Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Abstract

This information collection supports FDA under section 505 of the FD&C Act, which provides that FDA may take appropriate action to protect the public health when necessary. The act also authorizes FDA to conduct educational and public information programs. In addition to overseeing food and cosmetic products, dietary supplements, and animal food and feed, CFSAN also conducts studies to support communications with the public on these topics. To ensure that regulatory actions and communications activities have the highest potential to be received, understood, and accepted by those for whom they are intended, CFSAN and related FDA offices conduct research and studies relating to the control and prevention of disease as authorized by section 301 of the Public Health Service Act. FDA is requesting approval of this new generic for collecting information using qualitative methods (i.e., individual in-depth interviews (IDIs), focus groups, small group discussions, and observations) for studies about food and cosmetic products, dietary supplements, and animal food and feed. This information will be used to inform the regulatory science knowledge base, as well as to explore areas of interest and assist in the development of quantitative study proposals, complementing other important research efforts in the agency. Recordkeeping Requirements for Partial Fills of Prescriptions for Schedule II Controlled Substances

Abstract

In accordance with the Controlled Substances Act (CSA), every DEA registrant must make a biennial inventory and maintain, on a current basis, a complete and accurate record of each controlled substance manufactured, received, sold, delivered, or otherwise disposed of. 21 U.S.C. 827 and 958. These records must be maintained separately from all other records of the registrant or, alternatively, in the case of non-narcotic controlled substances, be in such a form that required information is readily retrievable from the ordinary business records of the registrant. 21 U.S.C. 827(b)(2). The records maintained by registrants must be kept and be available for at least two years for inspection and copying by officers or employees of the United States as authorized by the Attorney General. 21 U.S.C. 827(b)(3). On July 22, 2016, the President signed the Comprehensive Addiction and Recovery Act (CARA) of 2016 into law as Public Law 114-198, which included amending the CSA to allow for the partial filling of prescriptions for schedule II controlled substances under certain conditions. 21 U.S.C. 829(f). Upon filling a prescription for a partial fill of a schedule II controlled substance, a pharmacy will have to create and maintain certain records relating to the partial fill.

National Park Service Visitor Perceptions of Climate Change Study

Abstract

The National Park Service (NPS) is authorized by the National Park Service Protection, Interpretation, and Research in System (54 U.S.C. 100701) statutes to collect information used to enhance the management and planning of parks and their resources. The Climate Change Response Program (administered through the Natural Resource Stewardship and Science directorate) and the U.S. Fish and Wildlife Service (FWS) Human Dimensions Branch (administered through the Natural Resource Program Center within the National Wildlife Refuge System) are partnering to conduct a voluntary, on-site survey to understand park and refuge visitors’ attitudes, perceptions, and beliefs about climate-related topics. The National Park System and the National Wildlife Refuge System protect places, resources, and experiences of importance to the American public. But climate change has serious implications for the protection of landscapes, ecosystems, recreational opportunities, and visitor experiences in parks and refuges. Thus, the NPS and FWS seek to better understand visitors’ understanding and concerns about climate change. The NPS and FWS administer high-quality programs of interpretation and education, and communication about pressing, climate-related topics is increasingly necessary. Audience analysis is important for guiding such efforts. Results of this survey will provide insight into topics, methods, and/or communications media of most interest to park and refuge visitors.

Abstract

The Commission is submitting this request to the Office of Management and Budget (OMB) for extension of a currently-approved information collection for an additional three years. This collection concerns the Public Safety Answering Point (PSAP) text-to-911 Registration Form, which allows PSAPs to request text-to-911 and real-time-text (RTT) service. Pursuant to the Report and Order and Further Notice of Proposed Rulemaking, (rel. Dec. 16, 2016,) in CG Docket No. 16-145 and GN Docket No. 15-178, the Commission amended its rules to facilitate a transition from text telephone (TTY) technology to RTT. The Report and Order builds on the framework established in 2014. In the Second Report and Order, PS Docket Nos. 11-153 and 10-255, FCC 14-118, the Commission amended its Part 20 rules to codify the obligation of Commercial Mobile Radio Service providers and providers of interconnected text messaging applications (collectively, covered text providers) to route all 911 text messages to Public Safety Answering Points (PSAPs). The required information collection assists the FCC in obtaining information from PSAPs that they are technically ready to receive 911 text messages so that covered text providers will have sufficient notice to implement text-to-911 as required. The information collection also includes third party notifications necessary to ensure that consumers, covered text providers, and PSAPs are aware of the limitations, capabilities, and status of text-to-911 service.
