holding company, savings and loan holding company, foreign banking organization, foreign bank that does not operate an insured branch, state branch or state agency of a foreign bank, or Edge or agreement corporation, as well as any other entity determined to be a covered swap entity by the Board (collectively, covered swap entities).
