What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Where to find an ICR?

ICRs are publicly available on RegInfo.gov, and additional guidance can be found in the FAQs.

Note: Presidential Action influences are notated for ICRs received between January 20, 2025 and July 19, 2025.

Voluntary Tanker Agreement

Key Information

Abstract

The Voluntary Tanker Agreement (VTA) is a voluntary agreement, in accordance with section 708, Defense Production Act, 1950, as amended (50 U.S.C. 4558). The collection consists of a request from the Maritime Administration (MARAD) that each VTA participant submit a list of the names of ships owned, chartered, or contracted for by the participant, their size, flags of registry, and other pertinent information. This collection of information is necessary to evaluate and plan for the use of tanker capability during national emergencies. The collected information will also be used by both MARAD and Department of Defense personnel to establish contingency plans.

Record of Abandonment of Lawful Permanent Resident Status

Key Information

Abstract

The Immigration and Nationality Act provides for the granting to an eligible alien the status of having been lawfully admitted to the United States for permanent residence ("LPR status"). Once an alien acquires LPR status, he or she has "the privilege of residing permanently in the United States as an immigrant." INA § 101(a)(20), 8 U.S.C. § 1101(a)(20). Section 101(a)(20) makes clear that this privilege continues so long as the person's status has not changed. INA § 101(a)(13)(C)(i), 8 U.S.C. § 1101(a)(13)(C)(i), in turn, acknowledges that abandonment of LPR status is one way in which a person's status can change. Neither the INA nor DHS regulations discuss, in detail, how one may abandon LPR status. Instead, this issue is developed through the precedent decisions of the Board of Immigration Appeals. The leading cases are Matter of Huang, 19 I&N 749 (BIA 1988) and Matter of Kane, 15 I&N Dec. 258 (BIA 1975). The essential element of abandonment of LPR status is moving abroad with the intent of living abroad permanently and of giving up one's right to live in the United States.

Registration of Mortgage Loan Originators

Key Information

Abstract

In accordance with the Secure and Fair Enforcement for Mortgage Licensing Act (SAFE Act), the Consumer Financial Protection Bureau’s (CFPB) Regulation G requires residential mortgage loan originators (MLOs) to register with the Nationwide Multistate Licensing System (NMLS), maintain this registration, obtain a unique identifier, and disclose to consumers upon request and through the NMLS their unique identifier and the MLO’s employment history and publicly adjudicated disciplinary and enforcement actions. The CFPB’s regulation also requires the institutions employing MLOs to adopt and follow written policies and procedures to ensure that their employees comply with these requirements and to conduct annual independent compliance tests. The CFPB’s regulation applies to a broad range of financial institutions and their employees. Regarding entities supervised by the Board, the CFPB’s regulation applies to state member banks (SMBs) with $10 billion or less in total assets that are not affiliates of insured depository institutions with total assets of more than $10 billion; subsidiaries of such SMBs that are not functionally regulated within the meaning of section 5(c)(5) of the Bank Holding Company Act of 1956; branches and agencies of foreign banks (other than federal branches, federal agencies, and insured state branches of foreign banks); commercial lending companies owned or controlled by foreign banks; and their employees who act as MLOs.

Abstract

Defense Federal Acquisition Regulation Supplement (DFARS) clause 252.215-7002, Cost Estimating System Requirements, includes the following information collection requirements, which are necessary to evaluate and monitor contractor cost estimating systems; however, the need for information collection decreases as contractor estimating systems improve and gain contracting officer approval: i. Paragraph (d)(1) requires the contractor to establish an adequate estimating system, disclose such estimating systems to the ACO, in writing; ii. Paragraph (d)(3)(ii) requires the contractor to disclose significant changes to the cost estimating system to the ACO on a timely basis; iii. Paragraph (e)(2) requires the contractor to respond within 30 days to the contracting officer’s written initial determination that identifies significant deficiencies in the contractor’s estimating system; and iv. Paragraph (f) requires the contractor to respond within 45 days to the contracting officer’s final determination of significant deficiencies, and either correct the significant deficiencies or submit an acceptable corrective action plan showing milestones and actions to eliminate the deficiencies.

Organizational Conflicts of Interest in Major Defense Acquisition Programs

Key Information

Abstract

This information collection concerns organizational conflicts of interest in Major Defense Acquisition Programs (MDAPs). This collection requirement is necessary to implement section 207 of the Weapon Systems Acquisition Reform Act of 2009 (WSARA). Section 207 requires that DoD provide uniform guidance in the Defense Federal Acquisition Regulation Supplement (DFARS) and tighten existing requirements for organizational conflicts of interest (OCIs) by contractors in major defense programs. This statutory requirement is implemented in DFARS 209.571-8 and the associated solicitation provision 252.209-7008, Notice of Prohibition Relating to Organizational Conflict of Interest–Major Defense Acquisition Program. In order to comply with the statute, DFARS provision 252.209-7008 requires an offeror to submit a mitigation plan if requesting an exemption from the statutory limitation on future contracting.

The information collection requirement is necessary to maintain the safety of contractors and U.S. Armed Forces while ensuring that the U.S. Government is not doing business with entities at odds with American interests. JCXS contains two modules, the Joint Contingency Contracting System (JCCS), which evaluates vendors for possible approval or acceptance to do business with and have access to U.S. military installations around the world, and the Civilian Arming Authorization Management System (CAAMS), which provides a standardized and automated process for the submission, review, approval, and compliance management of the contractor arming process. JCXS is the DoD's agile, responsive, and global provider of Joint expeditionary acquisition business solutions that fulfill mission-critical requirements while supporting interagency collaboration—to include, but not limited to, contracting, finance, spend analysis, contract close-out, staffing, strategic sourcing, and reporting.
