Change Requests

What is an ICR?

An Information Collection Request (ICR) is a federal agency's request for approval from the Office of Management and Budget (OMB) to collect information from the public. Under the Paperwork Reduction Act (PRA), agencies must justify why the information is needed and how it will be used.

When are they submitted?

Federal agencies are required to submit an ICR whenever they create, renew, modify an information collection. Each ICR includes a description of the collection, supporting materials and documentation (such as forms, surveys, or scripts), and proof that the agency has met the requirements of the PRA.

The ICR is submitted to the The Office of Information and Regulatory Affairs (OIRA) within OMB for review and approval. OIRA grants approval for a maximum of three years, after which the collection must be renewed through a new ICR submission.

Where to find an ICR?

ICRs are publicly available on RegInfo.gov, and additional guidance can be found in the FAQs.

Note: Presidential Action influences are notated for ICRs received between January 20, 2025 and July 19, 2025.

Family Reunification Assistance for Afghan Parolees

Key Information

Abstract

The U.S. Government agreed that Afghans paroled under Operation Allies Welcome or those paroled then subsequently granted Temporary Protected Status (TPS), could request U.S. Government-supported family reunification support for their spouses and unmarried children under 21. The State Department needs to identify people who are eligible for this program. While the State Department has, to date, been relying on incoming requests via email to manage the intake of these requests, State requires a publicly advertised system that is sustainable and efficient and that enables data validation with U.S. Government databases.

Abstract

The Department of Homeland Security (DHS) tip reporting capability will facilitate the collection of information from the public and law enforcement partners regarding allegations of the more than 400 crimes enforced by DHS. The internet-based reporting capability serves as a supplement the telephone-based reporting capability. The web-based reporting capability will reduce the time it takes for people to report crimes to DHS. The capability also reduces the amount of time required to document, analyze, and route tips to the appropriate action office.

Medical Devices--Voluntary Improvement Program

Key Information

Abstract

The Voluntary Improvement Program (VIP) is facilitated by the Medical Device Innovation Consortium (MDIC), a public-private partnership that evaluates the capability and performance of a medical device manufacturer’s practices using third-party appraisals. The VIP is intended to guide improvement to enhance the quality of medical devices. As part of the VIP process, FDA receives information about participating device manufacturers’ capability and performance for activities covered in third-party appraisals to enhance manufacturing and business practices in a way that improves the quality and safety of medical devices, benefitting patients and consumers. While appraisals performed through the VIP do not constitute a new regulatory requirement or serve as an equivalent to an FDA inspection, FDA may consider information from a participant’s appraisals, as appropriate, in risk-based inspection planning.

Ambient Air Quality Surveillance (Renewal)

Key Information

Abstract

The data collected through this information collection consist of ambient air concentration measurements for the seven air pollutants with national ambient air quality standards (i.e., ozone, sulfur dioxide, nitrogen dioxide, lead, carbon monoxide, PM2.5 and PM10), ozone precursors, meteorological variables at a select number of sites and other supporting measurements. Accompanying the pollutant concentration data are quality assurance/quality control data and air monitoring network design information. The U.S. EPA and others (e.g., state and local air quality management agencies, tribal entities, environmental groups, academic institutions, industrial groups) use the ambient air quality data for many purposes. Some of the more prominent uses include informing the public and other interested parties of an areas air quality, judging an areas (e.g., county, city, neighborhood) air quality in comparison with the established health or welfare standards (including both national and local standards), evaluating an air quality management agency's progress in achieving or maintaining air pollutant levels below the national and local standards, developing and revising State Implementation Plans (SIPs) in accordance with 40 CFR 51, evaluating air pollutant control strategies, developing or revising national control policies, providing data for air quality model development and validation, supporting enforcement actions, documenting episodes and initiating episode controls, air quality trends assessment, and air pollution research.

Clean Cities Vehicle Programs

Key Information

Abstract

This ICR involves the approved collection that collects three streams of information. The three streams of information will enable DOE to ensure the impact and progress of DOE’s voluntary Clean Cities Vehicle Programs, specifically, a Ride and Drive survey program for PEV showcases, the PEV Scorecard, and the National Clean Fleets Partnership. The Ride and Drive Surveys for PEV Showcases are a three-part voluntary ride-and-drive survey to assist Clean Cities coalitions and stakeholders in assessing the level of interest, understanding, and acceptance of plug-in electric vehicles (PEVs) and alternative fuel vehicles (AFV) by the purchasing public. The principal objective of the Surveys is to provide DOE and stakeholders with an objective assessment and estimate of how ready the purchasing public is for PEVs, and to help DOE’s Clean Cities coalitions prepare for the successful deployment of these vehicles. DOE intends the surveys to be completed by individuals who are participating in one of many ride-and-drive events. The second stream of information is the PEV Scorecard, which allows DOE Clean Cities Coalitions and Stakeholders to assess the level of readiness of their communities for PEVs for residential and fleet customers. Information collected is critical for DOE to provide respondents an objective assessment of community readiness for PEV adoption, understanding successful PEV deployment, and assuring appropriate evaluation of PEV deployment progress. The third stream of information involves the National Clean Fleets Partnership, which is an initiative through DOE that establishes strategic alliances with large private-sector fleets, providing them technical assistance and expertise to explore and adopt alternative fuels and fuel saving measures into their operations successfully. The initiative builds on the established success of DOE’s Clean Cities program. Information collected is critical for DOE to develop an objective assessment and estimate of each fleet’s impact and progress. Information is used to establish a baseline of activities, inventories, and fuel use for each fleet, which is then used for future comparisons and analyses of instituted programs and policies. These activities are authorized under 42 U.S.C. Sec. 13252(a)-(b); 42 U.S.C. 13255; 42 U.S.C. 7256.

Registration of Mortgage Loan Originators

Key Information

Abstract

In accordance with the Secure and Fair Enforcement for Mortgage Licensing Act (SAFE Act), the Consumer Financial Protection Bureau’s (CFPB) Regulation G requires residential mortgage loan originators (MLOs) to register with the Nationwide Multistate Licensing System (NMLS), maintain this registration, obtain a unique identifier, and disclose to consumers upon request and through the NMLS their unique identifier and the MLO’s employment history and publicly adjudicated disciplinary and enforcement actions. The CFPB’s regulation also requires the institutions employing MLOs to adopt and follow written policies and procedures to ensure that their employees comply with these requirements and to conduct annual independent compliance tests. The CFPB’s regulation applies to a broad range of financial institutions and their employees. Regarding entities supervised by the Board, the CFPB’s regulation applies to state member banks (SMBs) with $10 billion or less in total assets that are not affiliates of insured depository institutions with total assets of more than $10 billion; subsidiaries of such SMBs that are not functionally regulated within the meaning of section 5(c)(5) of the Bank Holding Company Act of 1956; branches and agencies of foreign banks (other than federal branches, federal agencies, and insured state branches of foreign banks); commercial lending companies owned or controlled by foreign banks; and their employees who act as MLOs.
